(ii) Locus standi - Article 32 - Court must allow any member of public acting
bona fide to file writ petition on behalf of persons whose fundamental
rights are violated and cannot approach Court owing to poverty or other
disabilities - under Article 32 Court not bound to follow adversarial
procedure - Apex Court has widest possible powers to enforce fundamental
rights - Supreme Court can appoint commission to enquire into violations of
fundamental rights in exercise of its writ jurisdiction.
