CHAPTER 1

INTRODUCTION

I. Background of the study:

The rising level of unemployment in our country could be a great social evil as it

is one of the prime sources of poverty and political instability. The presence of large

numbers of poor and jobless people has depressing impact on tax revenues (Walter

Smith, 2016)

Unemployment are among the greatest challenges. This comes in several forms

and affects millions of people at any given time. Especially those people who have their

own family to support the needs and wants of each member. This may result to the

increasing level of unemployed people. (https:www.enotes.com/research-starters/-

unemployment-underemployment).

The unemployment rate in the Philippines dropped to 5.3 percent in the first

quarter of 2018 from 6.6 percent a year ago. The number of unemployed persons went

down by 441 thousand to 2.3 million while the number of employed increased by 2408

thousand to 41.76 million. Also, the labor force participation rate rose to 62.2 percent

from 60.7 percent. Among employed persons, workers in the services sector made up

55.9 percent of the total, followed by those in the agriculture sector (6.0 percent) and

industry (18.1 percent). Unemployment rate in the Philippines averaged 8.47 percent

from 1994 until 2018, reaching an all time high of 13.90 percent in the first quarter of

2000 and a record low of 4.70 percent in the fourth quarter of 2016. (retrieved from:

https://tradingeconomics.com/philippines/unemployment-rate)

There are many reasons that make unemployment grow further. It is considered as

a social malaise as it makes an individual take a route of unlawful activities which not

only put him in danger but also society at large. Unemployment promotes a number of

social crimes. So it is clear that unemployment has widespread social and economic

effects.

More males are employed than females. More than three in every five (62.5%) of

the estimated 40.2 million employed persons in July 2017 were males. Employed females

were reported at 37.5 percent of the total employed persons. The largest number of

employed persons were in the age group 25-34 years with 27 percent of the total

employed. The 35 to 44 age group comprise the second largest group (23.0 %), while the

45-54 age group made up the third largest group (18.7%).

In July 2017, the unemployed persons numbered 2.4 million resulting to an

unemployment rate of 5.6 percent. Among the regions, Ilocos (8.2%), National Capital

Region (7.9%), Central Luzon (7.1%) and CALABARZON (7.0%) were the regions with

the highest unemployment rate. (Philippine Statistics Authority, 2018)

work rather than to help for the better future.

CHAPTER 2

REVIEW OF RELATED LITERATURE

2.1 RELATED LITERATURE

This chapter presents the related literature and studies after the thorough search

done by the researchers. This will also present the conceptual framework and hypothesis

to fully understand the research to be done and lastly the definition of terms to fully for

better comprehension of the study.

The issue of labor force under-utilization, i.e. both unemployment and

underemployment, has been a continuing concern of economic research, development

professionals, policy makers and numerous international organizations including funding

agencies. This is indicated by the extensive literature that can be found on the subject.

Most of the work on this subject focus on national or regional level analyses. These

studies are helpful to understand the problem of the increasing level of unemployment.

Despite rapid economic growth in the Philippines in recent years, unemployment

remains a persistent problem for the sprawling Southeast Asian nation of more than 100

million people. Under President Benigno Aquino, in office since 2010, unemployment

has fallen. The latest figures show the rate at 6.4 % in the second quarter of this year,

down from 7% a year earlier. But progress has been uneven and the Philippines still has

one of the highest rates of unemployment in the ASEAN region.

“Excellence for God, Self and Society”

Great Mercy Academy of Cavite Inc.

RESEARCH IN DAILY LIFE 1

One of the reason is that job creation has struggled to keep pace with an ever

expanding population. In three of the past five years, the number of people entering the

job market has been greater than the number of job created.

Benjamin Diokno, an economist at the University of the Philippines and former

budget minister, says this relatively large number of unpaid workers about 4 million

people “bloats” the ranks of the employed and makes unemployment appear less serious

than it is.

The more probable cause of unemployment in the Philippines is the unavailability

of jobs provided. With a growing population of about 8 million, millions needed jobs and

only few can sure provide one. The lack of investors and businesses that could provide

good jobs for the Filipino people is one key factor in the growing unemployment in the

Philippines.

The research study will proceed by reviewing relevant literature into aspects;

measurement and causes/consequences/solutions of unemployment and

underemployment.
