Problem Statement :

The current government of Pakistan policy for P.P.R.A is less efficient/effective due to

the transparency, accountability, capacity building of manpower (well trained) in country.

The major areas are to be identified to enhance the efficiency/effectiveness of the

‘’ Public procurement sector ‘’ in Pakistan.

Objective Of The Study :

To study the public procurement challenges in Pakistan in the existing setup and

highlight shortcomings/deficiencies at the national level as well as institutional level to

improve up on efficiency/effectiveness in Pakistan.

This research will be helpful for improving the ‘’ public procurement sector ‘’ through

the ‘’ reforms’’ at the national level in Pakistan as well as of other developing

countries/3rd world countries(developed) have similar challenges and issues/problems

of the ‘’ public procurement ‘’ in their countries.

It is observed that lack of accountability and transparency are the main problems

and these all have support by senior management mostly in government organizations

of Pakistan. The aim of the objective is to identifying the different types of procurement

practices in Pakistan.

Research Questions :

Question 1 :

What are the challenges/issues and barriers of ’’ public procurement sector ‘’ of

Pakistan and what are the factors affecting efficiency/effectiveness of the procurement

sector of Pakistan?

Question 2 :

What are the different types of procurement practices and reforms are required for the

public procurement in Pakistan?

Importance/Significance Of The Study :

‘’ The research area that is the challenges of a ’’ public procurement sector ‘’ of

Pakistan with specific reference to efficiency/effectiveness of other state institutions in

Pakistan has not been explored so far. This is a visible ‘’ Gap ‘’ in the body of

knowledge. This research doe’s fill this ‘’ Gap ‘’ is a significant contribution to body of

knowledge.
