1. The Republic Act No. 9155 “Governance of Basic Education Act of 2001”
mandates the conduct national educational research and studies to the Department.
Hence, the Department of Education (DepEd) has recently strengthened its
evidenced-based policy development and decision-making through educational
research and studies via DepEd Order No. 43, s. 2015, DepEd Order No. 4 & 39, s.
2016 and DepEd Order No. 16, s. 2017 to improve access, governance and quality
of education at the national, region, division and school level of the department; thus,
this “DIVISION RESEARCH POLICY” is formulated:

2. To institutionalize and promote the culture of research in the division through


intensifying research & policy development within the management and governance,
and the desire of the Division in addressing the pressing issues and urgent needs of
education; this schools division mandates the following:

2.1 Each school/section/district/division shall identify one pressing problem/issue


and conduct research which focus to the following research agenda specified
in the Basic Education Research Agenda (BERA):
2.1.1 Teaching & Learning;
2.1.2 Governance;
2.1.3 Child Protection Policy;
2.1.4 Human Resource Development;
2.1.5 Gender Development;
2.1.6 Inclusive Education; and,
2.1.7 Disaster Risk Reduction and Management.
2.2 Aside from conducting research for the purpose of developing new
innovations/strategies/intervention to improve education and human lives,
generating new knowledge/ideas and formulating/testing theories; the conduct

of action or basic research must be aligned with school/district/section/division
“Banner Project” objectives and utilize problems/issues (e.g. SMEA/DMEA
results/findings, etc.), statistical data, facts, situations, experiences,
documents, and other evidences that show basis on the existence of the
problem/s.

2.3 The submission of research among Education Program Supervisors


(EPS), Public Schools District Supervisors (PSDS), Senior Education
Program Specialist (SEPS), Master Teachers (MTs) is MANDATORY.
While Section Heads (excluding SEPS), Education Program Specialist II
(EPS-II), School Heads (principals, HT, TIC, OIC), Department Heads,
Program/Project Coordinators is OBLIGATORY. They shall conduct and
submit at least one (1) action or basic research each school year as one the
components in their OPCRF / IPCRF.
2.4 Submission of research among Teachers and other DepEd personnel
(teaching-related, non-teaching) aside from those positions aforementioned
above is RECOMMENDATORY.

2.5 Schools (clustered or not, with/without Master Teacher/s) shall conduct and
submit at least one (1) action or basic research each year which shall be
spearheaded by the School Head (as main proponent) and two other teachers
from the school. This shall be conducted separate from but with the
collaboration/help of master teachers in order to address problems/issues in
their respective schools.
2.6 Master Teachers shall conduct research in sole/single authorship for
classroom-based research. But they can have team research (maximum of 3
members) for researches with wider scope such community-based,
school/district/region/national-based researches.
2.7 Starting S.Y. 2018-2019, schools and districts shall to conduct research-
related “Activities, Programs, Projects & Initiatives” such as but not limited
to:
2.7.1 Research Writeshops;
2.7.2 Research Caravans;
2.7.3 Research Consultations;
2.7.4 Research Congress;
2.7.5 Research Summit;
2.7.6 Capability Building in Conducting Research;
2.7.7 Research Forum/Conferences;
2.7.8 School Level Evaluation/Screening of Research; and,
2.7.9 Others;
2.8 Schools and districts are required to put-up or establish “Research Corner”
to be displayed in the District/Principal’s Office/s or Bulletin Board with but not
limited to the following contents:
2.6.1 Basic Education Research Agenda (BERA);
2.6.2 Basic Education Research Fund (BERF);
2.6.3 Research Management Guidelines (RMG);
2.6.4 Research Plans, Activities, Initiatives, and Projects;
2.6.5 DepEd Orders, Memoranda & Advisories on Research;

2.6.6 Accomplishments in Research;
2.6.7 Completed or On-going Research Study Titles;
2.6.8 Research Updates;
2.6.9 Research Committee Members;
2.6.10 Others;

2.9 District Supervisors, District Research Coordinators, School Heads and


Master Teachers shall provide Technical Assistance (TA) to teachers, track
and monitor researchers and the conduct of research in their respective
district/school and submit Activity Completion Report (ACR) to the division.

2.10 To ensure the quality of researches in the division, researches shall


undergo Research Consultations through the following process:
2.10.1 Title Hearing - The researcher shall submit three (3) research titles
with its research questions to the school/ district/division subject
approval by the SRC, DRC and SDRC.

2.10.2 Research Proposal Consultations – The researcher shall submit


research proposal to the division for proposal defense as early as
August each year. Specific date will be announced via
Memorandum. Only research proposals that qualified for
screening/evaluation by the SDRC will be submitted to the region
for BERF funding. Every master teachers are required to submit
their proposals on or before the set deadline. The research
proposal shall follow the following minimum research components
(Deped Order No. 16, s. 2017):

2.10.3 Final Research Consultation - After the research had been


critiqued/evaluated by SDRC during proposal defense, the
researcher shall follow suggestions commented by the SDRC. The
defense will be done in February each year. Specific date will be
announced via Memorandum for Final Defense. Only that passed in
Final Defense will be presented in division/region/national research
conferences for presentations. The research proposal shall follow
the following minimum research components (Deped Order No. 16,
s. 2017):

2.11 Researches Conducted by the Senior High School students as part of


their curricular requirement shall be submitted to the division for utilization
and archival purposes and shall be disseminated as one of the entries for
SHS Research Summit.

2.12 Schools offering Senior High shall prepare their School Research
Journal each year containing all conducted researches by SHS students.

2.13 Schools/Districts shall find ways in sourcing (such as create and


improve linkages with stakeholders) and develop initiatives to strengthen
research and rewards/recognize the contributions of researchers;

2.14 Personnel of DepEd taking Graduate and Post-graduate studies in
SUC’s shall aligned their master’s thesis and/or doctoral dissertation to
Basic Education Research Agenda (BERA) of DEPED and seek Permit to
Study approved by the Schools Division Superintendent.

2.15 No thesis and dissertation prepared as an academic requirement for


Master’s & Doctorate Degree is allowed for Basic Education Research
Fund (BERF) funding. Thesis and dissertation shall only be allowed for
presentation and dissemination of result purposes only by the
author/researcher, not as entry for competition during division-initiated
research conferences and fora. It is the responsibility of the author to ask
permission from the SUC’s.

2.16 Researchers are allowed to conduct research in support, partnership,


and co-authorship with potential research partners such as but not limited
to SUC’s, NGO’s, CSO’s, LGU’s, ICC’s, Private & Government Agencies.

2.17 No full-blown research shall be accepted by the division for


presentation in division/region/national research conferences, fora, and
publication in division research journal without passing through the
screening and evaluation of the SDRC.

2.18 Researchers shall observe the highest ethical standards, avoid


plagiarisms and fraud in conducting research.

2.19 School/districts shall maintain records of all researches in the district


and make sure that work scope/timeline, research protocol, ethics and
regulatory requirements are followed.

2.20 Before end of every school year, all researches should be submitted to
the division to be used for research result dissemination, utilization,
advocacy, evidenced-based policy formulation & decision-making, and
archival, once approved by the division.

2.21 Master Teacher shall have at least one (1) approve research each
year. Approval of all researches and studies shall be done by the Schools
Division Superintendent, evaluated by SDRC and recommended by
school head and district supervisor.

3. Dissemination, Compliance and appropriate action of this Memorandum is


directed.
