 When there are two sovereign kingdom things can only be solved by mutual
interest
 Rule of Law.
 Conflict of Laws: When two jurisdictions have conflict of laws because both
the jurisdictions have different laws.
 Reciprocity.
 Bilateral trade agreement. (if for trade only)
 Multilateral trade agreement. (WTO)
 Harmonization.
