ABOUT THE SUBJECT Elvira Ortega Vargas finished her primary education in Tuael Elementary School and took her
first year high school in President Roxas National High School, but because of poverty and distance of
the school from their home in barangay Mabuhay, she wasn’t able to finish it. She became an out of
school youth and worked as a house helper to earn for a living. She then married by the age of 20 and
later raced three children. She even experienced to work abroad for a short time. When she came
back she heard the offer of President Roxas Central District Alternative Learning System which gave
her a chance to continue her schooling for free. She grabbed the opportunity even though she is
already processing her passport going back abroad because of economic constrains experienced by
the family and finally passed the accreditation and equivalency exam.
THE STORY Elvira Ortega Vargas, 45 year-old displayed these characteristics which led her to graduate her
basic education through President Roxas Central District Alternative Learning System (ALS), earned a
degree through CHED scholarship program and passed the Professional Licensure Examination for
Teachers (LET), September 24, 2017.
Mrs. Vargas substituted a grade one teacher of President Roxas Central Elementary School
(PRCES). She first rendered service at President Roxas Institute of Technology Inc. (PRTECH) before
passing the LET. She took it five times before finally passing the licensure examination.
Her perseverance, determination and fortitude led her to her success.
ABOUT THE LOCATION OR President Roxas is a municipality of North Cotabato province, Region XII. Tuael Elementary School is a
VENUE OF THE SUBJECT neighboring barangay of Mabuhay which is kilometers away. Poblacion, the center of the town is even
farther. It is kilometers farther from barangay Mabuhay. It is here where President Roxas Central and
President Roxas National High School located.

Elvira Ortega Vargas, 45 year-old displayed these characteristics which led her to graduate her basic education through
President Roxas Central District Alternative Learning System (ALS), earned a degree through CHED scholarship program and passed
the Professional Licensure Examination for Teachers (LET), September 24, 2017.
Mrs. Vargas substituted a grade one teacher of President Roxas Central Elementary School (PRCES). She first rendered

the licensure examination.
Her determination to pursue her secondary education through ALS program was doubted by few. She was demeaned by
others as she was too old to pursue schooling but it did not stop her.
It was fortitude that let her survived the hardships to finish Bachelor of Science in Agriculture major in Agricultural Education
in Cotabato Foundation College of Science and Technology, Antipas External Unit. She experienced to ride panel trucks, collector’s
motorcycle, and whatever private transport system going back home as there was limited public transport system late in the
afternoon from Antipas to President Roxas. This added the sacrifices to balance the time and resources between the needs of her
family with the demands at school.
“Despite of their mockeries and demeans that I am too old to pursue schooling, I finished my secondary, pursued college,
attained a degree, given a lot of sacrifices and surpassed all the trials along the way, at last, God answered my prayers, I am now a
licensed professional teacher” said Mrs. Vargas.
