2.1 ROLES AND RESPONSIBILITIES
Objective
Define roles and responsibilities of each Air Traffic Services Personnel

working at Rajahmundry Airport.

Introduction
The Air Traffic Services at Rajahmundry Airport are provided by Aerodrome control
Tower, which also provides Approach control service, Flight Information Service and
Alerting services.
Operations consists of two shifts for covering the Watch Hours as Specified in
the NOTAMs from time to time. Each shift consists of a minimum of two ATCO’s (one
Duty officer, also called as ‘D’ controller and one Assistant controller also called
as ‘A’ controller).
The duties and responsibilities listed below are in addition to those mentioned in
MATS part 1

2.2 ATS In-Charge


ATS In-Charge heads the ATS unit at Rajahmundry Airport. He is assisted by Manager
(ATM). ATS In-Charge reports to The Airport Director for administrative and operational
requirements.

Duties and Responsibilities of ATS In-Charge


As overall in charge of ATS shall;

a. Ensure safe, orderly and expeditious flow of Air Traffic at Rajahmundry Airport,
b. Plan, project and supervise all short term and long-term ATM requirements viz;
1. Air Space Management
2. Infrastructure
3. ATS personnel;
• Strength
• Training
• Issue of rating

c. Ensure proficiency assessments of all ATCOs at regular intervals


d. Ensure smooth and effective ‘Air Traffic Management’ through proper Co-
ordination with
1. External agencies viz. military/airline operator’s/ Govt. agencies
2. Internal, viz., CNS/Egg etc.
3. CHQ/RHQ/Adjacent ATS-in-Charges
e. Ensure prompt implementation of ATM / Safety related instructions issued by
CHQ /other regulatory authorities
f. Issue temporary local instructions for promulgation of new /change in ATS
procedures of short duration
g. Document and publish MATS Part 2 / training manual, conduct quarterly review
of the manuals, issue amendments as required
h. Provide effective leadership and guidance to ATS personnel during
contingencies, as listed in contingency procedures
i. Ensure that required action in respect of incidents / accidents /investigations
thereof is taken, as listed in MATS Part 1 and Chapter 26 of MATS Part 2
j. Ensure implementation of various provisions safeguarding aircraft against
obstacles on and in the vicinity of Rajahmundry Aerodrome.
k. Ensure successful implementation of any new /change in ATS procedures and
systems.
l. Convening of AEMC/Runway Safety Team meetings

2.3 Standards and Procedures

General
This division is headed by ATS In-Charge.

Duties and Responsibilities of ATS In-Charge regarding standards & Procedures.


The ATS In-Charge shall

a. Monitor performance of ATCO’s at Rajahmundry Airport.


b. Conduct Proficiency checks once in every month.
c. Maintain relevant records as in training manual.
d. Conduct random checks of ATC Tape Transcripts to assess performance of
ATCO’s and follow-up thereof
e. Act as chairman/ member of rating board.
f. Functioning as a member secretary of investigating team for investigation of Air
Traffic incidents.
g. Provide counseling to ATM personnel for safe and efficient performance of
ATM system.

2.4 Operations

General
a. Operations division is directly responsible for the direct control of Air traffic
using computerized/ digitized radio communications and other aids.
b. Separation responsibility, expeditious service and safety are the primary
functions of this division.
c. ATS personnel in this division work in two shifts and provide hours of air traffic
services daily for covering published watch hours. Senior most rated officer in
the shift is overall In-Charge of each shift. He coordinates with associated
organizations viz., other wings of AAI, MET, Airport Health, Airline Operator,
and Police, City fire brigade, Air force and Army etc. during contingencies.
d. These services are the most visible ones to the end user and comprise the largest
segment.

2.5 Aerodrome Control Tower

Composition
Aerodrome control Tower consists of two positions, they are Duty officer (ATC)
and Tower Assistants (‘A’ Controllers).

Duties and responsibilities of Duty Officer (ATC)


Duty Officer (ATC) in control Tower shall:
a. Provide Air Traffic control services (Aerodrome Control Service and Approach
Control Service), Flight Information and Alerting services in a safe, efficient
and expeditious manner.
b. Apprise himself/herself of the present/forecast weather conditions in the
Rajahmundry CTZ and other aerodromes, to which flights may be diverted from
Rajahmundry.
c. Assist& advice ATS personnel under his supervision.
d. Submit periodic reports to ATS In-Charge/Airport Director regarding
deficiencies noted and remedial measures taken on efficiency and potentiality of
ATS personnel.
e. Coordinate control of traffic between various units, if circumstances warrant.
f. Assess shortcomings in communication/ Navigation/ surveillance facilities and
in the event of their malfunctioning or unserviceability, take appropriate
remedial action for immediate restoration of such facilities.
g. Maintain Tower Log book and make entries regarding new/ change in
procedures/ Operational circulars/ Local instructions/ VVIP movements/
incident/ accident/ unserviceability etc.
h. Ensure that, all relevant documents are present in the Tower and are updated
from time to time.
i. Carry out or Arrange for runway/operational area inspection.
j. Take action after an incident/accident/airport/violation at Rajahmundry airport
during the period of his duty as specified in chapter 26.
k. Watch bird activities in and around the aerodrome and take appropriate action.
l. Operate the aerodrome ground lights as per requirement.
m. Manage the FPS/EFPS in Tower Automation.
n. Inform WSO status report on availability of airport facilities at the time of watch
opening
o. Joint inspection of all CNS facilities services in ATC/AHCR etc.
Joint inspection of operational area with Civil/Electrical maintenance team
periodically
Duties and responsibilities of Tower Assistant (‘A’ controller)
Tower Assistant shall:
a. Attend and operate all Communication equipment’s excluding VHF;
b. Ensure dissemination of Aerodrome Warning to Fire Station, Flying Club
aircraft.
c. Check the serviceability of telephone lines etc., and in the event of un-
serviceability or malfunctioning of such facilities, inform Technical personnel
and Aerodrome Controller
d. Assist the Aerodrome Controller during any contingency
e. Maintain the Aircraft Movements Register (AAI 17). Enter POB, ATD for
departing aircraft and ATA for arriving aircraft.
f. Ensure departure message in respect of departing aircraft to the stations
concerned.
g. Ensure that ADC number is available and valid for all departures and if not,
coordinate with Chennai Briefing;
h. Pass any revision in ETD beyond one hour to Chennai Briefing/MLU and get
revised ADC number;
i. Pass ETA of all flights to Fire Station.
j. Pass ETA of nonscheduled flights to Fire station, Terminal Manager Etc.
k. Work as a team member.
l. Operate ALDIS lamp and provide visual signals when required;
m. Prepare and supply of FPS to Duty Officer (ATC).
n. Inform all Internal Agencies Viz. Fire station, MET, Power house, CNS cabin,
Terminal regarding Watch Hour Extensions, Night Operations etc.
o. Perform any other task as assigned.
p. Carry out Runway Inspection if requested by the controller.
q. Assist the Duty Officer in Non-Scheduled, Non-credit billing and cash handling.
r. Pass ETA of all arrivals to Fire Station.

2.6 A.T.S. Reporting Office

Composition
At present, ATS Reporting Office is not established at Rajahmundry Airport. All
the functions of ATS reporting Office shall be carried out by Duty Officer (ATC),
assisted by Tower ‘A’ controller.

Duties and Responsibilities of ATS Reporting Office (ARO)/Duty officer


a. Accept and Process Flight Plan as detailed in chapter 5, section 5.2 and 5.3 of
this manual.
b. Collect RNF, PSF, Landing, Parking and Watch Extension charges as applicable
from non-scheduled operators not having credit facility and issue receipt in
acknowledgement of payments.
c. Maintain ‘non-credit movement register’ and handover the collected cash to the
Cashier (finance section).
d. Brief pilots as required.
e. Notify agencies concerned in case of Aircraft accidents as per contingency
procedure.
f. Carry out any other duties assigned by ATS incharge.

2.7 Duty Controllers


This section details duties and responsibilities that are common to all controllers on duty.

ATC WATCH TAKING OVER PROCEDURES (as per MATS1 3.13.)


During the shift change, or whenever an Air Traffic Controller is relieved irrespective of
the duration of relief, a mandatory 15 minutes’ overlap period shall be provided in which
the relieved ATCO shall brief the relieving ATCO of complete traffic situation. The
relieving officer shall plug-in the Head-set and monitor the progress of the traffic. The
relieved officer will brief the relieving officer on all active and pending list of traffic. The
relieving ATCO shall make a log entry of having received briefing and understood the
traffic situation before assuming charge of Air Traffic Control duties in an ATC Unit.

The relieving officer shall first ‘take over watch’ in the logbook and sign to that effect
followed by the ‘handing over watch’ by the relieved officer.

All ATC Officers before taking over watch must familiarize themselves with-

i. The current weather report and forecast

ii. Status serviceability of all VHF Channels

iii. Status of serviceability of direct telephones

iv. Status of Special User Airspaces (SUAs)

v. Current NOTAMs and bulletins

vi. Status of serviceability of inter unit and inter-center facilities

vii. Status of serviceability of Radio Navigational aids / landing aids visuals aids
etc.

Viii Status of serviceability of crash and fire alarm siren and bell (wherever

Applicable)

ix. Details of aircraft parked in the parking area (wherever applicable)

Any un-serviceability of the above facilities shall be recorded in the logbook.

ATS In-Charge of ATC Centre/ Airport shall ensure strict compliance with these
instructions.
2.7.1
Duty Controllers shall;

1. Operate the equipment’s as applicable for the relevant unit;


2. Take necessary action in the event of un-serviceability of communication
equipment’s as in MATS Part 2 Chapter 23 and
3. Use standard phraseology as applicable.
4. Plan and control aircraft within the area of responsibility
In order to effectively plan and control traffic, Duty controllers shall;

a. Apply knowledge of;


1. Aircraft performance viz., speed, rate of climb and descent, rate of turn
2. Cleared flight level
3. Cockpit work load
4. Airspace structure and restrictions thereof.
b. Allow aircraft to follow the filed flight plan profile as far as practicable.
c. Predict and resolve traffic conflicts;
d. Control and coordinate diversion of flights.
e. Control and coordinate special flights like VVIP, priority and emergency, etc.
f. Formulate and issue ATC clearances
Clearances are issued solely for expediting and separating air traffic and for this purpose
Duty controllers shall;

a. Interpret flight plan data;


b. Assess the request in respect of other traffic;
c. Apply separation standards as appropriate
d. Issue clearance to pilots and ATS Units.

Provide Flight Information Service (FIS)


For the purpose of providing FIS, Duty controllers shall;

a. Monitor and interpret relevant meteorological information.


b. Monitor and interpret relevant aeronautical information;
c. Monitor the status of navigational/approach and landing aids
d. Recognize potential collision hazards
e. And inform Pilots/ATS Units/WSO/MET - relevant Information required for
safe and efficient conduct of flights.
2.7.3 Provide Alerting Service
When so required, to facilitate the provision of alerting and search & rescue services
Duty controllers shall;

a. Recognize a potential or actual emergency situation and initiate appropriate


action;
b. Recognize and respond to aircraft RT failure;
c. Initiate overdue action;
d. Coordinate with other agencies, inform WSO, Chennai and monitor and record
the situation in log book.

2.7.4 Coordination
Duty controllers shall coordinate with other ATS units and agencies as specified in MATS
(Part 2) chapter 20

2.7.5 Accept and transfer of control of flight


The control of flight between adjacent units shall be accepted and transferred by
Duty controllers as specified in MATS Part 2 Chapter 20.

2.7.6 Notification of accidents/incidents


Duty Controllers shall notify any incident/accident in the area of jurisdiction to
appropriate authorities as specified in MATS Part 2 chapter 26 and as instructed by
CHQ from time to time.

2.7.7 Team member


To work as a team member Duty controllers shall;
a. Respond to the needs of team members;
b. Ensure workload is within individual capabilities and
c. Concentrate on and complete the current tasks.
