Sub: - Amendment to Codal / Contractual provisions.
Government after careful consideration have been pleased to make amendment to
Rule-14 3 (ii) (a), 14.3 (ii) (b), 143 (v), 1552, 15.6, 1561, 156.2, 1563, 15.66, r6 j,
23.3.1 & 24.3 of Appendix-lX (A) o{ OPWD Code, Volume-ll by modification as fottows.

(l)- Rule- 14.3 (ii) (a) in Appendix-lX (A) of OPWD Code, Volume -ll
"Tender Cost, El\4D, VAT, PAN, Contractor RC" under the column "Document
Description" shall be modified as "GSTIN, PAN, Contractor RC".

(ll)- Rule-14.3 (ii) (b) in Appendix-lx (A) of OPWD Code. Volume -ll
"Tender Cost, EIllD, VAT, PAN, Contractor RC" under the column "Document
Description" shall be modified as "GSTIN, PAN, Contractor RC".

{lll)- Rule- 14.3 (v) in Apoendix-lX (A) of OPWD Code. Volume -ll
The statement "The Procurement Officer Administrator should mention the cost of
tender paper and EI\,4 D amount as laid down in DTCN/SBD" shall be modified as "The
Procurement Officer Administrator should mentron the cost o{ tender paper and EfVID

amount to be paid online as per Works Department Office l\4emorandum No 6785AlV

dt.09.05.2017 and as laid down in DTCN/SBD (DTCN/SBD is to be modified accordingty)".
The Bldder shall also have to furnish as part of its Bid, the Addjtional Performance
Security (if any) online as per the Works Department Office fi/]emorandum No 52884 /
dt.04 05 2016

(lV)- Rule- 15.5.2 in Apoendix-lX (A) of OPWD Code. Volume -ll

The statement "He shall prepare all documents including cost of Bid Document, Bid
Security, Declaration form, price bid etc. and slore in the system" shall be modified as 'He

shall prepare all documents including Declaration Form, Price Bid etc. and store in the
system".

(V)- Rule- 15.6 in Appendix-lx (A) of OPWD Code, Volume -ll

(a) The Rule- 15.6.1 shall be replaced as "The Bidder shall transier the Tender
Paper cost online as part of its Bid, as mentioned under DTCN/SBD through a
process mentioned in Works Department Office [\i]emorandum No.67851r'V
dt 09.05.2017'
(b) The Rule- 15.6.2 shall be replaced as "Also, the Bidder shall transfer the
EIVD/Bid Security online as part of its Brd, as mentioned under DTCN/SBD
through a process mentioned in Works Department Office lVemorandum
No 6785iW dt 09 05 2017"
The Bidder shall also have to furnish as part of its Bid, the Additional
Performance Security (if any) as mentioned in the DTCN/SBD and as per the
Para-3.5.5 (V) of Note-ll of OPWD Code, Vol.-l modified by Works Department
Office lVemorandum No.52884/V dt.04.05.2016, which is to be paid online
through a process mentioned in Works Department Office l\,4emorandum
No 67854/V dt.09.05.201 7
(c) Rule- '15.6 3 shall be deleted.

(d) Rule- 15.6.6 shall be deleted.

(vt) - Rule- 16.1 in Appendix-lX (A) of OPWD Code. Volume -ll

The statement "The Technical bid generally consists of cost of Bid documents.
EIVD/Bid Security, VAT, PAN/TIN, Registration Certificate, Affidavits, Profit Loss statement,
joint venture agreement, List of similar nature of works, work in hand, list of machineries and
any other information required by OlT " shall be modified as "The Technrcal bid generally
consists of GSTIN, PAN, Registration Certificate, Affidavrts, Profit Loss statement, joint
venture agreement, List of similar nature of works, work in hand, list of machinerles and any
other information required by OlT ".

(Vlll- Rule- 23.3.1 in Appendix-lX (Al of OPWD Code. Volume -ll

The statement "Fails to furnish original Technical / Financial (Tender Paper Cost,
EIVD / Bid Security) instruments before the designated Officer within the stipulated date and
time" shall be modified as "Fails to furnish original Technical Documents before the
designated Officer within the stipulated date and time".

(Vlll)- Rule- 24.3 in A Doend ix-lx (A) of O PWD Code. Volume -ll The statement The
minimum period of blocking of Portal Registration shall in no case be less than 90 days"
shall be modifies as 'The minimum period of blocking of Portal Registration shall in no case
be less than 180 days".

1. This shall take effect from the date of issue of this Office f\ilemorandum.

2. Accordingly, relevant existing codal / contractual provision exist vide Office

N,4emorandum No.7885,4/V d1.23.7.2013 of Works Department stands modified with
effect from the date of issue of this Office l\4emorandum.
3. This has been concurred in by the Finance Department vide dt.06.07.2017.
