1. SCOPE
1.1 This Method Statement outlines the requirements for execution of tie-in GN- 303

2. PURPOSE
2.1 To ensure that all information material, tools equipment, manpower and
supervision are available for execution of the work. Also to ensure that work
steps are analyzed and all safety measures are taken so that work can be
executed in a safe and timely manner.

5. RESPONSIBILITIES
5.1 The Contractor is responsible for the execution / implementation of tie-in so that
all works are carried out according to applicable safety procedures, project
specifications and specialist recommended procedure.
5.2 The authorized permit holder/signatory shall obtain works permits from the
company/CMS&A as appropriate.
5.3 Contractor will supply all free issue materials.
5.4 Tools and labor for execution tie-in Works will be supplied by the subcontractor.
5.5 All the safety equipment, vehicles, barricades and hazard signs for tie-in and
N.D.T facilities will be provided by the Subcontractor.

6. PROCEDURE

6.1 Prior to shutdown / Tie-in works :

6.1.1 Locate and tag exact location of Tie-in & Plan for scaffolding.
6.1.2 Apply for and obtain cold work permit from company for scaffolding erection.
6.1.3 Appropriate scaffolding to be erected to provide two access points to tie-in
location and to prevent object / materials falling from heights. Solid barricade
also to be provided on top of the grating above the tie-in location. Warning
tapes and barricade also to be provided at grade level.
6.1.4 Apply for and obtain cold work permit from company for removal of existing
cladding and insulation, and temporary removal of gratings above tie-in
location for accessibility.
6.1.5 Existing cladding and insulation to be removed to a maximum dimension of
5m from the tie-in point.
6.1.6 Apply for and obtain work permit for ultrasonic thickness check at the tie-in
point.
6.1.7 Ultrasonic thickness checks to be carried out, after paint removal with
Contractor and Company witness.
6.1.8 Pre-fabrication of tie-in spool based on actual site dimensions, and all NDT
requirements as per line class to be carried out. Spool to be tested
(pneumatic) at the test pressure with company witness.
6.1.9 Tie-in spool to be painted with appropriate color code and spool properly
preserved.
6.1.10 Tie-in spool, field erection materials and tools required to be transferred to
tie-in location.
6.1.11 Erection and partial insulation of tie-in spool and cold shoe supports. Pre-
tested spool piece from continuation line connected to the flange of tie-in
spool is also to be erected and partly insulated. (See attached sketch)

6.1.12 Apply for hot work permit for the main shutdown work to cover all activities
including insulation.

6.2 During shutdown / Tie-in works :

6.2.1 Obtain company signed hot work permit and confirm gas free status.
6.2.2 Heating blankets to be installed on existing line where insulation is already
removed, away from the actual tie-in location. Heating to be carried out at a
controlled rate to dissolve the ice formation on the pipe and bring it to
ambient temperature. (See attached procedure)
6.2.3 Cold cut machine to be set-up at the tie-in location. The operation can
proceed to cold cut the dome end of the existing line. Contractor to monitor
1 cold cut bevel depth up to 75% oc pipe wall thickness has been achieved.
6.2.4 Contractor to ensure that B.A support equipment is available at work location,
1 in preparation for dome end removal.
6.2.4.1Prior to cold cutting, a lifting hook is to be welded on to the dome end and
chain block of appropriate rating hooked up to hold the piece during the cold
cutting operation as shown on attached sketch.
6.2.4.2After cold cutting, a rated mechanical plug (to be supplied by company) is to
be inserted to a maximum depth of 500mm from the cut edge of the pipe, by a
personnel trained in the use of a BA set (to be supplied by company) with a
trail line for extraction.
6.2.4 Pipe end preparation, fit-up and welding of tie-in joint as a golden weld.
Welding of tie-in joint to be done by qualified welders with minimum or zero
repair rates. All required NDE for the tie-in joint to be carried out accordingly.
6.2.5 Upon acceptance of tie-in joint, purge dam utilized for welding and rated plug
to be removed, by a personnel trained in the use of a BA set.
6.2.6 Blind spade and continuation line, with short spool piece, to be installed and
cold shoe supports installed in correct location.
6.2.7 Reinstate supports and any other facility that might have been removed for
tie-in execution and reinstate grating to original position.
6.2.9.1Touch-up painting of tie-in spool to be done prior to tie-in execution.
6.2.9.2Cold insulation as per project specification of new tie-in spool to be done
prior to tie-in execution with the exemption of the lifting points as shown on
attached sketch.
6.2.9.3Reinstatement of removed cold insulation and insulation of tie-in joint and
lifting point to be done, upon acceptance of welding of tie-in joint as per
either approved method statement for in-situ foam injection (MS-742-129) or
method statement for cold and acoustic line insulation (MS-742-082).
6.3 Post-shutdown activities :

6.3.1 Remove all surplus materials from the scaffolding and the platform and
dismantle scaffolding and all barricades put in place for the tie-in execution.

6.3.2 Housekeeping to be done and all excess materials to be removed from the
work site and appropriately disposed of.
7. SAFETY

7.1 All works permits for the Tie-in are to be completed and received by Authorized
Personnel only.
7.2 A specific JHA shall be prepared and reviewed prior to commencing of the
works.
7.3 All access / exit points shall be maintained free from obstacles, materials
equipment, etc.
7.4 Temporary safety signs shall be provided at all work areas, storage areas and
access / exit routes, etc.
7.5 Construction Works shall be co-ordinated at all times and confirmed with
Company.
7.6 All work related to unloading, handling, NDT, painting and piping installation will
be conducted in accordance with Ras Laffan Liquefied Natural Gas Safety
Manual and the relevant EHS Plan.
7.7 Nylon slings, shackles, ropes etc. shall be inspected and color coded by
1 competent person prior to use and shall have current 3 rd party certification.
7.8 All scaffolding shall comply with project specification and will be inspected,
approved and tagged by responsible person before its use.
7.9 When working within 6 meter of the operating plant, heavy or critical lift
procedure shall be applied and work permit used. Extreme vigilance shall be
observed when cranes are being operated in the vicinity adjacent to the
operating plant.
7.10 When welding work is being conducted in the operational plant area, a
trained fire watch person shall be maintained at all times. Fire ext. must be

available at site.
7.11 Sufficient illumination of the work areas, storage areas and access / exit
routes shall be provided while working at night.
7.12 All activities to be immediately suspended in case of an emergency.
7.13 Ensure that working areas are free from rags, rubbish, tools, wooden planks,
boxes etc.
7.14 The Subcontractor will maintain good housekeeping standards at all times.
7.15 Sub-contractor to provide, erect, inspect and approve scaffolding as required
for the work.
7.16 Sub-contractor to obtain necessary Company Gate Passes and relevant work
permits prior to commencement of the work.
7.17 Company are to maintain communication at all times, between work location
and control room operations during tie-in works.

7.18 Sub-contractor front line supervisor(s) must be at the work location for the
duration of the tie-in.
