1. Preview
Along with Samsung S4, Iphone 5S/5C which both support LTE TDD and FDD launched live
network, it is required to make Mobility strategy between TDD and FDD and deploy on live
network as soon as possible. This document will detail the solution description of Mobility
Strategy between TDD and FDD LTE, including data configuration, test procedure, making
strategy, KPI, FAQ. The strategy contains reselection, blind PS redirection, coverage based PS
redirection, coverage based PS handover over S1, coverage based PS handover over X2.
2. Introduction
When UE register on cell and with no RRC connection with RF network, it’s called in Idle Mode.
When UE stay idle mode, UE choose serving cell according to cell’s signal quality and system
message. Then UE choose a better cell to make service considering cell reselection principle.
After UE connect with network, it stays connect mode. When UE change serving cell, it need to
handover depending on target cell. Handover between TDD and FDD belongs to inter-frequency
handover.
In our TDD/FDD redirection and handover mechanism, event A1/A2 and A4 are included.
2.3.1 Event A1
Event A1i means serving becomes better than threshold and is used to stop inter-frequency
measurement.
The UE shall:
consider the entering condition for this event to be satisfied when condition A1-1, as

2.3.2 Event A2
Event A2ii means serving becomes worse than threshold and is used to stop inter-frequency
measurement.
The UE shall:

Hys is the hysteresis parameter for this event (i.e. hysteresis as defined within
Thresh: event A2 threshold. It can be an RSRP or RSRQ value, depending on the setting
Figure 3 shows the event A2 triggering mechanism. For event A2 for inter-frequency
measurements, the eNodeB delivers two sets of parameters, with respect to the RSRP and RSRQ
quantities. If the InterFreqHoA1A2TrigQuan parameter is set to BOTH, event A2 is reported and the
eNodeB delivers inter-frequency measurement configurations when the signal quality in the serving
cell is continuously lower than the threshold (the value of the InterFreqHoA2ThdRSRP or
when the signal quality in the serving cell is continuously lower than the respective threshold during
eNodeB send A2 threshold and other parameters in RRC connection reconfigure message, this

2.3.3 Event A4
Event A4iii means neighbor cell becomes better than threshold and is used to start
inter-frequency handover.
The UE shall:
consider the entering condition for this event to be satisfied when condition A4-1, as

measurement result meets the triggering condition of event A4, the UE reports the information about
the cell where the event is triggered, to ensure that the inter-frequency handover is triggered in a
timely manner.
According to section 5.5.4.3 in 3GPP TS 36.331 Release 10 (2011-03), the following event
reports.
InterFreqHoRprtInterval: specifies the interval between the reports that are triggered by
event A4. This parameter controls the frequency of the periodic measurement reports sent
by the UE. This parameter helps reduce signaling loads on the radio interface.
IntraRATHoMaxRprtCell: specifies the maximum number of cells that can be contained in the
number of cells to be reported reduces the amount of resources used on the radio interface.

retries.
After UE report A2, eNB send A4 parameters in RRC connection reconfigure message.

Mn is the measurement result of the neighbouring cell, not taking into account any offsets.
Ofn is the frequency specific offset of the frequency of the neighbour cell (i.e. offsetFreq as defined
within measObjectEUTRA corresponding to the frequency of the neighbour cell).
Ocn is the cell specific offset of the neighbour cell (i.e. cellIndividualOffset as defined within
measObjectEUTRA corresponding to the frequency of the neighbour cell), and set to zero if not
configured for the neighbour cell.
Mp is the measurement result of the PCell, not taking into account any offsets.
Ofp is the frequency specific offset of the primary frequency (i.e. offsetFreq as defined within
measObjectEUTRA corresponding to the primary frequency).
Ocp is the cell specific offset of the PCell (i.e. cellIndividualOffset as defined within measObjectEUTRA
corresponding to the primary frequency), and is set to zero if not configured for the PCell.

2.4 UE capability
In connect mode, UE perform different activities according to its capability. MME send UE
capability to eNB. If MME doesn’t send UE capability to eNB, eNB will send UE capability enquiry and

The purpose of this procedure is to transfer UE radio access capability information from the UE
to E-UTRAN. Among the information, FGI (FeatureGroupIndicators) defines many abilities such as

measurement, bit30 indicates handover between TDD and FDD. Bit30 is able to be configured as 1 on

Field Description
Local cell ID Indicates the local ID of the cell. It uniquely identifies a cell within a BS.
Interfreq handover Indicates the ID of the parameter group related to inter-frequency handover.

Interfreq A1A2 Indicates the hysteresis for inter-frequency measurement events A1 and A2. This
hysteresis(0.5dB) parameter is used to prevent frequent triggering of event evaluation caused by
radio signalling fluctuation. In this way, the probability of ping-pong handovers or
handover decision errors is reduced. A larger value of this parameter results in a
lower probability.
Interfreq A1A2 time to Indicates the time-to-trigger for inter-frequency measurement event A1 or A2.

When detecting that the signalling quality in the serving cell meets the triggering
condition, the UE does not send a measurement report to the eNodeB
immediately. Instead, the UE sends a report only when the signalling quality
continuously meets the entering condition during the time-to-trigger. This
parameter helps decrease the number of occasionally triggered event reports, the
average number of handovers, and the number of wrong handovers. In summary,
it helps prevent unnecessary handovers.

Time to Trigger(ms) detecting that the signalling quality in at least one neighboring cell meets the
entering condition, the UE does not send a measurement report to the eNodeB
immediately. Instead, the UE sends a report only when the signalling quality
continuously meets the entering condition during the time-to-trigger.
Load Based Interfreq Indicates the RSRP threshold for event A4 related to load-based inter-frequency
RSRP threshold(dBm) handover. When the measured RSRP value exceeds this threshold, an
inter-frequency measurement report will be sent. The value -141 does not take
effect and is reserved for forward compatibility. If this parameter is set to -141,
the value -140 is used as the threshold in implementation.The value of this
parameter is also used as the RSRP threshold for event A4 related to
frequency-priority-based or service-based inter-frequency handover.

offset(0.5dB) parameter determines the border between the serving cell and the neighboring
cell. If the parameter is set to a large value, an inter-frequency handover is
performed only when the signalling quality of the neighboring cell is significantly
better than that of the serving cell and other triggering conditions are met. For
details, see 3GPP TS 36.331.

3.4 UE configuration

3.6.1 Reselection
Reselection happen is idle mode. Take reselection from TDD to FDD as an example. Test results
include FDD to TDD result.
When test reselection from FDD to TDD, do not configure FDD frequency priority on TDD site.

When UE doesn’t support inter-freq measurement and TF handover and stay in connect mode, UE
perform blind redirection. Take blind redirection from TDD to FDD as an example.
When test blind redirection from TDD to FDD, configure TDD frequency high priority on FDD site, do
not configure FDD frequency priority on TDD site.

When UE support inter-freq measurement and TF handover and stay in connect mode, UE performs

4. Mobility Strategy
Below Mobility strategy was made according to the live network load/ device/ coverage and other
aspects.
In the current live network, FDD and TDD have nearly same coverage. Because market has sold many
TDD dangle and TDD has heavier load then FDD network. So keep current configuration: FDD has
higher priority. As dual-mode device launch in the future, strategy can be modified considering
network load and other aspects.
PS blind redirection
UE perform different strategies depending its capability, the RF environment is the same except X2
interface. The difference between S1 HO and X2 handover is whether X2 interface exist between two
eNodeB.

Meaning: Indicates the priority of the neighboring cell during handovers. The parameter values are divided into three
segments, indicating the blind-handover priority, frequency-based-handover priority, and 0. Within the same segment, a
larger parameter value indicates a higher priority. Blind handover is a process in which the eNodeB instructs a UE to hand
over to a specified neighboring cell without measurements. If this parameter value is set to 0, blind handovers and
frequency-based handovers cannot be performed. The parameter values 1 to 16 indicate the blind-handover priorities. The
parameter values 17 to 32 indicate the frequency-based-handover priorities for frequency-based blind handovers and
measurement-based handovers.

4. X2 has self-configuration and no need to add manually. But for current eRAN3.0, one eNB
only can have 64 X2 interfaces. Most eNB have full X2 interface and can’t add more X2
between TDD and FDD. Moreover, X2 HO has few merit than S1 HO, so we recommend not to
add X2 HO manually.
5. In current live network, no need to activate MLB between TDD and FDD. Because TDD
network has heavy load and most dongles support TDD only, these dongles can’t go to FDD
network after MLB activation.
When the load of the serving cell reaches the threshold for intra-frequency load balancing,
the MLB algorithm changes the CIO values to initiate a load-based intra-frequency handover.
To change CIOs, the serving cell sends a CIO change request to the target cell. If the target cell
accepts the request, the CIO values are changed for both the serving and target cell. Based on
the new CIOs and the UE position reported by the cell edge user (CEU), the eNodeB hands
over the CEU to an intra-frequency neighboring cell.
Load-based intra-frequency handovers are applicable to CEUs. CEUs are determined by the
inter-cell interference coordination (ICIC) algorithm.
For example, Dual-carrier F1 and F2 has different cell reselection priority when dual-carrier under
process. After dual-carrier complete, the two frequencies will be registered randomly.

The counter measures the number of intra-RAT redirections initiated by the eNodeB. In an redirection,
the eNodeB sends an RRC Connection Release message containing the target frequency and other
information to a UE, releases the RRC connection to the source cell for the UE, and then directs the
UE to access the target cell to continue its services.

6.2.2 Description
This counter will be deleted in later versions. It is reported normally in the current version but the
measurement value is invalid. You are advised not to use this counter.

The inter-frequency handover success rate in a cell is calculated by using the corresponding KPI

6.3.1 Counters
6.3.2 Description
The counters measure the number of intra-RAT handover initiation failures in a cell because the
adjacent cell is not on the neighboring relation table (NRT) of the source cell. If the source cell and
target cell work on the same frequency, the handover is an intra-frequency handover. If the source
cell and target cell work on different frequencies, the handover is an inter-frequency handover.
Figure 1 shows an intra-eNodeB handover, Figure 2 shows an X2-based handover, and Figure 3 shows
an S1-based handover. The counters are measured as follows:

7. FAQ
During test, we can delete one unreasonable X2 interface and add required X2 interface. In eRAN6.0,
one eNB can support 96 X2 interface.
For example, configure higher TDD frequency on FDD site and higher FDD frequency on TDD site.
After UE reselect to FDD site, it find TDD frequency has higher priority and reselect TDD again.
