Environmental, Health and Safety (EH&S)

Evaluation and Assessment Criteria


Construction Subcontractor Initial EH&S Screening Process – All NREL construction subcontractors and all
their lower-tier subcontractors are required to meet acceptable EH&S criteria prior to being awarded a subcontract to
perform construction work at NREL sites. The NREL Contracts and Business Services (C&BS) Office includes the
Environment, Health, and Safety Subcontract Risk Evaluation Worksheet as part of construction solicitations via this
website and confirms and verifies that all potential subcontractors and lower-tier subcontractors have properly
completed the worksheet.

The Subcontractor is responsible for ensuring that all of their lower-tier subcontractors EH&S Subcontract Risk
Evaluation Worksheets are submitted to NREL C&BS for review and acceptance prior to allowing them to perform
work on an NREL site. All worksheet submittals shall be in accordance with the requirements identified below.

Failure to provide the required and/or substantiating submittal information identified in the steps below with an offer
may result in the offer being considered non-responsive.

NREL Construction Subcontractor EH&S Worksheet Submittal Steps

1. The subcontractor obtains the NREL Environment, Health, and Safety Subcontract Risk Evaluation
Worksheet via the NREL external website link or in the solicitation. Subcontractors are responsible for
providing the worksheet to all its lower-tier subcontractors.

The subcontractor submits their completed risk evaluation worksheet, with their proposal to NREL C&BS.
Lower-tiers subcontractors can provide their worksheet after subcontract award, but must be submitted and
accepted by NREL prior to performing any work on an NREL site.

2. NREL C&BS completes an initial acceptance review of the submitted EH&S Subcontract Risk Evaluation
Worksheets.

3. Worksheets indicating a Subcontractor EMR of less than or equal to 1.00 AND answers no to questions 2, 3
and 4 on the worksheet are accepted for work on an NREL Site. All proposed lower-tier subcontractor
worksheets shall undergo the same initial review.

4. If the Subcontractor or its lower-tier subcontractor has an EMR greater than 1.00 OR answers yes to
question 2,3 or 4,the subcontractor or its lower-tier will be required to submit the following additional
information along with their Environment, Health, and Safety Subcontract Risk Evaluation Worksheet:

a. Provide responses to questions 5-6 on the worksheet.

b. Provide a written corrective action plan identifying specific EH&S program development and
training that the subcontractor or proposed lower-tier has implemented to ensure compliance with
the overall project EHS goals and objectives at NREL.

c. Provide a Subcontractor Management Plan that identifies the EH&S oversight actions that will be
employed to actively manage the activities of the subcontractor/lower-tier in question.

5. NREL Project Management and EH&S will evaluate and asses the subcontractor/lower-tier additional
responses and documentation to determine whether the subcontractor and/or lower-tier subcontractor is
accepted to perform construction activities on an NREL site.
Note: NREL reserves the right to accept or reject any offer based on any of the risk factor qualification criteria
submitted.
