ADMISSION RULES OF FOREIGN CITIZENS

TO STAVROPOL STATE MEDICAL ACADEMY

I. GENERAL PROVISIONS
1. The present Rules regulate the Admission Order of foreign citizens including
persons without citizenship and compatriots abroad (further – foreign citizens) to the
Academy for the training on the basic educational programs of higher professional
education.
2. The present Admission Rules to the Stavropol State Medical Academy are
elaborated on the basis of:
– The Law of the Russian Federation «About Education»;
– The Federal Law of August, 22, 1996, № 125-FL «About the Higher and
Postgraduate Professional Education»;
– Standard Instruction about educational establishment of the higher
professional education (higher educational institution), approved by the governmental
Order of the Russian Federation of February, 14, 2008, №71;
– The Order of the Ministry of Education and Science of the Russian Federation
of 29.12.2009, № 841 «About the Statement of the Admission Order of Foreign
Citizens to Educational Establishments of the Higher Professional Education Having
the State Accreditation» (registered in the Ministry of Justice of the Russian
Federation, 10.03.2010., № 16582);
– The Order of the Ministry of Education and Science of the Russian Federation
of October, 21, 2009., № 442 «About the Statement of the Admission Order of
Citizens to Educational Establishments of the Higher Professional Education Having
the State Accreditation» (registered in the Ministry of Justice of Russian
Federation, 12.10.2009, N 15495);
– The Regulations of the Academy;
– Resolutions of the Academic Council of the Academy.
In case of change of the operating order regulating procedure of admission of
foreign citizens to a state establishment of the higher professional education,
respective alterations and additions hereunder are brought in the present Admission

Rules to the Academy for 2010 and are affirmed by the Academic Council of the
Academy.
3. Admission to the Academy of foreign citizens for training on the basic
educational programs of the higher professional education is carried out according to
the international contracts of the Russian Federation and intergovernmental
agreements of the Russian Federation on account of means of the corresponding
budget (including that within the limits of a quota established by the Russian
Federation Government), and also under contracts with tuition fees for training by
individual and (or) legal persons.
4. Admission of foreign citizens on a competitive basis for training on account of
means of the corresponding budget is carried out:
– Within the limits of a quota established by the Russian Federation Government
by directions of Federal Enforcement Authorities;
– According to the Federal Law of May, 24, 1999., N 99-FL "About a State
Politics of the Russian Federation Concerning Compatriots Abroad" (Code of the
Legislation of the Russian Federation, 1999, N 22, Art. 2670; 2002, N 22, Art. 2031;
2004, N 35, Art. 3607; 2006, N 1, Art. 10; N 31, Art. 3420; 2008, N 30, Art. 3616;
2009, N 30, Art. 3740).
– On the basis of the Certificate of the participant of the State Program on
rendering assistance to voluntary migration to the Russian Federation of the
compatriots living abroad;
– According to other international contracts of the Russian Federation and
intergovernmental agreements of the Russian Federation.
5. In 2010-2011 academic year, the Academy carries out admission of foreign
citizens to the first course according to the license for the authority of conducting
educational activity in 3 directions of preparation of the higher professional education
under the internal form of training: 060101 General Medicine, 060103 Pediatrics,
060105 Stomatology.
6. Admission of foreign citizens to educational establishments for training under
contracts with payment of cost of training by individual and (or) legal persons is
carried out within the limits of the number established by the license for the authority
of conducting of educational activity on the conditions established by the Annual
Admission Rules of foreign citizens to the Academy.
7. Admission to the 1st course under contracts with tuition fees for training with
individual and (or) legal persons is carried out on the basis of the Contract, in which
conditions for all period of training are registered: a subject of the contract; the rights
and duties of the Academy; the rights and duties of the physical and legal person;
financial conditions; validities of the contract; sanctions at infringement of the
contract; unconquerable circumstances; conditions of cancellation and change of the
contract; the order of the resolution of disputes; addresses and requisites of the parties.

 To the Contract with legal persons, the Report with specifying of the quantity of
pupils directed by the legal person, cost of training and residing, terms of financial
calculations with Academy and other conditions concerning both parties is registered.
8. The organization of admission of foreign citizens to the Academy is carried out
by the Selection Committee formed at the Dean's Office for Foreign Students. The
Chairman of the Selection Committee is the Rector of the Academy.
The Selection Committee staff is affirmed by the Rector’s Order of the Academy.
The order and operating conditions of the Selection Committee are carried out
according to the present Rules.
9. At admission to the Academy the Rector provides observance of the rights of
foreign citizens in the field of education established by the legislation of the Russian
Federation, publicity and openness of work of the Selection Committee, objectivity of
the estimation, abilities and gifts of admittants.

II. THE ORGANIZATION OF ADMISSION

10. The Selection Committee places the Regulations of the Academy, the License for
the right of conducting educational activity, the State Accreditation Certificate on each
of assignments of the preparation with the right for awarding the State Diploma of
higher professional education, the basic educational programs of the higher
professional education realized in the Academy, and also the information about the
Admission company in Russian and English on the official site of the Academy
www.stgma.ru.
11. During the admission of documents the Selection Committee daily informs on
quantity of the submitted applications and competition; organizes functioning of
special telephone lines for answering all the questions in Russian and English
languages.
12. Reception of foreign citizens’ documents applying for training under contracts
with tuition fees for training by individual and (or) legal persons is carried out in the
terms defined by the present Rules.
13. Reception of documents to the 1st course begins on June, 20, 2010 and is carried
out in the following terms:
– According to the directions of the Federal Enforcement Authorities – in the
terms established by authorities;
– For the foreign citizens admitting under the contract of payment of cost of
training:
– Russian-speaking Medium – till September, 10;
– English-speaking Medium – till October, 1.
Because of late admission of the students of the English-speaking Medium, the
Autumn semester for them is prolonged till January, 31, the quantity of hours in
subjects in the second semester increases, and General Chemistry examination is held
during Summer session.

 14. The registration of Invitations for entrance to the Russian Federation for
admittants under the contract with payment of cost of training to the English-speaking
Medium finishes on October, 1.
15. The applicants have to submit the following documents:
– The application for admission to the first course;
– The Original of Secondary Education Certificate legally established and
translated into Russian and Appendices to it or the Original Education Document of
the foreign state recognized equivalent to the state education document in the Russian
Federation (Nostrification).
Nostrification of documents should be lead in the Federal Service on
Supervision in Education and Science (Moscow);
– The valid national passport with the Russian entrance Visa, if the applicants have
arrived under the entrance Visa;
– The health certificate, results of inspection on HIV-infection, tuberculosis and
hepatitis virus;
– 8 photos in 3 х 4 cm size;
– The foreign citizens admitting on a quota submit the original of the Direction.
All translations into Russian should be executed according to the name and
surname specified in the entrance Visa.
16. Applicants to the 1st course has the right to submit the application and
participate in the competition simultaneously in three specialties, and also
simultaneously to budget places and to places under contracts with payment of cost of
training.
17. The Foreign citizens having the certificates on results of GENERAL STATE
EXAM (GSE), have the right to apply according to the results of GSE and to submit
the application for admission simultaneously not more than to five educational
institutions, in three specialties, to various forms of education, by which the basic
educational programs are realized, and also simultaneously to budget places and to
places under contracts with payment of cost of training.
18. Applicants have the right to send their application for admission to the 1st
course, and also necessary documents through the operators of a mail service of the
general using (postal mail), and also in the electronic-digital (E-mail) form
according to the Federal Law of January, 10th, 2002., N 1-FL "About the Electronic
Digital Signature" (Code of the Legislation of the Russian Federation, 2002, N 2, Art.
127; 2007, N 46, Art. 5554), the Federal Law of July, 27th, 2006, N 149-FL "About
the Information, Information Technologies and the Information Protection " (Code of
the Legislation of the Russian Federation 2006, N 31, Art. 3448), the Federal Law of
July, 7th, 2003, N 126-FL "About Communication" (Code of the Legislation of the
Russian Federation 2003, N 28, Art. 2895; 2004, N 35, Art. 3607; N 45, Art. 4377;
2005, N 19, Art. 1752; 2006, N 6, Art. 636; N 10, Art. 1069; N 31, Art. 3431, Art.
3452; 2007, N 1, Art. 8; N 7, Art. 835; 2008, N 18, Art. 1941).

 19. The Documents enrolled by post, are accepted by the Academy at their
receiving not later the terms established in point 13 of the present Admission Rules.
20. In the application of applicant the fact of acquaintance with the license for the
right of conducting educational activity and the certificate of the state accreditation
and appendices to them in the chosen specialty or absence of the specified certificate is
fixed and assured by the personal signature of the applicant.
In the same order the signature of the applicant fixes also the following:
– Information regarding GSE results or GSE place of taking, if it is carried out in
additional terms (at admission according to GSE results);
– Acknowledgement of submission of the application to not more than five institutions
(at admission according to GSE results);
– Acquaintance with the rules of the appeal submission to the 1st course according to
entrance results, additional entrance examination and testing;
– The consent to processing of the personal data established by the Federal Law of
July, 27, 2006 N 152-FL "About Personal Data" (Code of the Legislation of the
Russian Federation, 2006, N 31, Art. 3451).
At presence of several GSE results, if validity is not expired, the applicant
specifies in the application, what GSE results are used, and in what general educational
subjects. In case of revealing at verification of doubtful data presented by applicants,
the Academy has the right to return documents to applicant.
21. If applicant submits application personally, he is given a receipt on receiving
documents.

III. ENTRANCE EXAMINATION IN THE EDUCATIONAL INSTITUTION

22. The Selection Committee organizes and conducts the starting knowledge
control for all categories of foreign pupils in the form of interview. Interview is carried
out in Russian (for English-speaking Medium – in English), Chemistry and Biology
orally by a five-point score.
The purpose of interview is revealing of the initial level of knowledge of the
admittants, which is considered at formation of the 1st course educational groups.
23. If foreign citizens specified in the point 4 of the present Rules have presented
GSE results in the general educational subjects included by educational institution in
the list of entrance examination for the corresponding directions of preparation or a
specialty, the Academy considers GSE results as results of the start control by such
general educational subjects.
24. Foreign citizens are accepted in the Academy without entrance examination:
– Applicants within the limits of a quota established by the Russian Federation
Government with directions of the Federal Enforcement Authorities;
– The foreign citizens who have the right to be admitted for training according to
budget and being winners and prize-winners of the final stage of the All-Russia School

Olympiad in specialties corresponding a structure of the All-Russia School Olympiad.
Results of winners and prize-winners of the final stage of the All-Russia School
Olympiad are considered as the highest results of entrance examination in these
general educational subjects at admission to specialties mismatching a structure of the
Olympiad;
25. Foreign citizens – winners and prize-winners of School Olympiads are
admitted according to the Order of the Ministry of Education and Science of the
Russian Federation of October, 22, 2007, N 285 (registered by the Ministry of Justice
of the Russian Federation on November, 16, 2007, registration N 10496), in edition of
Orders of the Ministry of Education and Science of the Russian Federation of
September, 4, 2008, N 255 (registered by the Ministry of Justice of the Russian
Federation on October, 1, 2008, registration N 12381), of March, 20, 2009 N 92
(registered by the Ministry of Justice of the Russian Federation on April, 27, 2009,
registration N 13837), of October, 6, 2009 N 371 (registered by the Ministry of Justice
of the Russian Federation on November, 24, 2009, registration N 15301).
26. Interview with applicants:
– For Russian-speaking Medium it is carried out at their arrival from
September, 10 till September, 15.
– For English-speaking Medium it is carried out at their arrival from
October, 1; till December, 1.
27. The Applicants who have been not passed interview are not enlisted to the 1st
course. They have an opportunity to be trained at 9 months Preparatory Course of the
Academy with the subsequent training in the 1st course of Russian-speaking Medium
or English-speaking Medium.
28. At the Preparatory Course foreign citizens study Russian, Biology, Chemistry
and Medical Physics.

IV. ADMISSION TO THE EDUCATIONAL INSTITUTION

29. Admission of foreign citizens is carried out in the following terms:

–Foreign citizens applying within the limits of a quota established by the Russian
Federation Government by directions of the Federal Enforcement Authority are
admitted in the terms appointed by the Federal Enforcement Authority;
–Foreign citizens applying according to the Federal Law of May, 24, 1999. N 99-
FL "About a state policy of the Russian Federation concerning compatriots abroad"
(Code of the Legislation of the Russian Federation, 1999, N 22, Art. 2670; 2002, N 22,
Art. 2031; 2004, N 35, Art. 3607; 2006, N 1, Art. 10; N 31, Art. 3420; 2008, N 30, Art.
3616; 2009, N 30, Art. 3740), on the basis of the certificate of the participant of the
State Program on rendering assistance to voluntary resettlement to the Russian
Federation of compatriots living abroad or other international contracts of the Russian
Federation and intergovernmental agreements of the Russian Federation to places,

financed owing to funds of the corresponding budget are admitted by terms established
by the Admission Order to higher educational institutions.
– Foreign citizens for training under contracts with payment of cost of training by
individual and (or) legal persons are amitted after interview:
– Russian-speaking Medium till September, 15;
– English-speaking Medium till December, 1 (groups are formed on arrival
of foreign citizens with correction of the educational schedule for each
group).
30. Enrolment (readmittance) of foreign citizens in 2-5 courses is conducted till
September, 15 (Autumn semester) and till February, 15 (Spring semester).
The foreign citizen is obliged to show the academic Certificate on the passed
training and the documents specified in the point 15 with obligatory
nostrification of the Secondary Education Certificate.
31. In case of revealing at verification of doubtful data presented by applicants,
the student is dismissed according to the rules. The officials made specified
infringements bear the responsibility according to the Legislation of the Russian
Federation.
