TECHNICAL SPECIFICATIONS
FOR
TRANSFORMER OIL

1. All the drawings, i.e. elevation, side view, plan, cross sectional view etc., in
AutoCAD format and manuals in PDF format, for offered item shall be
submitted. Also the hard copies as per specification shall be submitted.
2. The bidder shall submit Quality Assurance Plan for manufacturing process
and Field Quality Plan with the technical bid.
3. The bidder shall have to submit all the required type test reports for the
offered item. However, in the event of partial submission or reports older than
specified limit, bidder must submit his confirmation for those type test report/s
to be submitted in the event of an order, without affecting delivery schedule,
before commencement of supply, free of cost. In absence of this confirmation,
the evaluation shall be carried out accordingly as non submission of type test
reports.
4. The bidder must fill up all the point of GTP for offered item/s. Instead of
indicating “refer drawing, or as per IS/IEC”, the exact value/s must be filled in.
5. All the points other than GTP, which are asked to confirm in technical
specifications must be submitted separately with the bid.
7. Please note that the evaluation will be carried out on the strength of content of
bid only. No further correspondence will be made.
8. The bidder shall bring out all the technical deviation/s only at the specified
annexure.
9. The bidder should indicate manufacturing capacity by submitting latest
updated certificate of a Chartered Engineer (CE).
1.0 SCOPE:
The scope include manufacturing, refining, testing, packing and supply of high
quality electrical insulating oil for use in EHV equipments, as per specification
here under. No inhibitors shall be used in oil.

4.0 PROPERTIES:
The transformers oil shall be of low viscosity and shall offer the minimum
resistance and maximum convective assistance to the flow. The oil shall be
thin enough to penetrate into narrow ducts and assist in the circulation
through transformer winding to prevent local over healing. It must have low
pour point. The viscosity of oil shall be such that the flow is not significantly
impeded.
Low volatility for oil is desirable. Oil shall have excellent chemical stability
such that degradation due to decomposition of high molecular weighed
hydrocarbon molecules into lighter, more volatile fraction shall not occur at
normal operating temperatures.
The oil shall have high electrical strength, good impulse strength and good
are quenching properties. It shall be clear, bright but non toxic. It shall be free
from objectionable quantities of elemental and thermally unstable sulfur
bearing compounds. If present, these compounds shall not cause corrosion
Good oxidation stability is principal requirement for longer service life of oil. It
shall not contain detectable amounts of polychlorinated biphenyls.
5.0 TESTS:
The test reports for the all the tests listed in Annexure - A shall be submitted
with technical bid to justify technical particulars guaranteed by supplier. Type
Test Certificates shall be of accredited laboratory (accredited based on
ISO/IEC Guide 25 / 17025 or EN 45001 by the National accredition body of
the country where laboratory is located), as per IEC / IS / technical
specification. The type test reports shall not be older than FIVE years and
shall be valid up to expiry of validity of offer.
However, supplier shall carry out following tests at NABL approved laboratory
on the samples selected from the each lot offered for inspection, in presence
of GETCO representative, as listed in Annexure – A, before dispatch.
All the test reports shall be complied and submitted to GETCO for approval for
dispatch clearance in spiral bound volume for each offered lot. Also, the same
shall be sent to each consignee after dispatch clearance is issued.
8. List of testing equipments available with the supplier for final testing of
transformer specified and test plant limitation, if any, for the special
acceptance and routine tests specified in the relevant standards. These
limitations shall be very clearly brought out in 'The schedule of divinations'
for specified test requirements.
Special care shall be taken during packing of oil for dispatch. The oil shall be
supplied in grade-B, new steel drum/barrels conformity to IS: 1783 (latest) on
non refundable basis. The capacity of steel barrels shall be 209 / 210 liters.
Each barrel shall carry markings viz., “IS:335”, supplier’s designation,
classification, lot no. with date of manufacturing, quantity of oil, GETCO
order No. and date, and special instruction for handling, etc. All the oil filled
steel barrels shall be properly sealed for any in grease of moisture or
contamination such that the oil is delivered free from moisture or any
contamination by maintaining uniform quality at user end. Any incident of
deterioration of properties at user end is noticed, then it will be at discretion of
GETCO, to reject whole/part of supply delivered so far. Each oil delivery shall
be accompanied by the documents specifying suppliers’ designation, oil
classification, GETCO order no., and compliance certificate.
Quantity verification: From the lot received by consignee, duly verified and
checked by GETCO representative, sample will be selected randomly as per
IEC 60475 and Gross weight of said drum/barrel will be done. The net weight
of oil will be worked out after deducting the tare weight of the drum. Quantity
in liters will be work out after considering density of oil at temperature of
weighing. The shortages of oil, if any, found during verification will be
applicable to whole lot on prorate basis and amount of shortage such arrived
will be deducted from bills of the supplier.
