AICTE Fee Waiver Scheme

The Guidelines for implementation of the AICTE Fee Waiver Scheme for the First
Year B.E / B.Tech / B.Arch Degree Courses for the academic year 2010-2011 are
detailed below :

Under the AICTE Fee Waiver Scheme, an Institution can provide Tuition fee
waiver upto 10% of the AICTE sanctioned intake in any Branch / discipline. Typically, for
a sanctioned intake of 60 in a Branch, Tuition Fee waiver shall be given to 6 candidates
under three different categories in the appropriate ratio as noted below :

Economically Backward candidates 3


Women candidates 2
Physically Handicapped candidates 1
Total 6

The number of candidates under each category pertaining to other possible sanctioned
intakes is given in the Annexure I

Selection of candidates under the Fee waiver categories

Selection of students under the three different categories should be based on


merit i.e Cut-off marks obtained in the Plus-two examination in the relevant subjects. The
method of calculation of cut-off marks is given in Annexure II
.
Inter-se-merit : If the cut-off marks is the same, the order of priority shall be fixed
based on the following inter-se-merit rules.
(i) marks obtained in Mathematics
(ii) marks obtained in Physics
(iii) marks obtained in fourth optional subject (Biology, Computer Science
etc.)
(iv) Date of Birth

Women : All girl students admitted in a branch should be considered under this
category. From among the girl students admitted, appropriate number of students (as
per sanctioned intake) should be selected based on the cut-off marks and inter-se-merit
rules.

Physically Handicapped : All physically handicapped candidates admitted in a branch


should be considered under this category. From among the candidates under this
category, appropriate number of students (as per sanctioned intake) should be selected
based on the cut-off marks and inter-se-merit rules

Economically Backward : Data as to the annual income of the parent / guardian of


each student admitted in a Branch should be collected . Students whose parental
income is less than Rs.2.5 lakhs from all sources should be considered under this
category. The eligible students shall be requested to obtain the Income Certificate from
the Revenue authority. From among the eligible candidates under this category,
appropriate number of students (as per sanctioned intake) should be selected under this
category based on cut-off marks and inter-se-merit rules.

Non-availability of students : As per AICTE guidelines, in the event of non-availability


of students in a specific category , the benefit should be given to any other candidate of
other categories according to merit.
In practice it is seen that non-availability of students arises mostiy in the case of
physically handicapped category only. In such cases the seats allocated under the
physically handicapped category should be given to a student under Women or
Economically backward category whoever has got higher merit.

Additional Intake : As per AICTE norm, the Institution providing fee waiver is allowed to
admit 10% of its sanctioned intake or the number of actual tuition fee waiver granted by
the Institution, whichever is lower, as an additional intake in the same discipline / branch
of study.

For a sanctioned intake of 60 in a branch, if the Institution grants fee waiver to 6


students, then the Institution is entitled to 6 additional seats in the same branch under
Management quota. Else, if for a sanctioned intake of 60, the Institution grants fee
waiver to less than 6 students i.e say, 4 students, then the Institution is entitled to 4
additional seats in the same Branch.
Approval of Selection and Additional seats :
The Institution granting tuition fee waiver should submit the following documents
in appropriate formats at the time of Certificate Verification.
1 FORM A Undertaking by the Institution for providing fee waiver
2 FORM B Certificate from the student / parent for whom tuition fee
waiver is provided.
3 FORM C Annual Income Certificate from Revenue Authority
4 FORM D District Medical Board Certificate

Other details such as the names and cut-off mark details of candidates selected
for providing tuition fee waiver will be incorporated in the Approval software package and
instructions for furnishing the details will be given in the package itself.

General Instructions :

1) The Principals are requested to strictly adhere to the guidelines and select
candidates as per merit.
2) Approval for selection and the consequent sanction of additional seats will
be granted by this department only after ensuring that all eligible students
have been considered and the selection is based on merit and the Tuition
fee waiver is given to appropriate number of students in each category.
3) In the absence of submission of the supporting documents required (like Income
Certificate, Medical Board certificate etc) the selection and the consequent
additional seats will not be approved.
4) If necessary, this department will call for particulars of parental income of all
students to ensure selection by merit under the Economically Backward category.
5) As per guideline issued in Government Letter No. (2D) No. 100, dated :
31.10.2009, in respect of AICTE Fee Waiver scheme, the lapsed seats shall not
be filled up under the Lateral Entry scheme and the seats under this scheme
shall not be carried over to the next academic year.

CALCULATION OF CUT-OFF MARKS

HSC (Academic)
Cut-off marks should be evaluated as follows :

i) Marks obtained in Mathematics should be reduced to 100


ii) Marks obtained in Physics and Chemistry put together should be reduced to
100
Cut-off Marks out of 200 = i) + ii)

HSC (Vocational)
Cut-off marks should be evaluated as follows:

i) Marks obtained in related subject (either one of Mathematics or Physics or


Chemistry) should be reduced to 100
ii) Marks obtained in Vocational Theory subject , Practicals I and Practicals II
put together should be reduced to 100
