Foster City housing approved

City Council officially approves 92-unit Pilgrim Triton Phase C housing development

After years of negotiations and
13 public hearings, the Foster
City Council has officially
approved a 92-unit housing devel-
opment that includes 70 market-
rate townhomes and 22 below-
market-rate units for city employ-
ees, namely first responders and
teachers.
The council voted 4-1 for the
Pilgrim Triton Phase C project at a
contentious meeting on Monday,
Sept. 17. Councilwoman
Catherine Mahanpour opposed the
development, in part, because she
felt residents in need of housing
and small businesses would not
sufficiently benefit from it.
“I just don’t think this goes far
enough to help the people that
really need help to live here. I
think we can do better,” she said.
“I think that we as a city can do
better to help those residents who
are below the level that they can
afford to live here, but are still
working here.”
Numerous speakers weighed in
on the development during public
comment. Supporters spoke at
length about the need for housing
in the midst of an affordability cri-
sis, while detractors largely felt
that additional homes would nega-
tively affect the character of the
city, their quality of life and further
clog roads and overcrowd schools.
Both sides turned out in almost
equal numbers and the discussion
ran late into the night.
Phase C is the final major devel-
opment in the Pilgrim Triton
Master Plan area. Developer Sares
Regis agreed to build the 70 town-

Alameda public schools latest
to modernize ‘sexist’ dress code

ALAMEDA — The relaxed new dress code at
public schools in the small city of Alameda is
intentionally specific: Midriff-baring shirts
are acceptable attire, so are tank tops with
spaghetti straps and other once-banned items
like micro-mini skirts and short shorts.
As students settle into the new school
term, gone are restrictions on ripped jeans
and hoodies in class. If students want to
come to school in pajamas, that’s OK, too.
The new policy amounts to a sweeping
reversal of the modern school dress code and
makes Alameda the latest school district in
the country to adopt a more permissive pol-
icy it says is less sexist.

Dress codes have long been the territory
of contention and rebellion, but the reversal
in Alameda shows a generational shift that
students and teachers say was partly influ-
enced by broader conversations on gender
stemming from the #MeToo movement
against sexual misconduct and a national
resurgence of student activism.

applies to surgeons, osteopaths, naturo-
pathic doctors, chiropractors, podiatrists
and acupuncturists who are placed on
administrative probation by regulators on

office. The new law takes effect Jan. 1.

Woman who helped kidnap
Smart released from prison

DRAPER, Utah — A woman who helped
kidnap Elizabeth Smart and stood by as the
Utah girl was sexually assaulted was released
from prison Wednesday after 15 years amid
concerns that she might still be a threat to
other young people.
Wanda Barzee, 72, quietly left the state
prison in the Salt Lake City suburb of Draper,
avoiding a throng of reporters gathered out-
side.
Court documents say she will stay in
unspecified emergency housing chosen by
her probation officer until another home is
approved.
Barzee’s release followed a surprise
announcement last week that Utah authori-
ties had miscalculated her sentence and she
would be freed earlier than expected.
Under the terms of her release, Barzee must
undergo mental health treatment and not con-
tact Smart and her family.
Smart, now 30, has said she was shocked
and disappointed by the announcement.
Smart recalled some of the horrors she
experienced as a 14-year-old when she was
snatched from her Salt Lake City home in
2002 by Barzee’s then-husband, street
preacher Brian David Mitchell.
Smart said last week that Barzee saw her as
a slave during the nine months she was held
by the couple and encouraged Mitchell to
rape her.
“So do I believe she’s dangerous? Yes,”
Smart said.
An Instagram post early Wednesday, Smart
urged her supporters to watch out for “anyone
who would seek to hurt or take advantage.”
Smart did not immediately speak out pub-
licly after Barzee was released later in the day.

Federal agency says it lost track of 1,488 migrant children

migrant children after placing them in the
homes of sponsors across the country, fed-

Vegas train back on track after sale
LOS ANGELES — A plan to build a high-speed train
between Southern California and Las Vegas is back on track
after a private rail company announced Wednesday it has
taken over the project.
Florida-based Brightline said it has acquired the rights to
XpressWest’s 185-mile federally approved rail corridor
along Interstate 15. The financial terms of the deal were not
disclosed.
Brightline said it will start construction of the $7 billion
line next year. It expects to complete a link between Las
Vegas and Victorville, California, by 2022, with plans to
eventually extend the line another 80 miles to Los Angeles.
The project stalled several times over the past decade,
mostly over financing.
Nevada-based XpressWest’s $5.5 billion government
loan was put off in 2013, and a Chinese funding partnership
fell apart last year.
Brightline cites studies that found travelers make more
than 50 million trips between Las Vegas and Southern
California every year.
“Today those travelers are limited to traveling by air or
car, and Brightline expects to offer a convenient alternative
that will make the trip in less than two hours,” the firm said
in a statement.

revealed the meeting in July 2017.
That statement said the meeting primarily
concerned a Russian adoption program and
omitted any mention of Trump Jr. being
promised information on Clinton.

Kim Jong Un agrees to dismantle
main nuke site if U.S. takes steps

Korea announced a wide range of
agreements Wednesday which they
said were a major step toward peace
on the Korean Peninsula. But the
premier pledge on denuclearization
contained a big condition, with
North Korean leader Kim Jong Un
stating he’d permanently disman-
tle his main nuclear complex only
if the United States takes unspeci-
fied corresponding measures.
Compared to the vague language
of their two summits earlier this
year, Kim and South Korean
President Moon Jae-in agreed in
their second day of meetings to an
ambitious program meant to tackle
soaring tensions last year that had
many fearing war as the North test-

out nuclear weapons and to “elimi-
nate all the danger of war.” Moon
and Kim planned to visit a volcano

This week’s summit comes as
Moon is under increasing pressure
from Washington to find a path
forward in efforts to get Kim to
completely — and unilaterally —
abandon his nuclear arsenal.
Trump has maintained that he
and Kim have a solid relationship,
and both leaders have expressed
interest in a follow-up summit to
their meeting in June in
Singapore. North Korea has been
demanding a declaration formally
ending the Korean War, which was

Moon and Kim made concrete
moves of their own to reduce ten-

According to a statement signed
by the countries’ defense chiefs,
the two Koreas agreed to establish
buffer zones along their land and
sea borders to reduce military ten-
sions and prevent accidental clash-
es. They also agreed to withdraw
11 guard posts from the
Demilitarized Zone by December
and to establish a no-fly zone
above the military demarcation
line that bisects the two Koreas
that will apply to planes, helicop-
ters and drones.

Indexes post mixed finish as bond yields surge

Major U.S. stock indexes fin-
ished unevenly Wednesday as
gains in banks and other financial
companies outweighed losses
elsewhere in the market.
Bond yields surged to the high-
est level in four months. That
drove demand for bank stocks and
triggered a sell-off in utilities, real
estate companies and other high-
dividend payers.
Energy stocks rose along with
crude oil prices. Homebuilders
declined following a mixed batch
of housing data.
The surge in bond yields reflect-
ed the belief on the part of many
investors that the economy is
strengthening, noted Craig Birk,
chief investment officer at
Personal Capital.
“If the economy continues to
move forward then interest rates
have more room to creep higher
and the Fed has more room to con-
tinue raising (short-term rates),”
he said.
The S&P 500 index rose 3.64
points, or 0. 1 percent, to
2, 907. 95. The Dow Jones
Industrial Average gained 158.80
points, or 0. 6 percent, to
26,405.76. The Nasdaq composite
lost 6.07 points, or 0.1 percent,
to 7,950.04.
Smaller companies lagged the
broader market. The Russell 2000
index gave up 8.04 points, or 0.5
percent, to 1,702.93. Decliners

Trading was listless through
much of Wednesday. The slight
gains for the S&P 500, the mar-

Monsanto asking judge to throw

SAN FRANCISCO — Agribusiness com-
pany Monsanto has asked a San Francisco
judge to throw out a jury’s $289 million
award to a former school groundskeeper who
said the company’s Roundup weed killer left
him dying of cancer.
DeWayne Johnson failed to prove that
Roundup or similar herbicides caused his
non-Hodgkin’s lymphoma, and presented
no evidence that Monsanto executives were
malicious in marketing Roundup, attorneys
for Monsanto said in court documents filed
late Tuesday.
Attorneys for Johnson had no immediate
comment. Johnson’s lawsuit is among hun-
dreds alleging Roundup caused cancer, but it
was the first one to go to trial.
Johnson sprayed Roundup and a similar
product, Ranger Pro, at his job as a pest
control manager at a San Francisco Bay Area
school district, according to his attorneys.
He was diagnosed with non-Hodgkin’s lym-
phoma in 2014 at age 42.
A San Francisco jury last month deter-
mined that Roundup contributed to
Johnson’s cancer, and Monsanto should
have provided a label warning of a potential
health hazard.
It awarded Johnson $39 million in com-
pensatory damages and $250 million in
punitive damages. Johnson’s attorneys
have said the jury verdict would bolster the
other Roundup lawsuits.

WASHINGTON — U.S. home construction
rebounded in August at the fastest pace in
seven months but applications for new
building permits plunged, sending mixed
signals for an industry that has been strug-
gling with rising lumber costs.
Housing starts increased 9.2 percent in
August to a seasonally adjusted annual rate
of 1. 28 million units, the Commerce
Department reported Wednesday. Housing
starts had declined 0.3 percent in July and
11.4 percent in June. The increase was the
biggest since a 10.2 percent advance in
January.
Application for building permits, consid-
ered a good indication of future activity, fell
by 5.7 percent in August after a 0.9 percent
rise in July. Permit applications have been
down four of the past five months.
Builders have struggled this year to deal
with rising costs for lumber, land and labor.
The National Association of Home Builders
estimates that lumber prices have shot up by
about $7,000 per home since the start of
2017, largely due to tariffs the Trump
administration has imposed on imports of
Canadian softwood lumber.
The strength in August was led by a 29.3
percent surge in apartment construction, a
volatile category which had fallen by 3.7
percent in July and 16.6 percent in June.
The bigger single-family category saw an
increase of 1.9 percent in August following
a gain of 1.1 percent in July and a fall of 9.3
percent in June.
The home builders group reported Tuesday
that its index for builder sentiment held
steady at 67 in September, a level that is
consistent with further increases in home
construction. The sentiment number may be
firming after having slipped this year from
its recent high in late 2017.
Economists are hopeful that housing will
rebound from its recent slowdown, helped
by low unemployment and strong overall
economic growth.

In that Jean-Claude Van Damme classic
movie, “Kickboxer,” the villain, Tong Po, in
the climatic fight scene, signals to Van
Damme’s character how he is going to bust
him up.
In the first round, it was Tong Po elbows. In
the second, it was his knees doing the dam-
age.
Van Damme’s character, not surprisingly,
rallies to beat the bully in the end.
The Sacred Heart Prep boys’ water polo team
took a page from that scene. In a road match in
San Mateo against Serra Wednesday, the
Gators did the bulk of their damage from the
perimeter in the first period and then worked
the ball into the set in the second.
Unfortunately for the Padres, there would be
no Hollywood ending for them as SHP posted
a 14-1 victory.
“We came out ready to go,” said SHP co-cap-
tain Andrew Churukian, who, along with
teammate Larsen Weigle, have committed to
play next year at Stanford.
“We go as hard as we can,” Churukian con-
tinued. “”If you continue to go hard in games
like this, you’ll be mentally prepared (for the
postseason).”
SHP (3-0 WCAL) scored early and often in
the opening seven minutes, as the Gators
scored eight times on 12 shots. They were vir-
tually unstoppable as the Gators used pin-
point passing and rocket shots to take an 8-0
lead after one period.
The Gators continued to pour it on in the
second period as their second string got into
the flow of the match, scoring five more times
on five shots to lead 13-0 at halftime.
In the second half, SHP attempted only four
shots — and none in the fourth period, as the
Gators spent the final 14 minutes working on
moving the ball around.
They had plenty of opportunities to
increase their lead, but passed up multiple
shots.

Siminoff found the back of the net twice.

San Mateo 6, Sacred Heart Cathedral 1
The Bearcats blitzed the Irish in a non-
league match in San Mateo.
San Mateo (5-2 overall) swept all four
singles matches in straight sets. Kelli Eng,
playing at No. 4 singles, posted a double
bagel, while Grace Wang won 6-1, 6-1 at
No. 2 singles. Sarah Fung-Smith dropped
only two games in a 6-2, 6-0 win at No. 1
singles, while Megan Stretch rounded out
the sweep with a 6-1, 6-2 win at No. 3 sin-
gles.
In doubles play, both the Bearcats’ No. 1
and No. 3 teams needed a third-set, super
tiebreaker to win. At No. 1, Lian Ting and
Jully Huang dropped the first set 6-1, but
flipped the score in the second, winning 6-
1. Ting and Huang prevailed in the super
tiebreak, 10-2. The No. 3 team of Mahak
Bindal and Amy Wong won the first set 6-1,
but dropped the second in a tiebreaker, 7-2.
But they rallied for the victory with a 10-6
decision in the third.

SAN DIEGO — Wil Myers and Freddy Galvis homered,
Robbie Erlin pitched five solid innings and the San Diego
Padres beat the San Francisco Giants 8-4 on Wednesday
night to avoid a three-game sweep.
Myers’ two-run homer highlighted a five-run second
inning. Galvis added a three-run shot in the eighth as San
Diego won for the second time in 10 meetings against San
Francisco.
Erlin (4-7) beat the Giants for the first time and snapped a
career-high four-start losing streak. The left-hander allowed
three runs on five hits, with two walks and three strikeouts.
His last victory came against the Rockies on Aug. 21.
Four Padres relievers allowed one run over the final four
innings as San Diego ended its six-game homestand at 2-4.
Oakland shuts out Angels

OAKLAND — Stephen Piscotty hit a three-run homer and
matched his career high with five RBIs, and the Oakland
Athletics beat the Los Angeles Angels 10-0 on Wednesday night
to snap a three-game losing streak.
Oakland moved within four games of first-
place Houston in the AL West and stayed 2
1/2 behind the New York Yankees for the top
wild card. The A’s are 5 1/2 games ahead of
streaking Tampa Bay for the second wild card
with 10 to play.

Anderson delivered the longest outing by an A’s starter in 26

Chiefs unleash deep, talented arsenal on opposing defenses

KANSAS CITY, Mo. — The Kansas City
Chiefs were desperate for help at cornerback
this past season, especially after trading
Marcus Peters, yet general manager Brett
Veach made what at the time was a curious
decision.
He spent what little remained of his salary
cap on Sammy Watkins.
The Chiefs were already loaded on offense
with a veteran offensive line, a speedster in
Tyreek Hill, the reigning rushing champion
in Kareem Hunt and one of the league’s best
tight ends in Travis Kelce.
So most critics figured adding Watkins to
the mix would create just as many problems
in keeping everybody happy as it would
benefit an offense that was already potent.
Well, the Chiefs are 2-0. Everybody has
had a hand in it. And if anybody has reason
to gloat it would be Veach, who coach Andy
Reid said was merely targeting the best
available free agent.
Patrick Mahomes has certainly been the
beneficiary of all those options. He’s off to
a record-setting start to his career as the
starter, throwing 10 touchdown passes with-

The matchup nightmare for the Chargers
in Week 1 was Hill, who dominated the
Chiefs’ AFC West rivals with seven catches
for 169 yards and two touchdowns. Six oth-
ers caught passes, two for scores, including
fullback Anthony Sherman — affectionately
known as “Sausage” — on a wheel route
down the sideline.
Hill didn’t even have a first-half catch
against the Steelers last week.
Instead it was Kelce and Watkins, who
were largely shut out by Los Angeles, that
led the Chiefs to a 42-37 victory. Kelce had
seven catches for 109 yards and two touch-
downs, the highlight a fastball from

a challenge when dealing with the crowd
noise at Arrowhead.
“I think it starts with the week of prac-
tice,” Garoppolo said. “We want to go out
there and be perfect on every play call —
how we hear it, how we communicate with

a lot of little things coming together.”
The 49ers hope for the healthy return of
veteran receiver Marquise Goodwin, who

Of course, Hill had to have a part in the
fun, pulling in five catches for 90 yards and
a score after the break. Hunt provided some
offensive balance with 18 carries for 75
yards and TD catch.
“I knew it would just take settling down
and getting used to making plays,” Watkins
said. “I’m not really a statistics guy. I’m
really about winning and that’s what it’s all
about.”
The numbers have been plenty gaudy,
though.
The Chiefs are averaging 405.5 yards,
sixth-best in the league, and are second in
yards-per-play at 7.2. They’re averaging a
league-best 40 points, have only allowed
two sacks and have scored touchdowns on all
of their drives inside the opposing 20-yard
line.
They’ve also given the ball away just
once, on a fumble against the Steelers.
“You know, I think we envisioned having
a lot of talent. There’s definitely a lot of tal-
ent on this offense,” Chiefs wide receiver
Chris Conley said. “The fact that we’ve been
able to get everyone involved is maybe a lit-
tle bit better than we even expected.”

Chiefs offense — nobody is demanding the
ball or throwing tantrums on the sideline
when it doesn’t come their way. He also
praised the way the skill players worked
together this past offseason, spending the
extra time necessary to develop their rap-
port.
“We practice with the mentality that who-
ever is out there is ready to make a play when
called upon,” he said. “So far we’ve been
able to get a lot of guys involved and we’re
going to continue to build upon that. Guys
are interchangeable because they know the
offense so well.”
Now the question is whether an opposing
defense can figure it out.
Good luck trying to decide who to take
away.
“With this offense,” Mahomes said,
“there’s always an answer.”

Judge throws out lawsuit by
ex-wrestlers over concussions
HARTFORD, Conn. — A federal judge in
Connecticut has dismissed a lawsuit by 60 for-
mer professional wrestlers, many of them stars
in the 1980s and 1990s, who claimed World
Wrestling Entertainment failed to protect them
from repeated head trauma including concus-
sions that led to long-term brain damage.
U.S. District Judge Vanessa Bryant in
Hartford threw out the lawsuit Monday, saying
many of the claims were frivolous or filed after
the statute of limitations expired. Stamford-
based WWE denied the lawsuit’s allegations.
Bryant also criticized the wrestlers’ lawyer,
Konstantine Kyros, based in Hingham,
Massachusetts, for repeatedly failing to comply
with court rules and orders and ordered him to
pay WWE’s legal fees, which could total hun-
dreds of thousands of dollars.
Kyros strongly disagreed with Bryant’s rul-
ing and vowed to appeal to the 2nd U.S. Circuit
Court of Appeals in New York. He said the alle-
gations were not frivolous and Bryant was
wrong about the claims being filed too late,
because many wrestlers’ ailments — including
dementia and chronic traumatic encephalopa-
thy, or CTE — were diagnosed years after they
left the ring or after they died.

To protect pollinators, go easy on fall garden cleanup

Time to rake up the yard, dead-
head the perennials and till the
vegetable garden? Not so fast.
Popular opinion is swinging
toward letting things stay just as
they are through winter — decayed
and drab but serviceable.
Displaying a messy yard may
not win any good-neighbor
awards, but entomologists say our
vital but dwindling insect pollina-
tor populations would be much
better off.
“People are increasingly recog-
nizing the value of having good
habitat throughout the seasons,”
said Deborah Landau, a conserva-
tion ecologist with the
Maryland/D. C. chapter of the
Nature Conservancy.
“Sometimes it’s hard to make
the connection with the insects
you see in the garden in the warm
months with the dried litter
remaining when it cools, but it’s
important to keep that structure
going through winter, ” Landau
said.
Such structure includes standing
stalks of dead plants, especially
under flower heads, where butter-
flies seek shelter. It also includes
layers of leaf litter that collect to
protect larvae, egg masses, hiber-
nating wild bees, dormant spiders

“Cavity-nesting bees may have
made their home in old canes of
raspberries and perhaps some
ornamental grasses,” said Rebecca
Finneran, a consumer horticulture
educator with Michigan State
University Extension.
“These two items usually are not
cleaned up until spring anyway,
but they also can be preserved by

of-the-way location such as
behind a compost pile, and the lar-
vae will still hatch.
“The main thing is not to
destroy the stems,” she said.
Pollinator cautions aside, which
autumn landscape chores are most
important, and which can safely
be left until spring?
Build a priority list.
Consider:
• Giving your yard at least one
last soaking before reeling up the
hoses for winter.
• Planting a cover crop and
adding new perennials including
bulbs, trees and shrubs at a time
when fall moisture can help estab-
lish their root systems.
• Removing ailing plants to
help with disease control during

• Not disturbing bare soil where
many wild bee species, including
bumblebees, overwinter in small
nests. “Many of our ground-nest-
ing species will not be bothered
by a general cleanup, but I will tell
you that I had bumblebees work-
ing my late-blooming coral bells
up until frost,” Finneran said.
• Delaying tilling. Put nature to
work through winter with earth-
worms.
• Postponing pulling up your
summer annuals and chrysanthe-
mums until spring. They’ll trap
whatever leaves blow by, creating
their own enriching mulch while
shielding insects.
“What I tell people concerned
about how things might look is
just clean up in the front yard and
let things go in the back,” Landau
said. “Remove any layers of mate-
rial from the garden that might
have fungus in it. But if it’s sim-
ply dead, leave it alone.”
Brush piles are great wintertime
protection for a variety of wildlife
species, and the more you can
leave them untouched, the better,
she said. “Otherwise, you might
unearth or squash insect larvae.
“Leave at least a little corner of
the property intact,” Landau said.
“Any little bit will help since you
have insects living in your garden
the year-round.”

scheduled for next Monday with both Ford
and Kavanaugh invited, but her attendance
is uncertain, casting doubt on whether the
hearing will be held at all.
Ford has said she wants the FBI to inves-
tigate her allegation before she will testify.
Democrats support that, but Trump and
Senate Republicans have been emphatic
that it won’t happen.

Florence, Trump conceded that “we’ll have
to make a decision” if Ford’s account proves
convincing. Despite that glimmer of hesi-
tancy, which few other Republicans have
shown publicly, the president stood firmly
behind the 53-year-old Kavanaugh, who
would fill the second high court vacancy of
Trump’s term.
“I can only say this: He is such an out-
standing man. Very hard for me to imagine
that anything happened,” Trump said.
The Republicans are resisting all
Democratic efforts to slow and perhaps
block what once seemed a smooth path to
confirmation that would promote the con-
servative appeals court judge by the Oct. 1
opening of the Supreme Court’s new term.
Kavanaugh’s glide to approval was inter-
rupted last weekend when word of Ford’s
allegation became public, but GOP senators
are showing no signs of slowing their drive
to confirm him as quickly as possible.
Judiciary Committee Chairman Chuck
Grassley, R-Iowa, wrote to Ford’s attorneys
that the hearing was still scheduled for
must submit her written statement by 10
a.m. Friday “if she intends to testify” that
day.
Lisa Banks, a lawyer for Ford, released a
statement late Wednesday that cast no light
on whether her client will appear.
She wrote that Ford wants “a full non-par-
tisan investigation” and said Ford is willing
to cooperate. But she said Grassley’s plan to
call just Kavanaugh and Ford “is not a fair or
good faith investigation” and said “multi-
ple witnesses” — whom she didn’t name —
should appear.
“The rush to a hearing is unnecessary, and
contrary to the Committee discovering the
truth,” Banks wrote.
Ford has contended that at a house party in
the 1980s, a drunken Kavanaugh tried
undressing her and stifling her cries on a
bed before she fled. Kavanaugh has repeat-
edly denied that claim.
Trump’s remark was noteworthy because
most Republicans have handled the ques-
tion of Ford’s credibility more gingerly.
They say they want to give Ford, now a pro-
fessor at Palo Alto University, every chance
to tell her story.
“I’d really want to see her. I really would
want to see what she has to say,” Trump
said. “If she shows up that would be wonder-
ful. If she doesn’t show up that would be
unfortunate.”
Seven weeks from elections in which con-
gressional control is at stake, Democrats
have been unhesitant about casting
Republicans as trying to strong-arm a vic-
tim of abuse.
One key Democrat, Missouri Sen. Claire
McCaskill, announced Wednesday she will
vote against Kavanaugh, depriving Trump’s
nominee of a possible swing vote.
McCaskill called the sexual assault alle-
gations against Kavanaugh troubling, but
said she based her decision on the judge’s
views on issues like presi-
dential power and “dark
money” in campaigns. She’s

come out against Kavanaugh.
The struggle between the two parties over
the Kavanaugh allegation illustrates how
they are trying to navigate a political cli-
mate in which the (hash)MeToo movement
of outing sexual abusers has galvanized
many female voters. A substantial delay
could push confirmation past the November
elections, when Democrats have a shot at
winning Senate control, plus allow more
time for unforeseen problems to pop up.
“Dr. Blasey Ford is calling for an impar-
tial FBI investigation of her serious and
credible allegations. Meanwhile
Republicans are trying to bully her into a
rigged hearing before a neutral investiga-
tion and without the only identified eyewit-
ness,” No. 2 Senate Democratic leader Dick
Durbin of Illinois tweeted.
Ford and her Democratic allies also want
the committee to interview Mark Judge, a
Kavanaugh friend who Ford has said was in
the bedroom during the attack. Judge has
said he doesn’t remember the incident,
never saw Kavanaugh act that way and has
no desire to testify publicly.

Republican defections in check. The party
controls the Senate 51-49 and the Judiciary
panel by 11-10, so it cannot afford GOP
“no” votes.
Moderate GOP Sen. Susan Collins of
Maine, who’s had her share of clashes with
Trump, said she hoped Ford would reconsid-
er a decision not to testify and “it’s not fair
to Judge Kavanaugh” if she refuses.
“Otherwise, there are these very serious
allegations hanging over the head of a nom-
inee who has emphatically denied them,”
she said on WVOM radio in Bangor.
Going further, Sen. Lindsey Graham, R-
S.C., said Democrats’ demands for an FBI
mation vote. “It is imperative the Judiciary
Committee move forward on the Kavanaugh
nomination and a committee vote be taken
as soon as possible,” the committee mem-
ber said in a statement.
As for a possible FBI intervention,
Grassley said in his letter to Ford’s lawyers,
“We have no power to commandeer an
Executive Branch agency into conducting
our due diligence.”
In a separate letter to Democrats, Grassley
wrote that committee aides were “even will-
ing to fly to California, or anywhere else,
to meet her.” He also wrote that GOP aides
tried to arrange interviews with two other
“alleged witnesses.” The letter mentioned
no names and committee staff declined to
name them.
Only the White House can order the FBI to
get involved, since Kavanaugh is not
accused of a federal crime. The FBI could
interview Ford, Kavanaugh and others about
the allegation if Trump asked the bureau to
reopen its background investigation, but
the president has said the FBI has finished
its work.
Kavanaugh did not return to the White
House on Wednesday after spending the two
previous days there. He spoke by phone
with officials working on strategy, accord-
ing to an aide familiar with the proceedings
but not authorized to speak publicly about
private conversations.
The White House war room largely was
centered on shaping the public perception
of the nominee, pushing back on reporters’
inquiries while circulating positive talking
points to allies about Kavanaugh.
Kavanaugh spent hours Tuesday in the
Eisenhower Executive Office Building,
part of the White House complex. He pre-
pared for Monday’s potential hearing with
officials including White House Counsel
Don McGahn, press secretary Sarah
Huckabee Sanders and communications
director Bill Shine, as well as Justice
Department aides.
Shine was ousted from his previous job at
Fox News in part due to his handling of sex-
ual harassment claims at the company.

NEW YORK — Arthur Mitchell, who
broke barriers for African-Americans
in the 1950s as a ballet dancer with the
New York City Ballet and who would
go on to become a driving force in the
creation of the Dance Theatre of
Harlem, has died. He was 84.
Mitchell died Wednesday at a New
York City hospital according to his
niece, Juli Mills-Ross. She said the
death came after renal failure led to
heart failure.
Born in Harlem, Mitchell started
dancing with the New York City Ballet
in 1955 under famed choreographer
George Balanchine.

Holober pointed to his work as a col-
laborator and unifier on the board,
serving as a conduit to assure the com-
munity’s best interest is considered
when working with the district’s
administration.
Meanwhile, Mohr, who was elected
to the board in 2013, leaned heavily
on his expertise stemming from
decades of experience in education and
administration.
“I think you have got to have some-
one on the board who is insisting we
are results oriented,” said Mohr, who is
the only member of the board with
experience working as an educator.
Mohr started as a teacher and eventu-
ally worked his way through adminis-
tration to eventually serving as the
San Mateo Union High School District
superintendent. Following his retire-
ment, Mohr was hired in 2007 as the
president of Cañada College, where he
served for four years.
Banking on his work at school sites,
Mohr said he brought to the district a
dogged commitment to analyzing data
as part of a larger effort to improve
performance. And while acknowledg-
ing the effort has paid dividends, Mohr
said he believes there is much more
work to be done.
“I believe the question remains —
are we as good as we are capable of
being? Are we able to fulfill our mis-
sion? I think you’ve got to be very
tough-minded about that,” he said.
To further illustrate his point, Mohr
nodded to the hearty budget managed
by the district generated through the
wealth of local property revenue gen-

tion of Martin Luther King Jr. ,
Mitchell started a dance school that
grew the next year to include the Dance
Theatre of Harlem.

With deep pockets and a charge to
serve all comers, Mohr suggested the
district should be doing more to build
enrollment, develop a rich program
slate and assure the community col-
leges are graduating students to com-
pete in the local job market.
To achieve those goals, he relied on
the strategic plan which claims to
have played an essential role in craft-
ing.
For his part, Holober recognized
Mohr’s accomplishments in assuring
students are held to a high standard,
while also taking credit for helping
fortify the budget by which those
efforts are possible.
Amidst the Great Recession,
Holober advocated for pursuing a par-
cel tax designed to stabilize the school
system’s financial structure during
lean times when many districts were
required to cut staff and programs.
“We made it through with no layoffs,
furloughs and benefit cuts, ” said
Holober.
The tax generated about $7 million
annually and provided the safety net
necessary, said Holober who added he
convinced fellow officials to not
extend the tax after its limited term
expired.
Looking toward the district’s finan-
cial future, Holober said he also pushed
for trimming antiquated programs and
establishing those which will draw
students to the district and increase
enrollment in an effort to run a more
efficient operation.
“We do have to add more programs to
bring more students to our campus who
are pursuing degrees,” he said.
The district’s teacher housing pro-
gram has also been a financial asset as
well, in that the rents paid by tenants
can generate revenue and also serve as

“He believed in a world where all
people could have access to this beau-
tiful art form,” she said. “He really
sought to ensure that all people saw
themselves in” ballet.
Among those recognizing his
impact following his death was Misty
Copeland, the first African-American
female principal dancer with the
American Ballet Theatre.
In a post on Instagram, she wrote,
“You gave me so much, through our
conversations, your dancing and by
simply existing as a brown body in
ballet. But you were so much more than
a brown body. You’re an icon and
hero.”
Choreographer and television pro-
ducer Debbie Allen tweeted, “The world
has lost another visionary” with
Mitchell’s death.

He credited Chancellor Ron Galatolo
for pursuing the vision of building the
district’s housing, which has been a
model for many other local school
systems now considering similar ini-
tiatives.
Holober said the innovative idea is
consistent with Galatolo’s approach
to administration, which is to seek out
enterprising initiatives, occasionally
drawing his focus away from educa-
tion.
“With Ron, you get incredible ener-
gy and creativity but there certainly
needs to be a little bit of reining in on
certain aspects,” he said.
Mohr expressed a similar sentiment.
“There are all kinds of enterprises
that he likes to bring forward over a
period of time and all of that I think
needs to be judged much more carefully
with regards to what is our basic pur-
pose here and how does the enterprise
matter relate? Can they go hand in
glove? Yes. But you need to be care-
ful,” he said.
In general, Mohr applied that same
singular educational focus toward his
vision for the district and the push to
assure goals are met and progressively
pushed higher.
“When you are a wealthy district and
you have very capable people and you
can spend money because you’ve got
it, it’s very easy to get complacent,”
he said.
Holober, meanwhile, said he hopes
to extend his stay on the board and
continue pursuing his mission of serv-
ing the local community.
“Leadership is a tightrope walk,” he
said. “You have to work closely with
administrators and stakeholders, and
we have to be independent and realize
we answer to voters and not the admin-
istration.”

Lawmaker: U.S. Senate, staff targeted by state-backed hackers

Foreign government hackers continue to
target the personal email accounts of U.S.
senators and their aides — and the Senate’s
security office has refused to defend them, a
lawmaker says.
Sen. Ron Wyden, an Oregon Democrat,
said in a Wednesday letter to Senate leaders
that his office discovered that “at least one
major technology company” has warned an
unspecified number of senators and aides
that their personal email accounts were “tar-
geted by foreign government hackers. ”
Similar methods were employed by Russian
military agents who used them to influence
the 2016 elections.
Wyden did not specify the timing of the
notifications, but a Senate staffer said they
occurred “in the last few weeks or months.”
The aide spoke on condition of anonymity
because he was not authorized to discuss the
issue publicly.
But the senator said the Office of the
Sergeant at Arms , which oversees Senate
security, informed legislators and staffers
that it has no authority to help secure per-
sonal, rather than official, accounts. A
spokeswoman for the office said it would
have no comment.
“This must change,” Wyden wrote in the
letter. “The November election grows ever
closer, Russia continues its attacks on our
democracy, and the Senate simply does not
have the luxury of further delays.”
Wyden has proposed legislation that
would allow the security office to offer digi-
tal protection for personal accounts and
devices, the same way it does with official
ones. His letter did not provide additional
details of the attempts to pry into the law-
makers’ digital lives, including whether
lawmakers of both parties have been target-
ed.
Google and Microsoft, which offer popu-
lar private email accounts, declined to com-
ment.
The Wyden letter cites previous
Associated Press reporting on the Russian
hacking group known as Fancy Bear and
how it targeted the personal accounts of
congressional aides between 2015 and
2016. The group’s prolific cyberspying tar-
geted the Gmail accounts of current and for-
mer Senate staffers, including Robert
Zarate, now national security adviser to
Florida Sen. Marco Rubio, and Jason
Thielman, chief of staff to Montana Sen.
Steve Daines, the AP found.
The same group also spent the second half
of 2017 laying digital traps intended to
look like portals where Senate officials
enter their work email credentials, the
Tokyo-based cybersecurity firm TrendMicro
has reported.

for no more than $7 million.
Sares Regis will also complete a half-fin-
ished park on the site and the city will be
able to spend $1.5 million reserved for that
project on something else. Sidewalks will
be widened and street trees planted. The idea
is a completed park will not only be an
improved community benefit, but also fur-
ther support adjacent retail.
And the residential development will
bring in 16 times more in property tax rev-
enue than the city is currently making from
the property, said Dave Hopkins, Sares
Regis’ chief operating officer, residential
development.
Years ago, Sares Regis was entitled to
build 17 townhomes, 225,943 square feet of
office space in a more than 90-foot-tall
building and a massive parking structure for
Phase C of the master plan area.
Most councilmembers were eager to
replace that entitlement with homes.
“We’re completing a community and an
office building doesn’t develop a communi-
ty, but homes do,” said Vice Mayor Gary
Pollard.
Councilmember Herb Perez agreed and
claimed there is currently 500,000 square
feet of vacant office space in Foster City.

opment and found that the previous office

Mayor Sam Hindi called that perspective
unrealistic.
“You have to compare project A and proj-
ect B because that’s what we have on the
table. This idea that Sares Regis or any
developer would let the entitlement run and
not do anything with it is not realistic, it’s
not going to happen,” he said. “If they
don’t build an office building they won’t let
the entitlement run, they’ll probably sell it
to some other developer who will be willing
to do it and one company will occupy the
whole building and you’ll get 3,000 more
car trips per day.”
Beyond traffic, the study found that the
development will have a manageable
impact on schools and utilities. Each
school district confirmed it can accommo-
date the 38 additional students that the
development is expected to generate, and
the city’s police and fire chiefs said their
departments have sufficient resources for
this degree of growth.
