In line with the contents included in statements issued by the Security Council, the
briefings delivered by the United Nations Undersecretary for Humanitarian Affairs,
Mr. Steven O'Brien and more particularly the SC statement presented by its President
in session No (7974) convened on 15 June 2017 which called upon all parties to
resume a comprehensive political process and stressed the need to keep all Yemeni
ports operational as being an extremely important lifeline to the flow of humanitarian
aid and other basis supplies, and the SC's commitment, reiterated in this statement, to
Yemen's unity, sovereignty, independence and its territorial integrity.
1. All parties are called upon to stop the war and all military actions and to end
land, sea and air blockade imposed on Yemen.
2. The United Nations are called upon to put in place an adequate mechanism to
monitor progress of work in all land entry points, ports and airports in all areas
in Yemen with no exception with the view to ensure that revenues are collected
and deposited with the Central Bank of Yemen in order to deliver on all
government commitments including release of salaries of public employees,
provision of food and medicine supplies, dealing with the looming fatal
outbreaks that destroy the life of many Yemenis in different governorates
nationwide.
3. The Security Council is invited to assume its humanitarian and legal role by
revoking all decisions and actions taken during the past period which have torn
apart national cohesion, compromised food and health stability with the result
being fragmentation of Yemen as a united country and dissipation of state
public revenues, sovereignty and stability of Yemen.
4. The concerned parties are called upon to embark on constructive and inclusive
dialogue without pre-conditions and under international monitoring in the lead
up to fair political solution as the only way to sustained peace and stability in
Yemen as well as to genuine national and political partnership.
In conclusion, the House of Representatives call upon all parties to put the supreme
interest of the nation over and above all other petty interests and projects and to
tolerate and accept the other in order to put an end to the unconscionable amount of
suffering of Yemenis as a result of the destructive scourge of war, stifling siege and
fatal epidemics.
