Dear Mr. Harrison:

The League of Cities of the Philippines (LCP) and Department of Environment and Natural
Resources – River Basin Control Office (DENR-RBCO) in partnership with the city government of
Mandaue City, Cebu, Philippines, will host the 4th International River Summit on November 22-
24, 2018 at the Radisson Blu Hotel in Cebu City.

This year’s theme is “Raising Awareness, Resources and Commitment, for the Rivers. The
summit aims to gather river stakeholders- in the global, national and local level. It is created to
draw government authorities, policy experts, river managers from public and private sectors,
the academe, leaders in clean water technology, advocates and students – to face the
challenges of the world’s river today.

The Summit is designed to foster information and knowledge exchange on the latest technology
and approaches on river basin governance from the different participating countries. Through
highly interactive plenary discussions and breakout sessions, it will discuss issues and concerns
on river basin governance, share innovative solutions, and synergize strategies to pursue river
management issues and concerns.

There will be twelve (12) thematic sessions that will include topics on integrated water resource
management, local governance, infrastructure, river rehabilitation, water security, culture
among others. We also included roles of high education and academic institutions on river
research, river rehabilitation and civil society organization initiatives for river management.

The summit is expected to draw in more or less 1,200 international and local delegates,
international and local resource persons, local and national officials and foreign dignitaries.

In this connection, we would like to humbly request your good office to be our official hospital
that in case of emergency or other incidents that may encounter in the said event, all the
patients/victims will be admitted in your hospital and provide medical assistance but only to
the extent of stabilizing the patient/victim condition. However, in case of any medical
procedure is required or necessary, expenses will be borne to the said patient/victim.

Attached herewith is the summit program for your reference and guidance. We would like to sit
down with you to discuss further the details and updates of the program for the
abovementioned event.

This summit will also include the Mandaue International River Exhibition and related side
events. You will find more information in the attached Summit Prospectus.
