EXPLANATORY NOTE

T his bill seek s to im pose h ig h er p e n alties ori o th e r form s of illegal

gam bling n o t covered by th e provisions of R epublic Act (RA) No. 9287,
en titled “An Act Increasing the Penalties fo r Rlegal Numbers Games,
Amending Certain Provisions of Presidential Decree No. 1602, and fo r
Other Purposes. ”

RA 9287 w as e n ac te d in 2 0 0 4 a s a re sp o n se by C ongress to th e
p u b lic ’s clatmor for a to u g h e r law a g a in s t illegal n u m b e rs gam es,
p a rtic u la rly ju e te n g , b e c a u se it w as observed th a t' th e w e ak n e ss of th e
old anti-gam bling law c o n trib u te d to th e c o n tin u in g proliferation of
illegal n u m b e rs gam es. In en ac tin g RA 9287, C ongress only in c re ase d
th e p en alties for th o se involved in illegal n u m b e rs g am es w hile m ak in g
no c h an g es in th e p e n alties for offenders engaged in o th e r illegal
gam bling activities as e n u m e ra te d under P resid en tial D ecree (PD) No.
1602, a s am ended.
