Right by Creating Fool Proof Secure Paper Ballot Voting via Online Realtime
Instant Printing of Barcoded Paper Ballots of Any Constituency at All Polling
Stations on Verification of Bar Coded Voter ID Anywhere in India & in
Foreign Countries, Which is Not Possible with EVM.

Need for Scrapping EVM & VVPAT System &

Conduct Elections by Paper Ballot System

• It is an Open Secret that Millions of People Across India and 17 Political

Parties which are in Opposition at Present, have Expressed No Confidence
in Electronic Voting Machines (EVM) as EVM’s are 100% Manipulatable via
Software Alteration at the time of Software Coding of EVM Chips before
Manufacturing Stage itself (For Sure) to favour Any Political Party which is
undetectable by so called Mock Tests, As only 2 or 3 Persons of PSU’s of
GOI involved in Software Coding as per Election Commission Official Public
Records), and presumably Few Persons who are part of Technical Team of
Election Commission May be aware of what was Written in that Software,
other than these few Engineers, No One Knows what is the Software Coding
Embedded in the EVM Machine Electronic Chips, and even Supreme Court
Can not Verify what Software Coding was Written & What Software Coding
Was Embedded in Each EVM & Each VVPAT as they are OTP / Masked Chips,
Supreme Court at maximum Can ask the ECI to Submit a Report, and ECI
Seek report from ECI’s own Technical Team, which will Naturally gives that
nothing wrong and everything is alright, as there is no guarantee that what
Software Programme Coding Presented at the time of Audit to the technical
team by the Engineers of PSU’s who written the software Coding that the
Same Software Programme Coding was Embedded while Manufacturing of
EVM?, as once Chip is Manufactured it can’t be read by anyone in the World
Not even persons who has written Software Programme Coding, that is
why they are called One Time Programming Chips/Masked Chips.

• It Appears that Since EVM’s can’t be Readable After Manufacture as they

Carry OTP Chips, as such Bravely Ruling BJP Party, GOI & Election
Commission of India are Challenging People to Break Software Code via so

 called Hackathons and prove EVM’s are Tampere able, perhaps this is the
reason BJP & GOI Deliberately not talking about this kind of Manipulation
of EVM & VVPAT by altering Software Coding Before Manufacture or While
Embedding Machine Code in EVM Chips?

• Many people have Common doubt that some of the BIG Corporates might
have Involved in Manipulation of EVM’s Via Ensuring Altered Software
Coding while doing coding of Software in the year 2013 itself to Support/
Favour BJP Party when the M3 (EVM) Machines are made in year 2013, as
the BIG Corporate/s who were miffed with Congress Party/ UPA-2 because
UPA-2 might not have favoured the BIG Corporate/s to indulge in totally
daylight Looting of Public Money & Countries Natural Wealth?

• And it is quite possible that the Engineers who done Coding of EVM
Software are can be get Influenced by BIG Corporate via offering Huge
Bribes to them to do adulterated software coding (for M3 EVM’s), after all
money is not a dearth for BIG Corporates and if the Engineers do not
Listen, they may get Booted out by Influencing TOP Brass at GOI and
Amicable Engineers will be given the Job of Writing Software Coding After
All BIG Corporates Can influence Any Governments?

• Also the Engineers Who Written Software For EVM might have got
influenced by the BJP or the NGO Which is the Guiding Force for BJP by
Hook or Crook, Also the so called Technical team of Election Commission
of India too can be Influenced if it Audits Software of EVM Chips, this is
quite possible when BJP is Influencing Section of Judiciary at All Levels
which is evident from the Judgement regarding the Scale down of SC ST
Atrocities act in March 2018 by a particular Supreme Court Judge, who got
position as National Green Tribunal Head even before his Retirement for
doing this Clearly indicates BJP even manages Judges and it is an open
secret in entire Judiciary that Corruption exists in Judiciary, which was
Reiterated time and again by Eminent Jurists and Legal Luminaries in India,
then It is quite possible that BJP Will indulge in influencing People who are
involved in EVM & VVPAT Software Coding? After all, just influencing few
people who are involved in Software Coding of EVM & VVPAT, BJP will
ensure Easy Electoral Victory in every General Elections?

• It is clearly evident from the Election Commission Website that Something

Scandalous things are very much happing as far as EVM Machines are
Concerned, as ECI put Question No 22 In Election Commission of India

 Q No 22; Is it possible to program the EVMs in such a way that initially,
say upto 100 votes, votes will be recorded exactly in the same way as the
“blue buttons” are pressed, but thereafter, votes will be recorded only in
favor of one particular candidate irrespective of whether the ‘blue button'
against that candidate or any other candidate is pressed?

Ans. As per ECI Official Website

The microchip used in EVMs is a one-time programmable/ masked chip,

which can neither be read nor overwritten. Hence, the program used in the
EVMs cannot be reprogrammed in a particular manner. Furthermore, the
EVMs are stand-alone machines which are not accessible remotely from
any network are connected with any external devices and there is no
operating system used in these machines. There is, therefore, absolutely
no chance of programming the EVMs in a particular way to select any
particular candidate or political party.

Shocking that So called Technical Experts in Election Commission of India
Concealing the Facts (might be Due to Misguiding of PSU Engineers who
Gave Report to them Regarding Software), So in One Way ECI is Misleading
People of INDIA? by not telling People of INDIA that any Software
Programme Coding before Manufacture if written with an intention to
Manipulate Elections to favour any political party it is Possible?

• As at the stage of programming, the Engineers (2 or 3) if designed the

Software Coding in such a way that first 1000 or 1100 votes of EVM are
Perfect every time the total button got used, So that every time after 1100
votes any vote pressed to any party goes to the targeted party or every
Alternative Vote goes to the targeted party or every third vote Goes to the
party which was Pre Designed in the software Example i.e. if the software
was written in such a manner that the Vote Must go to the party which was
set at Sl No 1 or Sl No 2 etc, it will go to that party after every 1100 votes
and the same serial number will be given to that Party in Every
Constituency in Elections which was designed to Win.?

• So this kind of Manipulated pre Software Coding will Surpass all so called
random mock tests even if the mock tests are done on the machine for
thousands of times? Since the Onetime programme can’t be read by any
one, this is quite possible?

• If ECI is Confident that there No Fishy in EVM system then ECI Should have
openly explained to people of India What measures it has taken to Detect
& Prevent Software Coding Alteration before Manufacture, and While at

 Manufacture and ECI had not talk about only so-called Mock tests After
Manufacture for Every Query?

• It is Really Criminal on the part of so-called Engineers of PSU’s who Written

the Software Coding or So-called Technical Experts of ECI or So-called
Experts in BJP Party, if they Say that it is not Possible to Write a
Manipulatable Software Code Before Manufacturing, as such these
Engineers/ Technical Experts Conveniently only writing about OTP / Mask
chip etc to Q. No 22 of FAQ in ECI Web Site, but not talking about
Writing/Embedding Altered Software Coding?

• Also, why only 1000 votes mock test? Why not to full capacity of EVM i.e
entire 2000+ Votes of EVM Capacity which is used in Polling Booths Will
provide Accurate Result’s? and Why not on All EVM Machines? As EVM’s
are Not Consumer Products to test Select few Samples for Quality, as every
Single vote counts for Win of Candidate / Government and Governance?

• Also, Many Common people getting fundamental doubt, that When EVM
Machines are Not tamper-able as per ECI and when EVM’s are Stand Alone
Machines which contain OTP / Masked Coded Software Programme
Electronic Chips, then Why ECI want to Conduct mock test of 1000 Votes
on randomly chosen Machines In the first place? Also, so called 50 votes
mock poll in every polling booth?

• Also, till Date neither Election Commission nor Supreme Court Monitored
the process of embedding Software Coding in each & every single EVM
Electronic Chips and at the Manufacturers Place, as such there is no
guarantee that all the EVM Chips Manufactured and used in EVM are Perfect
and does not Altered in Coding to Favour a particular Political Party? As
After Manufacture it is difficult to Find out, and also there is no guarantee
that what Software Coding was presented to SC, the same was used in
Manufacturing EVM CHIPS? So the so-called Testing before Political
Parties/ Poling Agents of each EVM Machine / VVPAT is just an Eye Wash
Exercise and So-called Testing before Political Party and Testing before
Polling Agents is a TRASH?

• Also, many common people getting Fundamental Doubt, that When EVM
Machines are Not tamper-able as per ECI Why the EVM Machines doing
JUMBLING of EVM Machines, and why EVM Machines need to carry from
one State to other State or one Parliamentary Segment to other or one
Assembly Segment to other every Elections?

• If ECI Is fully Confident about Righteous Functioning of EVM Systems and
every single EVM then Why the need to Waste Money in Transferring the
EVM Machines from One Place to other for Conducting Elections when EVM
Machines are Sufficient in Number to Conduct any Elections in All States?
So once Elections are Conducted the Same Machines might be continued
in the same District and State by keeping them in Safe Place with State/
District ECI officials? But ECI Did not done this, so this act of ECI itself
clearly indicates that there exists a doubt in EVM Machines functioning? So
VVPAT was Used to Cover Up this Blunder?

• BIG Doubt for Millions of Common People about EVM Manipulation, Since
M3 EVM Machines are already Got Manufactured, So the Question of testing
for so called Hacking, Torgan is Silly, as OTP / Masked chips in EVM are
not Tamper able, as the Entire Manipulation lies at the Software Coding
Before Manufacturing?

• Also, Since the EVM Chips are manufactured in Abroad there is every
possibility of Manipulation (till 2015, especially M3 EVM’s)? As no one
Knows whether the EVM Chip Making Company in the Foreign County
Follow ethics and it is manageable if someone powerful in the Country
especially Ruling Party in Government of India Wishes or any BIG
Corporate which is Supporting the Present Ruling Party i.e. BJP intends to
influence that Foreign Company? and Also no one knows who are the Real
Owners of the Foreign Company, on What Bases / How the Foreign
Company given the Contact to make EVM Chips?

• There is Every possibility that Some BIG Corporate from INDIA might have
taken over the Company (by paying Slush Money to the Owner of the
Foreign Company or via their Sister concerns Companies or via any Foreign
Company which has a Constant Business ties with the Indian Big
Corporate) but for Name sake the Foreign Company might be running the
Company in that Foreign Country to give impression to INDIAN People that
the Company Was Owned by a Foreigner so He/ She do not have Any
interest in INDIAN Electoral System as such they will not indulge in
Manipulations? This doubt got compounded when GOI and the so called
NITI AAYOG are Turned Pro Private Corporate and Doing Everything
Privatisation and every other Big Corporate is on BJP Side Now? as EVM
Chips are Manufactured in Foreign Countries are used till 2015 especially
M3 Machines from 2013 to 2015?

• BIG Doubt for Millions of Common People about EVM Manipulation can be
cleared partially if ECI Ensure GOI Deal with External Affairs Ministry of the
Foreign Country/ Countries where the Electronic Chips for EVM are

 Manufactured to give the Details of Ownership of the Foreign Company and
to Probe The Finances of that Company / their Sister Concern Companies
and the Individual Directors in that Company for Any Large Sums Get into
their Account from any part of World in year 2013 or afterwards to
ascertain that the Company is operating Ethically and No Money Received
in Any manner and the ownership of the Company is real and not titular?

• It is Criminal if BJP Party or the NGO or any section of INDIAN MEDIA

Which are biased towards BJP tell that Foreign Companies are Honest and
Do Ethical Business etc as Corruption, Slush Money Exists in every other
Foreign Country and most of the Political Parties even in Foreign Countries
are Corrupt / Run on Corrupt money and Foreign Companies are least
bothered about what will happen to democracy in INDIA as the Foreign
Company is Bothered about the Money it is getting by manufacturing the
CHIP by the Given Software code? And they Manufacture as per the order
of the Indian Govt? and the Foreign company can’t be Sued for any
Software Malpractices in INDIA or in that Country? If Yes Let GOI Make the
details / Contract Agreement with that Chip Manufacturer Public?

• It is an Open Fact That Anything related to Software can be Manipulated /

Hacked as such most of the Advanced Countries are Shedding EVM in
Electoral System and Trusting Paper Ballots, (Just ECI telling that Indian
EVM machines are Stand Alone and One Time Programable Chips and not
attached to internet etc are nothing but eye wash and it is nothing but
Beating Behind the bush of OTP / Stand Alone Machines, deliberately not
discussing about Manipulation of software coding before manufacture/
while at manufacture of EVM Chips which are Embedded in EVM’s, as
manipulation lies in Software coding, especially millions have doubt that
all M3 EVM Machines which are manufactured after 2013 are made with
Pre Adulterated Software Coding), So Some of the Top Sitting / Ex Officials
of Election Commission of India telling that EVM are Fool Proof is nothing
but Either they are unable to understand technology even though they are
great brains with vast experience in Governance & Administration or they
are Vouching for BJP For Sure expecting Post Retirement Positions.

• The more Shocking is the total tally of number of EVM Machines

Manufactured by GOI PSU’s and the total number of EVM as per ECI Record
and Total number of EVM Machines as per Ministry of Law GOI has Huge
Variation? which means Something Fishy Happened?

• Also, the Budget Sanctioned by the ECI and the Amount Received by PSU’s
for supply of EVM Machines there exists a Huge Difference.

• Also, there exists a Huge Difference in the Amount of Transportation Cost
of EVM Machines actually Manufactured Capacity Shown and the Volumes
Transported by the PSU’s which manufactured EVM’s as per the Orders of
EVM and Handed Over EVM’s to ECI raises further Doubts about Excess
EVM Machines got Manufactured than the Actual Capacity Shown in the
Official Records of ECI, PSU, GOI?

• Also found in that RTI reply the discrepancies of M3 EVM Machines capacity
to take 2000 votes limit and 16 candidates, where as the so called VVPAT
will take only 1500 votes? And the ECI official Documents show that up to
1400 VVPAT slips can be stored. Which further rises doubts about EVM and
VVPAT? So GOI and ECI and the PSU’s which manufactured must make all
records public and find out where are the Excess Machines Which are
otherwise manufactured gone? If no excess machines are not
manufactured why there exists difference in the total count of EVM
machines, supply order, budget and transport cost etc?

• As the RTI Reply filed by an Activist Revealed the Discrepancies, Which

raises doubts in millions of people that some excess EVM Machines are
Produced and Transported, and the excess EVM Machines Might have pre
Manipulated Software Coding to favour a particular Party (BJP) and the
excess EVM’s may carry the same Numbers of EVM Machines that was on
Official Records of ECI which are otherwise available for Verification by the
Political Parties for 1000 Votes Testing (5% of EVM’s), and soon after the
Testing is over the excess EVM with same numbers may get replaced?
which was the Doubt of Millions of Common People.

• If there is no discrepancy in total number of Live EVM Machines, then ECI,

GOI, PSU’s must file an Affidavit in Supreme Court in this regard and make
Public about this No Discrepancy of Live EVM machines?.

• If there exists a difference in total number of Live EVM’s, then ECI & GOI
Must Scrap immediately the EVM System in INDIA in all future Elections?
BJP Led GOI Must exabit the Same guts like what it exhibited in making
NRC Assam in this regard if there is no EVM Manipulation? With Immediate
Constitution of SC Monitored SIT be formed to probe the issue of EXCESS
EVM’s issue?

• So in order to Wipe All Doubts of Millions of Common People about EVM

Machines, ECI must Provide EVM Software Code, and Also Provide Several
Live EVM Machines to Software Experts in INDIA & ABROAD to Check
whether they are able to do Software Coding in such a manner that only
one party get Votes by pressing any button after first 1100 Votes or not,

 Also whether the totalling can be Altered to favour a particular number in
the candidates list irrespective of number of votes polled to that candidate
number? Or whether Every 3rd vote Goes to a particular party irrespective
of pressing any button (which is useful in case of Any voter complains to
ECI Regarding VVPAT showing different vote than they casted, ECI Allowing
voter to Do Second vote only, and if Second vote was perfect then EVM
are Continued, but not checking third vote, this will be useful to detect
such situations) and ECI Should Test All such altered software Coded EVM
Machines on Trial bases to Ascertain whether EVM Machines are
Manipulatable at the software design stage to favour any Party or not? Why
ECI failed to do this till date? Without clearing all these lacunas and doubts
of millions of common people conducting elections using the doubtful faulty
EVM Machines is nothing but Denigration of Democracy and bringing in
Dictatorship in INDIA.

VVPAT is JUST A Vague Measure to Continue

Manipulated EVM System and waste of Public Money

• Also, it appears that BJP deliberately encouraging so called Voter Verifiable

Paper Audit Trail (VVPAT) System to give impression to people that EVM
machines are functioning 100% Correct when the VVPAT system software
too can be designed to favour Any Ruling party, and that too When only
miniscule VVPAT ‘s Slips are Cross Checked with actual counting of EVM,
which means there is Ample Scope for Manipulation.

• Perhaps this is also the reason that urgently in 2016 GOI Ensured Election
Commission ordered lakhs of VVPAT from GOI PSU, and GOI immediately
released the Money for that, all again via Supreme Court Directing to use
VVPAT in Future Elections to ECI? And to ensure the Opposition parties
Demand for Paper Ballot be Put to rest by telling that it is Supreme Court
which ordered to use VVPAT & EVM and also GOI Already spent so much
money in procuring the VVPAT systems?

• When the matter of the fact is PUBLIC is SUPREME in a Democracy and the
Function of Supreme Court is to Ensure every Government and every
individual follow the Constitution law, in letter & Spirit, and the SC Struck
down many of the Schemes/ Reforms done by Governments then GOI
restored it by Making Law Again in Parliament, which indicates that in an
Elected Government, People are Supreme and when the present Elected
BJP GOI Got only 31.3% Votes and all other Opposition parties got 68.7%
Votes and when 68.7% of voters indirectly asking for Paper ballot through
their representative Parties by doubting the EVM Machines why GOI & ECI
Fail to value Public Opinion and Still try to Convince EVM theory?

• So even when SC Said to Go with EVM/ VVPAT may be due to wrong facts
presented to SC By GOI, If BJP Party & GOI Has Any basic respect for
People of India & Public Democratic Rights, (like how BJP GOI brought
Reforms Against SC orders IN SC ST Act case) Then BJP Party & GOI must
Ensure ECI Conduct Paper Ballet Elections by providing required Finances
and other Infrastructure needed for conducting Paper Ballot polling by ECI?

• GOI can Recover the Money invested in EVM & VVPAT by Selling them to
Other Countries which are Conducting Elections using EVM by so called
Marketing Strategy of PM Sh Narendra Modi So that there won’t be any
Financial loss for Country, and Righteous Democracy can be established?

• Also it is an open secret that, even most of the Educated People, forget
about Uneducated People are not able to View Correctly and Assess what
was printed on Printed Slip of the size 10 cm X 5.6 cm in the VVPAT
through the Glass and that too within 7 Seconds before the Slip Drops into
the VVPAT Storage, as Majority of Population in India, especially and Rural
Population who do not understand what is VVPAT and also over 550 million
People in India have Vision Issues, and also there is no Guarantee that
VVPAT Print display is Good Quality and no Guarantee what VVPAT Shown
is What Actually Gone into EVM System, also since not Every VVPAT is
cross checked and only when there are reports that Malfunction of VVPAT
only those VVPAT / EVM got changed or when Reported VVPAT/EVM are
not printing what they pressed? this is the Biggest Reason that there Exists
every possibility of Alteration of EVM & VVPAT Software?

• The biggest Lacuna in the VVPAT System is that only one polling Station /
Booth in every Constituency of an Assembly be checked Randomly for
Accuracy of the EVM Machine in that Polling Station with Paper Verification
of VVPAT Slips while counting the Results by RO, and in case of any
Discrepancy in Counting the results from EVM and the paper trail VVPAT
Machines, the outcome of paper slip will prevail. And there is no repolling
in that entire Constituency/ Polling stations if there is discrepancy at the
Final Count of EVM & VVPAT.

• Also if any person complains about the deviation of vote he/she casted and
what he/she seen in the VVPAT Slip Printed with (Seven) 7 Seconds Time,
sometime they may be correctly viewed sometimes they be wrong due to
Vision defect, So even if it is genuinely there exists a discrepancy, the
Returning officers first tell the so called Consequences if it is proven wrong
allegation before giving the complainant a second chance, then who will
come forward to complain in the first place? Many people will leave it as
judgement of error by themselves within 7 seconds time? Since just one

 dummy vote will be given in case the voter who complained by agreeing
for consciences, when the dummy vote gives correct slip, then the voting
will continue and action on the voter who complained, but There is no
guarantee that the EVM was pre-programmed with manipulated software
coding at the manufacturing, so that every 3rd Vote goes to a particular
party, or say directly to BJP Party or whether same EVM and Same VVPAT
was used for the Dummy Vote or the RO May replace with Standby
EVM/VVPAT?? then the entire exercise of VVPAT is JUST an Eye Wash?

• Also, if by an error in judgement due to vision defects if any voter

complains of discrepancy then why ECI wants to threaten the voter in the
first place with Rs 1000 Fine and 6 months imprisonment? If really found
a discrepancy then the EVM machine Simply may be changed, but no fine
and imprisonment on the Engineers who done the software Coding and
those who manufactured? without which the entire exercise of using VVPAT
will not serve the purpose? This is like who ever caught is petty thief and
if not caught they are Gentlemen??

• Also ECI it self telling there is a tolerance limit of 5% of VVPAT not working/
malfunction during polling during Polling (of course will be replaced by good

• How come ECI allow so called 5% Malfunction of VVPAT this means that
entire exercise of so called VVPAT is just Vague to continue EVM Machine
system which will favour Ruling BJP Party to get Electoral Victory Via EVM
Management and not Public Mandate?

• It is clearly visible that During a Mock test VVPAT is delivering All BJP Slips,
which means the EVM was designed to give Votes for BJP even if anyone
votes for any other party, And Some Electronic Media Clearly displayed in
the Video that VVPAT giving only BJP Slips when the EVM VVPAT system
was launched in Madhya Pradesh, But later this was hushed up by telling
it is due to some technical glitch and we are changing such machines and
only 4 % of Machines of VVPAT was Changed due to various Technical
Reasons, which clearly indicates if due to so called Technical Glitch the

the voting that EVM Machine vote and VVPAT are different, then the
Election Commission authorities are changing the EVM or VVPAT again by
Sighting Technical Glitch.. which clearly indicates that EVM Machines and
VVPAT system are not Fool Proof system to conduct Fair Elections in INDIA
and it is certain that with EVM and VVPAT Electoral System Democracy
being Tarnished in INDIA?

• It is really strange that when BJP Led Government of India taking about
Digital India and fully aware that India lags behind in Cyber Security, but
BJP GOI Proudly says that our EVM & VVPAT System are Non-Manipulatable
when any Software can be Designed to Suit the needs of Ruling Party
anywhere in the World? which Raises Doubts in Millions of People that BJP
Led NDA intentionally conducting Elections Via EVM & VVPAT to Manipulate
the Elections to ensure win through EVM machines and not by public
Mandate?. If it is not the case why BJP insisting on EVM system and why
not on Paper Ballot?

• It is a Common-Sense Example that every Smart phone has a Software to

Run the Application? And only new Generation Smart phones have the
future to upgrade the software while using it for months and years (to the
existing software embedded in the chips when manufactured)? This is
possible because the Chips in the Mobile phones Software are Coded to
receive the Up dated Software Coding?

• The same thing can Also happen to New generation EVM Machines/ VVPAT,
due to New Generation EVM Chips with Biased Software induced in it to get
Biased Results in EVM Count, i.e. Vote for Any one of Choice Party /
Candidate by the Voter and the same may be Display the Same candidate
in the EVM and VVPAT for that movement i.e. during polling but while
counting the same may give biased result to the party which was pre coded
in EVM &VVPAT during manufacturing stage as Actual Vote Goes to BJP ?

• In order to Wipe out this Doubt from Millions of Common People ECI Must
provide Several live EVM and VVPAT Machines to software Hacking Experts
in INDIA and Abroad and test the same? In Addition, GOI Must ensure
Every Single EVM and Every Single VVPAT manufacturing got monitored
and tested to their full capacity and also every machine count is cross
checked physically in every polling booth for Counting and totalling. Else
Scrap EVM System and go for a Secure Paper Ballot System to instil
confidence in Democracy.

provided For All Polling Agents with Software that makes once the VOTER
is Authenticated the Same will be Displayed to All Poling Agents / Political
Parties and Also Record the same in the Servers at MULTIPLE Locations for
Data Storage, and it will Contain

6) Mandatory to Show the List of People Who Exercised their VOTE on the
Internet to Eliminate Frauds, to increase Responsibility among people to
Cast their Vote.

7) After Casting VOTE, the Voter must get SMS that he/she Exercised their
VOTING RIGHT with Polling Booth, Time etc

8) Live Web Casting of Polling Stations for Public Scrutiny

9) Also, A Ballot Paper is Printed Directly Online after Authentication of Voter

ID and After Entering the Premises of Polling Station to Cast their Vote,
soon after release of Ballot Paper by Polling Officer to Print the Ballot Paper.

10) This process of Online real time printing of Bar-Coded Ballot paper on
authentication of Biometric Voter ID will Enable to caste vote Any Where
in INDIA and Abroad in Any Polling Station for Any Constituency the Voter
may belong to, as the Bar-Coded Ballot Paper be printed for Any
Constituency across India on authentication of voter ID belonging to that
Constituency from the central data base of Voters across India. And once
Vote is casted the system ceases to provide authentication for further for
the same Voter ID with Same bio metrics anywhere in Any polling Station,
thus Contains Duplication of Voters in with multiple Voter ID cards in
Different States with same name/ different Name due to Bio Metrics are
verified & registered online in the central data base, thus ensures no room
for duplicate votes and contains all voting frauds.

13) Also, each BALLOT PAPER Must Have BAR CODE for EACH Contestant
printed against their NAME and only a BLAK CLOUR STAMP / Bar Coded
STICKER Must be Fixed by Voter Against the Person Whom he/she wish to
Cast His / Her Vote, Easy even for uneducated to Complete Process of
VOTING and to Ease COUNTING Process. Or Also ideal way is introduction
of Scratch System to caste Vote by Asking Voter to Scratch Against the
Candidate whom they chosen to vote is far better Solution to marginalize
vote wasting in paper ballot Voting System, a pre-printed Scratch paper
was by default in the blank paper which will be used to print the Barcoded

people are voting in General Elections from independence to till last general

• Here is the main reason for not Crossing more than 2/3 voting is due to
people engaged in their lively hood earnings, especially Middle - Middle
Class People whose lives are fully tied up with Job Responsibility/Insecurity
can’t afford to lose their job by leaving their Job in middle and Go for voting
in their Standard Place of Residence, these working class include Transport
Workers, Truck Drivers, Travel Vehicle Drivers, Marketing Executives other
than local marketing, etc

• Also, many people are who are travelling on personal /family related issues
will not be able to vote in the place where they have voting right, as many
people have pre-fixed travel plans for various purposes. Also, many people
are in Hospitals due to health disorders as inpatients, their relatives
attending the patients (out/In patients)

• So even though their inner Conscious urges to use their Voting right, but
they can’t Avoid their Job Responsibility, due to lack of Anywhere Any
Constituency, as till date such thing never happened due to use of either
only pre-printed ballot paper or EVM systems are by default they are
practically not support for anywhere voting system. So, had they Have any
option like anywhere voting, Maximum people will exercise their Vote.

• So, there is acute need for creation of Anywhere Any Constituency polling
system across India, by creating polling Stations in places like Post Office
or Nationalised Bank or Govt / Pvt Hospitals or Big Factories / Industrial
Areas / in Railway Stations, Bus Stations, Air Ports Etc, for the Convenience
of Millions of people who travel from one place to other due to various
reasons to vote for their choice candidate in their local constituency from
anywhere in INDIA?

• This proposed Secured Anywhere Any Constituency Online Real Time Paper
Ballot System, which enables all people to vote anywhere in Any Polling
Station for Any Constituency Where their Voter ID is based, Across India,
as ballot paper got printed in the polling station online real time on
biometric verification of Voter ID, by just registering via Mobile App or SMS
Just after beginning of polling and one Hour before ending of polling by
choosing nearest polling station to them, this will ensure their vote is
registered and also maximum percentage of voting occurs in INDIA?

of previous voting systems (ordinary paper ballot & EVM) with Secure

overs, as such GDP will not be affected Due to Elections, as was in the case
of erstwhile simple paper ballot system or the current EVM System, which
means more revenues for GOI to spend for development of infrastructure
and welfare schemes.

• As it is a fact that over 2 crore people travel in Railways and several Lakhs
of people Travel in Flights and also Several millions of people travel in
Buses / personal vehicles and are out of city/state /country and several
Millions of trucks are in transit carrying goods from one city to other city/
one state to other state and it is practically not possible for them to stop
their work and cast their vote in their local constituency leaving their pre-
Determined/ Destined work.

• Also, Industrial Workers working in Continuous Processing Industries etc

can avail their voting right while doing their duty, also this measure ensues
no stopping of working/ production which ensures GDP will not suffer on
account of Electoral voting.

• Since BJP is invoking Nationalism time and Again, if BJP has a Real concern
for Nation and People of INDIA then it should ensure Near to 100% voting
or at least ensure Maximum percentage of Voting? Which requires
Anywhere Any Constituency Polling System.

• If BJP feels that it Delivered the Best for People Especially the Downtrodden
in last 4 and half years of their Government, then Why Fear to Conduct
Elections Via Ballot Paper? Also, if there is No Manipulation of EVM’s to
Favour BJP Then Why Fear to Conduct Anywhere Any Constituency Paper
Ballot Elections? which naturally enhances total voting turnout?

• If BJP is Really for Democracy then it should ensure All Elections are
conducted Via PAPER BALLOT Not EVM’s? as the Senior Leader from BJP
Sh L K Advani who was one of the architects of BJP Party also vouching for

Respect and Value for the Opinion of Sh L K Advani Ji, they should Scrap
EVM System and Immediately Adopt the Proposed Paper Ballot System to
get better Governance in India.

Need for Scarping so called Proxy Voting

• Also the as so Called PROXY Voting is a terribly Corrupt idea, as the words
itself indicates that Proxies Aka Persons of BJP or the so called NGO Which
is the Guiding Force of BJP Going to Vote for BJP on Behalf of Voter living
in Foreign Country who may be Politically Neutral or even if they are
originally inclined to opposition political parties, as it is a simple Common
sense Question that Most of the Indians Living in Abroad has Direct Indirect
Work with Government of INDIA especially Sitting Government of India,
So Since BJP is in Government at present, So Naturally BJP get Advantage?

• In this so-called PROXY Voting System, the biggest losers are all opposition
political parties, more specifically the Regional Political Parties, as even
though some Regional Political Parties have their Overseas units in some
of the Foreign, but Majority of NRI’s are under influence of BJP due to
External Affairs Ministry is with Central Government and their welfare is
looked after by External Affairs Ministry? And the so-called INDIAN
DIASPORA meetings organised by BJP when PM Modi visited those
Countries is a classic Example that How Most of NRI’s are inclined towards
BJP, and the reason is Simple, that External Affairs is with BJP Led GOI.

• And also due to mirage like effect following the say that when Hills are
viewed from long distance they appear very smooth and shiny, but locals
only knew how hard and steep and rough the hills are So the case of NRI’s
view for Progress of INDIA under BJP GOI is exactly like this. As Most of
the NRI’s do not have time to knew about What is Happening in INDIA on

he is nominating to vote in INDIA that the nominee should vote to X party,
through E Mail or Text or Oral Commination? there is no guarantee that
the nominee will not reveal to others prior to voting that the person abroad
going to vote for X Party or Y party by showing E mail or Text authoring
the nominee to vote for X party? Also, in case of only Oral Communication
there is no guarantee that the Nominee able to hear the correct Choice of
the voter in Abroad?

• Also, there is every possibility that BJP may put its Party Workers or the
so-called NGO Which is the Guiding Force of BJP as the Nominees of the
so-called Proxy Voters who are in Millions of numbers by influencing the
People Living in Abroad by Influencing the Indian Cultural Associations (like
Telugu Association, Gujrati Association etc) Living in Abroad to use BJP or
the guiding force for BJP NGO workers as their Nominee by paying Some
Money in Abroad to the Association as Donation by some belong to BJP or
their Sympathiser on behalf of BJP in that Foreign Country / by Conducting
some Parties Etc?

• Also, many people living in Abroad are busy in their life and they may not
find time to do filling of forms etc to create Authorisation for their nominees
to vote on their behalf in INDIA, as such they may simply do signature in
already filled forms in the Get togethers etc organised by Indian
Associations in that Foreign Country? And this kind of special may be
sponsored by some of the Corporates by and large which are supporting
BKP Party or some individuals who are members of BJP Party or the NGO
so that all so called Nominations goes to the Party workers of BJP or the
NGO in INDIA By default?

• Also So called Corporates which are having parental organisations in INDIA

may simply circulate the Nomination papers among its employees and ask
them to sign on the pre filled forms which contain some XYZ Persons as
their nominees, as the Corporate may be totally inclined to BJP Party (as
was most of the top corporates are inclined towards BJP), and naturally
these Indian Employees in that Corporate will Simply sign, as they lose
nothing, instead they gain as it may put them in good books of their
management/ Top brass of that Corporate Company?

Parents and even pathetic is that some of the people living in Abroad are
so busy that they even can’t talk to their parents even once in a blue moon,
and some even so worst that they leave their parents at So called Old Age
Homes and just send the money from Abroad to the old age homes or even
they may simply overlook them, as for them their self-centred selfishness
of earning money is paramount, then What is the Guarantee that a person
who do not bothered about their own parents especially own MOTHER who
gave birth to that person, will bother about MOTHER LAND, Will Vote in
INDIA to Choose Right Candidate for betterment of People of territory they
belong to in INDIA?

• If Any one tells that people who are living abroad (those Section of NRI’s
not All NRI’s) who do not bother about their blood related parents,
especially who are not bothered about their own Mother, who are living in
INDIA and most of the old aged parents are confined to so called OLD
AGED HOMES in spite their children are settled in abroad in high positions
earning huge income in foreign countries, (what all these kind of NRI’s
enjoying life today all due to relentless efforts of parents in up bringing
them in INDIA by sacrificing themselves by their parents in the up brining
of their children), but these NRI’s have lot of concern for Mother Land, as
such they need proxy voting? SHOCKING?

• Also, those NRI’s left out their parents to old age homes or who hardly
bothered to care their siblings living in India provide Nomination for their
old age parents to do voting will be able to choose better candidate in that
Constituency For the betterment of people in that Constituency?

• If any Persons who are vouching for these kinds of Self-Centred Selfish
Crooked Persons who do not care own Mother/Parents Living in India, it is
simple understanding that such persons do not hesitate Use Own Mother
in Any Denigrated Manner if it Gives Advantage in Some or other Manner?
And Such persons who possess such a Nasty Criminal Self-centred Selfish
Mind Who Degraded to Insult/Use their own Mother, Should Not have Place
in INDIA the Land of BHARAT MATA following all Religious Dharmas,
especially Hindu Religious Dharmas? India being a Majority Hindu Religious

to give voting rights in INDIA Via PROXY VOTING for people who do not
care for their own Mother living in INDIA? What kind of Goodness you can
Expect from such fellows who do not Bother about their own mother and
left them to old age homes will be able to do for Own MOTHER LAND? Also,
is it not appearing that there is every possibility that you are setting a
wrong example to generation next by honouring NRI’s who left out their
mothers for Old Age homes? All just for So called Electoral Gains of BJP

• GOI Must make it mandatory that All NRI’s who wish to vote for INDIA
Elections (State they belong to or the General Elections for Parliament)
Must provide the details of their Parents living in INDIA, in an affidavit
form, with a self-sworn statement that they are Caring their mother and
father properly and they should list out what all they are doing for the
betterment of their mother/ father/ parents living in INDIA, only such NRI’s
should be allowed to vote for INDIAN Elections in their Foreign Location
where they are residing.

• Also, the same should be Applied to All Indians who are having Aged
Parents, especially Dependent parents, by linking Voting Rights only to
those Indians who care Their Parents, after All INDIA is a having Largest
Youth population at present, will soon turn into largest old aged population
in nearby future, so it is necessary link to Voting Rights to Caring Parents?

• If BJP and Prime Minister Really Concern for Millions of Parents, then GOI
Must bring this reform linking voting Rights to Caring Parents via an

ground realities as such they decided with their wisdom not to vote for X
Party, then if their Son who is living in Abroad wants to Vote for X Party,
then if the son living in abroad Gives nomination to his father/ mother
living in INDIA then they have to kill their inner conscious and vote for X
party as requested by His Son to Do So?

• Else there might be an argument to influence the Son by the parents to

allow them to vote for Y Party his vote as Proxy vote/ his nominee or the
son may influence the both parents to vote for Y party (against the natural
will of parents who are X party sympathisers) according to his/her choice
by taking promise from them, in which case parents will be under undue
pressure at that old age, after all old age people are truthful by default by
and large? the case is same for Siblings?

• And the Nomination to Family members especially old age parents may
lead to deterioration of their health in case of their parents are inclined to
X candidate/ party and they have to vote for Y candidate or Y Party by
killing their inner Conscious, as it is a fact that mental health/ stress plays
vital role in over all health of every person, especially the stress plays a
vital role in the health of Aged people? Then Why Do GOI want to disturb
family relations, why GOI intended to Spoil Health of Millions of Aged
People living in India whose children are settled in Abroad?

• Also, there is every possibly that personal relations will get spoiled within
the family due to this Proxy voting? In case the parents / sibling votes the
proxy vote according to their personal choice rather than the choice of the
Person who is living in Abroad due to decision at the spur of the moment,
which they may reveal to the person in abroad one day or other, and also
the person living in abroad may insist them to do on oath to tell truth, then
there will be disturbance in family relations?

• If the person living in Abroad gives nomination to friends or others leaving

their parents or siblings then also it leads to decline in inter personal
relations among the family members? As the family members especially
parents/ siblings / relatives think their NRI Children/ NRI siblings/ NRI
Relatives have no trust on them as such they are giving proxy voting to
the friends in INDIA? Also, in case the persons living in Abroad gives

any nomination to any one in India)?, as there is no guarantee for
mandatory nomination or mandatory voting in India even for people living

nominations then every other political party, especially the Ruling party in
that State and GOI ruling Party may indulge in creating coercion on the
nominees to vote for their party? And Safety & Security of Parents /
Siblings/Relatives who got nomination is a big concern, as they live in Peril?

• If BJP Knows prior that which person got authorisation, then there is every
possibility that the Ruling party may influence the nominee in India to vote
for their Party? As it is quite possible that the BJP party and the NGO which

them, in case Failed to vote for BJP they scare them that their NRI
Children’s life is in risk as GOI may not able to extend much help in case
of any unwarranted issue happens for the NRI Children or relative, and this
will certainly make not only the NRI who giving voting rights nomination,
but the entire family who are living in India may under Peril vote for BJP ?

• If GOI do not make public online details of nominated persons, details of

NRI who Nominated locals and the details only lies with GOI or ECI then
there is every possibility Nomination can be tampered with and also if the
Ruling BJP Party Only knows who got nomination, then they might
influence the person who got nomination? After all, GOI is led by BJP, also
there is every possibility That the details which GOI received can be
doctrine to ensure the Nominations are changed to favour BJP Via software
hacking? And in this case Ruling party may do tampering intentionally to
get advantage for it by creating fake nominations/ altering the persons
who are nominated?

• Also, the legal safe guards to contain misuse of Nomination or someone

already voted in the nomination, or found later period that even though no
nomination was given to any one India but someone created a fake
nomination and voted on their behalf, then in such case GOI Must Clarify
that legally tried in INDIA or Abroad? What are the legal provisions that
attract Criminal conspiracy on such persons?

• What are the bases for deciding the Constituency/ Polling Booth of such
persons who are living in Abroad? Is it their parents living place or the
Indian Address in their Pass Port? or is it the place of their nominee? as
without fixed standard norms there is every possibility of manipulation to
make use of nomination to vote in the constituencies where BJP lost by
slight margins in the last elections or as per the so-called internal survey
that in those constituencies the part needs some more votes?

• Is there any facility that GOI making that after a person is voted it will
reflect that he/she exercised voting right (without the person/party whom
they casted vote) via automatic SMS/ Email / Social media registered by
the voter whether living in India or Abroad (only after Casting vote) which
will certainly contain voting frauds to maximum extent, especially in case
of PROXY voting?

as such there should be Provision for Creation of Polling booths in Foreign
Countries Maintained by Indian Embassy based on the Population of NRI’s
in that Country in Appropriate Number, taking volunteers from Political
Parties to help to act as Polling agents there in Abroad, and the timing of
voting should be IST of voting in India (and all Indians who wish to Vote

Constituency the NRI belongs to and voted as the Bar Coding of Ballot
paper will facilitate to identify the Constituency of the Voter Voted and
since Voter ID card is also bar coded, and the Ballot paper printed online
will be certainly based on the constituency of the Voter ID card of the NRI
so there will not be any issue on Counting and Simultaneously same time
NRI votes be Added to the regular voting count in INDIA.

Media Advertisement Budgets of Swatch Bharat when the reality is Over
12 Lakh Safai Karmacharis and Millions of Garbage Lifters and Dead Animal
Lifters are daily working in unsafe un hygienic conditions who are Almost
live in very pathetic poor conditions as they are DALITS and poorest of
poor and daily 10 to15 people are dying due to various heath disorders
due to unsafe Cleaning?

• Also BJP & GOI Trying to use the so called Celebrities whether Film Actors
or Actresses or Musicians or Singers or Sports persons who are having
huge fan followers (when the fans are cutting across Political Parties) By

that Game activity?

people are Shocked why Election Commission of India is a Mute Spectator
for this? paying tributes to Shri Basaveshwara Statute in England on 15th
April 2018 when the Karnataka State Assembly Elections taking place and
that too when Electoral Code of Conduct was in place in Karnataka and
India, when Shri Basaveshwara Was Considered as Guru / God for Lingayat
Community, and Lingayat Community plays A decisive role in the Election

• As Prime Minister Sh Modi Ji has Filled All Senior Positions in GOI especially
crucial Decision Making & Crucial Bureaucratic Positions in PMO, President
of INDIA Office and in Election Commission, Central Bureau of
Investigation and in Various Crucial Ministries like Finance Ministry Etc with
select few Gujarat Cadre Officers (Thanks to Independent of Judiciary and
Collegium System of selecting the Judges, else PM Modi ji might have filled
Supreme Court Judges with Guajarati Lawyers alone, even the Chief Justice
of India and other positions in Judiciary)? That too With Persons Who
Worked with him when he was a Chief Minister of Gujarat?

• This itself indicates that Prime Minister Wants to do everything in a

Suspicious Secret Manner, which should be known to only his close aides
who are utmost loyal to PM Modi Ji, and Millions of people are Doubting
that EVM Management might be Part of this Secret Mission Of PM Modi to
ensure BJP win forever, by ensuring most of Votes Goes to BJP irrespective
of People vote to Which ever Political party in fray, this may be the reason
BJP is insisting on EVM only when Every other Party wants Paper Ballot?

• This clearly indicates that either Prime Minister Think That Only Gujarat
Officers Possess Calibre to be in the TOP Positions to Govern INDIA? And
Rest of Officers in INDIA are Lack Competence & Expertise Compared to
the select few Gujarat Cadre Officers? Else PM Modi does Not trust other
Bureaucrats in India from Other States who May be Much Competent than
the Present Serving Gujarat Cadre Officers in GOI who are handpicked
given prime Postings by PM Modi?

• This Also Clearly Indicates that BJP Led GOI & Prime Minister Modi Does
have respect for Federalism in INDIA, and what All PM Modi talks about
Cooperative Federalism is Just a FARCE?

• PM Modi Ji must Clarify on this Gujrat Cadre Officers in Key positions to

Nullify the Doubt of Millions of Common People About EVM Management by
Some of Loyalists Chosen by PM Modi Ji to Work with him Closely?

• It is High time that BJP if have any Value for the Opinion of Majority People
of India i.e. 68 % Population Who has Chosen Opposition Political Parties
to Represent them, BJP Led GOI Must immediately Scrap EVM System and
Switch to Paper Ballot System immediately.

• Out of 68% Population Who Voted for Opposition Parties 48% are HINDUS
and remaining 20% are Minorities, Even When on Hypothetical Bases that
All Minorities Voted for Non-BJP Political Parties as was Alleged by BJP that
Opposition Parties are Doing Minority Vote Bank Politics, it is Clear Cut

 Evidence that Majority Hindus Voted for Non-BJP Parties? Without Valuing
the Opinion of Majority Indians i.e. 68% Population of INDIA, of which 48%
are Hindus, BJP loses Moral Authority to Ask for Votes of Any section of
People, Especially HINDUS?

• Also, the NGO Which is the guiding force for BJP which talks about So called
Majority Hindu Population Sentiments etc on Any issues whether it is COW
or BEEF or Hindu Religious Matters Will be totally FARCE if the NGO Fail to
Value the Opinion of Majority of Hindus (48% of total 80 % Hindus out of
100% population of India are Demanding Paper Ballot Voting?

• Once Again I Reiterate Shri Narendra Modi Ji that I have My Personal

Regards for You as Prime Minister of India and as A Person Who
Implemented My Vision (As Almost All Reforms Done By BJP Led NDA GOI
are Simply Copy Cut Paste and Give Name to My Vision), But For any
Citizen of India larger interest Nation and Also Larger interest of people of
the Country should be paramount, as such I have expressed in this letter
as a Young Secular Hindu Nationalist & as a True Follower of Principles of
Bhagvad Gita, the Concerns of Millions of People belonging to All Sections
to ensure Righteous Democracy Prevail in India and to reaffirm in all
sections of people of India, faith and Confidence in All Institutions
established Constitutionally in the larger interest of People of the Country
and Nation and Nothing Personal Against any Individual or any Section of
People or any Institution or Organisation. My Apologies if anyone get hurt
due to misunderstanding my way of expressions of truth and facts, I pray
Almighty to Give Righteous Sound Mind to them for better understanding
& righteous behaviour.
Look Forward for Immediate Affirmative Action in Scrapping EVM System
and Switching to Anywhere Any Constituency Secure Paper Ballot System
as Suggested in this Open Letter for Prevailing of Righteous Democracy.
