Professional Development Experience

October 2010 to present Co-Manager for Innovative Development Ideas (IDI). Assisted in setting
up IDI, from TOR to obtaining Government of Vietnam approval. IDI is
Vietnam
primarily a capacity building initiative but also undertakes short term
project contracts such as project evaluation. I drafted several training
manual templates including M&E, From Farmer Field School to Interest
Groups, Strategies for Mainstreaming Women in Development including
gender budgeting, Participation and KAP Survey Techniques,
Decentralisation of Project Management, and Project Management. Conduct
TOT and monitor progress through cascade assessment. Also coordinated
several trainings and prepare and/or edit final English documents. I
formulate TORs for hiring required staff and participate in interviews.
Lastly I am involved in mentoring IDI staff.
Jan-2008 to May-2010 Chief Technical Advisor, Sudan Productive Capacity Recovery

Sudan Programme - Capacity Building, Khartoum (UN FAO) Responsible for


managing the European Union Trust Fund ($23million) to support rural
development initiatives; facilitating drafting the annual work programs and
budget by four project states for endorsement by the Program Steering
Committee; ensuring support to the Programme Coordination Unit (PCU)
and the Technical Support Units (TSU), including administration,
communication, and field operations; and providing technical assistance to
PCUs and TSUs on policy and technical matters related to rural
development. Coordinating a multi-disciplinary team to ensure the quality
and timeliness of technical assistance and effective capacity building in: i)
basic public administration, including the development of policies and
strategies of public institutions concerned with agriculture, rural
development and IDP resettlement needs; ii) procurement, including
international best practice related to tendering procedures, value for money,
bill of quantities and purchase request forms; iii) drafting Terms of
Reference (ToRs) for contracting infrastructure personnel and for training;
and iv) key support services, including advisory, FFS, market access, and
empowerment of Non-State Actors and rural businesses.

In consultation with stakeholders, assisted in the design and implementation


of a capacity building program; coordinated related training interventions
for strengthening the country's institutional, physical and human capacities
related to the agricultural and rural sector. Developed competency-based
assessment to capture evidence of effectiveness of capacity building – use

of enhanced skills and knowledge of relevant work skills. Tracking,
evaluation and reporting on official development assistance to the Ministry.
Initiated baseline based on Needs Assessment & Gap Analysis, Competency
Based Trailing Indices, and KAP Survey.

Developing, in cooperation with other advisors and government officials


issues relating to monitoring progress related to annual work programs
(RBM), including timeliness, achievement of objectives and impact, and
implementing corrective measures when needed, and ensuring the
preparation of reports in line with donor requirements. Developed
questionnaires for KAP survey (state agricultural and animal resources
ministries, NSAs and beneficiaries). Initiated regional international
conference on developing community based livestock extension services.
Instituted community development plans and programme for income
opportunities (including resettlement strategies for IDPs). Drafted initial
modules for Communication and Facilitation skills, Planning Training
Sessions, etc. Initiated shift from classroom to activity based training.

Developed Management Information Systems (MIS) to document activities,


identify resources and for monitoring activities from baseline. Oversaw
project finances including drafting budget revisions (re)allocations and
justifications). Led participatory assessment of physical infrastructure needs
including prioritisation (equipment, vehicles, buildings, etc). Assisted in
developing monitoring formats for construction of physical infrastructure

Dec 2005-Apr 2007 Chief Technical Advisor, Decentralized Project for Poverty Reduction
Vietnam (UN International Fund for Agricultural Development and Quang Binh
People’s Committee) Assisted and advised the Provincial Project
Management Unit (PPMU), the Provincial Government and Steering
Committee in implementation - management, agricultural production,
microfinance, private small and medium enterprises (SMEs), monitoring
and evaluation (M&E), infrastructure and procurement/finance (teaching
international best practice, including tendering procedures, purchase request
forms and value for money). Enhanced practices and processes for
community participation, gender mainstreaming/ budgeting, participatory
project planning and implementation, and sound project management.
Coordinated components: capacity building; community management of
national park, infrastructure; production support; microfinance; and
training. Developed a MIS for activities to be documented, resources
identified and to serve as a means of monitoring. Drafted the Project
Implementation Technical Report, guidelines for farm demonstrations and
farmer interest groups and TNA guidelines. Assisted in developing
strategies for forestation, eco-agriculture and gender mainstreaming.

Advised on rural finance products and production support, drafting loan


applications and business plan forms, development of monitoring forms,
performance assessment of Commune Credit Unions (CCUs) and Credit
and Savings Groups (CSGs), and creating M&E systems. Assisted in
developing Revolving Funds for the poor and very poor farmers by advising
the Bank of Social Policy. Developed environmental awareness strategies
for project beneficiaries in buffer zones to National Parks with other
international agencies. Coordinated workshops for Gender Sensitivity, the
organisation of Farmer Interest Groups, participatory M&E and the use of
computer statistical packages to analyse M&E data. Also worked with
minority groups in line with Program 135 II.

Supported the PPMU in coordinating activities, identified problem areas


and developed activity plans for their amelioration, and provided project
management workshops for capacity building. Created village level self-
management boards for development planning, monitoring and ownership
of infrastructure. Harmonised project activities with other development
agencies in Quang Binh (especially production activities and rural finance).
Worked in close association with Project Director and key staff to establish

sound procedures for procurement, accounting, reporting and M&E.
Implemented strategic management plan and assessment variables,
including (sub)component harmonisation and coordination, strategies to
target key beneficiaries, and staff capacity building. Identified management
needs and issues and drafted memos and technical reports for future action.
Undertook official development assistance (ODA) monitoring, tracking,
evaluating and reporting on various donor aid commitments. (13 mths over
15 months).
Jun-Sept 2006 Country Coordinator, Avian Influenza (AI) Behaviour Change
Vietnam Communication, (Academy for Educational Development (AED) and
USAID) Served as liaison on activities and strategic plans with Vietnam’s
Government Ministries and AI Steering Committee, USAID, FAO, WHO,
World Bank, UNICEF and other multinational partners. Worked closely
with the home office, regional team and technical staff in design,
implementation, M&E, and documenting of activities of Vietnam’s AI
program. Drafted and costed the Annual Work Plan and Budget with the
project management committee according to international best practice.

Worked with staff to build capacity for managing procurement to


international best practice standards, and to draft ToRs for technical
assistance and letters of agreement (LOAs) for training (e.g., with CARE,
Women’s Union, and Commune Health Workers). Supported the media
agency, research firm, NGOs and government agencies (e.g. VIPA, MARD,
VBARD, VBSP) to provide direction and management, including oversight
of contract and deliverables, evaluation, and overall compliance. Developed
the behaviour change communication component in regional log frame and
indicators (in Bangkok) and provided appropriate indicators for Vietnam,
Cambodia, Laos and Indonesia. Assessed project activities in 18 of the
project’s 54 provinces. (including cascade evaluation of TOTs) Developed

2004 Project Manager, Scoping Project for Internet Tourism (Cooperative
Australia Research Centre for Sustainable Tourism) Coordinated a research team
to benchmark use of the Internet for small to medium-sized tourist
