ExpressPoll Tablets to be used for the General and

Constitution Amendment Election.


NOVEMBER 06, 2018

May 10, 2016, Governor Bentley signed act number 2016-317 (§ 17-4-2 of
the Ala. Code) making use of Electronic Poll Books in lieu of printed list of qualified
voters a pilot program.

The Cullman County Commissioners, Kenneth Walker (Chairman), Kerry


Watson (Commissioner Place 1) and Garry Marchman (Commissioner Place 2) with
Judge Tammy Brown signed an agreement on Sept. 13, 2016, for Cullman County
to be a part of the statewide pilot program to test Electronic Poll Books on Election
Day.

Nov. 08, 2016, Judge Brown assigned three precincts to use the
Electronic Poll Book for the General Election. The precincts that tested the
Electronic Poll Book were Bolte-White Grove Church, Cullman County Health
Department and Center Hill Community Center. All three precincts reported
positive results.

Judge Brown continued to research for a vendor to provide the best


price and equipment for Cullman County to purchase. Multiple meetings were held
between November 2016 and September 2018 to obtain funding for the purchase
of the Electronic Poll Book.

On June 12, 2018 the Cullman County Commission approved the


purchase of 70 ExpressPoll Tablets from ES&S for the total cost of $100,467.
Cullman County will be reimbursed from the State of Alabama Comptroller Office
$15,770.

Sept. 4, 2018, Chairman Walker signed the agreement with ES&S for the
purchase of 70 ExpressPoll Tablets.
ExpressPoll Tablets are secure with the uploads and downloads of all
election information being processed through a secure server, including a failsafe
data recovery procedure for information included in the ExpressPoll Tablet. The
ExpressPoll Tablets do not have access to the internet. The ExpressPoll Tablets are
compatible with the statewide voter registration system; this provides functionality
for quickly and accurately uploading voter history into the statewide voter
registration list in accordance with § 17-4-33 of the Ala. Code.

Training for the ExpressPoll Tablets began for the Inspectors and one
tablet clerk on Oct. 9, 2018, at 9 a.m. and 4:30 p.m. and Oct. 11, 2018 and
9 a.m. and 4:30 p.m. The Probate Office left two ExpressPoll Tablets available for
anyone that thought they needed more training until Friday, Oct. 26, 2018.

Beginning with the General and Constitution Amendment Election on


Nov. 06, 2018, Cullman County will be using ExpressPoll Tablets for processing
voters at each precinct.
