This federal money is designed to fund low-income housing and often works in partnership with local nonprofit groups. As a result of that meeting, I wrote you a letter on October 16, 2017 requesting that you provide my office with specific actions you are taking to address the mismanagement of HOME funds by City officials. Due to the City of Dayton’s failure, led by you, the City had to forfeit $476,624 in federal HOME funds. Istill have not received a response from you. Since that time, you have failed to provide any action plan to my office or the people of Dayton. In fact, we have now learned that the City of Dayton will be required to repay an additional $166,000 in federal HOME funds spent on “unallowable” costs. HUD has also requested that you provide more information on how the City spent an additional $1,149,000 of HOME funds ‘on “questionable” costs. In total, the City of Dayton could be required to pay back over $1,300,000 to HUD due to what your own team deemed to be “human-error” in a community that currently has roughly thirty-five percent of the population living below the poverty line. ‘Your mismanagement of federal HOME funds for low-income Dayton residents has placed over $1,700,000 in jeopardy. Comparatively, the City of Dayton could lose nearly $150 for every family of four living below the poverty line, or roughly $37 for every man, woman, and child, due to your carelessness and mismanagement. I have worked on a bipartisan basis to save HOME funds from elimination through multiple administrations because it is of such critical importance to our community. [ worked with Cleveland Democrat Congresswoman Marcia Fudge this year to urge the Congress to restore HOME program funding to at least $1.2 billion in order to promote local economic development, create jobs, and ensure that every American has access to a safe, affordable home. Every year that we fight to restore funds to the HOME program, mismanagement of dollars provided under the program are used as a basis to cut the program’s funding, Your ‘mismanagement directly puts this important national program at risk. am fighting for the people of Dayton to guarantee federal dollars are available to the City of Dayton while you continue to permit mismanagement of funds and place millions of future federal dollars at risk. Your mismanagement is directly impeding the quality of life of the people you serve. This is unacceptable. Once again, I am requesting that the City of Dayton provide a detailed plan on actions they have taken and will continue to take to address the mismanagement of HOME funds.
