UE State in Connected Mode: CELL-DCH,

CELL-PCH, URA-PCH, CELL-FACH

Huawei Feature Number: WRFD-010202

Description
In 3GPP, there are four RRC connected states for UE including URA_PCH, CELL_PCH,
CELL_FACH and CELL_DCH. Huawei RAN supports all these 4 states.

URA_PCH/CELL_PCH (UTRAN Registration Area_ Paging Channel/CELL_

Paging Channel)
In these states, UE has neither DCCH1 nor DTCH2 available. When UE originates a call or
receives paging from CN, CELL_UPDATE procedure will be triggered. Periodically URA
UPDATE or CELL_UPDATE procedure can also be used to keep the connection with the
network. Since no DTCH or DCCH is allocated, UE in these states nearly occupies no radio
resources, thus no service is available as a result.
In the URA_PCH or CELL_PCH state the UE shall perform the following actions:
i. if the UE is "in service area":
a. maintain up-to-date system information as broadcast by the serving cell
b. perform cell reselection
c. perform a periodic search for higher priority PLMNs
d. monitor the paging occasions and PICH monitoring occasions and receive
paging information
e. act on RRC messages received on PCCH, BCCH, and DCCH (FDD only)
f. perform measurements process according to measurement control information
g. run timer T305 for periodical URA update if the UE is in URA_PCH or for
periodical cell update if the UE is in CELL_PCH.
h. store available measurements if logged measurement is configured
i. perform ANR measurements and logging, when logged ANR measurement is
configured
ii. if the UE is "out of service area":
a. perform cell selection process
b. run timer T316
c. run timer T305 or T307
d. if the cell selection process fails to find a suitable cell after a complete scan of
all RATs and all frequency bands supported by the UE, the UE shall after a
minimum of TimerOutOfService time (default value 30 s) of being "out of
service area":

1
DCCH: Dedicated Control Channel
2
DTCH: Dedicated Traffic Channel
 indicate all available PLMNs to NAS to enable the selection of a new
PLMN
 if an acceptable cell is found then the UE shall camp on that cell to obtain
limited service
 else if no acceptable cell is found, the UE shall continue looking for an
acceptable cell
CELL_FACH (CELL_ Forward Access Channel)
In this state, UE has DCCH and DTCH mapping to the common channels which are used
to bear RRC signaling and traffic data. UE also performs cell reselection with Cell Update
procedure to camp on a proper cell. Since the common resources can be shared among
different UEs, the traffic QoS such as transfer delay, bandwidth can not be guaranteed.
In the CELL_FACH state the UE shall perform the following actions:
i. if the UE is "in service area":
a. maintain up-to-date system information as broadcast by the serving cell
b. perform cell reselection process
c. perform measurements process according to measurement control information
d. run timer T305 (periodical cell update)
e. select and configure the RB multiplexing options applicable for the transport
channels to be used in this RRC state
f. If UE support HS-DSCH reception in CELL_FACH state
 receive physical channels HS-SCCH(s) using the value of the variable
H_RNTI as UE identity and parameters given by the IE3(s) "HS-DSCH
common system information"
g. act on RRC messages received on BCCH, CCCH and DCCH
ii. if the UE is "out of service area":
a. if the UE is "out of service area":
b. run timers T305 (periodical cell update), and T317 (cell update when re-
entering "in service") or T307 (transition to Idle mode), if started
c. run timers T314 and/or T315, if started
d. if the cell selection process fails to find a suitable cell after a complete scan of
all RATs and all frequency bands supported by the UE, the UE shall after a
minimum of TimerOutOfService time (default value 30 s) of being "out of
service area":
 indicate all available PLMNs to NAS to enable the selection of a new
PLMN
 if an acceptable cell is found then the UE shall camp on that cell to obtain
limited service
 else if no acceptable cell is found, the UE shall continue looking for an
acceptable cell

IE: Information element
CELL_DCH (CELL_ Dedicated Channel)
In this state, UE has DCCH and DTCH mapping to the dedicated channels which are used
to bear RRC signaling and traffic data. Since the dedicated resources are allocated, the traffic
QoS can be guaranteed while the cell load is increased accordingly. When UE is using
HSDPA and/or HSUPA, it also belongs to CELL_DCH state.
In the CELL_DCH state the UE shall perform the following actions:
i. read the system information
ii. perform measurements process according to measurement control information
iii. select and configure the RB multiplexing options applicable for the transport channels
to be used in this RRC state
iv. act on RRC messages received on DCCH
v. act on RRC messages received on BCCH (applicable only to UEs with certain
capabilities and in FDD mode)
These four states can be transformed according to the UE service characteristics and behaviors,
such procedures are channel type transition.

Signalling Radio Bearers

A bearer service is a link between two points, which is defined by a certain set of
characteristics. Radio Bearer specifying the configuration for Layer-2 and Physical Layer in
order to have its QOS clearly defined. Radio bearers are channels offered by Layer 2 to higher
layers for the transfer of either user or control data. In other words, Layer 2 offers to the upper
layers the service of information transmission between the UE and the UTRAN by means of the
Radio Bearers (RBs) and Signaling Radio Bearers (SRBs).
The Radio Bearers (RB) available for transmission of RRC messages are defined as "signalling
radio bearers". The UE and UTRAN shall select the signalling radio bearers for RRC
messages (using RLC-TM4, RLC-UM5 or RLC-AM6) on the DCCH and CCCH7, according to
the following:
- Signalling radio bearer RB0 shall be used for all messages sent on the CCCH (UL:
RLC-TM, DL: RLC-UM).
- Signalling radio bearer RB1 shall be used for all messages sent on the DCCH, when
using RLC-UM.
- Signalling radio bearer RB2 shall be used for all messages sent on the DCCH, when
using RLC-AM, except for the RRC messages carrying higher layer (NAS) signalling.
- Signalling radio bearer RB3 and optionally Signalling radio bearer RB4 shall be used
for the RRC messages carrying higher layer (NAS) signalling and sent on the DCCH
in RLC acknowledged mode (RLC-AM).
- Signalling radio bearer RB4 shall be used for UE INFORMATION RESPONSE
message carrying Logged Measurement Reports.

RLC-TM: RLC transparent mode
5
RLC-UM: RLC unacknowledged mode
6
RLC-AM: RLC acknowledged mode
7
CCCH: Common Control Channel
- Additionally, RBs whose identities shall be set between 5 and 32 may be used as
signalling radio bearer for the RRC messages on the DCCH sent in RLC transparent
mode (RLC-TM).
Ciphering is never applied to signalling radio bearer RB0 or signalling radio bearers using RLC
TM
