ABSENT:

WHEREAS, due to the increasing workload in the Iloilo City Govermnent particularly in
the Office of the City Mayor and City Administrator's Office, there is a need to create new
positions in order to equally distribute the job of the said office and enhance the services they
render to their clients;
WHEREAS, Section 76 ofR.A. 7160 of the Local Govermnent Code of 1991 provides
that every LGU shall design and implement its own structure and staffing pattern talcing into
consideration its service requirement and fmancial capability, subject to the minimum standards
and guidelines prescribed by the Civil Service Commission.
Section 1 - One (1) Community Affairs Officer III -SG 18 under City Mayor's Office is
hereby CREATED;
Section 2. -The duties and functions of the Community Affairs Officer III SG 18 are as
follows:
Shall head/supervise, and oversee the efficient operation of the Tobacco Control Section
under the City Mayor's Office
To monitor and enforce the provisions of the Iloilo City Anti-Smoking Task Force
(ICAST)-Executive Order No. 34, Series of2013;
- To lead advocacies and information-education campaign of the anti-smoking ordinance of
the city;
Network with local, national and international organizations and establish partnership on
programs and resource mobilization on anti-smoking concerns.
Section 4. -The duties and functions of the proposed creation under City Administrator's
Office are as follows:
Shall assist the City Administrator in developing plans and strategies, implementing
the same particularly those related in management and administration programs and
projects upon approval of the Mayor
Shall assist the City Administrator in establishing and maintaining a sound personnel
program for the City;
Shall assist in the conduct of continuing organizational development of the City with
the end view of instituting effective administrative reform.
Shall oversee the functions of the Administrative and Operation Unit;
Shall take charge of personnel relationship and discipline.

Section 5 - The City Government shall appropriate funds for the implementation of this
ordinance.
Section 6. This ordinance shall take effect l" of January 2018 and after its publication in
a newspaper of general circulation in Iloilo City.
