KNOW THE
ADVERTISING RULES
2018 GENERAL LOCAL ELECTIONS
THIRD PARTY ADVERTISING

General local elections in B.C. are on October 20, and there are rules
that third party advertisers must follow.
Third party advertising is any election advertising not sponsored by a candidate or elector organization.
If you advertise as a third party between September 22 and October 20, you must:

■ Register with Elections BC before conducting any advertising

■ Include your name and contact information on all advertising

■ Not sponsor advertising on behalf of, or together with, a candidate or elector organization

■ Not spend more than the expense limit

■ File a disclosure statement

There are expense limits for directed advertising in each election area. Find the limits at
elections.bc.ca/limits.

There is also a cumulative advertising expense limit of $150,000. The total value of advertising
sponsored must not exceed this limit.

Find registration forms and the Guide for Local Elections Third Party Sponsors in B.C. at
elections.bc.ca/sponsors.

If you have questions about the rules or how to register, call Elections BC at 1-855-952-0280.

Media outlets must not publish or transmit election advertising on General Voting Day, Saturday,
October 20, 2018.

Joan Maude Rogers
Joan Maude Rogers, beloved wife of Glen Frizzell, passed July 15, 2018 at the
Victoria Community Heath Centre in Kaslo. Joan was born in Lethbridge,
Alberta on January 31, 1933 the only child of Benjamin (Buck ) Roland and
Maude S. Buchanan. In 1943 Joan moved to Calgary and attended Balmoral,
Crescent Heights High School, and Mount Royal College. Joan married
C. Leire, a high school friend in 1952 and they had one son, Jeffery, born
1955. Divorced in 1959 Joan married Walter (Wally) Rogers in 1961 and spent
the majority of her married life, 36 years, in the loving care of Wally and his
eleven brothers and sisters and their families who were all close friends.
Wally was one of the founding members of the Steele’s Scouts Commemorative
Militia Cavalry, chartered in 1977. Joan’s seamstress skills were instrumental in making and modifying old uniforms
and she was also the leader in getting the ladies outfitted in their period clothes. They entertained often and Joan was
respected for her culinary skills. Proud of her Scottish heritage, Joan’s love of flowers and clothes was a reflection of
the colours of the Buchanan Tartan. Always smiling, stubborn, with a great sense of humour and a quick wit, Joan
could keep you in stitches. August 1, 1981 Wally was diagnosed with leukemia and as it progressed Joan retired
early as Executive Secretary from Stanley Associates Engineering Ltd. Wally predeceased Joan on February 20, 1997.
Before the end of the year another trauma would strike Joan and it was confirmed on January 22, 1998 that she had
breast cancer.
Joan didn’t let the cancer get her down. Life went on. She continued sewing clothes, entertaining and being
entertained. After mega doses of chemo did not shrink the tumor Joan had a mastectomy on May 1. May 3 she was
home and by the following evening friends had brought so many flowers and gifts with a floral theme that her house
looked like Butcharts Gardens.
Happiness was short lived. On May 7 she saw her doctor; eleven lymph nodes had cancer in them. The cancer was
still in the skin and this was the first time Joan broke down and cried. Two weeks later she started a full course
of radiation. June 22 - 26 Joan drove to Kaslo, BC where Jeff had been living. Joan loved the area and thought
if she survived she might move there. In the year 2000 Joan did move to Kaslo and met and enjoyed the happy
companionship of new friends.
Tragedy had not stopped following her though. In March of 2010 Joan’s son Jeff succumbed to a heart attack in his
sleep and Joan found him. At Christmas 2010 -11 another severe traumatic event occurred that was to dog Joan’s health
for years; she was diagnosed with Parkinson’s. Then she lost her sense of taste and smell, a precursor to Alzheimer’s.
On June 26, 2013, at a mutual friend’s birthday party, Joan met Glen Frizzell. They met again a week later at a group
dinner, then Glen left the area for a year. He came back June 22, 2014 and met Joan again at a group dinner and was
invited for coffee. The following day, Glen trimmed the tree overshadowing her deck and for the ensuing months
they would go for daily drives. On Sept. 28 they moved in together. With a healthy diet, in three months Joan’s hand
shaking stopped. Within six months she got her sense of taste back. The rest is history. On February 18, 2017 they
married. Joan appreciated Glen’s loving care and protection for the remainder of her life.
Joan is survived by her husband Glen Frizzell (Kaslo), her granddaughter Michelle Rogers (Harrop), Wally’s son
Wayne Rogers (Kim Sturgess) of Whitehorse,YT., cousin Donna Jackson (Don) of Richmond; in-laws George Rogers
(Dogpound, AB), Murial Rogers (Black Diamond, AB) and from Calgary Center, Pat and Rance Creaser, Mim Guriel,
Alberta Webster, from BC, Jake Frizzell (Doris) of New Westminster, BC, Joyce Knox (Burnaby, BC), Brian Frizzell
(Surrey, BC); and many nephews and nieces among whom Beverly, Ellie and Hazel were of tremendous help to Joan
during Wally’s sickness and her own. Also missing Joan is Alec McDougal, a true friend who worked with Joan and
who cared about her and Wally; they exchanged birthday greetings by phone every year until the present. Also good
friends of Joan in Kaslo were Elaine McCrae and Dennis and Wendy Butler.
Glen would like to thank all the staff at the Victorian Health Centre in Kaslo for their compassionate care during
Joan’s last days.
