PLAN BACKGROUND
1. PLAN BACKGROUND CRITERIA: The plan should guide the LEA’s use of
education technology for the next three years.
1a. The Palmdale School District Technology Master Plan is the guiding master plan for
technology in the Palmdale School District (PSD) effective 2015-2018. PSD is located in
the northernmost part of Los Angeles County and serves approximately 10,268 K-8
students. More information on PSD is available at https://www.palmdalesd.org/.
1b. To create and maintain the PSD Technology Master Plan, the district enlisted the assistance
of many stakeholders. Stakeholders included Superintendent, Asst. Superintendent,
Director of Curriculum and Instruction, Coordinator of Educational Technology, Manager
of Information Services, Teachers, School Site Principal, and District Office
Administrator.
1c. PSD utilized several forms of research to develop the plan. Research included What Does
the Research Say About School One-to-One Computing Initiatives? (Saures and
McLeod, 2012), Silvernail & Gritter, 2007), Lowther, Ross, and Morrison, 2003), Bebell &
Kay, 2010; Gulek & 3 Demirtas, 2005), Suhr, Hernandez, Grimes, & Warschauer, 2010),
Dunleavy & Heinecke, 2007), Shapley, et al., 2006), and more,

2. CURRICULUM COMPONENT CRITERIA: The Plan must establish clear goals and realistic
strategy for using telecommunications and information technology to improve education
services.
2a. All teachers have one desktop computer in their classrooms, access to online email, and
one iPad. All teachers have one Promethean panel (75 inch or 80 inch) in their
classroom or one SMART panel. All principals are provided one iPad and one desktop
computer. All teachers and admins have online access to Illuminate and Infinite Campus.

2b. Students have access to computer labs at each school site, carts of laptops for assessment,
carts of Chromebooks for grades 3 - 5, class sets of iPads for grades TK - 2, and 1:1
take-home Chromebooks for grades 6 - 8. Students in grades 6 - 8 may check out a
Kajeet Wifi device from the library to have Internet access at home. All students have
access to Wifi on buses. Chromebooks are replaced every 3 years. iPads are still viable
and will be replaced when necessary. Ubiquitous Wifi is available at every school site.
Students are permitted to bring their own devices to school to join the district network.
2c. All staff and students will use Google Suite. Through Google Suite applications, teachers will
be able to share curriculum and assignments digitally with students; students will
improve writing skills using Google Docs, saving to Google Drive.
2d. There is a scope and sequence document in the appendices that addresses student
technology literacy skills. Annual surveys measure improvement.
2e. TTF’s redeliver a minimum of one lesson annually to all staff regarding Digital Citizenship
and Internet Safety. Staff must verify through surveys that they have been trained and
will deliver lessons to students using Common Sense Media curriculum. Additional
trainings are conducted to teach staff about Fair Use and Copyright.

3. PROFESSIONAL DEVELOPMENT COMPONENT CRITERIA: The Plan must have a
professional development strategy to ensure that staff understands how to use these new
technologies to improve education services:
3a. Teachers and administrators were surveyed on their current technology skills as well as
areas where they felt they needed improvement. Palmdale surveyed approximately 550
teachers and administrators to gather data which helped to drive their professional
development. Once they knew what the needs were they delivered the professional
development in several different formats in order to meet the needs of all adult learners.
The formats included face to face meetings during the school day with release time,
during staff meetings, after school, weekends and during summer.
3b. Goals were set for year 1, year 2 and year 3 and evaluated each year. As goals were met,
the information was reported out to the Board of Trustees. In Year 1, the goal was to
train 100 individuals in areas they were lacking, in Year 2, they added 200 additional
individuals and in Year 3, they added an additional 300 individuals. At the end of Year 3,
over 1000 teachers and administrators were trained overall when the goal was to train
600. Palmdale had great success with this model and they were able to engage their
teachers and administrators in several different opportunities for professional
development and had great success. Areas of focus for Professional Development
included iPads, Chromebooks, G Suite (GAFE), OARS, Infinite Campus, Google

4a. Staff and students have access to ubiquitous Wifi on all campuses. Staff have access to
Gmail, online email, at home and at school. Teachers use applications such as
ClassDojo and Remind to communicate with parents. Infinite Campus Parent and
Student Portals are available for access to current grades. All staff have telephones
connected to voice mail accounts. All staff have HP desktop computers connected to HP
switches, routers and printers. 92% of all households of students within the district have
Internet connectivity as measured through annual surveys. The LEA has Follett Destiny
inventory system and external inventory through ConvergeOne, a white glove service. All
libraries use Follett system for checkout of resources and textbooks. Electronic
resources are located in all classrooms, library/media centers, computer labs, as well as
staff related areas. All platform and system software shall adhere to the district’s
standards acquired using the decision making process described in the Plan. All
networks are connected at 100Mbps with a 100Mbps connection to LACOE. Mobile
devices are secured in locked classrooms. Most devices have additional security of
being on locked carts.
5.a Given the internal annual surveys, the annual review of the plan, and the report to the board
on all findings for the year, the Monitoring and Evaluation section of the technology plan
are adequately addressed. Specifically, summaries of academic progress as are
correlated with results from district benchmarks and state assessment to evaluation
student program and program effectiveness. Information gathered from the internal
surveys is used to augment and supplement evaluations, lesson plans, and future
surveys.
5.b Surveys of staff and students Digital Literacy skills conducted and reported annually. Tech
Steering Committee meets annually to review the plan and report out. Coordinator of
Educational Technology makes annual reports regarding the technology plan to the
Board and Cabinet.
LCAP Alignment - The technology plan as currently written does not directly align with the
District’s current LCAP. However, there are references to numerous LCAP goals where
appropriate throughout the plan.

Budget - The outlined budget in the plan is broken down by account codes and references
various funding sources. This allows for not only effective reporting each year but assists in
identifying additional related sources as they become available.
