Sub: Sarva Shiksha Abhiyan – Guidelines for in-service Teacher Training –

Quality Education communicated instructions – Reg.

Ref: 1. RTE Act, 2009, dated 26.08.2009 of Government of India.

2. RTE Rules, 2011, Notification dated 12.11.2011 of Government of


Tamilnadu.

Attention is invited to the reference cited. Establishment of quality education in all


dimensions is an important factor in the project of SSA. To express the uniqueness of
any system, perfection is more essential. To travel towards perfection, experiencing the
system is a must. In our Education system to travel towards perfection in teaching and
learning process, training is one of the inevitable components to realize the vision.

“Inspiring teachers play a vital role in influencing students’ achievement. In


fact, they create students with great talents”.
1. Development of the children is mainly depends on the activities designed for
the curriculum and correctly articulated in every classroom suiting to the
context of teaching learning process.
2. To ensure effective teaching learning process in the classrooms, teachers’
capacity is to be enhanced in designing and developing innovative activities.
3. The activities so designed by the teacher should integrate with Intellectual,
Physical, Emotional and Psychological development of the children.

4. Training is the field which is concerned with organizational activity aimed at
bettering the performance of the teachers. This activity focuses upon the
teaching learning process that the teacher may potentially hold for the
betterment of the children in the class room transaction.
5. In-Service teacher training facilitates teachers to make the children to attain
holistic development through various trainings which include: child-friendly
and child-centered activities.

6. Objectives of the Training:


a. To offer teacher training, based on the need of the teachers for
the classroom transaction.
b. To train teachers on Government’s interventions such as
psychological implications, RTE Act, child protection and sexual
abuse and developing positive discipline.
c. To develop teachers’ capacity for knowledge transformation to
the children.
d. To guide the students in their development and to integrate
their inner abilities.
e. To organize and facilitate the learning process
f. To expedite acquisition of the knowledge, skills and abilities in
teaching learning process.
g. To adopt innovative teaching techniques in classroom.
h. To enhance the value of team work among the peers.

7. Teacher Training: 2013-14


 Project Approval Board (PAB) has approved an outlay of Rs
549.604 lakhs for In-service Teacher Training programme for the
year 2013-14.
 It has approved three days Cluster level training for 40% of the
teachers and Four days Block level training for 40% of the
teachers.

8. GUIDELINES TO SELECT 40% OF THE TEACHERS FOR BRC/CRC LEVEL TRAINING

PROGRAMME

i. Select 40% of the teachers at CRC level, i.e., Select 40% of the

teachers from each school.

ii. For two teachers’ school, select at least one teacher from that

school.

iii. Find training needed teachers from all the schools.

iv. Supervisor and AEEO associated with BRTEs should prepare a

list of participants for all training.

v. Give preference for inexperienced teachers. But it does not mean

“Don’t select experienced teachers”

vi. Avoid same teacher for all the training.

vii. Give instructions to participants(Teachers) in training that all the

participants should share the training contents with other

unattended teachers in their school.

viii. Block Training coordinators should conduct a meeting with all

BRTEs and discuss about training contents and activities.

9. Guidelines to District training coordinators - District training

coordinators should prepare a Check List as follows and Training

coordinators should submit this check list to Addl. CEOs at each

level(Before, during, after) of the training progamme.

10. Guidelines to Block training coordinators - Block training coordinators


should prepare a Check List as follows and Training coordinators should

11. Guidelines to Addl. CEO for Monitoring and Follow up of the training
programme: Addl. CEOs should form a monitoring team at District level
and Block Level and instruct them as follows:
12. Block Level Monitoring team: Block Supervisor, AEO, AEEO, Training
Coordinator, DIET Faculties
a. Block level training coordinator should conduct preplan meeting for
resource persons for training and discuss on the training topics with
supervisor.
b. Team members should visit CRC \ BRC training and prepare a report
on training to Addl. CEO within 3 days next to the training conducted.
c. After the training, BRTEs, Supervisors, AEEOs should observe and
ensure the impact of the training programme in classroom
transactions.
d. Team should record the positive feedbacks and disseminate to all
schools in the Block through BRTEs during visits.

13. District Level Monitoring team: DPCs, APOs, District coordinators, DEOs,
DIET faculties
a. District level training coordinator should conduct preplan meeting for
resource persons for training and discuss on the training topics with
APOs and DPCs.
b. Team members should visit CRC\BRC training and prepare a report
on training to SPO within 5 days next to the training conducted.
c. Team should record the positive feedbacks and disseminate to all
Blocks.
d. Training coordinator should prepare documentation on each training
with the impacts of the training which was collected from all Blocks.

e. BRTEs should verify the CCE activities and student wise record of
CCE in the classroom as in the prescribed format given below

programme in classroom transaction during their visit and send it SPO.
