Atty. Josef Leroi L. Garcia graduated from the University

of the Philippines College of Law in 1996 and started
working for the protected areas and coastal management
projects of the Department of Environment and Natural
Resources (DENR) in the same year. His involvement in
environmental law enforcement trainings while with the
DENR took him to the peak of Mt. Pulag, the limestone
cliffs of El Nido, and the waterfalls of Mt. Isarog. He is
presently a consultant of the Ateneo School of
Government, just recently collaborating on the drafting of the new Rules of
Procedure for Environmental Cases, and currently as part of the team engaged
by the DENR for its project on the local implementation of the three major United
Nations conventions on climate change, biological diversity, and land
degradation. Atty. Garcia was also a partner in the law office of Sadain Ignalaga
Garcia & Taparan as a practitioner in election law.
