Saint Bernard as it moves forward …..

BRIEF HISTORY

• Formerly one of the most progressive barangays of Cabalian (now San Juan)
• Formerly bore the name “Himatagon”
• Then village leader, legendary Graciano H. Capili (who became the first mayor) sent petitions to
higher authorities appealing to them asking the conversion of barrio into a municipality.
• Finally, the town was created in December 9, 1954 through E.O. 84 of the late Pres. Ramon
Magsaysay.
• In year 2006, Saint Bernard was internationally known due to the Guinsaugon landslide. In fact,
Saint Bernard, for a while, had been synonymous to Guinsaugon.

united, honest public servants and environmentally-conscious & God-loving citizenry.

 Implement effective agriculture and fishery technologies;


 Pursue infrastructure development;

 Establish an efficient management information system;
 Increase local revenue thru effective fiscal measures;
 Deliver effective, efficient and quality basic services to all under-privileged sectors;
 Integrate disaster risk reduction measures in all projects and programs;

 Strengthen LGU-NGO/PO/PS linkage;

all barangays under the Early Childhood Care and Development Program.

made various feeding programs and vitamin
supplementation.
Birthday Celebrations of the Municipal Mayor shared
with the malnourished children of St. Bernard and the indigenous
community (Mamanwa)

Medical and Dental missions together with various


NGO’s like Rotary club of Mandaue East, Korean
Food for the Hungry and many others.

T- Tourism, Arts and Culture

Formulated the Tourism Investment Code, participated in


various tourism expos, formulated the St. Bernard Tourism
brochure, and supported the development and promotion of
different tourism spots in the municipality. Initiated the
construction of footbridge to Ground Zero. Ground Zero was
established as a tourism and scholarly studies destination.
Started the UMADAGAT Festival with colorful street dancing
and higante competition.

Annual Commemoration of Guinsaugon Tragedy with


guests from foreign countries and national and provincial offices

U- -Unemployment Eradication through the


One-Stop Shop Jobs Fair with the support of DOLE
and other government and non-government
organizations, Livelihood Trainings with TESDA,
and Job Placement Referral.

DOLE funded Job Placement of those hired for


foreign employment through simple loan program and also
funded the 3 sectoral organization ; Himbangan Fisherfolk
Association with Prawn Culture, St. Bernard Tricycle
Operators and Drivers Association with Motorcycle spare
parts trading Out of School Youth (BUGKOS) with
Photographic T-shirt printing and streamer printing

DOST funded the Veggie Noodle Factory, fund was released


last March 2009,
Z- zeal and efficiency in Public Service
2008 Conducted barangay development planning programs in
all barangays , to help them identify their priority projects and programs
and assist them in their sectoral formations.

2007 Conducted barangay consultations addressing primary problems of the


barangay.

This year 2009 Munisipyo sa Bario was initiated, bringing


the basic services of the local government to the people.

One significant order issued was the reportorial


requirement of employees attending
trainings,seminars, conventions etc, for Mayor’s
updateon new programs mandated by national
officesfor its effective implementation.

Organized the tricycle, motorcycle and multicab drivers


and operators and made various meetings to address their
disputes and problems

Made various consultations with fisherman


for the implementation of Fishery code in the coastal barangays
from Lipanto to Magbagacay

Organized the business sector, for their identity as


sectoral organization. Re-organized the MFARMC
the youth and out of School youth. Supported various
livelihood programs of WOMENS.
Solid Waste Management Cluster Formulation –
Municipalities of Anahawan, San Juan and St. Bernard
clustered under the GTZ-AHT SWM4LGUs project in
compliance with RA 9003

Construction of Terminal Building

Conducted dialogues, confrontations and investigation on various complaints concerning employees on


issues affecting their respective functions pursuant to Civil Service Rules.

Crafted the LGU’s citizen’s Charter in Support


to CSC Memo and RA 9485 Anti Red-Tape Act.

Implementation & Institutionalization of the Moral Recovery


Program in the LGU to strengthen the moral MRP Center
and spiritual values of the government

Construction of Engineering Building for


the effective control and utilization of supplies and materials
Kaoshiung Bus donated by the City of Cebu through
Mayor Osmeña to cater the needs of not less than
7 barangays affected by Guinsaugon rock avalanche.
