REPORT OF THE

2018 DISTRICT ROLL OUT OF THE RESULTS-BASED


PERFORMANCE MANAGEMENT SYSTEM (RPMS) MANUAL
FOR TEACHERS AND SCHOOL HEADS
July 27-28, 2018

A very good and wonderful Saturday afternoon to all. Today we mark this date which was started
yesterday as an event to help us enhance our individual performance not just to become outstanding but
also to become effective teachers and highly proficient professionals.

OPENING PROGRAM
The roll-out started on time with preliminary activities with Teacher Mary Joy Reganit for the
prayer, Teacher Elizabeth Barangan for Panunumpa ng Lingkod bayan, and Teacher Ernelita Panaga who
lead the singing of the National Anthem.
The active principal of Victoria Elementary School, Mrs. Evangeline Estavillo, set the mood of the
session area through her opening remarks which was followed by the ever-blooming school head of
Malasin Elementary School, Mrs. Myrna B. Fernandez, with her words of welcome emphasizing that
Quality Education is a priority of the Department of Education. The roll-call of the Ever Pogi sir Alvin Eleydo
was represented by the ever gwapo Sir Larry Lucena who made his special way of finding the participants
who are on the way and awan the way. It also resulted to a new group which can be qualified to Pilipinas
Got Talent thru their stunning yell like MaES RMPS kaykayat mi Mildred, ear-breaking but needs mastery
yell like SEES boom boom boom, and the most delicious yell like SMNCS pak na pak, bet na bet, pakbet.
The 2nd floor of the SMND Astrodome was covered by silence because of the inspirational story
of mam Jacky entitled “Story of the Three Sons” which was recognized as Best Story during the Oscars
90th Academy Awards. The said story has a thrilling plot and the value is about “miscommunications”.
According to her, our participation in this roll is for us to understand our key roles as teachers. She also
added that teachers should not take this roll out as a new burden, this is defining our roles.
God is good! All the time... All the time, God is good! The Principal of SMNCS which I also believe
that she is more gorgeous than the morning. She defined and provided some information about PPST
which means Philippine Profesional Standard for Teachers. She also quoted “The acceptance of
everybody, your work will be easier”.

ROLL OUT PROPER


The roll out proper started accordingly as the seminar officials took charge and introduced the
first learning facilitator.
The first facilitator is a master teacher of San Ignacio Elementary School. She started her session
with smile clarifying that NCBTS was not totally removed but it was already aligned to Philippine
Profesional Standard for Teachers under the DepEd Order No. 42 series 2017. She stated and explained
the 7 domains which include content knowledge and pedagogy, learning environment, diversity of
learners, curriculum and planning, assessment and reporting, community linkages and professional
engagement, and personal growth and professional development.
Ma’am Juliet B. Gamalog took over the second session for the RPMS tools. She grouped the
participants into 2 for teachers 1-3 and master teachers. Cooperative and active participants were the
result of her preliminary activities. She stated that RPMS tools are for the raters which refer to the School
Heads and ratees who are the teachers from all career stages. It also pertain to the two different
performance assessment instruments, one for the teacher 1-3 (proficient teachers) and another for
Master Teachers (highly proficient teachers).
The session was done smoothly and effectively as the participants were involved in many activities
prepared by the learning facilitator. The transfer of learning is very evident because the participants
manifest their willingness to join the activities as well as interacting with their fellow teachers. Indeed,
the activities provided are relevant and effective.

SELF ASSESSMENT TOOL


The simulation activity as teacher and principal which was facilitated by Ma’am Jennifer Gannod was made
by the very active teacher, Ma’am Marife Vergara, and school head, Sir Rodel Villanueva, of San Ignacio
Elementary School. They manifest the reality with full of humors during their discussion in the preparation
of the Development Plan of the IPCRF. It is also discussed that teachers should ask guidance from their
school head for the achievement of the goals.

CLASSROOM OBSERVATION TOOL – RPMS


Mam Jacqueline S. Ramos, as the next facilitator, emphasized that the Developmental Plan is to
be made by both the teacher and the school head. She explained that classroom observation is a gauge
in ensuring quality teaching based in the the RA 10533 also known as K to 12 Law and further explained
according to the definition in the RPMS manual. The purpose of PPST is to have quality teachers. It should
be put on practice.
Ma’am Jacky also asked about the different observation tools used by the Master Teachers and
school heads such as Classroom Monitoring tools and STAR because those cannot be used as MOV’s. Only
the Classroom Observation Tool (COT) can only be used as MOV for classroom observation.
She also discussed about the 37 strands in the PPST but there are 12 priority strands chosen by
DepEd. She made clear about the differences among beginning, proficient, highly proficient, and
distinguished. The green COT is made for proficient stage and blue is for highly proficient. She also talked
about the process on how the observation process inside the classroom. That there should be 2 or 3
observers inside the classroom and only 3 teachers schould be observe in a day by the master teacher or
head teacher. It can be only 1 in some instances where there is no master teacher or head teacher or
principal. Through her interactive way of explaining and giving way to understand by the participants, the
topic assigned to her was delivered more than what is expected. Indeed, she is an extra-ordinary learning
facilitator.
Because of the kindness of our Schools District Supervisor, she decided to end her talk to let the
participants have time to go home due to the weather. So she wave them goodbye with love.

Today is the best day for the Roll Out, the day of rushing home for the upcoming eathquake and
I believe that the reason is household...
The day was started by the very active with full of wisdom school head, Mam Susan Tagarian, as
every school sang with her during the roll call.
Mam Jennifer Gannod used her highest performance in delivering her topic with management.
Giving activities appropriate to her topic resulted to teachers who are more organized especially in the
preparation of their portfolio. This helps the teachers arrange their Means of Verifications and also the
rater for it would be easier to assess the teacher’s portfolio.
With Sir Rogelio Parica of Victoria Elementary School, the participants observed and learned how
a teacher’s portfolio being assessed and rated by a rater.
In connection to Mam Jen’s topic, the topic annotation was delivered by mam Elenita Guiyab. She
discussed and showed how annotation will help in the teaching and learning process and how a specific
lesson can be integrated to another topic. The interaction between her and the participants emerged
when Maam Elenita started an activity with ABC’s. Afterwhich, she continued her talk on the process on
how to assess and rate the teacher. She also systematically presented how a COT for proficient and highly
proficient teachers be rated and even added the steps in assessment phase. She also presented and gave
samples on how to compute an IPCRF with overall rating for accomplishments.
The session after the lunchbreak started with a dance craze momoland. Mam Jacqueline Ramos
being the next learning facilitator started her talk by clarifying and differentiating the previous and the
present IPCRF. She emphasized that there are 12 objectives and 9 of those are observable for the
proficient teachers. As an activity, she assigned one to handle MOV’s and one to handle IPCRF for the
review and discussion. “You are not competing with each other, you are competing with yourself” she
said. She also added that the first thing the teachers should do after this roll out is the Self Assessment
Tool. Followed by the Development Plan with the help and guidance of the school head.
