Progress Report re Theft and R.A. 9165 (Laoag City)


This pertains to a theft incident at about 8:00 PM of August 29, 2018 wherein the victim was FILOMENA
RAMOS y Gaoiran. 76 years old, widower and resident of Brgy. 26., Luna Street, Laoag City this province
while the suspect was tricycle driver identified as NARCISO LUCAS y Trumpo, 47 years old, married and
a resident of Brgy. Barit of the same city. Be informed that the record of the case against the suspect was
already forwarded to the City Prosecution Office for Inquest proceeding for Violation of R.A. 9165
docketed under IS No. I-15-INQ-18H-00090 and subsequently filed in court for Violation of Sec. 11, Art.
2 of R.A. 9165 (2 counts) docketed under CC No. 18563 (methamphetamine hydrochloride) and CC No.
18564 (marijuana) with a recommended bail bond of Two hundred thousand pesos (Php200,000.00)
each. Separate case for violation of Art. 308 (theft) of the RPC was filed at the Provincial Prosecution
Office docketed under IS No. I-04-INV-18H-00241 dated August 30, 2018. Accused was already
committed to Laoag City BJMP by virtue of an Order dated August 30, 2018 issued by Executive Judge
Francisco R. D. Quilala, RTC, Branch 14, Laoag City.
Report re Found Male Cadaver (Pasuquin)
That at about 8:00 AM of August 30, 2018, Brgy Kagawad Marites Alnas y Farinas, 50 years old, married,
resident of Sitio Bungro, Brgy # 25 Pragata, Pasuquin, Ilocos Norte reported to Pasuquin PS and informed
that a male cadaver was discovered at their Brgy wherein personnel of Pasuquin PS together with the
staff of Rural Health Unit led by Dr Diophantos Acob, Municipal Health Officer of Pasuquin, Ilocos Norte
immediately responded and verify the report and found out that the victim was identified as Dominador
Bulosan y Mateo, 53 years old, widow, laborer and a resident of Sitio Bungro, Brgy Pragata, Pasuquin,
Ilocos Norte. Initial investigation conducted disclosed that the victim was last seen last Tuesday night
dated August 28, 2018 at about 9:00 PM and discovered by his neighbor Helen Onnagan y Abcional, 51
years old, married, housekeeper inside his house at around 6:00 AM of same date. The family of the
victim claimed that the victim was suffering illness and he always got intoxicating liquor. The cadaver of
the victim was initially examined by Dr Diophantos Acob attending Municipal Health Officer and declared
died from illness, head trauma due to drunkenness.
Spot Report on Recovered Explosive (Rifle Grenade) (Badoc)
That at about 11:45 PM of August 31, 2018, a phone call received by Badoc PS from Brgy. Kagawad
Carlos Mariñas of Brgy. Caraitan Badoc, Ilocos Norte informing that an Explosive devices were found
along the grassy portion of the barangay road of the aforesaid place. Thereafter, personnel of Badoc PS
immediately responded to the aforesaid place to verify the situation and upon arrival thereat, they learned
that two (2) pieces of Rifle Grenade with box were found inside a plastic bag. Personnel of Badoc PS
immediately called the assistance of Explosive Ordinance Division (EOD) of this PPO. Initial investigation
conducted disclosed that at about 02:00 PM of same date one (1) Jeremy Iglesia y Ladera, 17 years old,
single, and a resident of aforesaid place together with his friend, while they were walking along the
barangay road they noticed the said plastic bag and when they opened it they learned that it was an
explosive prompted them to report to Brgy. Kagawad Carlos Mariñas. Then at about 04:00 PM of same
date, personnel of EOD-INPPO recovered the said explosives (Rifle Grenade) and brought to INPPO for
proper disposition.
Progress Report on Violation of Article 315 (Estafa) (Laoag City)
This pertains to the reported Estafa Incident that transpired at Brgy. 50 Buttong, Laoag City at about 3:00
AM of August 25, 2018, wherein the victim was identified as Irene Arindon y Alojado, 16 years old,
single, native of Brgy. Maao, Bago City, Negros Occidental but presently residing at Brgy. 50 Buttong,
Laoag City wherein she entrusted the amount of Php2, 500.00 to Patrick Toreno Jimez (suspect), 19
years old, single, beautician, native of Brgy Alijis, Purok Saint Vincent, Bacolod City, Negros Occidental
and presently residing at Brgy 50, Laoag City to be send to the victim’s mother at Palawan Express Padala
Laoag Branch.
However, the victim learned that the suspect failed to send the money prompted her to inform her cousin
Maria Fe Alojado Ocampo. Maria Fe immediately look for the suspect but the suspect already left and
boarded to a Partas Bus No. 8112. At that instance, the victim coordinated with John Arwin Ramos
conductor of said bus and at about 2:27 PM of same date, while at their Bus terminal at Candon City said
conductor held the suspect and called for Police assistance at Candon City PS. Responding Police
Officers were able to recover from the possession of the suspect cash money amounting to PHP 1,791.00
and later brought to Candon CPS for documentation. After which, turned-over to Laoag City Police station
for proper disposition.
Be informed that Irene Arendon (victim) reported to Laoag PS together with her guardian Jesus Bayono
Alojano, 31 years old, single, resident of Brgy. 50, Sitio Sagpat, Buttong, Laoag City, presented an
Affidavit of no interest to file a case dated August 31, 2018, notarized by Atty. Jason Bader LL. Pererra
with Doc. No. 436 against the suspect Patrick Toreno Jimez.

Spot Report re Violation of RA 9165 (Laoag City)


At about 4:29 AM of August 31, 2018, personnel of LCPS, Bacarra, PDEA Ilocos Norte and 101st coy
RFMB1 implemented drug buy-bust operation at Brgy 1, Sta. Rita, Bacarra, Ilocos Norte against
Raymund Dela Cruz Paredes, 37 years old, single, bus conductor and resident of Paredes St, Brgy 1,
Sta. rita, Bacarra, Ilocos Norte. The arrest came after the suspect sold one (1) small elongated transparent
heat sealed plastic sachet containing suspected shabu worth Php 1,000.00 to the police poseur buyer.
Further confiscated from his possession, control and custody were the following:

 one (1) pc genuine One Thousand Peso bill marked money; seven (7) transparent
heat sealed plastic sachet in different sizes all containing white crystalline substances suspected
to be shabu; one (1) unit Samsung Duos cellphone colored black; one (1) unit Samsung cellphone
colored black; one (1) open plastic sachet; one (1) piece brown wallet with marking Leevas
Fashion; six (6) pcs One Hundred Peso Bills; Forty Dollars in different denominations; one (1) pc
ten Ringgit Malaysia; Conductor License; Assorted receipts; and one (1) sling bag color blue with
marking Jansport.
Arrested suspect was apprised of his constitutional rights and subsequently brought to Laoag CPS
together with the confiscated items after he was medically examined at LCGH for documentation.
Necessary documents are now being prepared preparatory to the filing of appropriate case against him
in court.
