President Rodrigo Roa Duterte

Monday, On July 23, 2018, President Rodrigo Roa Duterte on his State Of The
Nation Address. Held at Batasan Pambansa delivered his third State of the Nation
Address, a line that he said surely blown up and made me question myself is it really
worth it for others to fight for human rights? Or the concern of human lives is the real
thing not the concern for human rights? This is the line what I’m talking about: President
Rodrigo Roa Duterte said on his third State of the Nation Address “Your concern is
human rights, mine is human lives” that concern for human lives follows the action of
getting rid of the cancers of this nation, to protect his people, preserve them, prevent
them doing what is wrong, and especially prepare them for the future to come, this is
just some of the many ideas that I have realized on the line “Your concern is human
rights, mine is human lives” To this or to me this line can prove that he is a real leader, a
leader that’s preparing for the next generation not a politician that’s preparing for the
next election. In the long run we can say that preparing the next generation would be a
good one or I should say his concern for human lives for them to be safe and away from
harm of drugs is a wonderful thing for a good leader to do unlike politicians who got
nothing but sweet words and hollow promises. I can see the difference of a person
concern for human rights and a person which concern is human lives. A person which
concern is human rights is like a lo-li student (lulubog-lilitaw) they “lilitaw” when
problem arise just like a student with an upcoming periodical exam, they “lilitaw” and
fight for those people who are killed under the unti-drug campaign and then after that
they just go to where they should be or I should say “lulubog” and then done, just like
nothing happened, they are shadow boxing fighting in vain! Then again another problem
arise they fight for human rights, they “lilitaw” and after that “lulubog” lilitaw then
lulubog. No difference to a li-lo student they are cancers to this nation.
To me the cycle never ends because they’re not uprooting the root of the problem
unlike getting to the point of it all. Most of all he’s the only president that I can feel the
change of our country slowly cleaning this nation full of cancers, octopus, and alligators,
hiding and lying is their specialty, whose only desire is the money they get from tress. To
me this tree should be use wisely by our president to allocate it, to use for his concern
for human lives, in a way such everyone would benefit from it. Chair comes from tree,
table comes from trees, house can be build from trees, and etc. Remember oxygen comes
from trees/plants. I came this far explaining because this is how I see whose concern is
human lives not human rights. A desire of a person to an individual or to his own family,
to have his life to live it to the fullest, A father would not say “I discipline you my son,
because this is your rights to be discipline for you to be a good person someday” A
father would discipline his child because he loves his child and because he cares. Can
you realize the concern in it? Or is it just a president sprinting towards his own vision for
our nation, but he needs to get rid of the weights, so will the sprinter keep these weights?

A sprinter would not run if he has cancer, for the sprinter should have a healthy
body, his preparedness to run the race, and the human body is composed of trillions of
cells. We are the cells of the sprinters body and the sprinter is the Philippines, we can’t
reach that goal or the finish line if there is still cancer cells in the sprinters body. For
President Rodrigo Roa Duterte’s concern for these cancer cells to be transformed
example those drug users, for them to change and start their lives right his concern for
them would be good. The Philippines would be good if his concern for human lives will
succeed. At least the sprinter would be happy to run the race if these cancer cells
transforms, then there will be shift a change in the country unlike the past presidents of
the Philippines where we or I can’t even see the change, again he’s a true leader “A
leader that’s preparing for the next generation not a politician that’s preparing for the
next election” for the leader has concerns for his followers, for them not to go astray, for
them to prosper, for them to success in their lives, for them to change, and for them to
reach their highest goal in their life. It’s because the leader cares, concern for human
lives is better than concern for human rights.

Yah others fight for someone else rights but is the person he fights for doing his
life right? Concern has its feelings, feeling has its doings, and doing has its actions. An
action to solve the problem of his concerns for the followers he has. This is all, sir thank
you for reading my thoughts for the third State of the Nation Address of President
Rodrigo Roa Duterte held at Batasan Pambansa, Monday, July 23, 2018.

SONA 2018 broke tradition f highlighting the previous year accomplishments but
instead the iron-fist leader addresses as a “Father of the Filipinos” and focused on desire
for genuine and meaningful change for the people.

Duterte highlighted that the wakir from illegal drugs is far from over and will not
be sidelined instead it will be as relentless and chilling
Duterte said his concern is more on human lives and not on human rights “Illegal drugs
wasted away lives, dysfunctionalized families, and ruined relationships.”

All I could say about President Duterte’s War on Drugs is I am rooting for them
but still killing those that you think is taking marijuana is bad cause you’re not a 100%
sure that there taking drugs so why do it and what I want is for them to finally Legalize
Medicinal Marijuana to Help Patients there taking drugs for them to relieve the pain.

Duterte also said budget for Mindanao is being increased. By the end of his term,
he wants to see the fulfillment of his promise. On Bangsamoro Organic Law, he said
“Give me 48 Hours to sign it and ratify the law.”
The Mindanao President emphasized ” War is not an option. We have been through the
catastrophe in Marawi. We have seen the horror, devastation, human toll,
displacement of both Christians and Muslim alike.
On Marawi Siege, Duterte recognized soldiers and police who died fighting for the city.
He said that government welcomes with open arms the terrorists who surrender to
authorities

Duterte is right he should raise the budget for Mindanao everything that happened
in Marawi a lot of destruction needs to be fixed. The terrorists that was apart in the battle
in marawi to be honest I don’t care what happens to them if they get executed then
because they deserved it if they live then they were spared because they didn’t had a
choice but to join in the war in marawi.

Duterte has mentioned the partnership between the Philippines and China in
dismantling clandestine illegal drug facilities in the country.
During his state visit to Beijing last October 2016, President Duterte signed a
Memorandum of Understanding (MOU) on the cooperation between the Philippine Drug
Enforcement Agency and the Office of the Narcotics Control of the Ministry of Public
Security of China.
The MOU states that both parties “agree to enhance exchange of intelligence, know-how
and technology sharing on fighting against drug crimes, preventive education and
rehabilitation facilities.”

In April, joint elements of the Philippine Drug Enforcement Agency (PDEA), the
Philippine National Police (PNP), and the Armed Forces of the Philippines (AFP)
nabbed members of the notorious Dragon Wu International Drug syndicates in Malabon,
Marikina, and Batangas.

The syndicate had set up shabu laboratories in these areas, equipped with various
laboratory equipment and manned by chemists.
PDEA has previously said that reports coming in from Chinese intelligence mentioned
that "the shabu and ecstasy-producing laboratory was organized by a Hong Kong-based
drug kingpin/financier."

According to PDEA Director General Aaron Aquino, the raids marked the first
time in Philippine history “that a clandestine ecstasy laboratory was closed down.”
All I can say about this was “Wow” now that our two countries has an
unprecedented level of cooperation now they are sharing of governance experiences and
intelligence and because of their relationships have made them almost the top trading
partners in the world even everyone can say that we are rapidly growing thanks to this.
When the Philippine found out their were members of an international drug syndicate
was found I immediately though of another step closer on winning the war on drugs but
what really hit me is that they shut down an ecstacy laboratory clandestinely or
secretively why would you do that isn’t finding that the same as I don’t know finding a
meth lab and then let the reporters swarm but I didn’t let it bother me too much

Overseas Filipino workers Condemns deaths and abuses suffered by Filipino


migrant workers at the hands of foreign employers. Says OFW rights to be his
administration's "foremost foreign policy concern." Earlier this year, the President
ordered a temporary ban on the deployment of Filipino migrant workers to Kuwait
following a string of reported deaths and abuses on Filipino workers in the Gulf state,
including Joanna Demafelis, whose body was found in a freezer.
The row was resolved in May after the Philippines and Kuwait signed a deal to provide
better protection for Filipino migrant workers in the Gulf state.
Good because I see a lot of filipino migrants getting abused whenever they work
overseas but with this we could at least breath a little easier now. Plus overseas is the
only choice of many filipinos to find a job here on the Philippines you can’t find a job
because there is nothing open or that their pay is quite low even I know if I grow up I’m
gonna work overseas because the pay is higher and I need the money not just for me but
also for my family

“Philippines!,” That is my country, the pride of all Filipinos, the product of our
ancestors’ blood, sweat, and tears. Once a peaceful country, but because of us,
everything has change, but how can we obtain the peacefulness before? or should I say,
can we still have that kind of peacefulness? There are already too much factors that
affects the peace we have, too much that one cannot solve, that’s why we need
cooperation. And there must be a leader to be followed, a leader who can make
decisions, a leader who is worth voting.

Every elected president must have their own State of the Nation Address
(SONA). On July 23, 2018, in front of 3000 lawmakers and guests, President Rodrigo
Roa Duterte delivered his SONA in Batasang Pambansa in Quezon City.

Our president talked about his objectives, goals, and plans for the country. The
opening of the speech was his controversial “war on drugs”. Duterte said his concern is
more on human lives and not human rights. "Illegal drugs wasted away lives,
disfunctionalized families and ruined relationship." The war on drugs is a very hard
topic, there were many lives wasted, the extra-judicial killings. Still, this war on drugs
made a lot of differences in our society, it eliminated the pushers, and rehabilitated the
users. But the scary truth is that those people who should help us in this situations, are
some of those people who contribute crimes in this country. Because this times, officials
use their powers for their own sake. Some authorities aren’t responsible in playing their
roles, the one who should chase is now the one who should be chased.

The most vivid part of is speech is, "Your concern is human rights, mine is
human lives." That is the most highlighted part of his third SONA. Ever since Duterte
began his term, there many extra-judicial killings happened in this country started when
he implemented the oplan tokhang and buy bust operations. But what happened is that,
not only pushers and users were affected, many lives and families have been destroyed.
due to those operations held by Police and other authorities. That’s why Duterte want to
protect human lives, he want to protect us, the people of Philippines. But my question is
that, can he protect human lives, and how will he protect human lives despite of those
irresponsible authorities/officials in the Philippines?

"Our improved relationship with China, however, does not mean that we will
waver in our commitment to defend our interests in the West Philippine Sea.," the
West Philippine Sea is still a big problem in the Philippines and also with the coral
resources of the West Philippine Sea. China established infrastructure in scarborough
shoal that affected the coral reefs of the West Philippine Sea. Many conquers colonized
us, as a result, many of our ancestors died. That is why Filipinos won’t let this happen
again. But now, China started claiming parts of the Philippines, the scarborough shoal.
And we are worried that the we might experience what happened before, we should fight
for our country don’t wait the time where Philippines is just one of China’s new
province. But if we can do it with peace talks, we should so that there will be no life
wasted be cause of war. If we can avoid war, we should.

Many OFWs encountered abuse from their employers abroad. That is one of the
problems that President Duterte want to solve. He stated, "I am a worker of the
government, and it is my vow to make sure that your well-being is our foremost
foreign policy concern." This is the answer for all of the OFWs and their families’
prayers, because many OFWs concern is about this. My father is also an OFW that’s
why I’m happy to hear what Mr. president said.

The Bangsamoro Organic Law (Republic Act No. 11054), also known as
Bangsamoro Basic Law and often referred to by the acronym "BOL" and "BBL" is
also included in his SONA. I do believe that this law may help us to bring back peace
into our country. This law avoids war between us and the MILF. We want to avoid
problems like what happened in the Mamasapano Massacre.

Corruption is huge problem in society, in our term, “kanser ng lipunan”,


“buwaya”, etc. Because instead of the community being benefited, they were the ones
who get the fund or money intended for a certain purpose, that’s why materials being
used are cheaper than the normal.

Boracay is one of the most beautiful beaches, before. But because of the people
who went their. Little by little, the beauty of Boracay is being destroyed. There are many
beautiful wonders of the world is being destroyed because of tourism and we don’t want
Boracay to be one of those. Honestly, Boracay is also included in my bucket list, I also
want to go their to sight and witness the beauty of Boracay, I also wish for its
rehabilitation to get back the beauty of Boracay before it’s late.

"When I ran for public office I promised to do what it takes to give all
Filipinos a comfortable life.,” one of my favorite line of our president. This is not only
for one’s sake but for all Filipinos. He promised of giving us a comfortable life but it
doesn’t mean that we always have to depend to him. We still have to do our part in
making our life comfortable. We still have to do our best to succeed, it’s better to stand
with our own than depending to our government because they were here to support us
not to provide all things we need. What’s important is that we do our part as a member
of society and as Filipino by following rules and regulations in and out of the country.

President Rodrigo Roa Duterte’s Third State of the Nation Address was held at the
Session Hall of the House Representatives, Batasang Pambansa Complex, Quezon City
on Monday, July 23, 2018.

Since the human rights groups are criticizing his ways on how he deal with people
who violates the Republic Act No. 9165 or commonly known as Comprehensive
Dangerous Drugs Act of 2002, this the first topic he said in his SONA. Admit it or not
since he became president, crimes dropped in his 1st year becoming president, however
killings rose. The killings aren’t done by the president but it was made by the people
who tried to arrest the law breakers but ended up killing them, with the reason that it was
only self-defense because the suspect had a gun or tried to shoot them.

“Your concern is human rights, mine is human lives”, a line he said that got
criticized by social media. Some of the people got angry about this, but in my opinion,
what are human rights if the person is already dead. A lot of youth and families are
destroyed by using these illegal drugs, human rights are important for the future of the
person, but the present must be prioritized first since it holds the life of the person.

Corruption is the greediness of the people on the top that must be stopped because
the innocent below will suffer and bear its consequences. The new law that was released
on May 28, 2018, Republic Act No. 11032 or also known as Ease of Doing Business and
Efficient Government Service Delivery Act, that makes life easier for entrepreneurs and
businessmen.
The Bangsamoro Organic Law (BOL) or also known as Republic Act Number
11054 that brings peace between us and the Moro Islamic Liberation Front. We don’t
want to have further catastrophes like the Mamasapano massacre anymore.

President Rodrigo Duterte vowed to defend the West Philippine Sea. "reenergized
relations with China" have led to "an unprecedented level of cooperation" in fighting
illegal drugs. This shows that President Duterte is really working hard and he really
wants to stop the illegal drug trade in our country.

One of the top priorities of President Duterte is the improvement of our


telecommunications. There are a lot of problems in our telecommunication, improving
its internet service and lowering its price can help the people in the country for
communication to other countries, for study purposes and of course online games.

Making Boracay closed for a while might become a loss for tourism but President
Duterte just wants to rehabilitate the beauty of our environment. The National Land Use
Act that helps us produces more food, houses, business and environmental conservation
will be a great use for the country.

Department of Disaster Management, a department much more powerful than the


current NDRRMC can help the country focus on natural and man-made calamities and
save more lives by its services.

Tax Reform for Acceleration and Inclusion (TRAIN) an increase in tax but has a
lot of benefits for the poor families, one that the people in the Philippines really need but
many will protest.
Universal Health Care Bill ensuring all Filipinos to get access to appropriate and
affordable health services. Poor families usually get sick because they lack the nutrients
for being healthy, they don’t need to worry about their financial problems when they get
sick, because they can get their health services through this.

Napaka agresibo ni President Rodrigo Roa Duterte sa kanyang digmaan sa mga


iligal na droga at katiwalian na binuksan niya ang kanyang pananalita ng ganito,
"Mga dalawang taon na ang nakalilipas, taos-puso kong isinumpa bilang isang
manggagawa ng pambansang gobyerno. Pinasigla ako upang itatag ang tunay na
pagbabago para sa higit na kabutihan ng sambayanang Pilipino," sabi ni Pangulong
Duterte
Sinabi rin ni Duterte na,"Magsimula ako sa pamamagitan ng paglalagay ng
bluntly. Ang digmaan mula sa mga bawal na gamot ay malayo mula sa paglipas at hindi
ma-sidelined, sa halip, ito ay magiging walang humpay at chilling."
Inatake niya rin ang tagapagtaguyod ng karapatang pantao tulad nito,
“Your concern is human rights, mine is human lives.”
Ang buhay ng aming mga kabataan ay nasayang at ang mga pamilya ay nawasak
at dahil sa mga kemikal na tinatawag na shabu, cocaine, cannabis, at heroine ang mga
nasa gilid ng lipunan, isang disente at marangal na hinaharap sa pamamagitan ng mga
sosyal at pisikal na imprastraktura na mas mahusay ang kanilang buhay. Ang mga bahay
at kalayaan at ang pinagkakatiwalaang ari arian ng bawat pilipino na ang kalagayan na
nais nating pag butihin ay protektado mula sa kriminal, terorista, corrupt officials, at
traffickers kontrbands.
Inatake niya rin ang mga corrupt na opisyal ng pamahalaan at ganito ang sinabi
niya, Minsan, binigyang-diin ko na ang katiwalian ay dapat huminto.Ang katiwalian ay
tulad ng isang linta na dumudugo sa pamahalaan ng mga pondo na nakaprograma para
sa impraistraktura nito at iba pang mga proyekto sa pagpapaunlad ng lipunan.
Sinasamsam nito ang moral o moral ng dedikado at matapat na manggagawa ng
gobyerno.
Ang katiwalian ay sumisira sa mga sumuko sa tukso nito at kalaunan ito ay ang
walang-sala na magdurusa at magdadala ng mga kakila-kilabot na kahihinatnan nito.

Isang araw, mahuhuli ang katarungan sa mga nakawin ang mga pondo ng
pamahalaan. At kapag dumating na ang araw na iyon, ito ay ang publiko na
magkakaroon ng retribution nito
Ang isa sa mga inisyatiba ng administrasyon na bawasan o itigil ang katiwalian ay
ang pagpasa ng Dali ng Paggawa ng Batas sa Negosyo. Sinabi ni Duterte sa mga lokal
na pamahalaan na tapat na ipatupad ang batas na ito. Sinabi niya, Ang hinihingi ko sa
lahat ng nasa gobyerno sa ilalim ng aking kontrol at pangangasiwa. Huwag kayong
magkamali. Hinihiling din ni Duterte ang suporta ng kanyang mga opisyal ng gobyerno.
Pinahahalagahan niya ang pagkakaibigan sa tanggapan ng publiko ngunit sinabi niya,
Mayroon akong mga kaibigan at mga tagasuporta sa pulitika na aking itinalaga sa
pampublikong katungkulan at pagkatapos ay binale-wala o pinatalsik. Hindi ko
kailangang banggitin ang kanilang mga pangalan o ipaliwanag ang mga pangyayari na
nakapalibot sa kanilang pagtanggal o pagbibitiw. May labis na iniulat ang media na iyon.
Pinahahalagahan ko ang pagkakaibigan, walang pagkakamali tungkol dito. Ngunit
mayroon itong mga limitasyon nito. Ito ay isang malungkot na lugar na ako ay
nahihirapan. Huwag itong maging malungkot sa pamamagitan ng pagpilit sa akin na
tapusin ang aming pagkakaibigan dahil binigyan mo ako ng dahilan upang wakasan ito.
Nagmamadali ako sa pagwawakas - ang pagkawala ng pagkakaibigan. At iyan ang
dahilan kung bakit inaanyayahan ko kayo upang tulungan ako sa aking dahilan upang
matiis ang ating pagkakaibigan.
Sinusuportahan niya ang Bangsamoro Organic Law na pinirmahan niya ito
pagkatapos ng 48 oras na pagsusuri. Sinabi din ni Duterte na ang badyet para sa
Mindanao ay nadagdagan. Sa pagtatapos ng kanyang termino, nais niyang makita ang
katuparan ng kanyang pangako. Sa Bangsamoro Organic Law, sinabi niya: "Bigyan mo
ako ng 48 oras upang mag-sign nito at pagtibayin ang batas." Sinabi ng pangulo ng
Mindanao na "Ang digmaan ay hindi isang opsyon, kami ay nakaranas ng malaking
sakuna sa Marawi. Nakita namin ang katakutan, pagkasira, pagkamatay ng tao, pag-aalis
ng parehong mga Kristiyano at Muslim." Sinabi ni Duterte na matagumpay ang hosting
ng anibersaryo at summit ng ASEAN noong Nobyembre. "Magkakaroon kami ng mas
matibay na bono sa mga kaibigan sa ASEAN." Sa pakikipag-ugnayan sa China, sinabi ni
Duterte na ito ay humantong sa isang walang uliran na antas ng kooperasyon sa pagitan
ng mga bansa sa digmaan laban sa mga transitional crimes. "Ang aming ibinahaging
katalinuhan sa Tsina ang humantong sa pagtuklas ng mga lihim na shabu laboratories."
Ibinabahagi ng iron-fist president ang paghanga sa mga migranteng manggagawang
Pilipino para sa kanilang walang pag-iimbot at lakas ng loob sa pagtitiis ng mga
kahirapan sa pamumuhay. "Nakatulong ka nang malaki sa ekonomya ng Pilipinas."
Binanggit din niya ang paglaban sa 'endo' na nagresulta sa pag-regularization ng higit sa
300,000 manggagawa. Sa pakikipag-usap tungkol sa ikatlong manlalaro ng telco, sinabi
ni Duterte na ang napiling entidad ay dapat magbigay ng pinakamabuting posibleng
serbisyo sa mga makatwirang presyo. Nais din niyang babaan ang mga rate ng
pagkakabit sa pagitan ng mga manlalaro sa industriya. Ipinangako din ni Duterte na
ibalik ang integridad ng Boracay sa kapaligiran. "Sadly ito ay isang representasyon ng
kapabayaan ng gobyerno, kabilang ang mina." Sinabi niya na ang proteksyon ng
kapaligiran ay isang pangunahing priyoridad. Si Duterte ay emosyonal habang
tinatalakay niya ang bukas na pagmimina ng hukay na sinabi niya na "sirain ang aking
bansa." Pinuri ni Duterte ang Kongreso para sa agarang pagpasa ng Tax Reform para sa
Acceleration and Inclusion o batas ng TRAIN.
"Nakatuon ako sa isang komprehensibong reporma sa buwis at hinihiling ko ang
Kongreso na ipagpatuloy ang trabaho." Sa TRAIN epekto, sinabi niya: "Nagawa mo ang
mga pondo na magagamit upang bumuo ng mas mahusay na mga kalsada, tulay at
pinahusay na kalusugan at edukasyon." Binabalaan din ni Duterte ang mga kartel ng
kanin upang ihinto ang panggugulo sa mga tao. Ang pagpasa ng universal healthcare bill
ay hinimok din ni Duterte.
Sa pederalismo, sinabi niya: "Ang malakas na determinasyong pampulitika, hindi
ang pulitikal na ambisyon, ang gabay na liwanag. Wala akong mga ilusyon na
sumasakop sa tungkuling ito sa isang araw na mas mahaba kaysa sa kung ano ang
Konstitusyon sa ilalim kung saan ako ay pinili ng mga permit." Ngunit siya ay tiwala na
tutulungan ng mga tao ang pagsisikap na ipasa ang isang bagong Konstitusyon.
Sa mga nabanggit ng ating presidente Rodrigo Roa Duterte ako'y naniniwala at
nagtitiwala na talagang gagawin niya ang lahat ng kanyang makakaya at ssa nakikita
kong pamamahala niya ay alam kong uunlad ang bansang pilipinas.

TO THE CONGRESS OF THE PHILIPPINES

Kindly sit down. Thank you for your courtesy.
Senate President Vicente Sotto III and the members of the Senate; House Speaker
Pantaleon Alvarez and the members of the House of Representatives; Vice President
Maria Leonor Robredo; Former Presidents Fidel V. Ramos, Joseph Ejercito Estrada, and
Gloria Macapagal-Arroyo; His Excellency Gabriele Caccia and the esteemed members
of the diplomatic corps; Executive Secretary Salvador Medialdea and the members of
the Cabinet; Acting Chief Justice Antonio Carpio and the justices of the Supreme Court;
my fellow workers in government; mga kababayan.
About two years ago, I solemnly took my oath as a worker of the national government. I
was as inspired to institute real changes for the greater good of the Filipino people, as I
was greatly overwhelmed then by the daunting challenges that lay ahead.
Two years later, my solid commitment to directly and decisively address our nation’s
collective challenges remains. It has not wavered. In truth, it has even gotten stronger
through adversity and the desire to give the people the most we can, within my term in
this government.
Let me begin by putting it bluntly: the war against illegal drugs is far from over.
Where before, the war resulted in the seizure of illegal drugs worth millions of pesos,
today, they run [into] billions in peso value. I can only shudder at the harm that those
drugs could have caused had they reached the streets of every province, city,

This is why the illegal drugs war will not be sidelined. Instead, it will be as
relentless and chilling, if you will, as on the day it began. These drug dealers know fully
well that their business is against the law. They know the consequences of their criminal
acts, especially when caught in flagrante delicto and they violently resist arrest. They
know that illegal drugs waste away lives, dysfunctionalize families, and ruin
relationships. They know that once hooked, addicts will die slowly – slow deaths. And
yet, they persist in doing what they do, oblivious to the terrible harm that they cause to
the people and communities.
Despite all that has been said [for] or against the Bangsamoro Organic Law by all
sectoral groups, I make this solemn commitment that this administration will never deny
our Muslim brothers and sisters the basic legal tools to chart their own destiny within the
Constitutional framework of our country.
When the approved version is transmitted and received by my office… The law
has been passed actually and I intend to… Give me 48 hours to sign it and ratify the law.

We will need loads of understanding and patience to endure and overcome the
birth pangs or pains of the new beginning. To me, war is not an option. We have been
through the catastrophe in Marawi. We have seen the horror, the devastation, and the
human toll and the displacement of both Christians and Muslims alike.
I have made a pledge that ISIS terrorists or groups or its allies will never gain foothold
in our country. Yet, when what remained of the decimated Maute-ISIS group in Marawi
finally saw the error of their ways and expressed their desire to be reintegrated into
society, we welcomed them with open arms and embarked on genuine efforts to embrace
a peaceful, productive life for them. We owe it to our fallen soldiers and police officers
in Marawi and elsewhere to put an end to the bloodshed and seek the path of true peace
—a peace that will last beyond this lifetime, and whose dividends our children will reap.
On international relations, we shall continue to assert and pursue an independent foreign
policy. Our long-term national development and national security goals come first.

Human rights group critisized duterte beacause of his gudjing of the human rights.
The first topic of the State of the Nation Adress is about the Republic Act No. 9165 or
commonly known as Comprehensive Dangerous Drugs Act of 2002. Admit it or not
since he became president, the crimes suddenly gone little by little but inspite on his
action the Extra Judicial Killing rise up. The killings is not ordered by the president, but
it is done by the people who arrested the law breaker. There alibi is that they only
protected themselves and its for our own good they said.
“Your concern is human rights, mine is human lives”, a line he said that got
criticized by social media. Some of the people got angry about this, but in my opinion,
what are human rights if the person is already dead besides if they are involve in illegal
practices I think its better to illiminate all the bad fruits before it destroyed the whole
basket of fruits. A lot of youth and families are destroyed by using these illegal drugs,
and other illegal doings but human rights are important for the future of the person, but
the present must be prioritized first since it holds the life of the person. Human rights is
very important but what can we do if the person died. You cannot bring back people
which is already dead.
The Corruption in the phillipines is the worst around the world. High corruption
levels severely restrict the efficiency of businesses operating in the Philippines.
Extensive bribery within the public administration and vague and complex laws make
foreign companies vulnerable to extortion and manipulation by public officials.
Favoritism and undue influence are widespread in the courts, leading to time-consuming
and unfair dispute resolution, and to an uncertain business environment. Corruption
plagues the customs administration, and fraud routinely occurs for companies when
filing import and exportdocumentation.
Giving gifts, except for gifts of insignificant value given in line with local
customs, is prohibited. Facilitation payments are not addressed by anti-corruption
regulations and private sector bribery is not criminalized. The legislative framework for
fighting corruption is scattered and is not effectively enforced by the weak and non-
cooperative law enforcement agencies. is the greediness of the people on the top that
must be stopped because the innocent below will suffer and bear its consequences. The
new law that was released on May 28, 2018, Republic Act No. 11032 or also known as
Ease of Doing Business and Efficient Government Service Delivery Act, that makes life
easier for entrepreneurs and businessmen.

The Bangsamoro Organic Law (BOL) or also known as Republic Act Number
11054 that brings peace between us and the Moro Islamic Liberation Front. We don’t
want to have further catastrophes like the Mamasapano massacre anymore.Duterte, the
first Philippine President who hails from the South, promised to help the Moro people
resolve their missunderstanding, many of which stem from disputes on ancestral land
and decades of neglect. But Duterte is just the latest in a string of leaders to attempt to
put an end to decades of conflict in the troubled region.Numerous administrations have
conducted peace negotiations with rebel groups such as the Moro National Liberation
Front (MNLF) and the Moro Islamic Liberation Front (MILF), resulting in multiple
versions of the proposed law, which was earlier called Bangsamor Basic Law, but in
some instances its not very efficient.
Relations between China and the Philippines soured when Duterte’s predecessor
Benigno Aquino took their dispute over the South China Sea to an international tribunal
in The Hague, which ruled against Beijing.But Duterte has since tried to mend ties,
while China has pledged to boost investment in the Philippines and donated military
equipment such as guns and patrol boats.President Rodrigo Duterte promised to defend
the West Philippine Sea. "reenergized relations with China" have led to "an
unprecedented level of cooperation" in fighting illegal drugs. This shows that President
Duterte is really working hard and he really wants to stop the illegal drug trade in our
country.

“The temporary closure of the islands as a tourist destination for six months
starting 26 April 2018, or until 25 October 2018, is hereby ordered, subject to applicable
laws, rules, regulations and jurisprudence,” Proclamation 475 read. Making Boracay
closed for a while might become a big loss for tourism but President Duterte just wants
to rehabilitate the beauty of our environment. The proclamation also put the villages
(barangay) of Balabag, Manoc-Manoc and Yapak in Boracay under a state of calamity,
which would be in effect “until lifted by Duterte, notwithstanding the lapse of the six-
month closure period.” The National Land Use Act that helps us produces more food,
houses, business and environmental conservation will be a great use for the country.
Tax Reform for Acceleration and Inclusion (TRAIN) an increase in tax but has a lot of
draw backs because the only one who had a sallary increse is the goverment employee
how about other people. Poor people are allready alredy in vain. The taxes is too much
that they are sometimes buried in debt. That is the major flaw in that TRAIN law
One of the top priorities of President Duterte is the improvement of our
telecommunications. There are a lot of problems in our telecommunication, improving
its internet service and lowering its price
Overall president duterte is the most progressive president of all time because he
has signed many laws in just months and the other presidents took them years to sign a
law and other things. President Duterte is a very outstanding presidents because he had
make a big progress on fighting corruption and war on drugs.

Ang mga nakasulat dito ay ang mga reaksyon ko sa SONA ni Pangulong Duterte.
Ang una kong bibigyan ng opinyon ay ang sinabi ni Duterte na itutuloy niya ang drug
war. Pwede naman, dahil ito na rin ang isa sa paraan ng pagtigil sa gumagamit ng droga.
Dahil talagang hindi matitigil ng mga tao ang paggamit ng droga kahit kakalabas pa lang
nila sa kulungan pero hindi lahat. Dito pinapatay lahat ang mga adik o mga drug user,
okay naman pero ang nakakalungkot nga lang dito ay kahit na nagbabago na ang tao na
gumagamit dati ng droga, napapatay pa rin dahil napapagkamalan pa rin ng mga pulis.
Ang totoo kasi hindi rin ang mga adik ang problema sa bansa kundi ang mga pulis rin.
Bakit ko nasabi na pulis rin? Hindi porket na sila ay mga pulis hindi sila gumagamit ng
droga, hinding hindi, pati artista maging barangay chairman apektado sa paggamit ng
droga. Kahit pastor nga o pare kabilang rin pero hindi ko sinasabi na lahat sila yung iba
lang. Kahit ang mga inosente nadadamay at pinapatay na rin kaya maaring payag ako
dito o hindi ako dito. Kasi may magandang kakalabasan ito at maaaring may maidulot
rin ito hindi maganda.
Ang pangalawa ay ang corruption. Alam naman natin na isa sa mga pinakamalaking
problema dito sa ating bansa ay corruption. Ang sabi ni Duterte na papatalsikin niya sa
puwesto ang mga taong corrupt. Sa totoo lang tama naman yun dahil isa sila sa mga
problema sa gobyerno. Pero kung napaalis na nga sila sa puwesto ang tanong, ang
papalit ba sa kanila ay corrupt o hindi? Maaaring oo o hindi, bakit? May mga oras na
talagang hindi nila maiiwasan yun, dahil sa pangangailangan rin ng bansa. Pero yun nga
lang malaki ang magiging epekto nito sa mamamayan kaya nga maraming naproprotesta
laban sa mga corrupt. Dahil kailangan rin natin ng pera para mabuhay tayo at para rin sa
ating pamilya.
Ang pangatlo ay ang O.F.W. Ang sabi ni Duterte ay bibigyan niya ng proteksyon ang
mga O.F.W laban sa pagaabuso sa kanila ayon sa aking pagkakaintindi. Nararapat yun
para sa kaligtasan ng mga kapwa nating pilipino na nagtratrabaho sa ibang bansa para sa
kanilang pamilya at kamag anak nila. Pero kung mahina naman ang agency sa pag
responde agad nila mahihirapan ang O.F.W sa ibang bansa at baka matuluyan pa. Kaya
kung sinasabi rin na bibigyan ng proteksyon ang O.F.W kung mahina rin ang pag
responde ng agency wala ring mangyayari.Nakadepende yan sa agency kasi hindi lang
naman iisa ang O.F.W na humihingi ng tulong kundi maramihan yan. At kung
idedemanda ang agency at napatalsik at napalitan, at maganda naman ang serbisyo
walang problema.
Pang apat ay ang mga miners o ang mga nagmimina. Alam naman natin na ang ibig
sabihin ng miner ay ang mga nagmimina ng ginto, pilak, bakal etc. Ayon sa SONA ni
Duterte, binabalaan niya ang mga nagmimina o mga sinasabi niya na mga “irresponsible
miners”na sinisira ang mga kagubatan at katubigan. Sinasabi niya na aalahanin naman
nila ang ating kalikasan.Tama naman yun dahil kailamgan natin pangalagaan ang ating
kalikasan. Sa totoo lang hindi naman kagubatan ang naapektuhan dito kundi ang mga
isda rin dahil sa mga mercury na ginamit ng mga nagmimina. Kung itinuloy pa rin nila
ang ganyang gawainnakadepende na yan sa gobyerno kung ano ang gagawin.
Susunod ay ang Bangsamoro Organic/Basic Law (B.B.L/B.O.L).Ipinangako ni Duterte
na piprmahin niya ito sa loob ng 48 oras. At yun nga napirmahan na nga niya. Ayon sa
aking pagkakaintindi ko sa B.O.L ay mabigyan ng kapayapaan at pag-unlad sa
Mindanao kasama na doon ang mga Islam o ang mga Muslim. At pwede na rin pumunta
ang mga foreigner sa mindanao basta isa siyang muslim. Ang tanging magagawa na lang
natin ay suportahan ang batas dahil nandiyan na yan.
Pang anim ay ang pagsara sa Boracay. Ipinasara ni Duterte ang Boracay pansamantala
lamang upang linisin ang dagat at i-demolish ang mga gusali na karamihan ay mga
resort. Nangyari ito dahil sa mga turista na nagkakalat ng mga basura at sa kanilang
paliligo sa dagat. Ang dating malinaw na tubig ng Boracay ay tila naging berde na. Kaya
yan ang naging rason kung bakit ipinasara ni Duterte ang Boracay para linisin ito.
Desidido naman ako dito para rin yan sa kalinisan at pag-alaga sa ating inang kalikasan.
Dahil kung hindi ipinasara ni Duterte ito talagang matutuluyan na nga ang karumihan sa
Boracay. Ang susunod ay ang mga gusali na dinedemolish, isa na dito ang mga resort .
Sang-ayon naman ako dito dahil halos malapit na sila sa dagat at ang iba ay kung hindi
ako nagkakamali ay illegal pala ang pagtayo at walang permiso. Pero pansamantala lang
naman ito at mabubuksan rin naman ang Boracay kaya hintayan na lang.
At ang huli ay ang Contractualization. Contractualization ay parang bang yung
magtratrabaho ka pero hindi ka magtatagal, halimbawa kukuha ka ng trabaho at
hanggang anim na buwan ka lang at pagkatapos niyon tanggal ka na sa trabaho kaya
kukuha ka ulit ng trabaho sa iba. Ang sabi ni Duterte dito ay dapat magkaroon ng batas
na para maitiggil na ang contractualization. Sang ayon ako doon dahil para hindi na
mahirapang palipat lipat ng trabaho ang mga empleyado. Pero ang masamang maiidulot
nito ay kapag di na kailangan mag-hireng empleyado ang mga kompanya. Kaya
mahihirapan kumuha ng trabaho ang mga tao na kailangan nila upang mabuhay ang
kanilang pamilya. Kaya wala na silang magagawa kundi magtrabaho sa ibang bansa o
kaya naman ay paggawa ng masama sa kapwa katulad ng pag-patay at pagbenta ng
droga.

The third State of the Nation Address (#SONA2018) was delivered on Monday, July 23,
2018, at the Batasang Pambansa Complex in Quezon City. In it, President Rodrigo
Duterte presented his achievements and outlined his priorities for this fiscal year.
“Friendship has its Limits” The President, Rodrigo Roa Duterte made mention of the
fact that he did in fact appoint friends and accomplices to key government positions but
also stated that he also made them resign and go out from the service because of
problems with transparency and governance. He reiterated that his friendship has limits
and that in his mind, the common good of the country trumps friendship any time. He
also stated that he is in a lonely place and that he needs not be lonely because he keeps
losing his friends. “I value friendship, make no mistake about it. But it has its limits.
This is a lonely place I am hemmed in. Do not make it lonelier by forcing me to end our
friendship because you gave me the reason to end it. It pains me to end – the loss of
friendships. And that is why I appeal to you to help me in my cause so that our
friendship will endure.” While he has been seen to have ended his friendships with
several people in public, there is little doubt that he continues to be their patron in
private. President Duterte still has to contend with the idea that he is just recycling
officials and friends in high places. One only has to look at Vitaliano Aguirre who is
now holding another plum post in the government – away from the prying eyes of the
public but still in power.
He did have a few words for his critics on TRAIN Law’s implementation – “You cannot
railroad the TRAIN as it has left the station already!” He reiterated that the TRAIN
Law has already helped the poor and the elderly by way of vouchers and unconditional
cash transfers. He stated that his quest for an equitable tax system is immaculate and that
there will be more installations of the tax reform law. He mentioned that it is his vision
that the subsequent installations of the TRAIN Law would be as effective in raising the
funds that government needs to finance programs and projects that would benefit the
people of the country. He said that opponents of the law shouldn’t try to railroad it
because we still have yet to see the full effects and advantages of the law. However,
initial reaction form the people show that they are appealing to suspend the TRAIN Law
as it has led to several prices to skyrocket, making commodities hard to avail.
President Duterte applauded the Congress for the immediate passing of the Tax Reform
for Acceleration and Inclusion or the TRAIN law. "I am committed to a
comprehensive tax reform and I ask Congress to continue the job." On TRAIN impact,
he said: "You have made funds available to build better roads, bridges and improved
health and education." On federalism, he said: "Strong political determination, not
political ambition, is the guiding light. I have no illusions of occupying this office one
day longer than what the Constitution under which I was elected permits." But he is
confident the people will support effort to pass a new Constitution.
While the gathered assembly applauded for most part of the speech, there were several
muted outcries from several sectors who were converging en masse outside in the
streets. Rallyists called for several reforms from the government, particularly its head to
ensure that there will be a better life for their children. Several parties called for the end
of extrajudicial killings in the wake of thousands reported dead from vigilante groups
and supposed police hit squads. Several demonstrators carted off with effigies of Duterte
in various guises to show their displeasure with his handling of the West Philippine Sea
issue, the anti-women remarks and the other issues of national interest. There was even a
dog who represented literally, that Duterte is seen as a lap dog for the Chinese and US
regimes.
Duterte also warned rice cartels to stop messing with the peoples – affecting the artificial
rice shortage that causes the higher prices of rice commodities for the people. He urged
them to stop trying to make a fool of the people because he would be giving them a
problem if they won’t stop stating that authorities know who they are. He also certified
the change from quota system to tariff system for importation to ensure that there will be
enough supply of rice for the people.
“Your Concern is Human Rights, Mine is Human Lives” ” that concern for human
lives follows the action of getting rid of the cancers of this nation, to protect his people,
preserve them, prevent them doing what is wrong, and especially prepare them for the
future to come, this is just some of the many ideas that I have realized on that line. To
this or to me this line can prove that he is a real leader, a leader that’s preparing for the
next generation not a politician that’s preparing for the next election. In the long run we
can say that preparing the next generation would be a good one or I should say his
concern for human lives for them to be safe and away from harm of drugs is a wonderful
thing for a good leader to do unlike politicians who got nothing but sweet words and
hollow promises.

President Rodrigo Roa Duterte delivered on July 23, 2018 his third state of the nation
address 2018 at the Session Hall, Batasang Pambasa Complex in Quezon City. President
Duterte highlighted that the war from illegal drugs is far from over and it will be as
relentlessly and chilling. And he said that his concern is more on human lives and not
human rights.
Illegal drugs wasted away lives, dysfunctionalized families and ruined relationship. For
me his campaign on illegal drugs is just and rightful for the whole country since it is
already rampant and undoubtedly penetrated communities including the young ones like
us.
In reality, many of the Filipinos seem to engage themselves with the addiction to these
illegal drugs. It is so sad to know that in a family, a brother, sister, one or both of the
parents could be hooked with this illegal drugs that could totally destroy a once a happy
drug free family.
In addition, because of the effect of this illegal drugs to the mental state of a drug user, it
directly affect the whole community where he exist since at any time a user could do
heinous crimes that are beyond our imagination. It can make every community unsafe
and harmful for all of us.
Amidst government war on drugs policy and relentless anti- drug campaign to destroy
and totally eradicate these Illegal drugs still a lot of radical groups and human rights
advocate groups, and church leaders, are not supporting these government efforts.
Instead, all they know was to criticize and continuously go against this war on drugs
campaign. Yes, I admit that many of those who are at the watch list was Tokhang. And
who died because of PNP raid and buy bust operations was certainly not given any
second chances and that they were deprived of their right as suspect to defend
themselves unless otherwise proven guilty in the court of law.
But what could be more important than the human lives and our future? We the youth of
this generation are the one who should have been always grateful to this President
because his doing all his very best to imposed such policy and campaign to protect our
lives and our future.
Regardless of any opposition from any human rights group and other countries criticism,
Our President never shaken as ever. His firm enough to tell the world that, this is his
country and that his utmost priority is protecting human lives of all Filipinos, especially
the young ones.
The President also stress out the corruption in the government should be “STOP” to
improve delivery of services. He also warned government agencies to stop red tape. He
directed all government units and government agencies to faithfully implement this law
and simplify process.
As Filipino it has been a while since our government exists and yet we do not feel its
presence because a lot of our elected official concerns more of their personal interest and
what benefits them. It is sad to know that in spite of Philippines riches many Filipinos
are still poor.
I just hope and believe that one day regardless of who the next President will be, every
one of us will have passion and sympathy for our countrymen. Especially those people
whom we have given our trust to lead our country. This dream maybe far from reality
but I will not stop believing because I know Filipinos can make a difference.

The importance of the SONA is to let the people know the accomplishment of his
administration and to tell his plans for our country.
On Monday July 23, 2018 President Rodrigo Duterte held his 3rd State Of the Nation
Address at Batasang Pambansa Complex in Batasan Hills, Quezon City, Metro Manila.
He first talked about the war against drugs, I had a mixed emotions about it because I am
afraid there are many people dying because of this extrajudicial killings without even
giving them a second chance, because I believe that people can change. This drugs kills
you silently because it breaks relationships, it ruins your future, health not only
physically but mentally and it ruins your life.
I was amazed of his speech about war on drugs, the one thing that marked on my mind is
what he said about the reaction of this human right violations “You’re concern is human
rights, my concern is human lives " This program of the president is very effective
because the drug Lord, the pushers and the users were already behind the bars well not
all of them but most of them and the rate of the criminalities was decreased. While on
other hand the President describe of this negative practices doing by this government
officials this practices paralyzed the Philippine economy. I can say the richer becoming
richer and the poor becoming poorer, that’s why this bad practices of our government
officials should stop.
Regarding about the tax reform law or we call it the train law, a lot of activist are not in
favor because according to them ordinary people like us will be the one to suffer this tax
reform made by his administration .This is what I observe because this is only new law
made by his administration. He talked about the peace and development in Mindanao, he
said that the budget for the development of Mindanao has increased, I'm happy because
the war in Marawi has stopped but it caused too many destruction and lives in Mindanao
but their sacrifices was worth it, those soldiers who went in the war were our heroes. He
mention the relationship about on China has led to an unprecedented level of
cooperation between nations on the war against traditional crimes.
My Opinion about our relation with China, I think it benefits our country, China helps
our country by providing the best possible services at reasonable prices. He also
promised to restore environmental integrity of Boracay. Duterte was emotional as He
discussed open pit mining that he said "destroying my country”. President Rodrigo Roa
Duterte is one of my favorite president because he was one of the presidents that i saw
the changes in our country and because he is brave. I am really happy because he is our
president because he is willing to protect our country in all cost. I think that those illegal
minners should be shut down because theyre destroying the beauty of the Philipines and
it destroys the habitat of the animals. His love for our country is priceless, he is like the
father of the Philipines becauss he wants the best for the citezens of the Philipines. He is
like a hero that saves us from the bad guys.

nagaayos n gay ating pinakamamahal na bansa, at ito kanyang binabahagi sa taon taong
SONA o State of the Nation Address. Dito sa talumpating ito ay ibinabahagi niya lahat
ng kaniyang proyekto o gusting gawin ng pangulo sa kanyang termino at itinatalakay
rin ang mga suliranin na kinakaharap ng ating bansang Pilipinas. At ngayon ibabahagi k
o ang aking naging reaksiyon sa natapos na State of the Nation Address n gating
pangulo na si Rodrigo (Digong) Roa Duterte.
Ako ay medyo nagulat dail maikli lamang ang kaniyang talumpati na umabot lamang ng
tatlomput-limang minute at dahil tila mapayapa ang kaniyang SONA at walang mura o
masasamang salita na nabanggit sa kaniyang talumpati. Marami ang kaniyang natalakay
at bibigyan ko rin ng reaksiyong ang ilan sa mga paksang kaniyang natalakay sa
kaniyang SONA.
Una, ang Laban Kontra sa Droga (War on Drugs). Di narin ako nagulat sa bagay na
ito dahil ito ang isa sa kaniyang mga plataporma (Platform) at ito ay isa sa kanilang mga
tinututukan. Yun lang naman at may tumatak din sa aking isipan na sinabi ng ating
pangulo na “War on Illegal Drugs will not be sidelined; it will be relentless and chilling”
at “War on Drugs is far from over”.
Pangalawa, ang Corruption. Medyo naguustuhan koi to dahil sa kaniyang mga
nabanggit ang katagang “Corruption must stop” nagustuhan ko ang katagang yan dahil
ipinapahiwatig nito na ayaw niyang mangyari ang mga ganyang bagay lalo na sa
kaniyang termino dahil sa mga tiwaling politiko, sabi nga ng ating pangulo, “The love of
money is corrosive” at sinabi rin ng ating pangulo sa kaniyang mga kaibigang politiko
na kung nalaman lang niya na nangunguha ng pera ng bayan aang kaniyang mga
kaibigan ay di siya mag dadalawang isip at ipapadampot ang mga iyon sabi nga niya” I
value friendship, but it has its limits”.
Pangatlo, ang Contractualization. Sa aking palagay, isa ito sa mga pinakamahirap
ipatupad na gustong mangyari ng ating pangulo sapagkat kakailanganin niya ng
napakalaking pondo upang wakasan ang ENDO at upang makalakap ng malaking

Pang-apat, ang Disaster management. Gusto ng ating pangulo na hikayatin ang
kingreso upang ipatupad ang bagong ahensiya na Department of Disaster
Management. Gusto ko ito dahil mas mapaprayoridad ang iba’t ibang kalamidad lalo na
ngayon na maraming kalamidad ang nangyayri at nangunguna sa mga ito ay ang bagyo,
kailangan natin ng tuwirang aksyon dahil marami pang pweden mangyari habang bagyo
katulad ng pangguho ng lupa o landslide at mabilis na pag daloy ng tubig at pagbaha o
flashfloods.
Pang-lima, ang Pagpapababa sa presyo ng bigas. Medyo maganda rin itong
proyektong ito dahil marami ang mga mahihirap na Pilipino at ang mga mahihirap na
pilipinong ito ay nahihirpan naring bilhin kahit isang kilong bigas kaya dapat pababain
talaga ang presyo ng bigas. Yun lang naman ang masasabi ko sa proyektong ito ay
mganda.
Marami pa ang tinalakay ng ating pangulong duterte ngunit hindi ko na babnggitin lahat.
Basta para sa akin maganda ang naging pangtlong State of the Nation Address ng ating
pangulo at sana ang kaniyang mga nasabi ay maisakatuparan ng mga mambabatas at ng
iba pa.

President Duterte’s sona which lasted for 48 mins and was delivered at the Session Hall
of the House of Representatives, Batasang Pambansa Complex, Quezon City last 23 July
2018. The first thing that caught my attention was when he said “If you think that I can
be dissuaded from continuing this fight because of your demonstrations, your protests,
which I find, by the way, misdirected, then you got it all wrong.

Your concern is human rights, mine is human lives.” He talks like a real leader, he has a
strong integrity especially on eradicating drug-related crimes. He really wants the people
of the Philippines particularly the youth which sometimes are accomplice to drug-related
crimes; to have a safe and a peaceful place where no criminals, terrorists, corrupt
officials, and traffickers of contrabands.

Next thing he tackles was about corruption, which is relevant in our country, President
Duterte thanked the congress which helps to fight against corruption and improving
service delivery. In my case as a grade 9 student and not yet working; i see my parents
work hard paying taxes. We deserve efficient, effective, and responsive government
services. Next was about the Mindanao which was dubbed as “The Land of Promise”
because for the past few years they only receive promises coming from the government,
so Duterte said “At the end of my term, I hope to see the promise of Mindanao fulfilled,
or at the very least, approaching fulfilment.” I hope they will fulfil those promises of
them. President Duterte also talks about the OFW who are experiencing deaths and
abuses from their foreign employers.

He said “I am a worker of government, and it is my vow to make sure that your well-
being remains our foremost foreign policy concern.“ wish may help the OFW in
different parts of the world. That’s only some of the topics that has been talk about.
President Roa Duterte, 16th President of the Philippines really wants to advocate the
safety and peace for the youth and for our country. I was amazed how the way he talks,
the way he lead, and the way he makes promises which i wish to become true.

Last July 23, 2018, was the 3rd State of the Nation Address (SONA) of our President
Rodrigo Roa Duterte. He stated not solely about what he has done for the Philippines,
but he also mentioned his future plans for our country. As we all know that the
President’s famous campaign was about the “War on Drugs”. He said that the war on
illegal drug is far from over. He says it will be "relentless" and "as chilling as the day it
began." “ Your concern is human rights and mine is human lives”, he said this because
the lives of youth ar being wasted and families are destroyed, all because of the chemical
called shabu, cocaine, cannabis and heroine. Corruption is second on the list corruption
destroys those who succumb to its temptation and eventually it is the innocent who will
suffer and bear its horrible consequences. The love of money is corrosive. And sadly, the
desire to make the easy kind by being imaginative and manipulative, corrupts absolutely.
Stolen wealth does not make the thief respectable. Neither will the trappings of wealth
mask or cap the stink that thievery exudes. One day, justice will catch up with those who
steal government funds. And when that day comes, it will be the public who will have its
retribution. One of the best things he did is Boracay’s closure, because I really got
disappointed when I heard that Boracay is surrounded by garbages and si very crowded.
I hope this will be a lesson for the tourists who are planning to visit Boracay, because
Boracay is one of our country’s treasure and is admired worldwide for its natural beauty.

Ang State of the Nation Address o mas kilala sa tawag na SONA ay isang pag-uulat
mula sa pangulo ng bansa tungkol sa kalagayan ng estado. Ito ay isang ding basehan
kung may nangyaring pagbabago sa estado sa ilalim ng ng pamumuno niya. Ang SONA
ay ginagawa kada taon upang maipakita ang mga pag-unlad sa ating bansa.
Sa nakaraang SONA ng pangulo noong ika-23 ng Hulyo taong kasalukuyan, inihayag
nng pangulo na ang kayang prioridad ay ang pagpapahalaga sa kapakanan at buhay ng
mga mamamayan. Sinabi niya na paiigtingin pa niya ang kanya programa laban sa
droga. Bilang kabataan, magdudulot ito ng magandang resulta para mawala na ang
impluwensiya ng droga dahil maraming kabataan ang nabibiktima ng droga na nagiging
sanhi ng pagkawasak ng mga kinabukasan nila.
Isa din sa tinalakay ng pangulo ang pagsugpo ng korapsyon sa gobyerno. Pag wala ng
korupsyon sagobyerno, magiging maayos na ang pagbibigay ng serbisyo at pondo ng
gobyerno sa mga proyektong kapakipakinabang sa mga mamamayan gay ng paglikha ng
mga bagomng imprastraktura na makakatulong sa pagpapabuti ng kalakalan.
Iniulat din ng pangulo ang pagkakarron ng third telco player. Magiging malaking
pagbabago ito at mas makakabuti sa mga konsyumer. Ang pagkakaroon ng panibagong
service provider ay magpapaigting ng kompetisyon at pagbaba ng presyo sa serbisyo sa
sektor na ito. Magkakaroon ng kompetisyon sa presyo na magiging kapakipakinabang sa
mamamayan.
Sa kabuuang ulat ng pangulo, hindi naging malinaw kung ano ang magiging programa
niyq kung papano niya mapababa ang mataas ng presyo ng mga bilhin at serbisyo. Wala
siyang nilatag na plano kung paano nya tutugunan ang kawalan ng trabaho at ang
mababang pasahod ng mga pribadong kumpanya.
Sa kabuuang SONA ng pangulo, hindi naging malinaw ang kanyang mga nagawa at
gagawin pagdating sa polisiya sa ekonomiya lalo na sa pagpababa sa presyo ng mga
bilihin at pagkakaroon ng maraming trabaho.

President Rodrigo Duterte`s 3rd State Of the Nation Address was held on
Monday, July 23. It was also the 80th SONA to be delivered. He talked about the
Nation`s current condition, as well as his accomplishments as a president and plans for
the future. President Duterte talked about different things, among those is about the Drug
War, he said “This is why the illegal drugs war will not be sidelined. Instead, it will be as
relentless and chilling as the day it began.”. He talked about the nasty things drugs have
done in the society and that he will never change his mind about the war, I agree with
President Duterte as long as he will not threaten innocent lives. He also said that he will
never go corrupt because “The love of money is corrosive, and sadly, the desire to make
the easy kind by being imaginative and manipulative, corrupts absolutely” He will try
not to be corrupt and he will put an end to it. „„I have friends and political supporters
whom I appointed to public office and then dismissed or caused to resign‟‟ says
President Duterte, because he fired several members because of corruption. He says that
he values friendship, but it has its limits. Mindanao was dubbed as “The land of
Promise” and mindanaoans say in derision that this is so because what it got from the
government through the years were promises, promises and more promises. President
Duterte said that in his resignment, he hopes to see the promise of Mindanao fulfilled or
at the very least, approaching fulfillment. He talked about the horrors, devastation and
the death toll about what happened on Marawi and He made a pledge that ISIS terrorists
will never gain control of our country. He also congratulated the Fallen Heroes of the
war.

President Duterte talked about our country`s relation with other ASEAN friends,
including China, which helped the two countries fight against transnational crimes and
helped track down Chinese drug dealers. He said that he admires Filipino migrant
workers for their dedicated hard work, courage and enduring the hardship of living away
from their families. “They contributed greatly from the national economy, even as you
help in small and big ways to the economies of our international partners” President
Duterte said. He will lower interconnection rates between all industry players, not only
to lessen the cost for the consumers as it will also lower the costs for the incoming
player to access existing networks. This is a policy that is crucial to ensure that our
solution to our telecommunication problems will be both meaningful and lasting. He
approved to increase the salary of police officers and soldiers, which I think isn`t bad,
because it will reduce the risk of people quitting from their jobs. The closure of Boracay
island, in which people find distasteful, is okay for me, as it is done to ensure
Environmental protection and the health of people cannot be overemphasized. The
government approved for immediate endorsement to Congress the passage of a law
creating the “Department of Disaster Management”, He said that it is an inter-agency
like FEMA. I agree with him because we can increase our capacity for resilience to
natural disasters and to avoid future catastrophes that may happen.
President Duterte warned the irresponsible mining industries that they will not
try to destroy or compromise the country`s resources and to change management
radically because they implemented restrictive policies. He also warned irresponsible
rice hoarders and cartels because they are the cause of rice shortage, so they will try to
seize all perpetrators of the economic sabotage and bring them all to justice. The
government will try to lower the price of rice by up to 7 pesos per kilo. This will not
only benefit for the community, but also it will give additional resources for farmers. To
achieve this, they will switch the current quota system to a tariff system, where rice can
be imported more freely. “We are currently institutionalizing the unified implementation
of the "No Balance Billing Policy"through which the government and our private
healthcare providers can work out a system that will provide an order of charging of
medical expenses.” Duterte said. I also agree with this because every Filipino can get the
affordable, appropriate and quality health services in appropriate facilities and will be
protected from financial burden due to sickness.
President Duterte ended his 3rd SONA with the quote, “If I were to try to read,
much less answer, all the attacks made on me, this shop, the presidency, might as well be
closed for any other business. I do the very best I know how—the very best I can; and I
mean to keep doing so until the end. If the end brings me out all right, what is --- what
has been said against me won‟t amount to anything. But if the end brings me out wrong,
ten angels of God swearing that I was right would make no difference.” So far, I have no
regrets with our president`s decisions with our country, I hope that he will try to keep it
that way until his resignation.

Una, tungkol sa corruption - hinimok ng pangulo ang taumbayan na ireport ang
mababagal at corrupt na mga opisyal at empleyado ng gobyerno. Ngunit para saakin
paano magrereport ang taumbayan? Saan ba sila magrerereport? Pano naman kung ang
mabagal at corrupt ay ang mga opisyal na kung saan tayo mag rereport ano ang
gagawin ng taumbayan.
Pangalawa, International Relations - Sabi ng ating pangulo na hindi natin isinusuko
ang ating soberanya sa ibang bansa kahit na naging mas malapit ang relasyon natin sa
pamahalaan nila. Natatanging pamamaraan ang bilateral at multilateral talks natin sa
ibang bansa at hindi ang pakikipagdigma. Anong silbi ang International Relations
na yan? Kung may mga OFW na pinapatay, minamaltrato at ngayon bihag pa ng
basang Libya ang kapwa nating pilipino.
Pangatlo, CONTRACTUALIZATION - Hindi sapat ang pinrmahan ng pangulong
Duterte na EO51 para wakasan ang ENDO. Dahil dito, nskiusap siya sa kongreso
na ang Security of Tenure Bill. Ito ay isang panukalang batas na isinusulong
natin kasama ang Chairman ng Committee on Labor sa kongreso. Kung
maisabatas, tuluyang nang tatapusin nila ito. Dapat lang na maisa batas na ito
para hindi naman kaawaawa ang mga manggagawa na basta nalamang sinisibak
na walang makatwirang dahilan.
Pang-apat - BORACAY ISLAND REHABILITATION - Nabanggit niya sa
kanyang talumpati “Boracay Island has sadly become a representation of
governments negligence including mine . I cannot allow this decay to continue.
Decisive action has long been overdue”. Kung hindi ito pangungunahan ng ating
gobyerno, hindi ito masisimulan. Dapat bigyan ng ultimatum ang mga taong
gusto lamang kumita at walang pakialam sa ating kalikasan.
Pang- lima - TELECOMMUNICATIONS - Upang matigil ang monopolyo ng
malalaking networks sa bansa. Tinutukan na rin ng pamahalan ang pagpasok ng
bagong player sa telekomunikasyon. Ang nais lang natin ay dapat mabilis at
relieble ang connection na ibibigay ng telecom player para sa ikagiginhawa ng
taumpbayan. Dapat ang tutukan muna nila ay ang mga telecom networks na
nandadaya at nauubos ang load na hindi pa naman nagagamit o
napapakinabangan.
Pang - anim - DISASTER MANAGEMENT - Hinikayat ng Pangulo ang
kongreso na isabatas na ang pagtatag ng isang Department Of Disaster
Management. Kapag may ganitong ahensiya alam na natin kung sino ang kikilos
at magbibigay ng aksyon kung may mga sakunang gaya nito. Dapat ay walang
kinikilingan , walang pinipiling lugar, dapat lahat ay tinutulungan.
Pang - pito - ENVIRONMENT - Dapat ay isabatas na ang National Land Use
and Management Act . Sa ilalim nito, nakaplano ang paggamitan ng mga lupain
para tiyak na naaayon ito sa plano ng pamahalaan mapa - lokal man o naytional.
Siguro mas maganda kung ipamahagi ang ibang lupain sa mga mahihirap.
Pang - walo - HEALT - Ang Universal Health Care ang isa sa sa inaasam - asam
nating lahat. Sa ilalim nito, lahat ng ating kababayan lalo na ang lubos na
nangangailangan ay maipasama sa coverage para wala na silang problrmahin sa
pagpapagamot. Pero marami parin ang ang hindi natutulungan, lalo na ang
mahihirap na mhihirap na hindi alam ang dapat gawin kung papano sumali sa
ganitong sistema. Dapat ang mga namumuno nito ang siyang lumapit at bigyan
tulong kung kinakailangan.

Sa pagganap ng ating pinakamamahal na Persidente na si Rodrigo Roa Duterte ng


kanyang SONA noong July 23, 2018 ay marami ang nakilahok, kasama na dyan ang
kanyang mga tagasuporta at pati na rin ang mga nagprotesta laban sa kanya. Iba’t- iba
tayo ng pananaw kung kaya magkaka-iba rin ang naging reaksiyon natin dito. Maaaring
nagustuhan ito ng iba kagaya ko at maaari ring may labag dito ngunit gayunpaman
kailangan natin siyang irespeto at sundin na lamang ang mga ipinaguutos niya dahil para
rin naman sa ikabubuti nating lahat.

Ilan sa mga katagang binitawan niya ay talaga namang tumatak sa isip at puso
ko. “I value friendship but it has its limits”, isa lamang yan sa mga katagang
binitawan niya. Dahil diyan mas naging saludo ako sa kanya. Kaya niyang isakripisiyo
ang pagkakaibigan para lang masiguro na ligtas tayo, isa siyang huwarang tao. Mas
iniisip niya ang nakararami kaysa sa iilan lamang.

Isa pa sa narinig ko mula sa kanya, “ War is not an option”. Napakagaling niya


bilang isang lider ng ating bansa.Sadya siyang kakaiba kaya naman marami ang
umiidolo sa kanya at isa na rin ako dun. Kung hindi ako nagkakamali ganyan ang
ginawa niya sa China. Sa halip na magkaroon ng malaking gulo, kinaibigan at
nakipagsundo na lamang siya sa mga ito. Sa paraang yan mo makikita na hindi mabuti
ang pakikipagdigmaan tanging sa tahimik at mapayapang pamamaraan lang natin
makakamit ang tunay na kaginhawaan.

“Your concern is human rights, mine is human lives”. Ano nga ba talaga ang mas
mahalaga? Siguro dahil niya nasabi yan ay malalim ang kanyang dahilan. Sang-ayon
naman ako sa sinabi niya, dahil ang buhay ay ang pinaka-importanteng ibinigay sa atin
ng ating Panginoon at marapat lamang na ito ay ating pangalagaan. Huwag natin itong
aaksayain dahil sa ating buhay tayo ay natuto sa mga mali natin.

Para sa kabuuan ng kanyang SONA, masasabi ko na naipahayag naman niya ng


maayos lahat ng gusto niya. Para sakin, pagdating ng panahon kikilalanin siya bilang isa
sa mga magigiting na presidente ng ating bansa. Sumisimbolo din siya ng pagbabago
sating bansa. Sapat na sakin lahat ng ginawa niya para satin. Nagpapasalamat ako sa
mga sakripisyong ginawa niya para sa bansa dahil alam ko rin naman na hindi ganun
kadali mamuno sa isang bansa lalo na sa atin.

On the 23rd of July 2018, President Rodrigo Roa Duterte delivered his third State Of the
Nation Address (SONA) in front of 3,000 government officials, and guests at the Session
Hall of the House Representatives, Batasang Pambansa Complex, Quezon City.
He starts the SONA by mentioning the names of key guests during the event, and
recalling his oath-taking that happened about two years ago.
President Duterte begins with the topic about his administration in war on drugs which
has been criticized locally and internationally for the number of deaths resulting from
police operations and allegations of systematic extrajudicial killings. He gave criticisms
about the human rights group who are also against his anti-drug campaign. He even said
that “If you think that I can be dissuaded from continuing this fight because of our
demonstrations, your protests, which I find the way misdirected, then you got it all
wrong.” I am not against to Duterte’s administration because for me this is the best way
to peacefulness and it’s good for the youth to have a drug free country.
“Your concern is human rights, mine is human lives” you must face the
consequences in life. You are the one who is ruining your own life and our president
doesn’t want you to mess other lives.
He mentioned that Congress successfully passed the Ease of Doing Business Act. He
urged all agencies to stop red tape and make processes efficient. He contradicted "lousy,
corrupt bureaucracy". He said he needs to fire friends due to corruption. This should be
done with corrupt officials because they’re just a barrier to the country’s development.
He promised to increase significantly the budget for Mindanao. He also promised to sign
the Bangsamoro Organic Law (BOL) or Republic Act 11054 within 48 hours after
Congress passes the approved version to Malacanang. Maybe this is important to our
president because he’s from Mindanao.
He vowed to assert independent foreign policy. He mentioned reenergized relations with
China and promise to defend the West Philippine Sea. He said to seek stronger bonds
with fellow ASEAN countries. Duterte is doing anything just to have a good relationship
with china and other countries.
He re-emphasized his promise to ensure affordable, reliable, affordable, and secure
internet telecommunications services. He promised to lower interconnection rates
between industry players. Lowering the price can help us to communicate to our family
and friend in other countries, and it is also for multi purposes.
He told Congress that he wants to sign Tax Reform for Acceleration and Inclusion
(TRAIN) Law 2 by end of 2018. He mentioned that TRAIN Law is for the sustainable
growth that leaves no Filipino behind. This will benefit all the people in the country.
He asked businesses to cooperate in stabilizing rice prices. By the end of July 2018, rice
tariffication would have to be submitted to Congress. This might be the cause of rice
shortage.
He called Congress to pass the universal health bill. He mentioned that government is
currently institutionalizing the unified implementation of “No Balance Billing” policy.
This would be an advantage for poor people because they don’t need to worry about
their financial problems when it comes to their health.
He urged Filipinos to support the shift to a federal system of government. He mentioned
that he has no illusions of occupying office one day longer than what the Constitution
permits. Because many people are not yet informed about this.
He defended his move of closing Boracay as an environmental protection measure. He
warned Local Governments Units (LGUs) to do their part and not to wait before the
national government comes in. He called Congress to pass a law to create a national
Land Use Act policy which will address competing land requirement for food, housing,
business and environmental conservation. We all know that it will affect a lot of workers
in Boracay but what is 6 months when it’s for the tourist, and we can savethe sea
creatures and natural resources. In that way we can preserve our country’s tourist spot.
He warned irresponsible miners to stop destroying watersheds, forests and water forms.
Because many people can be affected of what they doing.

My initial thoughts on Dutertes’s State of The Nation Address was he was very
detailed and informed about the wellbeing of our nation, the Philippines.

On the first part of his SONA he of course mentioned the growing problem of
today’s society, drugs. I expected this part of his speech because of his war-against-
illegal-drugs campaign. I am amazed by this text and I quote “Two years later, my solid
commitment to directly and decisively address our nation’s collective challenges
remains. It has not wavered. In truth, it has gotten even stronger through adversity and
the desire to give the people the most we can, within my term in this government.” I am
amazed because most promises that politicians make usually, the politicians themselves
never fulfilled those promises that we hold on to.

And I am also overwhelmed, when President Duterte mentioned about the


seizure in illegal drugs whereas before it only resulted in the seizure of illegal drugs
worth millions of peso, but now it is now worth billions of peso. And I am also
impressed by how he addressed bluntly the main problem in the Philippines. Generally,
to keep their citizens from panicking they sugarcoat their speeches. But now Duterte had
put it bluntly, we can be more careful and meticulous about drugs, and so we can open
our eyes to reality.

My favorite part of his speech is when he talked about human rights advocates
and church leaders against drug-lordism, drug-dealing, and drug-pushing as forceful and
vociferous as the ones directed against the alleged errant forcers in the fight against this
social scourge. I was astonished when he said that he will not be dissuaded in continuing
to fight against illegal drugs even with the demonstrations and protests.
And of course I will not forget his infamous quote that made the audience
applaud I quote, “Your concern is human right, mine is human lives.” I was in awe. And
it was also brilliant when he talked about his opinion on what is human rights.
Additionally, I like what he said and I quote, “You worry about the present, I am
concerned about both the present and the future.” To which the audience applauded. In
my view, I could never agree more, It’s wise to worry about the present but it’s wiser to
be concerned about both the present and the future.

Pursuing this further, I was enraged when he started to discuss about corruption.
Indeed and without a doubt I agree that corruption must stop. As people said corruption
is the cancer to society, and I imagined how corruption as Duterte said sticks to the
government’s funds. I imagined where the money that honest and dedicated workers
earned, and it disgusts and sickens me by just imagining where the funds-that could have
gone in building public buildings that may help other people-will end up.
I am excited when corruption will stop. I can barely wait when that day will
come. I hope that Duterte will do as what he has told us. It pains me to no end thinking
about the innocent that will suffer just because of the people who succumb to the
temptation of corruption. In my opinion, I love his metaphor for corruption and I quote,
“The love of money is corrosive. And sadly, the desire to make the easy kind by being
imaginative and manipulative, corrupts absolutely. Stolen wealth does not make the thief
respectable. Neither will the trappings of wealth mask [nor] cap the stink that thievery
exudes. One day, justice will catch up with those who steal government funds. And when
that day comes, it will be the public who will have its retribution.”

Yet another reason why I like Duterte’s speech is because he assures the people
of the Philippines that while the government is running after those thieves they are also
doing their best to fight against corruption and improve service delivery while also
thanking the Congress and directing government units to follow the law. And
additionally he called the attention of agencies just to make sure that their service is
customer-friendly because we- the people of the Philippines- deserve the best.

Next is I like how he is not being bias in his term. That even if he has friends, he
does not bias, he treats all members of the senate equally, whether if it is his foe or
enemy. Also one of my most favorite quotes of all time is I quote, “I value friendship,
make no mistake about it. But it has its limits.” This is one of the most realistic quotes of
all time is because friendship is not always unicorns and rainbows. Friendship does not
mean that you’re tied to that person and you can do their errands forever. It has
limitations and when you think you’re on the border, let go. It is not healthy.
He also reminded us how lonely it is for him to be in that position. Most of us
want to be the president of the Philippines when we were kids without knowing the
consequences of the position. To have no time for your family or for yourself, being
president does not mean you can have anything you want it also means you have to carry

And I also have to add that his speech also includes an aim for Mindanao to fund
national products primarily in Metro Manila, and as a fellow Mindanaoans I am proud to
say that Mindanao has a title of “The Land of Promise” because of its government
having gone through the years with promises, promises, and more promises.
And throughout the speech, one that also interests me was his address of the
catastrophe in Marawi, where he mentioned about the horror, the desperation, the human
toll, and the displacement of both Christians and Muslims alike. And I hope that he
keeps the pledge that he promised and I quote, “I have made a pledge that ISIS terrorists
or groups or its allies will never gain foothold in our country.” Because of the Maute-
ISIS and the Marawi incidents our hearts have planted a fear for foreign terrorist groups
that will set foot in our country.
To wrap it all up, I have noticed some things that Duterte had addressed in his
speech that caught my attention. First and foremost, is the war-against drugs-campaign,
which to my way of thinking is my favorite topic in his speech. Secondly is corruption
which angered me. Next is his unbiased actions to the Senate and of course to improve
the service delivery of agencies. And lastly is when he was addressing about Mindanao
giving funds primarily to Metro Manila and of course about the ISIS and Marawi
incident.

Compared to other SONAs this SONA this is my favorite SONA as Duterte


mentioned the growing problems, the incidents, and the soon to be problems of the
Philippines.That is all.

Historically, the third monday of July has been set for the President of the
Philippines to deliver a speech of his accomplishments and his plans for the next few
months of his tenure.

"About 2 years ago, I solemnly took my oath as a worker of the national gov't. I
was inspired to institute real changes for the greater good of the Filipino people,"
President Duterte opened his speech. Two years ago, 39.01% of the Filipino citizens
voted for President Rodrigo Duterte as the new leader of the country. They elected him
as the new president of the Philippines knowing that he'll fulfil his promises especially
to eliminate the wide-scale drug menace in the country. As years passed by we can
totally observe that the president's platform has been effective since he was the one
ruling the country and that's a good thing.

"Time And Again I Have Said That Corruption Must Stop" —Of course i agree
with this line, because almost everyone in the national government is ruling the country
with corruption on their side. From fixing roads, housing projects, building bridges and
to other different kinds of government projects. Philippines is undeniably on the list of
the most corrupt nations in the world. The realities around can even speak for it.
Undetected and unchecked corruption in the public sector can cause serious damage
including: undermining public trust in government, wasting public resources and money
causing injustice through advantaging some at the expense of others, inefficiencies in
operations, reputational damage which makes it difficult to recruit and retain quality
staff or obtain best value in tender processes. It may also be more difficult to attract
business investment, adversely affecting prosperity. I believe that the ones who are
working on the national government promised to make the country or their region or city
to be a better and proper place and also to be improved. So to fulfil that promise, i think
corruption must be prohibited and they also should have a budget to properly allocate for
their projects.

"We admire our Filipino workers for their selflessness" —I also do admire our
Filipino workers in other countries. I think it is very heroic and fearless to leave your
family just to provide them the things they need for their everyday lives. I look up to
those Filipinos who tries their very best to strive for a better future for themeselved and
for their own family. I am aspicious that Duterte is doing his job for saving so many
Filipino immigrants who are abused and bullied in other country. I am hoping that every
Filipino can get the chance of having a better job here in the Philippines instead of
working in other countries. It because having Filipinos working abroad doesn't really
help in giving benefits in our country. The government must prioritize our country's
education and job offerings for our country's improvement.

He also made mention of Mindanao being the “…the Land of Promise…”


because back then, administrations would just promise efforts to come to Mindanao and
then president Duterte glorified that the change is coming through his authority in
Mindanao. We all know that the safety and security of the people in Mindanao is not
very great, from the war in Marawi, it is where one devastation would occur and it is the
recent crisis in Mindanao. While it is really genuine that between the three major island
groups, Mindanao has been lagging in the back of due to uncontrollable forces, the gist
is that development is getting some distance behind due to the fact of partisan politics
that has been saddling the region. Everyone applauded and acclaim the president's
initiative but still query how development would come to such an area to where people
seem to be searching for themselves rather than the country’s. As a student i can feel the
students in Mindanao especially in Marawi who cannot continue their education because
of this recent crisis in their region. I hope that this will be effective as soon as possible
so that the children who aspires to study would continue to reach their dreams.
I hope everything he said and proclaimed in his third state of the nation address
will be effective and be done as soon as possible. I admire our president for his 2 years
in ruling the country that he made such a big move that made our country better than
before.

State of the
Nation Address (SONA) at the Batasang Pambansa in Quezon City, Metro Manila,
Philippines.
SONA 2018 is surprisingly one of his best SONA so far, Our President Rodrigo
Duterte focused on desired genuine and meaningful change for our country. He
discussed about the present activities and the future plans for our country and
hopefully he can do what he promised.

First, He directly talked about Human Rights, “Your concern is human


rights,mine is human lives”. The lives of our youth are being wasted and families
are destroyed, and all because of the chemicals called shabu, cocaine, cannabis, and
heroine. Some people attacks President Duterte for what he said especially the human
rights defenders, For me I agree with extrajudicial killings because some lives are being
destroyed by illegal drugs and those people who are involved are the “ Drug dealers/
Drug lords” and drugs users too. But I would like to bring back the Death Penalty they
need to be punished for their illegal acts. In this action many people lives will be saved
and not being wasted, destroyed.

“War on drugs” It is one of his platforms for our country “War on illegal drugs will
not be side lined; It will be relentless and chilling” at “War on drugs is far from
over”. Believe it or not our crime rate here in the Philippines is decreasing.
Second, Corruption, he attacked the corrupt government officials “I have stressed that
corruption must stop”. Because our government is being corrupted all the money was
not being put in the right place Where? Of course in their pockets. Eventually it is the
innocents who will suffer. President Rodrigo Duterte said “The love of money is
corrosive”. And sadly the desire to make the easy kind by being imaginative and
manipulative, corrupts absolutely”. I hope for the those government officials who
steals money from government funds will be

punished someday. President Duterte said “ I value friendship, make no mistake


about it , but it has it’s limits.

Third, Contractualizations , 300,000 workers were regularized under his


administration after hi signed Executive Order No. 51 on May 1 this year, Which
sought to protect workers against contractualization but he recognized that this has not
satisfied all sectors. They suggest that contractualization – or the practice of hiring
workers as “Contractuals” rather than as “regular workers” so as to avoid giving them
the benefits that they are legally mandated to receive – allows capitalists to increase
profits hire more workers, contribute to economic growth and therefore benefits all
Filipinos.

Fourth, Developments with telecommunications and the internet, Here in


the Philippines we need a better, improve, faster telecommunications service and
internet because telecommunication services and internet is an important tool for
business purposes not only in business for education, communication. In reality we have
a slow connection network and so is internet connection and it is overpriced, We need a
secured and faster internet connection , President Duterte said that it must be provide
accessible and and reasonable prices.

The Speech given by our President Rodrigo Duterte is a very sincere one, From
his stand, He talked about problems that have been staring us in the face for a long
time He expressed the need for them to be solved as soon as possible.
Behind the tough and direct manner in which he presents himself, The President
, I believe is an honest man I can sense that he truly cares about the future of this

The State of the Nation Address of our President of the Philippines. Is very
interesting and understandable especially the War Against Drugs. I continued to express
my support to him. I am just looking for the positive outcome of President Duterte did in
our nation, the best solution to stop the corrupt politician is to have free tuition and
economic growth.
One of the issues that crop up during the SONA of the President was the
movement of leadership in the Lower house. The replacement of Speaker Alvarez to
Representative Gloria Arroyo.
In his words “Your concern is human rights, mine is human lives”. Human Life
is more important than Human rights. The President gave more emphasis on human lives
that exercise the right dignity, freedom and freewill. LIFE is important than RIGHT.
According to the Human Rights Advocates, they give more importance to the suspect
rather than the victim. Just like what happened to the case of drug victims in the War of
Drugs. Suspects committed sins but Human Rights Advocates insist their Rights rather
than their committed acts.
Mr. President express his commitment and sincerity in his word that He will fight
corrupt official, and scalawags personnel. He hates abusive government officials from
the top[ to bottom from the Malacanang to barangay. The president wants a fair life to
everyone, he needs to used his iron hands to improve the government. We need to
understand that ,our beloved COUNTRY need an immediate CHANGE, and that Change
is NOW.
On the issue of China and Philippine Sea, President Duterte stated that they
continue to assert our right but War is not option. Philippines and China agreed to sign
the Diplomatic Agreement in the issue of Philippine Sea. And President also promised to
give us comfortable life. Several netizens commented by calling out corrupt official/s.
On the issue in Boracay, some people are angry about the case in Boracay.
Because they will lose their job and everything they have in Boracay. But for me, it’s
okay that the island is going to rehabilitate. Because tourists love to go to Boracay
because of the island’s White Sand. But tourists sometimes throw their garbage in the
sea, making the sea old and sick. Boracay before is much better before the rehabilitation.
So after the six months, I think the Boracay Island will be more beautiful and attractive
and it will gain more tourists and attention.
As for me, I love what the president is doing in our beloved COUNTRY, at least
NOW we can see the difference, the changes and the effect of that changes is truly
expensive because many lives have been use as a sacrificial lamb just to give the REAL
CHANGE in our COUNTRY. The PRESIDENT could not do it alone. He need a help
from everyone. As a student I will advocate more on the LIVES of all Filipino rather
than the Human LIFE. That causes more destruction rather than improvement of
everyone.
For those people who are against our President especially on his SONA, you
must think of it and ask, “Did you realized that in the past administration, is there any
changes? We must be a Law Abiding Citizen for the good of our future.
For me as a Filipino Citizen, I continue to support our President. We should go
for the good and do what is right. As a student. How can I help my country or the
president as a student , I will take pride of my education. I will study hard no matter how
hard it is, I will pursue my ambition by doing my best in my education, I will make my

MANILA, Philippines – President Rodrigo Duterte delivered his 3rd State of the Nation
Address (SONA) on Monday afternoon, July 23,2018, was held at the Session Hall of
the House Representatives, BatasangPambansa Complex, Quezon City.

“The illegal drugs war will not be sidelined instead it will be as relentless and
chilling if you will as on the day it began”. Since taking office on June 30, 2016,
Philippine President Rodrigo Duterte has carried out a “war on drugs” that has led to the
deaths of over 12,000 Filipinos to date, mostly urban poor. At least 2,555 of the killings
have been attributed to the Philippine National Police. Duterte and other senior officials
have instigated and incited the killings in a campaign that could amount to crimes
against humanity.
There are good and bad things that war on drugs does to our country.
We are seeing real benefits from Mr. Duterte like:
1. People no longer wrap their luggage in plastic for fear of being extorted for money by
unscrupulous security staff at the airport
2. Divisoria while still terrible is actually walkable (somewhat) as he’s gotten rid of a lot
of illegal venders that were there
3. More than 1 million Filipinos have surrendered and checked into rehab to try to get
their lives on track
4. He’s pushing forward badly needed infrastructure projects and cutting some (but not
enough) of the red tape to actually get some work done

sanctioned murder. It is also counterproductive for countering the threats and harms that
the illegal drug trade and use pose to society — exacerbating both problems while

can affect the innocent lives because there are a lot of suspicious people just wandering

campaigns are scaring everybody because most of the shootings and killings are usually
happening at midnight where few people are awake.

rights allow a person to live with dignity and in peace, away from the abuses that can be
inflicted by abusive institutions or individuals. But the fact remains that there are
rampant human rights violations around the world.

of each year is marked as National Human Rights Consciousness Week via Republic
Act No. 9201.
President Rodrigo Duterte has plunged the Philippines into its worst human rights crisis
since the dictatorship of Ferdinand Marcos in the 1970s and 1980s. His “war on drugs,”
launched after he took office in June 2016, has claimed an estimated 12,000 lives of
primarily poor urban dwellers, including children.
Duterte has vowed to continue the abusive anti-drug campaign until his term ends in
2022. Throughout 2017 and the latter part of 2016, he engaged in harassment and
intimidation of individuals and agencies tasked with accountability—including United
Nations officials.
Extrajudicial Killings; The government has frustrated efforts by media and other
independent observers to maintain a verifiable and transparent tally of such deaths by
issuing contradictory data. In August, the official Commission on Human Rights stated
that the “actual number [of drug war killings] is certainly higher than what is suggested”
by police.
For me, Human Rights are not for the human that are involved in illegal practices. It is
better to get arrest them or get them out of this world before innocent people gets
involved too. Humanity is being destroyed by using these illegal drugs and other illegal
doings.

“I will not allow it to happen, not during my term. Time and again, I have stressed
that corruption must stop”. Duterte has fired 21 officials and accepted the resignation
of seven, delivering on a promise to dismiss anyone on “just a whiff” of corruption. “If
you go to the national government just to look for an opportunity for money, go look for
another job. I will really fire you,” Duterte told employees of the Department of
Agrarian Reform on June 20.
On June 14 he told local officials: “I will stop corruption. I have been firing officials left
and right every day. Under secretaries, chiefs of offices, education officials, all of them.”
Corruption remains a significant barrier to trade and investment in the Philippines, the
US trade representative said in a report released in April.
Under Duterte, the country ranked 111th of 180 nations in Transparency International’s
Corruption Perception Index for 2017, down from 101st in 2016. Investors want to see
courts and anti-corruption institutions strengthened, said Bob Herrera-Lim, a managing
director for Teneo Strategy, a global business advisory firm.
In Duterte’s firing spree, all of those accused of corruption, excessive travel and
accepting bribes have so far gone unpunished. Seven have been rehired.

panghahalay kadalasan sa mga nanghahalay ay high sa droga pagkatapos ay magsisisi sa
kaniyang nagawa dahil minsan di lamang panghahalay ang nagagawa nito pati narin ang
pagpatay sa mismomg biktima nito.Tulad ng isang grupo di matatapoos ang isang
proyekto kung ang isa ay ayaw tumulong pero sa huli kay lider pa rin ang sisi kahit na

There are many things that have been stated by our President, Rodrigo Duterte, in
his Third State of the Nation Address (SONA) that need to be clarified in order for us,
the citizens of the Philippines, to understand the plan of our president to make our
country better.
“Your concern is human rights, mine is human lives" he said, adding that his fierce
campaign aimed to protect the public from illicit drugs, as the "lives of our youth are
being wasted" and families destroyed. Many netizens became angry to President
Rodrigo Duterte's statement because they are against the extra judicial killings. But In
my opinion, he values human lives more than human rights because for him our youth
nowadays is being destroyed by the extreme usage of illegal drugs and because of doing
crimes caused by poverty. I think that President Rodrigo Duterte's goal is to stop the
extreme usage of illegal drugs and to stop the crimes that are inappropriate in our
country.
Corruption is a deep rooted evil of our country. We should try to be the change and
begin at the lowest level to destroy this threat. Our government is too slow and that is
why the issue of corruption is not getting resolved. "Corruption destroys those who
succumb to its temptation and eventually it is the innocent who will suffer and bear its
horrible consequences,” the President said.
Talking about the rebels and what had happened in the recent Mamasapano massacre, I
think if we get too emotional, we can sacrifice the future of millions of youth and their
families who are just ordinary people living within the Bangsamoro territory.
President Rodrigo Duterte vowed to defend the West Philippine Sea as he
delivered his 3rd State of the Nation Address (SONA) on Monday, July 23. In his SONA
2018, Duterte said the Philippines' "reenergized relations with China" have led to "an
unprecedented level of cooperation" in fighting illegal drugs. He really is a good
President, being friends with our neighboring countries.
President Duterte made the announcement during his third State of the Nation Address
as he hailed the economic contributions of migrant workers. "I am a worker of
government and it is my vow to make sure that your well-being remains our foremost
foreign policy concern," the President said.
Our president is not only president in name but, a father of our country. He thinks about
his people as his own and considers and truly concerns about his people’s life and status.
He holds onto his words and do them in action.

Rights advocates showed more concern to the assailant killed fighting against Policemen
rather than their victims. That's why he said "My concern is more in the human lives
rather than in human rights".

I hope and pray that red tape or below the table transaction will stop the soonest. He
warned government officials and agencies to end this kind of corruption. He strong
directed all government units and agencies to faithfully implement this law on the case
of doing business.

Regarding to the Bangsa Moro Organic Law, he already signed and ratified it. I hope this
will solve the restlessness of our Muslim brothers in Mindanao, he also mentioned about
the budgets for Mindanao. He emphasized that war is not an option in attaining peace.

Christians and Muslims alike.

intelligence with China led to discovery of clandestine shabu laboratories".

Our Filipino migrant workers who are one parents, relatives, barriomates, townmates
who long before were called "Bagong Bayani" were admired by our President for their
courage in enduring hardships of being away. "You have contributed greatly to the
Philippine economy" because of the monthly sent remittances.

Im too af that our President is too concerned about our environment when he said
"destroying my country" regarding to the open pit mining when after big companies
have finished and gotten what they wanted they just keep the pit open, with the big fear
of accident or life lost in the open pit. He was so vulnerable when he included himself
among those who have neglected the God-given beauty of Boracay long we were born.
Kudos was given to the Congress for the Tax Reform Air Acceleration and Inclusion or
the TRAIN LAW. He asked the Congress to continue to the good work began as our
Pres. is committed to a Comprehensive Tax reform.

On TRAIN impact he said "You have made funds available to build better roads, bridges
and improved health and education.

Ang SONA o State of the Nation Address ay ginagawa taon-taon kung ito’y may
pagkakataon ng kinikilalang o ang nakalukluk na pangulo ng bansa. Ito ay natatanging
pagkakataon kung saan niya ipinahahayag ang kanyang mga natapos na proyekto at pati
na rin tungkol sa kanyang binabalak gawin sa mga susunod na taon ng kanyang
panunungkulan.
SONA 2018 ay itinuturing kung isa sa mga nakakaibang SONA na naganap sa
mga nagdaang panahon. Una, dahil dito ang kauna-unahang SONA kung saan ito’y
naudlot o nahuli sa scheduled time slot nito ng halos isang oras. Ito ay dahil sa naganap
na drama o coup de etat o ang pag-aasal ng mga miyembro ng Mababang Kapulungan na
si Kongresman Alvares. At ang ipinalit ay ang dating Pangulo at ngayon na si
Congressman Gloria Arroyo.
Kapansin-pansin din sa SONA na nagdaan ng walang naganap na pagmumura o
paggamit ng masasamang salita ni Pangulong Duterte na naging dahilan na ng kanyang
pagkatao. Kapansin-pansin din ang pananamit ng bisita at mga miyembro ng Kongreso
at Senado na hindi magarbo at sa halip ito’y maging simple lamang.
Sa kabouhan ang SONA ay nakasentro sa iba’t-ibang mahahalagang issues and
concerns. Isa dito ay ang pagpasa ng BOL(Bangsamoro Organic Law) kung saan ito ang
magiging susi o panimula nang paghinto ng kaguluhan sa Mindanao at ito’y magsisilbi
na tulay para matupad na ng matagal nang minimithi ng ating “Muslim Brothers” na
pagunlad at pagganda na ng kanilang kabuhayan.
Natukoy din ni Pangulong Duterte ang pagpapahalaga sa ating kalikasan,kung
saan dito tayo makakatulong maibsan ang matulis ng pagbabago ng ating klima.
Naglabas din siya ng mga batas tungkol sa “ Environment conservation and
Protection”,”Zero Pollution”,”Mining control and Regulation”,”Forest conservation”, at
iba pa. Nakita natin ang kanyang Political Will kung saan ipinasara niya ang Boracay
para linisan.
Nabanggit din niya tungkol sa Human Right at iyong di pa rin nagbabago niyang
isulong ang pagsugpong Drug addiction sa ating bansa. Kapansin-pansin din niya ang
pagbibigay importane sa human lives at pagurak ng human rights. Kung sa aking
pananaw ito’y di dapat pagkat ang pag-uurak sa pansariling karapatan ay para na ring
pagkitil sa buhay. Ikinagagalak ko rin ang sinabi niyang di niya tatalikuran ang
pagangkin sa “West Philippine Sea’’ kung saan iginiit niya na di niya ipakakamkam ang
nasabing rehiyon sa Tsina. Nagustuhan ko din ang kaniyang sinabi tungkol sa Peace and
order issues, pati na rin sa corruption kung saan ipinangako nya na di siya titigil sa
pagtutok ditto hanggang sa kahuli-huli niyang pagupo sa kanyang puwesto.
Tinukoy din niya ang minumungkahi niyang pagpapalit ng pamahalaang
Presidentiable to Federal. Kung saan mas mabibigyan na ng malaking tiyansa ng iba’t-
ibang rehiyon ng ating bansa na magpatakbo ng kanilang na masasakupan at di na nila
na umaasa sa control ng Imperial Manila.
Pero sa aking sariling pananaw ito’y di na dapat gawin at padibutihan pagkat
marami na tayong mabalangkan na batas na mabubuti ang ating kailangan nalang ang
masusing pagpapatupad nito. Sa akin ang pagpapalit ng ating konstitusyon ay balak kaya
lang an gating “ Political Leaders’’ na may pansariling kabutihan o “ self-serving plans”
para maipagpatuloy ang kanilang “Political Dynasties’’. Di ako naniniwala na ang
mambabatas sa karamihan ang kanilang isusulong ang pangkalahatang kabutihan kaysa
sa sariling kapakanan.
Sali din sa SONA ang pagtukoy sa ating ekonomiya kung saan nabanggit niya
nasa “Train Law’’ ang pagusod ng ating ekonomiya at buo din ang paniniwala ko sa
kanyang advocasiya na Build,Build,Built. Sangayon ako dito kasi parang ito’y “give and
take” balance effect. Kuha ng taxes sa pagtaas ng excise taxes sa gasoline,asukal at
segarillo para gamitin na pantustos sa gastusin sa pagpapagawa ng
daanan,pagamutan,paaralan at iba pa. Ang buwis ay pwede pang gamitin sa patustos sa
“Socialized Health System” kung saan dito mabibigyan nang libreng gamut at serbisyo
ng lahat ng ating mamamayan.
Nabanggit di niya sa kanyang SONA ang pagbibigay ayuda sa pamamagitan ng
pagbibigay sa scholarship sa mga estudyante sa iba’t-ibang pangublenyong colleges at
universities. Kung saan ditto matutulungan niya ang mga estudyante na makatapos sa
kaniyang pagaaral.
Nasabi din ng ating Pangulo ay pagbuo ng bagong ahensiya na mamamahala sa
Disaster Relief Recovery and Rehabilitation Services. Nagugulod ako dito dahil ang
ating bansa ay nasa Disaster Prone Area kasi nasa thypoon at earthquake belt tayo. Na
kung ang ohensyang ito ay mabubuo magkakaroon na ng “ centralized agency’’ na
mamahala kung tayo ay magkakaroon ng anumang sakuna o kapahamakan. Dito mas
malinaw na ang direction ng serbisyo kasali na rin dito ang mas malinaw na
pagpapaalala sa pagkansila sa mga klase at malinaw na pagpapaalala ng “warning
signals”. Dito wala ng malilito at magtuturuan kung sino ang may saklaw nito.

At ang panghuli kapansin-pansin din sa SONA ni Pangulong Duterte ang


kanyang angking tututok na tapang at panindigan lalo na sa paglutas ng “graft and
consumption issues”. Dito natunghayan natin ang kanyang “double approach”
panghihikayat niya sa lahat sa pamahalaan na tumulong sa pagsugpo sa katiwalaan at
ang kabila nito ang pagbanta at pagusig naman sa mga nagkasala. Wala siyang pakialam
kung sino man sila, kamag-anak man o kaibigan.
Sa puntong ito kapansin-pansin na ang pagbabago. Ang dating kasuklasuklam na
Red Tape ay unti-unti nang nababawasan at dito na pagbabago na ito ay nagdudulot na
may unti-unti ng pagunlad nang ating bayan. Dahil mas marami na ang nahihikayat na
‘’foreign inventors’’ na magtayo o magpuhunan ng negosyo dito.
Sa aking paniniwala talagang sensero si Presidente Duterte na ipamamahagi niya
lahat ang kanyang termino.
Kahit bumaba man ang satisfaction ratings niya na huling suway, dahil dito sa
pagtaas ng inflation rate o halaga ng mga pangunahing bilihin at serbisyo. Kasali na rin
dito dahil ay di niya napaitupad nang lubusan ang labor contractualization sa ating
bansa.
Pero sa aking palagay gusto parin ng karamihan ang ating mamamayan na siya
ang tuloy na mamuno ng ating bayan.
