CHAPTER 1
INTRODUCTION
The rising level of unemployment in our country could be a great social evil as it
is one of the prime sources of poverty and political instability. The presence of large
numbers of poor and jobless people has depressing impact on tax revenues (Walter
Smith, 2016)
Unemployment are among the greatest challenges. This comes in several forms
and affects millions of people at any given time. Especially those people who have their
own family to support the needs and wants of each member. This may result to the
unemployment-underemployment).
The unemployment rate in the Philippines dropped to 5.3 percent in the first
quarter of 2018 from 6.6 percent a year ago. The number of unemployed persons went
down by 441 thousand to 2.3 million while the number of employed increased by 2408
thousand to 41.76 million. Also, the labor force participation rate rose to 62.2 percent
from 60.7 percent. Among employed persons, workers in the services sector made up
55.9 percent of the total, followed by those in the agriculture sector (6.0 percent) and
industry (18.1 percent). Unemployment rate in the Philippines averaged 8.47 percent
2000 and a record low of 4.70 percent in the fourth quarter of 2016. (retrieved from:

There are many reasons that make unemployment grow further. It is considered as
a social malaise as it makes an individual take a route of unlawful activities which not
only put him in danger but also society at large. Unemployment promotes a number of
social crimes. So it is clear that unemployment has widespread social and economic
effects.
More males are employed than females. More than three in every five (62.5%) of
the estimated 40.2 million employed persons in July 2017 were males. Employed females
were reported at 37.5 percent of the total employed persons. The largest number of
employed persons were in the age group 25-34 years with 27 percent of the total
employed. The 35 to 44 age group comprise the second largest group (23.0 %), while the
unemployment rate of 5.6 percent. Among the regions, Ilocos (8.2%), National Capital
Region (7.9%), Central Luzon (7.1%) and CALABARZON (7.0%) were the regions with
