Redwood City switching to district elections

Redwood City has begun the process of
switching from at-large to by-district elec-
tions for the City Council and the new system
will take effect in 2020.
Residents will soon have plenty of oppor-
tunities to weigh in on district boundaries,
election cycles and whether the council will
retain seven seats with a rotating mayor or
just six seats with a mayor elected at large.
The council adopted a resolution of intent
— the first step of the transition — at a meet-
ing on Monday, Sept. 24.
The move was prompted by a letter from
Malibu-based attorney Kevin Shenkman,
which threatened litigation if the city did not
voluntarily adopt district elections, meaning
councilmembers are voted on by a specific
district or ward in which they live.
Shenkman claimed Redwood City’s current
election system violates the California
Voting Rights Act because it “dilutes the abil-
ity of Latinos (a ‘protected class’) to elect
candidates of their choice or otherwise influ-
ence the outcome of the city’s council elec-
tions.”
Latinos comprise 39 percent of Redwood
City’s population and currently just one of
the city’s seven councilmembers, Alicia
Aguirre, is Latina. However, Aguirre isn’t the
only racial minority on the council.
Councilman Jeff Gee is Asian-American and
Mayor Ian Bain is African-American.
No city that has challenged Shenkman in
court has won — they all end up switching to
district elections eventually — and litigation
can cost taxpayers millions. For those rea-
sons and others, the council agreed to transi-
tion.
During public comment, several speakers
celebrated by-district elections because they
felt the system would encourage greater diver-
sity on the council.
“We believe that moving forward to district
elections is a right step in the right direction
to break the legacy of underrepresentation on
the council, boards and commissions,”

Connie Guerrero, a former planning commis-
sioner, said on behalf of local group Latino
Focus.
Some councilmembers said the council is
already diverse, but also embraced the situa-
tion as an opportunity for the city to come
together and develop a system that’s as inclu-
sive as possible.
“I do look forward to moving forward with
this conversation and agree that we are very
well represented up here currently. But at the
same time … just hearing from the communi-
ty, they don’t quite feel represented so I want
that conversation to take place,”
Councilwoman Janet Borgens said. “I want
them at the table, I want to find out what we
need to do to accomplish that.”
Borgens added that the cost of running for
office prevents some residents from doing so
and suggested addressing campaign finance
reform in the future.
Mayor Bain said he only reluctantly agreed
to the switch, not because he opposes district
elections, but because they were “thrust upon
us.” And he seemed to resent the implications
of Shenkman’s demand.
“There are still people looking at us in
terms of where our ancestors came from. The
concept of race is a sociological concept, it’s
not a scientific concept,” he said, adding that
his own ancestry is African, European and
Native American in that order. “However none
of those represented a majority of my genetic
makeup. So I’m a bit of an anomaly in that I
grew up not identifying with a race, I still
don’t. It’s a concept that I fundamentally
reject and it’s a concept that factors into none
of my decisions.”
Bain said he voted for Aguirre when she ran
for office, and her Latina heritage “did not fac-
tor into” his decision.
He also said he’s concerned that district
elections could compromise Redwood City’s
small-town feel and wondered if every district
would have enough people willing to run for
office.
Bain went on to offer a few suggestions
moving forward.
“My preference is for compactness rather
than try to draw everybody into the down-
town. I think we all have a stake in the down-
town, whether or not a district touches the
downtown,” he said. “And the easiest thing
for us to do at this point is to maintain seven
seats on the council elected by district with a
rotating mayor. We’ve never had a mayoral
rotation policy and I think it’s desperately
overdue.”
Bain felt the six-district option with an at-
large mayor should be discussed after the
2020 census, when district maps will again
have to be redrawn.
Residents can provide input on district
maps at public hearings in both October and
November and they’ll have until Jan. 3 to
submit their own draft maps for considera-
tion. After that, there will be two more public
hearings for residents to weigh in on the
maps and cycle of elections. An ordinance
codifying all of the changes to the election
system will be adopted in March of 2019,
with the first district elections to be held in
four districts by November of 2020. Districts
will be redrawn in 2021 based on 2020 census
data, and the remaining three districts will
hold their first elections in November of
2022.
More than 100 cities in California have
made the switch to district elections.
In San Mateo County, Menlo Park recently
switched to district elections and South San
Francisco and Half Moon Bay are in the
process of transitioning, as is the San Mateo
County Harbor Commission.
Sequoia Union High and Redwood City
Elementary school district officials and the
county Board of Supervisors made similar
choices as well. The San Mateo County
Community College District adopted the by-
district system but without being threatened
by a lawsuit.

ing they show up to support lower-profile
legislative and congressional candidates.

emerged Tuesday, when a conservative radio
host who is the public face behind this
year’s gas tax initiative announced he will
pursue another measure — this one elimi-
nating the state’s beleaguered high-speed
rail project.
Though it’s a presidential election year,
California is overwhelmingly Democratic
and a Republican hasn’t won the state since
2006.
Early phases of construction have begun
on the train meant to take passengers
between Los Angeles and San Francisco in
less than three hours. But the $77 billion
project championed by Democratic Gov.
Jerry Brown and his supporters has seen
costs spike and the completion date pushed
back.
“This is a colossal failure of these politi-
cians, and you don’t want to throw good
money after bad,” said Carl DeMaio, a for-
mer San Diego city councilman who now
hosts a radio show.
The 2020 initiative also would change
the state Constitution to require all fees
related to transportation — from the gas
tax to taxes on vehicle sales and car insur-
ance — be spent only on transportation-
related projects. Those dollars could not
go to the general fund.
It’s backed by DeMaio and others behind
Proposition 6, which will ask voters this
November if they want to repeal a 12-cent
gas tax hike and increases in vehicle regis-
tration fees approved by lawmakers last
year.
Proposition 6 was funded in part by
California’s Republican congressional del-
egation, including Kevin McCarthy, the
No. 2 Republican in the U.S. House who is
seeking to replace Paul Ryan as speaker. It
was an unusual intervention by elected U.S.
officials in a state political campaign.

hose following the recent his-
tory of the San Bruno Park
Elementary School District
know that there has been some trou-
ble with finances and enrollment. And
those following the more distant past
know that this has the potential to
turn into an ongoing legacy.
However, most recently, there has
been a plan floated by the new super-
intendent to create the next genera-
tion of school campuses that moves
away from the traditional neighbor-
hood school formula. As part of that
multi-pronged plan, district officials
are pursuing a bond measure, known
as Measure X, that would raise $79
million to renovate and rehabilitate
the district’s facilities. The Board of
Trustees is not lockstep on this pro-
posal, with the board president vot-
ing no and instead interested in plac-

Housing for All Burlingame is enor-
mously appreciative of the recent let-
ter by U.S. Rep. Jackie Speier, D-San
Mateo, to the Peninsula Health Care
District (PHCD), strongly suggesting
that they change course on their
plans to build market-rate housing on
public land at the old Peninsula
Hospital site.
We have worked for over three years
to get the PHCD to change its course
on the wellness center, but were met
with stern refusals to build affordable
housing on the site. The district has
already built The Trousdale, an assisted
living facility that was paid for by tax-
payer dollars and is unaffordable to the
majority of residents. A recent estimate
from Cheryl Fama, CEO of the district,
states that a basic studio in The
Trousdale will start at $6,800 a month.
Public land needs to be used for the
public good; market-rate housing
doesn’t belong on public land.
Congresswoman Speier exemplifies
the courageous moral leadership we
have lacked on the local level when it
comes to addressing our housing cri-
sis. It is our hope that the PHCD
changes its course for the benefit of
all residents of the district.

would be able to be spent on teacher
salaries and other needs. However,
one key aspect of this bond measure
is that it needs 55 percent approval
rather than two-thirds for parcel
taxes. While that threshold is easier
to pass, it is not the official reason
for the district moving forward with a
bond measure. The official reason, and
very real one we might add, is that the
district’s facilities are aging and need
revamping, with the entire replace-
ment of Allen Elementary School.
As part of a master plan, officials
plan to shutter and sell campuses in
an effort to raise additional money
and consolidate schools. The campus-
es potentially rebuilt with the bond
Why? Because Deniz is a breath of
fresh air.
Deniz has no agenda except to lis-
ten to residents, hasn’t requested
endorsements from the usual politi-
cal insiders, and brings fresh ideas to
the current council which embraces
“bigger is better.”
This “bigger is better” mentality
brings more large scale develop-
ment, more negative effects on our
traffic, infrastructure, air quality and
adds more stress on our school sys-
tem.
Why am I voting only for Deniz
Bolbol and not for any member of
the current slate that is also running?
Their voting record speaks for
itself:
Despite overwhelming public
opposition, Stone, Lieberman and
Mates severely weakened our zoning
ordinances by enabling McMansions
and larger secondary rental units.
Thousands of Belmont citizens
signed a referendum forcing the
council to repeal the ordinances.
Lieberman voted against the life-
saving secondhand smoking ordi-
nance for apartments and condos.
Based on data confirming that sec-
ondhand smoke causes cancer, heart
disease and other conditions, this
ordinance has been copied by cities
nationwide to protect families and
neighbors.
Lieberman voted against purchas-
ing the 35 beautiful acres of open
space in the San Juan Canyon, and at
no net cost to our residents.
Stone and Lieberman voted for a
repressive code of conduct which
forced council and commissioners to
sign the code or be removed from
serving on committees.

districts selling what is considered to
be surplus now because one never
knows how enrollment might go in
the future and when that land and facil-
ities might be needed. However, there
is still space the district controls and
can use in the future should the need
arise.
Those who say the district should
simply make do with less don’t quite
understand how little with which the
district is working. No plan is per-
fect, but this plan is certainly
progress for San Bruno Park after
years of crisis management.
The schools in San Bruno need
investment, and this measure supplies
a certain amount of that. It deserves

and repeal those ordinances. That does
not demonstrate respect for the com-
munity as a whole.
Councilmembers that are only
responsive to supporters are not the
kind of councilors that serve the best
interest of the Belmont community,
and, thus, not the kind of councilmem-
bers the community should re-elect.
If you want a councilmember who
will listen to all resident concerns be
sure to vote for Deniz Bolbol.

As time goes by
“D
on’t let aging get you down. It’s too hard
to get back up.” — John Wagner.
In the Sept. 17 issue of Time magazine, there’s an arti-
cle titled, “The Surprising Joy of Old Age” by Jeffrey
Kluger. When I saw it I thought, “Oh, I must be missing
something.” But then it became apparent that Kluger
considers “old age” to be 50 to 70 or so. He wrote,
“Your strength flags. Your world narrows, much of what
once gave you pleasure and satisfaction is now gone.
But, as it turns out, happiness is still very much with
you — often even more so
than before.”
Sure, maybe from 50 to
70 or so — the age when
you might want to sign up
for the Warriors’ “Senior
Dance Team,” but what
about after that? That’s
real old age! Fifty to 70 or
so should be labeled some-
thing like “senior,” fol-
lowed by “senior plus.”
Anyway, today is my
birthday — well into
“senior plus,” so I’m dedi-
cating this column to everyone over 70.
It seems like many of us are propelled into “senior
plus” before we have any idea of how to relate to it. It’s
a bit like adolescence in reverse. “Here we are,” we
think, “thrust into this stage of life, wondering how to
handle this unfamiliar body, anxious about what the
future will bring, unsure of our ability to deal with the
changes that are inevitable and wishing we could remain
in familiar territory.”
At this stage of life, whenever I commemorate a birth-
day, I sit back and contemplate. I think about my friends
and relatives who are near my age and still around and
how they are dealing with it. I think “So here we are,
feeling we have learned a lot over all these years of
experience and hoping there’s someone who is interest-
ed in what we have to say, feeling that as time is run-
ning out, there are still things we’d like to do; trying to
ous kinds at an increasing rate; looking to each other
for community and support but feeling oddly out of
place in a culture that worships youth and largely
ignores, if not disdains, old age; realizing a new respect
for those who have traveled this way before us; hoping
that as we approach the end of the journey that we can
travel with grace and dignity.
When we were young, we didn’t hear much about
growth and change in adults. We came to believe that
the stages of life were infant, child, teen and adult. But
we learned that as we grow older we go through pas-
sages, too, and that growth and change are necessary to
a complete and fulfilling life no matter what our age. We
know that if we go through the stages of adulthood (like
senior plus), meeting the challenges and coming out
better people as a result, we grow old much wiser, more
loving, more complete and better able to cope and
adjust. 
If we haven’t done it already, we need to let go of
many beliefs as we make the transition. Those may
include that we can make situations (and people) turn
out the way we wish them to, the idea that we can
change the world, roles we were playing according to
society’s and other people’s expectations, pretense and,
finally, the toughest one — the belief that we are
immortal. Then, hopefully, growth and change at this
stage of our lives can come about — the kind that is
most likely to increase wisdom, integrity and accept-
ance.
I always enjoy what Eda LeShan wrote in her wonder-
ful book, “It’s Better to be Over the Hill Than Under It”:
“What I hope is that you feel thankful to be alive
because you still feel like a person, no matter what the
changes. At any age there is only one reason to be
thankful to be alive and that is that you love your clos-
est companion — yourself, and you know who you are
and you are glad to be who you are. … For most of us,
age is not all fun and games. Stoicism, silence and pre-
tending only make life harder. A good yell once in a
while” (hopefully while alone) “is good for the circula-
tion and, heaven knows, we need as much of that as we
can get.” Then Eda concludes, “I am not so crazy as to
be so accepting of aging that I might write a book
called: ‘Oh, To Be Ninety at Last,’ but I have learned to
accept exactly where I am.”

Higher interest rates, oil prices send stocks lower

portation and shipping compa-
nies lower. The S&P 500 index fell
for the third day in a row.
Oil prices continued to rise after
a weekend meeting of OPEC and
its allies ended without an increase
in oil production. That’s helped
energy companies, but it is pres-
suring airlines and other compa-
nies that will have to pay more for
fuel. Higher oil prices can also
ripple through the economy and
increase inflation, and that’s
helped push interest rates higher
this week.
On Wednesday the Federal
Reserve is expected to increase its
benchmark interest rate for the
third time this year. Investors
have been sure for months that the
Fed would raise rates at this meet-
ing, so they’ll be focusing on the
Fed’s economic projections and

ference afterward.
“He’ll want to say as little as
possible about tariffs, about fiscal
policy, and say as little as possi-
ble about any advice the president
may be giving him and the Federal
Reserve about how to run mone-

Colts drop conference opener Lawsuit calls multiple fouls

It took only 13 minutes for the Cañada
College men’s soccer team to realize it still has
a lot of work to do if the Colts are to challenge
for a Coast Conference South division title.
It was during a 13-minute span in the first half
that De Anza scored three times in the Coast
Conference South opener for both teams and
then held off the 10-man Colts over the final 40
minutes to post a 3-1 victory.
It was a bit of a wake-up call for the Colts,
who had earned an honorable mention in the
CCCSIA ranking that came out at the end of last
week. Cañada came into the game having post-
ed a 4-1-1 record in non-conference play, their
only loss being a 4-0 blanking at defending
state champion Fresno.
The Colts, however, were knocked down a
peg by the 15th-ranked Dons.
“[De Anza] did a really good job of coming out
organized and disciplined, so hats off to them,”
said Cañada head coach Erik Gaspar. “We had a
couple errors and they punished us. Beside those
13 minutes, the game was good for us.”
Down three goals at halftime, the climb
became nearly impossible for the Colts when
they lost Austin Lopacinski to his second yel-
low card in the 50th minute, forcing the Colts to
play the final 40 minutes with only 10 players.
And yet, the Colts somehow dominated play
the rest of the way. Cañada got on the score-
board five minutes later when midfielder Andy
Arreguin Diaz converted a pass from defender
Oisin Doherty-Fagen and continued to pressure
the De Anza defense.
The Colts caught some bad luck when a curl-
ing shot from 25 yards caromed off the crossbar
in the 60th minute and, in the 68th minute, Raul
Rangel’s back-post run off a corner kick result-
ed in his lofting a shot well over the top of the
goal.
“I think the guys showed great character and
battled. … This is a great group of guys, athlet-
ically and academically,” Gaspar said. “A lot of

Contreras has been on top of his game, posting
three straight clean sheets.
Skyline, which finished second in the Coast
Conference South last year, has allowed a total
of four goals this season.
“Skyline has had a good run at it recently. It’s
nice to have quality (programs) on the
Peninsula,” Gaspar said. “But no matter who it
is, Friday is huge.”

“the very best” coaching, training and edu-
cational facilities only to leave some play-
ers crammed into inadequate housing, under-
fed and enrolled in a school not recognized
by the state, New York’s attorney general
said Tuesday.

International Academy, boasted of having

the lawsuit said.
It also said enrolled players were promised
“upscale” meals, college-like living
arrangements and college-quality playing
facilities. Instead, Underwood said players
were fed in a “stripped-down room,” housed
in a “filthy” building and played in commu-
nity centers and church gyms. The compa-
ny’s claim of having a high school was also
false because the owners never obtained
authority from the state Department of
Education to operate one, she said.
“Students hoping to play college or pro-
fessional sports shouldn’t have to worry
that a business is preying on those dreams
in order to make a quick buck,” Underwood
said. “My office will not tolerate those who
scam students and their families.”

ball recruiting business in New York until
they post a $250,000 bond. The lawsuit
also seeks restitution for players and their
families.

A’s loss a clincher for Astros

SEATTLE — The A’s knew they’d been for-
tunate to get this deep in the season without
seeing their bullpen blow a late lead.
It finally happened on Tuesday night, and
in the process wrapped up the AL West title
for the Houston Astros and sent the A’s into
a wild-card matchup with the New York
Yankees.
Pinch-hitter Chris Herrmann’s two-run
homer in the 11th inning capped Seattle’s
late rally and gave the Mariners a 10-8 win
over Oakland. Seattle overcame an 8-5
eighth-inning deficit and dropped the A’s 2
1/2 games behind the Yankees for home-
field advantage in the Oct. 3 winner-take-all
matchup.
Oakland had been 68-0 when leading after
seven innings.
“We have a lot of confidence we’re going
to finish games, our bullpen is such a
strength for us,” Oakland manager Bob
Melvin said. “To go perfect through the
course of a season is probably tough to do.”
Seattle’s rally started with Denard Span’s
two-run double off Fernando Rodney in the
eighth. Blake Treinen was one strike from
closing out his 38th save in the ninth, but
Nelson Cruz punched a two-out single,
Ryon Healy reached when third baseman
Matt Chapman bobbled his grounder for an
error and Kyle Seager hit an RBI single.

Assault charge against Astros
pitcher Roberto Osuna dropped
TORONTO — An assault charge against
pitcher Roberto Osuna has been dropped.
In exchange, he agreed Tuesday to a one-
year “peace bond,” requiring him to not con-
tact the woman and to continue counseling.
Osuna, formerly with the Toronto Blue
Jays and now with the Houston Astros, was
charged in May with assault in a domestic
violence case.
The 23-year-old player did not speak to
reporters as he left court following a hear-
ing. His lawyer has said his client was
remorseful but planned to plead not guilty
had the matter gone to trial.
Major League Baseball suspended Osuna
without pay for 75 games for violating its
domestic violence policy. The Blue Jays
then dealt him to Houston on July 30.

Angels’ Ohtani to have
Tommy John surgery in October
ANAHEIM — Los Angeles Angels two-
way rookie Shohei Ohtani will have Tommy
John surgery next week.
The Angels confirmed Ohtani’s long-
expected decision on elbow ligament
replacement Tuesday. Dr. Neal ElAttrache
will perform the surgery in Los Angeles.
Ohtani won’t be able to pitch for the
Angels in 2019, but he likely could hit at
some point early next season.
Ohtani went 4-2 with a 3.31 ERA in 10
mostly outstanding starts for the Angels,
but he has pitched just once since early June
after developing a strained right elbow. He
returned to the mound Sept. 2, but incurred
more damage to his elbow ligament.
Ohtani has continued as the Angels’ desig-
nated hitter. He is batting .280 with 56 RBIs
after hitting his 21st homer Monday.
Hall of Famer Barry Larkin not
a candidate for Reds manager
CINCINNATI — Hall of Fame shortstop Barry
Larkin is not a candidate to become the
Cincinnati Reds manager.
President of Baseball Operations Dick
Williams said Tuesday that Larkin prefers to
remain in his current role of helping develop
minor leaguers.
A Cincinnati native, Larkin spent his entire
19-year big league career with the Reds.
Manager Bryan Price, who was fired on April
19 along with pitching coach Mack Jenkins
after a 3-15 start. Bench coach Jim Riggleman
was promoted to interim manager and Danny
Darwin was brought up from Triple-A Louisville
to replace Jenkins. Louisville manager Pat
Kelly took over as Cincinnati’s bench coach.
Kelly, third base coach Billy Hatcher and first
base coach Freddie Benavides were interviewed
during Cincinnati’s series at Miami last week-
end, Williams said.

game, it looked as though the matchup
might be a cakewalk for Watts. While Half
Moon Bay managed three softball shots, it
was slow goings, with Terra Nova jumping
out to a 1-0 lead less than two minutes in on
a goal by senior Katelyn Federico.
Half Moon Bay responded with a
vengeance though. The Cougars went on to
score four unanswered goals in the first quar-
ter by four different players — senior Julie
Raffetto, senior Kacie Sorfleet, sophomore
Rachel Jenar and junior Lilly Nelson — and
added a fifth straight score to start the sec-
ond quarter with Sorfleet finishing on a fast
break to up the lead to 5-1.
“Our first quarter is usually our slowest
quarter,” Half Moon Bay head coach Heather
McLaughlin said. “Especially in this pool
(at Priory), we have no time to warm up.”
Then Watts turned the battle into a brawl and
her Terra Nova team woke up around her.
Playing with only nine players, Terra Nova
was dealt a blow when senior Karina Pranza
was disqualified in the second quarter. Her fel-
low Tigers rallied in her absence, though,
scoring three unanswered goals to close out
the first half. Junior Brooke Garrett scored off
a steal and assist from Mini with 3:55 remain-
ing in the half, followed by goals from senior
Katelyn Federico and Ford to cut Half Moon

goalie,” McLaughlin said. “So we really
wanted to work on our shot placement.”
After Terra Nova cut the lead to 8-6 with
2:16 to go in the third quarter on a Mini
score, Martuscelli endured on onslaught on
the following two possessions.
With 1:25 left in the third, Ford fired a spin
shot that got past Martuscelli, but it hit the
crossbar. Less that a minute later, Martuscelli
received an exclusion penalty, to which Mini
immediately reacted by putting the ball in the
empty net. The shot was waived off, however,
due to being inside the 2-meter mark.
After Kacie Norfleet scored with 5:33
remaining to up the lead to 9-6, Half Moon
Bay missed five shots on two consecutive
possessions, including two attempts going
off the post, one going wide and two mon-
ster saves by Watts.
Offense proved the best defense for the
Cougars, though, as they used two late
steals to control the ball through most of
the closing five minutes.
Terra Nova will get its chance to rematch
with Half Moon Bay on the final day of the
regular season Thursday, Oct. 18 at Terra

“I think we’re still in the running,” Potter
said. “We’ve only lost one game … so we’re

as an example of Burlingame’s affordabili-
ty crisis, Commissioner Brenden Kelly said
he supported the developer’s vision.
“The reality is that the time when some-
one will live in a single-family home at
that corner is gone, ” said Kelly, who
favored rebuilding the property into a
development accommodating multiple fam-
ilies.
Kelly’s perspective, which was supported
by a majority of his colleagues on the com-
mission, countered the position held by
some neighbors who feared adding new
units at the site would compound existing
traffic congestion.

Commissioners recognized the threat of
cars piling up near the intersection due to
traffic visiting the development, especial-
ly when conflicting with the morning and
afternoon bell schedule of the nearby high
school. But ultimately they felt the bene-
fits offered by the project outweighed such
concerns.
“This is an opportunity to build some
housing in an area where we need it,” said
Commissioner Richard Terrones, echoing
the perspective of those who have advocat-
ed for more residential development in an
effort to make Burlingame more affordable.
One of the parcels slated for development
once served as ground zero for the debate
over the city’s housing crisis, following
the eviction of Hatch and her roommate
Georgia Rothrock. The story became inter-
national news for its insight into the local
clash over the rights of residents and land-
lords in a community crunched for housing
where rents climbed alongside property
values.
Hatch died shortly after her eviction,
while motivational speaker Tony Robbins
intervened to help finance Rothrock’s relo-
cation to a housing facility in Belmont.
Earlier this year, Hatch’s son accepted a
$200,000 settlement paid by the landlord

He said he did not know how long the
crack was, but he told reporters that

suggested that it felt cartoonish in its
design and attempt to blend with the sur-
rounding neighborhood.
He tempered his enthusiasm by noting he
believed additional amendments are in
order, specifically by suggesting the size
of the balcony decks are too large. But ulti-
mately, he favored approving the project,
so long as the developer expressed a will-
ingness to address design details in the

2016 because of what one analyst called
“optimistic assumptions,” according to the
Chronicle.

“I think it can be fine-tuned and it should
be fine-tuned but that should not stop it
from moving forward,” said Loftis.
Such a sentiment was not unanimous
though, as Sargent said he believes more
work needed to be done to refine the exteri-
or design, specifically on the portion of
the building facing the nearby intersection.
While generally lauding the project and
its ability to blend well with its surround-
ings while also expanding the reaches of
the downtown retail district, Sargent could
not overlook his design concerns to vote
in favor.
“The thing I’m still having a hard time
with is the corner and how the architecture
is treated,” he said.
To address such issues, commissioners
suggested Schoichet and his team continue
working with city staff to revise the
design. If appropriate amendments are not
made in the future, officials suggested they
might call the project back for further dis-
cussion.
Ultimately though, officials agreed the
project was close enough to approval to
justify voting in its favor.
“It does feel like it could be turned into a
very elegant building,” said Loftis.
The project, a commanding presence in
the city’s South of Market neighborhood, is
financed by land sales, federal stimulus
grants, district fees and taxes, bridge tolls,
and federal and state funds.
It sits adjacent to another dubious land-
mark, the so-called sinking condominium,
Millennium Tower, which has settled about
18 inches since it opened over a former
landfill in 2009. Homeowners have filed
multiple lawsuits against the developer and
the city, some alleging that construction of
the transit center caused the Millennium
Tower’s sinking.
Zabaneh said he did not believe that the
cracked beam was related to ongoing prob-
lems at Millennium Tower.
The online business software company
Salesforce, which opened its adjacent 61-
story Salesforce Tower three months ago,
bought naming rights to the center in 2017
as part of a 25-year, $110 million sponsor-
ship agreement.

A 38-year-old Redwood City woman
has pleaded no contest to felony child
abuse charges after a friend noticed her
5-year-old son had bruising on his
wrists and the boy tested positive for
amphetamines and benzodiazepine,
San Mateo County prosecutors said
Tuesday.
Erin McSweeney and her co-defen-
dant, Jacob Lee St. Clair, 30, of San
Francisco, were living in motels
around the county and abusing
methamphetamine, and on Aug. 4,
2017, McSweeney dropped her son off
at a friend’s home, according to the
District Attorney’s Office.
The friend called police after notic-
ing the boy had bruising and marks
on his wrists that were apparently

of the residential units and retail space
in five buildings across the site, said
Brian Myers, a partner with California
Coastal Properties. Though Myers
acknowledged the construction of nine
buildings with parking on the lower
levels will be more expensive to build
than the designs initially proposed for
the project, he was hopeful the set of
changes in the application would go a
long way toward addressing concerns
raised in the more than 40 meetings
the developer has hosted with resi-
dents, business owners and other com-
munity stakeholders in the past year.
“The real good news for us is we’ve
really engaged a lot of the community
in the discussion over the project,” he
said. We’re really proud of the design
that we created out of those com-
ments.”
Set to retain an existing Trader Joe’s
and 7-Eleven on site and also provide a
range of amenities open to residents of
nearby communities, the project has
previously raised concerns for
Sunnybrae resident Barbara Niss, who
has worried about the loss of well-used
amenities like Ross Dress for Less,
Rite Aid and TJ Maxx. Though she was
encouraged by the developer’s work-
ing with the Peninsula Ballet Theatre
to retain space for the nonprofit on the

try to calm him down and declined to
take him to a hospital after a friend
suggested that, prosecutors said.
The boy was taken from
McSweeney’s custody and a test of his
blood taken two days later allegedly
found amphetamines and benzodi-
azepine in his system.
McSweeney entered her no contest
site, including day care in the plans
and considering a small pharmacy as a
potential future tenant, Niss wasn’t
convinced the plan went far enough to
provide amenities for those who will
live on and around the project.
“If I can’t walk to Concar Passage
and get what I need, then I’m going to
get in my car and drive further, which
doesn’t achieve the goal of reducing
my carbon footprint and doesn’t get
my car off the road,” she said.
Niss also felt the project was simply
too large for an intersection where
several other projects like the 12-acre
Station Park Green project — which
will add 599 housing units, 2 acres of
parks and open space, as well as
25, 000 square feet of commercial
space and 10,000 square feet of office
space — are taking shape or have been
recently approved, such as a 73-unit
apartment building slated to replace
the AAA insurance office building at
1650 S. Delaware St.
Niss was joined by Richard Neve,
civic director for the Fiesta Gardens
Homeowners Association, in airing
concerns about the clustering of proj-
ects near the intersection of Concar
Drive and South Delaware Street. Neve
noted residents have called for a
decrease in the number of units with
concerns about the project’s effect on
traffic and parking in and around the
neighborhoods surrounding the site,
and wasn’t sure the revised plan ade-
quately addressed those concerns.

project could accommodate more
affordable units, which Myers said
would be offered at a variety of income
levels, including very low-income,
low-income and workforce housing for
professionals like teachers, nurses and
police officers who may not qualify for
units designated for lower-income lev-
els but still struggle to afford living
where they work. By offering units at
levels like 120 percent of the average
median income, Myers is hoping the
project can provide housing opportu-
nities for employees of nearby busi-
nesses and companies.
“We’re really making a concerted
effort to working with local groups to
provide housing,” he said. “That’s a
really big issue for us.”
Myers said he expected city staff
would review the application in the
coming weeks, after which the devel-
oper would begin a process to analyze
the environmental impacts of the proj-
ect. He said the project could go before
the Planning Commission for the sec-
ond time as early as late spring of next
year.

dependent Citizens’ Oversight Committee (“COC”) for the implementation of the San Mateo-Fos-
ter City Elementary School District’s Measures X & L school facilities bond programs.

In February of 2008 the voters of San Mateo-Foster City Elementary School District passed
Measure L, a $175 million Bond measure to modernize its facilities and to construct new facili-
ties.

On November 3, 2015, voters residing within the San Mateo-Foster City Elementary School Dis-
trict passed Measure X. Measure X is a $148,000,000 bond measure that authorizes funding for
needed repairs, upgrades, and new construction projects to the District’s elementary schools.
Proposition 39 required a 55% supermajority for approval; Measure X was passed by 59.07%.

After a bond authorized under Proposition 39 is passed, state law requires that San Mateo-Fos-
ter City Elementary School District Board of Trustees appoint an Independent Citizens’ Over-
sight Committee to work with the District. The Board of Trustees is creating an Independent Citi-
zens’ Oversight Committee, which will have oversight responsibility for both Measures X and L.

In accordance with Education Code Section 15278(b), the Citizens’ Oversight Committee shall:
· Inform the public concerning the District's expenditure of Measures X and L bond pro-
ceeds;
· Review expenditure reports produced by the District to ensure that Measures X and
L bond proceeds were expended only for the purposes set forth in Measure X and L; and
· Present to the Board in public session, an annual written report outlining their activities
and conclusions regarding the expenditure of both bond proceeds.

NOTICE IS HEREBY GIVEN pursuant to Section 6586.5 of the California Government
Code that at 2:00 p.m. on Wednesday, October 3, 2018, or as soon thereafter as such matters
can be heard, a public hearing will be held by the Board of Directors of the San Mateo County
Transit District in connection with a proposed financing to be undertaken by the Peninsula Corri-
dor Joint Powers Board (the "JPB"), which operates the Caltrain commuter rail service ("Cal-
train"). The public hearing will be held at 1250 San Carlos Avenue, San Carlos, California,
94070-1306, Edward J. Bacciocco Auditorium - Second Floor.
The proposed financing being undertaken by the JPB will be comprised of: (i) the
issu-
ance of farebox revenue bonds (the "Bonds") in an aggregate principal amount not to exceed
$62,000,000, a portion of the proceeds of which the JPB intends to apply to finance the acquisi-
tion of two leased facilities housing Caltrain operations and the remaining portion of which the
JPB intends to apply to refinance outstanding JPB farebox revenue bonds; (ii) interim financing
for electrification of the Caltrain rail corridor between San Francisco and San José (the "Penin-
sula Corridor") and to provide local match funds for a Transit and Intercity Rail Capital Program
grant awarded in April 2018 to fund capacity and system improvements for the Caltrain system,
including acquisition of electrical multiple unit vehicles ("EMUs") in addition to the EMUs being
funded in connection with the initial phase of electrification of the Peninsula Corridor, platform
modifications, wayside bicycle parking improvements, installation of a broadband communication
system and planning funds to support development of plans and agreements to meet goals and
service levels in the 2018 State Rail Plan, and interim financing for such capacity and system im-
provements, such interim financing to be provided pursuant to draws on an existing revolving
line of credit which is being increased from an aggregate principal amount not to exceed
$150,000,000 outstanding at any one time to an aggregate principal amount not to exceed
$170,000,000 outstanding at any one time; and (iii) interim financing for installation of a signal
and train control system, such interim financing to be provided pursuant to draws on an addition-
al revolving line of credit in an aggregate principal amount not to exceed $30,000,000 outstand-
ing at any one time. In the event that the JPB is unable to acquire one or both of the leased fa-
cilities, the JPB intends to apply proceeds of the Bonds to finance a portion of the capacity and
system improvements for the Caltrain system identified above.
Subsequent to holding the public hearing, the Board of Directors of the San Mateo
County Transit District will consider adoption of a resolution approving the proposed financing by
the JPB.

The idea is that the three sites will collec-
tively form one linear park that connects
downtown to the Bay, but the project is
years away from construction and it will
likely be completed in phases.
The design phase alone and the communi-
ty outreach that comes with it will take at
least a year, said Parks and Recreation
Director Chris Beth.
Matt Arnold, principal at architecture and
design firm SERA, said his firm looked at a
“rethink” of library operations for the pro-
posed park there.
“The idea here is there’s a central plaza
and courtyard surrounding the hardscape of
the library and that there’s lawn and garden
space that stretches across what is currently
lot A. Roselli Park would be evened out, the
landscaping would be trimmed out, some of
the mounds that exist now that make it so
you can’t really see into the park would be
leveled out, a play area would come into
play and the back of the park would be land-

together in a way that that’s more fully uni-
fied,” he said, adding that the central area
could be programmed for outdoor activities.
“The big idea here is really about families
and library patrons having a greater experi-
ence than they do today at the facility by
transforming a space currently devoted to
car parking and turning it over to public and
human uses.”
Arnold said the main challenge with the
City Hall site is creating a “compelling, but
also intimate space” out of a parking lot
currently surrounded by the backs of build-
ings.
He said the recommended option entails
redoing the plaza to the side of City Hall,
creating a path that leads to a lawn and plaza
space in the central part of the park and
maintaining some parking throughout the
site.
“The big idea for the City Hall proposal is
to have it be not just a park space but a con-
nector that takes you from the library into
the heart of downtown and beyond,” he said.
Arnold suggested developing the third
site along Redwood Creek would be an espe-
cially complex process, but the vision is to
construct a new creekside trail.
“The big idea here is that you can imagine
a great connection at the north end of down-
town that takes you all the way from the Bay
Trail under 101 and connects you along
what could be a greatly restored Redwood
Creek on either side,” he said. “Whether
you’re a commuter coming in or a jogger at
lunch time or walking with your family and
pets, you can walk along the trail and even-
tually wind your way into downtown via the
streetscape and connected system of parks.”
Each proposal comes with several alterna-
tives, including ones that preserve more
parking than the recommended options.

The loss of parking has been a concern
with some residents, though it was suggest-
ed during the meeting that there is sufficient
parking currently being constructed to com-
pensate for the spaces that the proposed
parks would eliminate. Staff is also consid-
ering modifications to parking permit
rates, developing an employee parking pro-
gram and exploring weekday permit park-
ing in private garages, according to a staff
report.
Several speakers felt parking should not
be a priority.
“The world is changing and the degree to
which people rely on cars is changing and if
you think about the happiest memories of
your life I would imagine very few of them
have been in a garage or parking lot,” said
resident Isabella Chu. “I would encourage
you to consider phasing out the parking
entirely or to minimize it as much as possi-
ble.”
Councilwoman Janet Borgens suggested
adding a retail component to the parks and
she and other councilmembers expressed
interest in preserving the existing redwood
trees on the library site.
“I think we have a lot of opportunities to

UNITED NATIONS — President Donald
Trump poured scorn on the “ideology of
globalism” and heaped praise on his own
administration’s achievements Tuesday in
a speech to the U.N. General Assembly
that drew headshakes and even mocking
laughter from his audience of fellow world
leaders.
“The U.S. will not tell you how to live
and work or worship,” Trump said as he
unapologetically promoted his “America
First” agenda. “We only ask that you
honor our sovereignty in return.”
Speaking in triumphal terms, Trump
approached his address to the world body
as something of an annual report to the
world on his country’s progress since his
inauguration. He showcased strong eco-

Just sentences into the president’s
remarks, the audience began to chuckle
and some leaders broke into outright
laughter, suggesting the one-time reality
television star’s puffery is as familiar
abroad as it is at home. Trump appeared
briefly flustered, then smiled and said it
was not the reaction he expected “but
that’s all right.”
Later he brushed off the episode, telling
reporters, “Oh it was great. Well, that was
meant to get some laughter so it was
great.”
The leaders’ spontaneous response to
Trump’s address only reinforced the
American president’s isolation among
allies and foes alike, as his nationalistic
policies have created rifts with erstwhile
partners and cast doubt in some circles
about the reliability of American commit-
ments around the world.

Iran says U.S. wants to overthrow government, rejects two-way talks

UNITED NATIONS — Iranian President
Hassan Rouhani accused the United States on
Tuesday of trying to overthrow his govern-
ment, rejecting bilateral talks after President
Donald Trump denounced Iran’s leaders and
predicted stepped-up U.S. sanctions would
get Tehran to negotiate over its nuclear pro-
gram.
Addressing world leaders at the U.N.
General Assembly, Rouhani accused the
Trump administration of violating the rules
of international law and “state obligations”
from the Obama administration by withdraw-
ing from the 2015 nuclear deal that Iran
signed with the U.S. and five other major
powers.
“On what basis and criteria can we enter
into an agreement with an administration
misbehaving such as this?” Rouhani asked.
“It is ironic that the U.S. government does
not even conceal its plan for overthrowing
the same government it invites to talks.”
Rouhani invited the U.S. to come back to
negotiations within the U.N. Security
Council, which endorsed the nuclear deal.
There, he said, both sides can listen to each
other. “Beginning the dialogue starts with
ending threats and unjust sanctions that
negate the principles of ethics and interna-
tional law,” he said. “What Iran says is clear:
no war, no sanctions, no threats, no bully-
ing. Just acting according to the law and the
fulfillment of obligations.”
In remarks released while Rouhani was
still talking, U.S. National Security Adviser
John Bolton doubled down on the decision
to withdraw from the deal, calling it “the
worst diplomatic debacle in American histo-
ry.” He echoed Trump’s strong language and
used blunt words to dismiss any entreaties
from Tehran.
“According to the mullahs in Tehran, we
are ‘the Great Satan,’ lord of the underworld,
master of the raging inferno,” Bolton said in
remarks prepared for delivery at a New York
meeting convened to oppose Iran’s nuclear
ambitions.
“So, I might imagine they would take me
seriously when I assure them today: If you
cross us, our allies, or our partners; if you
harm our citizens; if you continue to lie,
cheat, and deceive, yes, there will indeed be
HELL to PAY,” Bolton said.
