Performance Values
General
Only values defined in this section as “Legally Binding Value” or “LBV” are considered to be
legally binding. Any other technical data contained in the offer is for information purposes
only and may be subject to optimization during preparation of detailed design or later taking
for example into consideration data of the equipment to be provided by selected vendors.
Liability for completeness and correctness of such other technical data is excluded.

Gross Power Output (GPO) equal to measured GPO at the generator(s) terminals reduced
by excitation power.
The Legally Binding Values (LBV) for Thermal Performance are conditioned upon:
– A commercial offset between GPO and GHR shall apply.
– Offsets for GPO and GHR between the units shall apply.
– Supplier shall be entitled to adjust the amount of injected water during fuel oil operation
up to ±10%pts water/fuel ratio.
– For compensation of measuring errors a test tolerance of one (1) percent shall be
considered in the evaluation of the test results.
– Sensible heat of the fuel above 15°C is not considered.
– The reference fuel gas composition (see section “Base Reference Conditions”) shall be
within a maximum lower Wobbe index range of -6% to +4% only.

Gas turbine exhaust gas emissions to atmosphere, measured at gas turbine bypass stack
or at HRSG stack by Supplier.
The Legally Binding Values (LBV) for Exhaust Gas Emissions are conditioned upon:
– The gas turbine is operated in fuel gas premix mode within
GT load range 45% to 100% within +7 °C to +50 °C ambient temperature
– Given load range limits refer to gas turbine rated power. Relative part load for the lower
limitation of the emissions range refers to the base load (100%) at the same operating
conditions, assuming that no limiting controller (e.g. due to mechanical power limitation at
low ambient temperatures) is active.
– The gas turbine operates under steady-state conditions during verification/performance
test. Transient gas turbine operations (e.g. start-up/shutdown, up/down-loading,
frequency response operation, fuel changeover, etc.) are excluded.
– Emissions values are hourly average values.
– Exhaust emission values are net values. Ambient air contributions are excluded.
– Particulates due to sulfatic aerosols are excluded.
– The reference fuel gas composition (see section “Base Reference Conditions”) shall be
within a maximum lower Wobbe index range of -6% to +4% only.
– Supplier shall be entitled to adjust the amount of injected water during fuel oil operation
up to ±10%pts water/fuel ratio to meet the NOX emission guarantee.
– NO x emissions due to fuel bound nitrogen (FBN) are excluded.
– Any duct firing shall be out of operation.
– Offsets between the units shall apply.
– The verification test procedure as specified in the section “Exhaust Emission Verification
Test” shall apply.
– Supplier shall be entitled to increase exhaust temperature by 15 K to meet part load
emission guarantees (especially for gas turbines in combined-cycle operation).
– The Legally Binding Values for Exhaust Emissions shall be considered fulfilled if the less
stringent of the above mentioned value(s) or the value(s) of the permit are not exceeded.
– Wet Compression is only operated at or above gas turbine rated power.
The Legally Binding Values (LBV) for Sound Levels are conditioned upon:
– Final installation and completion of all required noise protection measures prior to
execution of Sound Verification Test
– Execution of sound measurement according to ISO3746:2010 at a distance of 1 m and a
height of 1.5 m above turbine floor (i.e. 0 m) or at the center line of the turbine shaft
under steady-state normal operation 2) at rated output.
– Compliance with test procedure as specified in the chapter “Sound Verification Test”.
– Exclusion of anybackground noise, e.g. from existing facilities or from Purchaser’s scope
– Exclusion of any other effects or consequences arising from Supplier's scope, e.g. far
field noise requirements

Steady-state normal operation does not comprise:
− Power station start-up or shut down operation
− Commissioning phase or test operation
− Emergency or faulty or other abnormal operating conditions
− Pulse filter noise
− Power augmentation (PAG) for performance enhancement of gas turbine (other
than Wet Compression)
The near field sound levels as defined above are the only Legally Binding Values in relation
to sound/noise for which the Supplier accepts any liability or responsibility.
All other figures in relation to sound/noise, far field noise limits, low frequency noise (LFN)
criteria, any annoyances due to sound/noise and any and all issues in relation to noise
exposure, shall be the risk and responsibility of the Purchaser.
The Purchaser agrees to indemnify the Supplier, its employees, officers, directors, agents
and subcontractors and hold them harmless from and against any third party action, suit,
proceeding, claim or demand arising in tort (including negligence) or under a statute in
relation to noise emissions provided that the Supplier has complied with the Legally Binding
Values for Sound Levels as defined in this section above.
