1. BACKGROUND:

The ILAC and IAF members agreed on a three years transition period, as stated in

JGA Delhi Resolution 1 - Transition to ISO/IEC 17011:2017 The Joint General Assembly endorses the
recommendation of the Joint Executive Committee, that the transition period for the revised ISO/IEC
17011:2004 Conformity assessment — General requirements for accreditation bodies accrediting
conformity assessment bodies due for publication in August 2017 will be three years from the date
of publication of the revised standard.

IAAC has to implement a transition process that takes into account the recommendation of
the Joint General Assembly of IAF and ILAC which states:

The Joint General Assembly endorses the recommendation of the Joint Executive Committee, to
ensure JGA Delhi Resolution 1 – Transition to ISO/IEC 17011:2017 is fully implemented, that all
peer evaluation activities carried out from 1 January 2018 will use ISO/IEC 17011:2017 as the
requirements document. Details for this transition plan and the reporting requirements to the
ILAC AMC and IAF MLA MC were provided in the JGA agenda papers.

The official publication date of ISO/IEC 17011 is November 2017, which means IAAC will
have to ensure that all MLA Signatories have completed the transition successfully before
November 2020.

2. GENERAL CONDITIONS:
2.1. Any AB not yet signatory of the MLA, applying after January 2018, shall apply
according ISO/IEC 17011:2017.
2.2. All IAAC MLA signatories, shall demonstrate conformance with ISO/IEC
17011:2017, by the end of the transition period.
2.3. The MLA Signatory not complying with ISO/IEC 17011:2017 after the transition
date, will be suspended from the MLA.

3. PROCESS TO DEMONSTRATE COMPLIANCE WITH THE LATEST VERSION:

3.1. Every signatory will have to develop a transition plan, that may considered:

3.1.1. Training and awareness for all key personal for the assessment and
accreditation process.
3.1.2. Updating of the AB quality system and any additional action to be develop by
the AB to comply with the following requirements of ISO/IEC 17011:2017:

3.2. The compliance with the new version of the standard will be determine as follow:

3.2.1. From July 2018 all peer evaluation will be carried out with the new version of
the standards.
3.2.2. The ABs that are not peer evaluated during the period from July 2018 to
December 2019, will have to fill out a revised version of IAAC FM 003 and
provide documentary evidence (procedures and records) of compliance with
the new or modified requirements (those identified in 3.1.2), and the deadline
to present the checklist and evidence of implementation is December 2019. A
lead evaluator or experienced evaluator, assign by the MLAC Chair, will review
that checklist and relevant documentation and issue a report (see annex 1),
including findings (NC, concerns, comments), by March 2020.

Note: For large ABs it may be useful to appoint more than one evaluator to review the
documentation. Virtual or remote process may be acceptable for option 3.2.2

3.3. For any of the above evaluation process, any noncompliance with the new or
modified requirements will be identified as a non-conformity against ISO/IEC
17011:2017, and will have to be addressed by the AB no later than June 2020.

3.4. All decisions related with the transition will be done by the MLAG, and no later than
August 2020.

ANNEX 1: CONTENT OF THE EVALUATION OF THE TRANSITION PROCESS

A. Summary:

This is a report on the evaluation of the <<insert full name and (acronym) of AB>> on behalf
of the Inter-American Accreditation Cooperation (IAAC) for the purpose to confirm the
transition to the new ISO/IEC 17011:2017 by <<insert full name and (acronym) of AB>>.

In the case where the team recommends suspension of the AB from the MLA, the
recommendation shall indicate the reason for the suspension including the MLA scopes that
are affected, with reference to the relevant findings.>>
