SPECIAL INSTRUCTIONS TO BIDDER

Please read following instructions carefully before submitting your bid.

1. All the drawings, i.e. elevation, side view, plan, cross sectional view etc., in
AutoCAD format and manuals in PDF format, for offered item shall be
submitted. Also the hard copies as per specification shall be submitted.

2. The bidder shall submit Quality Assurance Plan for manufacturing process
and Field Quality Plan with the technical bid.

3. The bidder shall have to submit all the required type test reports for the
offered item. However, in the event of partial submission or reports older than
specified limit, bidder must submit his confirmation for those type test report/s
to be submitted in the event of an order, without affecting delivery schedule,
before commencement of supply, free of cost. In absence of this confirmation,
the evaluation shall be carried out accordingly as non submission of type test
reports.

4. The bidder must fill up all the point of GTP for offered item/s. Instead of
indicating “refer drawing, or as per IS/IEC”, the exact value/s must be filled in.

5. All the points other than GTP, which are asked to confirm in technical
specifications must be submitted separately with the bid.

6. The bidder is required to impart training in view of manufacture, assembly,


erection, operation and maintenance for offered item, at his works, to the
person/s identified by GETCO, in the event of an order, free of cost. The cost
of logistics will be bear by GETCO.

7. Please note that the evaluation will be carried out on the strength of content of
bid only. No further correspondence will be made.

8. The bidder shall bring out all the technical deviation/s only at the specified
annexure.
9. The bidder should indicate manufacturing capacity by submitting latest
updated certificate of a Chartered Engineer (CE).

SECTION – I
11 kV & 66 kV STATIC SHUNT CAPACITOR BANK

GENERAL TECHNICAL REQUIREMENTS

1.1 SCOPE:

The scope covers design, manufacture, testing at the manufacturer’s


works, supply and delivery of 11 kV, 1x2.5 MVAr (12.65 kV, 1x3.6
MVAr or 11 kV, 2x2.5 MVAr (12.65 kV, 2x3.6 MVAr) or 66 kV, 1x10
MVAr (76 kV, 1x14.4 MVAr) STATIC SHUNT CAPACITOR bank, as
indicated in Schedule – A of respective tender. The scope include
basic requirements in respect of capacitor banks with capacitor cell
with Internal fuse, mounting racks, supporting structures, Circuit
Breaker, Control & Relay panel, CT, NCT, Series Reactors, LAs,
Isolators, power cables, control cables & its end terminations, suitable
terminal connectors, conductors, foundation bolts and earthing material
for all equipments & structures, etc. This section covers specification of
Capacitor cell/bank, structures, Series Reactors, etc. The technical
specifications for CB, CRP, isolator, insulators, CT/NCT, etc., are
attached separately.

Equipments offered shall be complete with all parts/material/


accessories necessary for their successful and trouble free operations
such parts will be deemed to be within the scope of supply, irrespective
of whether they are specifically indicated here in or not.

The major equipments for each shunt capacitor banks shall be as per
schedule – A of tender.

1.2 STANDARDS:

1.2.1. The shunt capacitor bank and its associated equipments shall conform
to the following standards.

All IS/IEC shall be read with latest amendments in vogue on the date of
technical bid opening.

Equipment meeting the requirements of any other authoritative standards


which ensure equal or better quality than the standards mentioned above
shall also be acceptable. However, in the event of the equipment offered
conforming to any other standards, salient points of the standard adopted
shall be indicated in the technical bid itself. However, acceptance of any
equipment conforming to any other authoritative standard will be purely at the
discretion of the GETCO.

It is not the intent to specify herein complete details of design and


construction. The equipment offer shall conform to the relevant
standards and be of high quality, sturdy, robust and of good design and
workmanship complete in all respect and capable to perform
continuous and satisfactory operations in the actual service conditions
at site and shall have sufficiently long life in service as per statutory
requirements.

1.2.2 General Arrangement of capacitor Banks:

a) The capacitor banks shall be of outdoor type suitable for operation in


the climatic conditions as given in this specification and mounted on
steel racks and structure with suitable insulators, as required, to be
supplied by the bidder.
b) The bidder shall furnish details of connections / configuration, layout
diagram showing the basic arrangement of complete banks with
dimensions.
c) 11 kV capacitor bank shall be connected by power cable from 11 kV
bus. 66 kV capacitor bank shall be connected by ACSR conductor
jumpers from 66 kV AIS bus.
d) The list of major equipments of each bank are indicated in schedule –
A of tender.

1.3 DRAWINGS:

1.3.1 The following drawings illustrating the technical details of this capacitor
bank shall be submitted by each bidder.
a) General outlines dimensional drawings of all the equipments with all
technical details giving the net weights, ratings & capacity of
equipments and quantity.
b) Detailed sectional views, showing the general constructional and other
relevant features of various equipments.
c) Schematic connection diagrams for complete capacitor banks with
associated switchgear equipment.
d) All above drawings in soft.
1.3.2 In the event of an order, the successful bidder shall furnish the
following drawings, in triplicate, in spiral bound volume, for approval.
a) General dimensional outline drawings showing front and side
elevations and plan of Capacitor Units, banks, Circuit Breaker, etc.
b) Foundation drawings for structure of capacitor bank.
c) Elevated G.I. support structure drawings.
d) Internal arrangement and connections of capacitor unit.

e) Any other relevant drawing required by purchaser.


f) Net & shipping weights, quantity of insulating liquid etc.
1.3.3 Drawings, diagrams, instructions and reports shall be identified by
descriptive titles indicating their applications to the equipment offered.
All dimensions shall be in metric system.
1.3.4 All the drawings of individual equipment shall be marked with all
Technical details, Guaranteed Technical Particulars, details of
manufacturer etc.
1.3.5 On approval of all drawings one set of drawings shall be sent to each
sub-station where the bank is to be installed & one set each to the
concerned Division & Circle office shall also be provided. All Approved
drawings in AutoCAD format shall be submitted to Corporate Office.

1.4 GENERAL DESIGN:

1.4.1 DESIGN CRITERIA REQUIREMENTS AND CONSTRUCTIONAL


DETAILS OF CAPACITOR:
(i) Each bank shall be made of 3 phase two groups of star connected
(double star) banks. Each star connected bank shall be unearthed, with
a floating neutral, but interconnected by a Neutral Protective Current
Transformer (NCT) of suitable ratio, to operate protective relays. The
NCT secondary current shall be 1A and its ratio decided by design to
meet with the protection requirements specified. Series reactors shall
be provided on neutral side.

(ii) The protective scheme shall be either by two step current relay
arranged as follows:

If the failure of one or more units causes an over voltage of less than
10% tolerable on the other remaining healthy units, then the unbalance
current shall cause in the first step to sound an alarm. But if more than
the above numbers of units fail causing a voltage rise of more than
10% then the unbalance current shall cause to trip and isolate the
capacitor bank instantaneously.

(iii) The per phase and individual star group rating shall be built up by
series parallel combination of individual units so as to achieve the
desired rating of the bank. The individual capacity ratings shall be as
per IS: 13925.
(iv) All parallel units in one series group shall preferably be arranged in
different tiers, that is, one series group shall be duly insulated from one
another by post insulators adequate to withstand the voltage that may
be impressed and shall be sufficient to withstand even in case of total
failure of all the parallel units in a series group. The complete assembly
shall also be duly insulated from the earth potential by supporting post
insulators.
(v) Although the tolerances in the output rating of each individual unit shall
be as per IS: 13925 yet it shall be ensured that in a completely
assembled bank, the departures from the nominal rating and within the
specified tolerances values shall not cause nuisance alarm or tripping
since such alarm or tripping shall be to meet only with the protective
requirements specified.

(vi) The tolerances in the output ratings shall not cause departures in the
line currents by that value specified in IS: 13925. Besides it shall also
be ensured that these unsymmetrical currents shall not cause
unsymmetrical voltage rises, whether for short periods or during
prolonged operation.
(vii Individual units shall be designed to meet with the requirements of the
permissible overloads as specified as per IS: 13925. Each unit shall
also be provided with internal discharge devices complying with the
requirements of the IS: 13925 part-I.
(viii) The rated voltage of the NCT shall be 12 kV and 72.5 kV, taking in to
consideration the voltage impressed on the NCT due to:

a) Voltage due to failure of one or more parallel units in a series bank.


b) Voltage impressed on the NCT when all the parallel units in one series
bank fail simultaneously. The bidders shall furnish design calculations
along with the bid.

1.4.2 Capacitor Units:

1.4.2.1 A number of capacitor units grouped in series parallel combination


make a Capacitor Bank suitable for 3 phase double star connected
operations and outdoor installations.

1.4.2.2 Each capacitor unit shall have scaled sheet steel container with suitable
mounting bracket which can easily be fixed to frame structures. The
container shall be built from heavy gauge Stainless Steel, 1.6 mm thick
sheet steel with welded seams, mechanically strong, rigid and
hermetically sealed. The container of capacitor Unit shall be designed
to allow for expansion and contraction due to all ambient & loading
conditions expected during the life of the unit.

1.4.2.3 The capacitor elements shall be thoroughly dried and impregnated with
an impregnant that has been completely refined so as not to leave any
gas or impurities which may cause deterioration of the dielectric. The
impregnant used shall have low viscosity and high chemical stability. It
should be non-PCB (NPCB). It shall be incombustible and have a high
dielectric constant. Capacitor dielectric shall be 100% polypropylene.
However, in case of 100% polypropylene capacitor the polypropylene
shall be hazy and aluminum foil should be embossed for proper
impregnation. The Characteristics of the oil used for impregnation shall
be furnished in the bid. The total thickness of dielectric (excluding
aluminum foil) should be clearly indicated in the bid. The nos of layers
of dielectric shall be three of more. The details of aluminum foil shall
also be furnished. The impregnation shall be carried out under high
vacuum & unit shall be totally sealed.
The raw material to be used for manufacturing of capacitor unit i.e.
polypropylene film, non PCB non toxic oil and aluminum foil shall be of
best quality. List of raw material sources shall be submitted with
technical bid.

1.4.2.4 Each unit shall have two bushing for terminal connection. The rating of
bushing should not be less than 15 kV, suitable for series / parallel
connection with other units to form capacitor bank at 50 Hz. The
bushing shall be of porcelain suitable for heavily polluted atmosphere
having required creepage distance not less than 375 mm.
1.4.2.5 The capacitor shall have low value of loss which shall not exceed 0.2
watt per KVAR. The loss value of discharge device/resistor and
capacitor unit shall be indicated in GTP. The tan delta characteristics
of the capacitor unit shall be furnished. The losses in watts for each
capacitor unit including losses in fuses and discharge resistors forming
integral part of the capacitors along with losses for series reactor shall
be guaranteed. If these figures of capacitor losses exceed 0.2W/KVAR,
the capacitors will be liable for rejection. Total losses shall be complied
as below:

Where, n is number of capacitor units per phase of star connection and
W is the total loss in a capacitor unit.
The loss temperature characteristics, capacity temperature
characteristics and insulation resistance temperature characteristics
shall also be furnished. The use of P.C.B. as dielectric for capacitor
shall not be acceptable. The dielectric medium to be used shall be non-
poisonous and non-toxic in nature and shall not cause pollution of
environment.

1.4.2.6 The rating of capacitor cell for respective bank shall be as follow:

1.4.3 Protective Fuses:

1.4.3.1 The capacitor units shall be provided with internal fuses.

Wherever specified, for the protection of each capacitor unit suitable


explosion type internally mounted fuses of adequate rupturing
capacity shall be provided. It shall conform to IS-9402: 1980. The
characteristics of the fuse should be such that it shall isolate the faulty
unit only, and protect it against mechanical destruction due to internal
failure. The fuses shall not melt or deteriorate when subjected to inrush
currents which occur during the life of the bank. The fuses shall not
make any healthy capacitor element out of circuit, either in course of
isolating the faulty element or due to any external fault, which should
be taken care of by the other protective gears earlier to operation of
fuses. The selection of fuse to be done in such a manner that
characteristic of fuse shall match suitably with over current withstand

characteristic of associated capacitor unit. The fuses shall be of


adequate thermal capacity to cater for the increased heating which
may occur due to harmonics and capacitor current fluctuations. Fuses
shall be capable of disconnecting the faulty element over a wide range
of unit terminal voltages from 70 to 150%. In case of all the elements in
the same row are fused out in cascade in an internal fuse unit then the
fuse element blown out shall be capable of successful disconnection
with a voltage of not less than 100% rated voltage appearing across its
terminals.

1.4.3.2 The capacitor units shall be so arranged in the bank as to avoid bird
faults, by providing adequate clearance between the body of the
capacitor unit, of one phase, and the line terminal or the common bus
for the units of the adjacent other phases. Necessary bird guards at
required locations and insulating sleeve on conductor shall be
provided. The units shall be so arranged that uniform temperature of
complete bank is maintained when installed in open yard.
1.4.3.3 In case of protection by internal fuses, each unit shall be provided with
fuses for each of its element, so that the faulty element within the unit
is automatically out of circuit. The operation of the bank shall not be
disturbed (except change in capacity within the unit) in any way by
switching out of the faulty element.

1.4.4 Permissible Overload :


(i) Voltage : The maximum rms voltage that may safely be applied
to the capacitor, rated for continuous duty, shall not
exceed the rated rms voltage of the capacitor by more
than 10%, and its peak or crest value shall not exceed
the same rms voltage by more than 56%.
(ii) Current : The capacitor unit shall be suitable for continuous
operating at rms line current not exceeding 30 percent
over the current which would flow through capacitors
at + 10% rated voltage and + 1% to - 5% rated
frequency. (50 HZ).

1.4.5 Each capacitor unit shall contain a directly connected internal


discharge resistors, which shall be capable of reducing the residual
voltage from crest value of the rated voltage to 50 volts or less within 5
minutes after the capacitor is disconnected from the source of supply.
Time of quick switching on & off shall be specified. During quick
switching on and off, the discharge device shall reduce the residual
voltage to 10% or less of the rated voltage between switching on and
switching off operations.

1.4.6 STRUCTURES:

Each capacitor unit shall be mounted so that it can be easily removed


from the racks and replaced without removing other units, de-
assembling any portion of the rack. The capacitor units are to be
assembled on open type hot dip galvanized structures to form a
capacitor bank. The racks shall be supplied suitable for assembly at
site in tier formation one above the other and occupy minimum space

and height. The mounting racks shall be hot dip galvanised steel
sections, not below 40 x 40 x 5 mm size. Each end of the rack shall
have provision to receive incoming line connection. The racks shall be
complete with rack insulators, foundation bolts or any other hardware
etc. for assembly into complete bank. The height of the racks of
capacitor banks shall be such that for making electrical connections
with other equipment proper electrical clearances are maintained. The
capacitor bank along with its mounting racks and series reactor and
null CT shall be suitable for installation on the plinth and the enclosure
shall be suitably fenced and interlocked as per safety requirements.
The weight of structure, mass of zinc coating shall be indicated in GTP.
Minimum mass of zinc shall be 610 gm/m2.

1.5 Circuit Breakers, Control & Relay panel, isolators, insulators,


instrument transformer, NCT, LAs, structures etc:

1.5.1 The circuit breaker shall be outdoor type and shall be as per technical
specification attached with the respective tender. The 66 kV CB shall
be SF6 type and the 11 kV CB shall be vacuum type. Both CBs shall
be suitable for capacitor duties.
1.5.2 11 & 66 kV C&R panel shall be as per technical specification attached
with the respective tender.
1.5.3 66 kV outdoor isolators shall be as per technical specification attached
with the respective tender.
11 kV outdoor isolator shall be three phase double break out door type
as per clause no. 2.3.6.2.
1.5.4 66 kV solid core insulators shall be as per technical specification
attached with the respective tender.
1.5.5 66 kV outdoor current transformers shall be as per technical
specification attached with the respective tender. For 11 kV outdoor
CTs shall be used as per technical specification attached with the
tender.
1.5.6 66 kV outdoor NCT shall be as per technical specification attached with
the tender. 11 kV NCT shall be as per clause no. 2.3.4.
1.5.7 11 kV station type lightning arresters with suitable structure shall be
supplied. 66 kV lightning arresters with structure shall be as per
technical specification attached with the respective tender.

1.6 SERIES REACTORS:

The series reactor of small size is required to limit the inrush current
during switching operation & suppress the harmonic currents. The
series reactor shall be aluminum wound, outdoor type, 50Hz, air
cored, non magnetically shielded or air cooled type and suitable for
operation in climatic conditions specified, conforms to IS:5553 (as
amended up to date). The reactor shall be natural air cooled coreless
type with one bushing each on incoming and outgoing side.

The voltage rating of the series reactor’s base insulator shall be


nominal system voltage.

Series reactors shall be capable of withstanding the specified short


circuit currents.

The percentage series reactance shall be 0.2% for both 11 & 66 kV


bank. However, series reactor with 6% reactance shall be provided for
urban substation. The bidder shall furnish calculations justifying the
value selected.

The series reactors shall confirm to type tests and shall be subjected to
routine tests as per IS: 5553.

1.7 ACCESSORIES:
A portable discharge device complete with clamps sticks cable
shall be provided with each capacitor bank for discharging the
capacitors manually whenever necessary. The device shall be
properly insulated. A printed booklet giving the safe working
instructions and safety measures along with maintenance
schedule and procedure to be followed shall be supplied.

1.8 TERMINAL CONNECTORS AND EARTHING TERMINALS:


The various outdoor equipments shall be supplied with bi-metallic
compression type terminal connectors having STC rating of 25
kA for 3 sec, suitable for ACSR ‘Dog’ conductor in case of 11 kV
banks and ACSR ‘Panther’ conductor in case of 66 kV banks. The
thickness of terminal connectors at any position shall not be less
than 12 mm. Each equipment shall be supplied with at least TWO
nos of grounding terminals and clamps for receiving ground
connections.

1.9 TESTS :

a) Type Tests: The following type test reports shall be submitted with the
technical bid from NABL accredited laboratory not older than 5 years and
valid till expiry of validity of offer.

The capacitor Cells, Series reactor, structure, etc. shall be subject to the
various type routine and acceptance tests as per relevant IS or IEC
Publication (amended up-to-date). The capacitor offered must have been
also endurance tested as per IEC: 871-2/IS: 13925 and capacitor under
the package shall also be type tested as per relevant IS/IEC.
The copies of these type test reports should be submitted along with offer.

1. Capacitor Unit:
The following type test reports shall be submitted with technical bid for an
offered unit.
i) Thermal stability test
ii) Capacitor loss tangent (Tan Delta) measurement at elevated
temperature.
iii) AC voltage test between terminals & container.
iv) Lightning Impulse Voltage test between terminals & container.
v) Short Circuit Discharge test.
vi) Endurance test as per IEC: 871-2/IS:13925

vii) Sealing test: The test shall be carried out at 70 + 5ºC for a period of 12
hours.

2. Series Reactor:
a) Temp. Rise at rated continuous current Test

b) Measurement of Impedance
c) Measurement of Load losses
d) Separate source withstand test
e) Inter turn O/V.

3. 11 kV Isolators:
(a) For 11 KV isolators and Isolator-cum-Earth Switches following type
test reports shall be submitted.
(1) Lighting impulse voltage withstands Test.
(2) Temperature Rise Test.
(3) Rated peak withstands current and rated short time
withstand current test.
(4) Mechanical endurance test.
(5) Power freq voltage (dry & wet) withstand test.

(b) For Insulators only:


(1) Lightning impulse voltage withstand test.
(2) 50% impulse voltage flashover test.
(3) PF voltage withstand test ( Dry )
(4) PF voltage withstand test ( Wet )
(5) PF voltage flashover test ( Dry )
(6) PF voltage flashover test ( Wet )
(7) Visible discharge test
(8) Porosity test
(9) Mechanical strength test.
(10) Visual test.
(11) Dimensional test.

4) Other equipments:
Reports of all type tests as stipulated in respective technical specification or
as per applicable standards for all other associated equipments offered shall
be invariably submitted with technical bid.

b) Routine & Acceptance Tests:

The equipment shall comply with all routine and acceptance tests. Routine
and acceptance tests as per relevant IS shall be carried out on each
equipment in presence of GETCO representative, at manufacturer's works
only. All test reports should be submitted before dispatch of the
equipment.

Following tests in line with IS-13925 shall be performed during


acceptance. Sampling will be done as per Appendix E, IS-13925.
i) Visual examination
ii) Measurement of Capacitance
iii) Voltage test between terminals.
Test between line terminals and container: This test shall be carried out
as routine test as per Clause No.16.2 of IS:13925 except that the
duration of the test shall be 1-minute instead of 10 seconds.
iv) AC Voltage test between terminals & containers.
v) Test of Discharge device
vi) Capacitor loss tangent measurement
vii) Sealing test: The test shall be carried out at 70 + 5ºC for a period of 12
hours.

2. Series Reactor
a) Measurement of winding resistance
b) Measurement of Impedance
c) Measurement of Load losses
d) Measurement of separate source withstand
e) Inter turn O/V or Imp.
f) Measurement of IR value

3. Structures:
As per IS for steel and hot dip galvanising

4. Isolator:
All routine/acceptance tests shall be carried out on each Isolator and
Isolator-cum-Earthing Switch and on insulators, as per technical
specification and applicable standards, in the presence of GETCO
representative.

5. Other equipments:
All routine/acceptance tests as stipulated in respective technical
specification for all other equipments offered shall be carried out
and report is submitted for approval before dispatch.

1.10 FOUNDATION :
1.10.1 The detailed foundation drawings showing complete particulars as
required for casting foundation for normal soil, for Capacitor Bank &
associated equipments shall be furnished by the successful bidders
along with the drawings. No deviation to this clause is permitted.

1.11 GUARANTEED TECHNICAL PARTICULARS:


The bidders shall furnish along with the bid complete guaranteed
technical particulars as called for in Schedule-A1 to A-III Section-III of
this Specification. Particulars which are subject to guarantee shall be
clearly marked. Bids lacking information in this respect shall not be
considered.

1.12 INSTRUCTION MANUALS:

Operation and Maintenance manuals for equipments and


capacitor bank shall be submitted with technical bid and in the
event of an order for approval with drawings. Also, copies shall
be submitted along with dispatch to each consignee.

The manuals shall be spiral bound and shall contain all the printed
drawings, requisite information for erection, operation and maintenance
of the equipment. The manuals shall include all the required
details/drawings, along with the following particulars:
a) Marked erection prints identifying the component parts of the
equipment as dispatched with assembly drawings.
b) Detailed dimensions, assembly and description of all the
components and catalogues for operation of Capacitor Units and
switchgear equipment.
c) Complete list of spare parts.
d) Reduced drawings of all schematic control and wiring as finally
approved.
e) Complete details of tools tackles & their use and
f) Detailed foundation, erection etc. drawings for VCB & SF-6
Breaker & its associated parts & equipments.

1.13 EVALUATION OF LOSSES:


1.13.1 The losses of capacitor sells for the purpose of evaluation of bids shall
be loaded at the rate of Rs.60,198 per K.W. loss. Any wrong/misleading
information in this regard will result into outright rejection of the bid or
termination of contract at any time, fully at the risk and cost of the
supplier.
1.13.2 The losses in kilowatts at rated voltages and rated frequency shall be
guaranteed under penalty for each capacitor unit and series reactor. For
the purpose of penalty computations, the test figures of losses carried
out at 3rd party Govt. testing laboratory or measurement of losses during
acceptance tests, whichever is higher will be compared with the
corresponding guaranteed figures.

1.13.3 The penalties shall be separately evaluated from the excess of the test
figure of losses in kilowatt, over the corresponding guaranteed value.
No tolerance shall be permitted over the test figures of the losses.

1.13.4 The penalties shall be calculated for excess of losses at the rate of
Rs.60,198/- per K.W. For the fraction of kilowatt, the penalties shall be
applied prorata. If the test figure of losses is less than the guaranteed
values, no bonus will be allowed. The bidders should note that values
assigned for loading of losses, are based on the present worth factor and,
therefore, capitalization of investment shall not be made separately.

1.13.5 Tolerance : Since Indian Standard IS:13925 or IEF Publication No.70


and IS:5553 (Part-II) or IEC publication No.289 allow certain tolerance
for the acceptance of losses for capacitors and series reactors

respectively the bidders are requested to indicate whether the figures


given for the guaranteed losses in Schedule of Guaranteed Technical
particulars are with or without such tolerance. If the tolerances are
applicable, the limit for the same should be indicated. In absence of any
information to this effect, the figures for losses will be increased by 10%
in case of shunt capacitors and 15% in case of series reactor. Any
change in the figures assigned for the losses will not be permitted after
opening of the bids. Bid evaluation will be carried out on the basis of
information made available at the time of bid opening.

1.14 ERECTION :
The bidder is required to assist the purchaser for erection and
commissioning of Capacitor Units and 11 KV & 66 KV Circuit
Breakers. The successful bidder is required to depute
erection/commissioning engineer at the request of purchase free of cost.

1.15 GUARANTEE :
The bidder shall guarantee the Capacitor Banks and associated
equipments for 36 months from date of commissioning and 42 months
from the dated of supply, whichever is earlier

1.16 INSPECTION OF THE EQUIPMENTS:


1.16.1 The successful bidder shall offer inspection of the equipment complete
in all respects. The equipment shall be offered for inspection with the
elevating structure, clamp connector, bolts and nuts and foundation bolts
etc. No equipment shall be inspected unless offered with above
accessories.
1.16.2 During inspection, certificates of bought out items, which are used in
manufacturing of Capacitor units or equipment should be furnished.
1.16.3 Factory inspection, if required, will be done by the GETCO before
placement of order. The bidder shall give full co-operation to GETCO’s
officers for factory inspection.

1.17 DEVIATION FROM SPECIFICATION:


No deviation to this specification is accepted and if any deviation is
found in the offer it will result into rejection of the offer out rightly.

1.18 QUALITY ASSURANCE PLAN:


The Bidder shall invariably furnish following information along
with his offer. Information shall be separately given for
individual type of equipment offered.
i) Statement giving list of important raw materials, names of
sub-suppliers for the raw material, list of standards
according to which the raw material in presence of Bidder’s
representative, copies of test certificates.
ii) Information and copies of test certificates as in (i) above in
respect of bought out items.

iii) List of manufacturing facilities available.


iv) Level of automation achieved and list of areas where
manual processing exists.
v) List of areas in manufacturing process, where stage
inspections are normally carried out for quality control and
details of such tests and inspections.
vi) Special features provided in the equipment to make it
maintenance free.
List of testing equipment available with the Bidder for final
testing of equipment specified and test plant limitation, if any,
vis-à-vis type, special, acceptance and routine tests specified in
the relevant standards. These limitations shall be very clearly
brought out in schedule of deviations from specified test
equipments.

11 kV & 66 kV STATIC SHUNT CAPACITOR BANK

SPECIFIC TECHNICAL REQUIREMENTS

2.1 SCOPE :
2.1.1 This section covers the specific technical particulars, climatic and
Isoceraunic conditions and system particulars suiting with the static
shunt capacitor banks, circuit breakers, series reactors, neutral
current transformer, isolators, and Lightning arresters which shall
be offered as per the "General Technical Requirements" given in
Section-III of this specification and the "Schedule of Requirements"
specified herein.

2.2 CLIMATIC & ISOCERAUNIC CONDITIONS :


2.2.1 The climatic conditions at site under which the equipment shall operate
satisfactorily are as follows :-

industrial area, the equipment offered shall be suitable for heavily
polluted atmosphere.

2.3.7 Control & Relay panels:

Each capacitor bank shall be supplied with required


control & relay panel as per technical specification
separately with the tender.

2.3.8 All the terminal connectors required for all the equipments
of capacitor bank shall be supplied in line with applicable
standard.

2.3.7 EARTHQUAKE & WIND DESIGN LOADS:


Each equipment including its structures if any shall be designed to
withstand repeated earthquake acceleration of 0.8 x 2 g and wind loads
of 100 Kg/m2 on the projected area (non-simultaneous) without damage
to component parts and without impairment of operation.)

2.3.8 AUXILIARY POWER SUPPLY:


Power supply for auxiliaries will be available at 230 volts single phase
and 400 Volts 3-Phase A.C. 50 Hz. The frequency can vary between
90% and 105% and voltage would vary from 110% to 85% of the
normal value. D.C. supply at 220/110 volts D.C. 2 wire will be available
from the station battery. The D.C. supply is subject to variation between
85% and 110% of the normal value.
