Your application on illegal action of Internal Affairs Authority of Ukraine in relation to withdrawal of the
underage Viktoria born by Volochkova O.S. by means of surrogacy and her purportedly illegal put up to other
citizens for adoption is considered.

It is established that in October 2007, as agreed between You and Volochkova O.S., the girl was born and
registered by You as your daughter. On the grounds of Art. 123 of the Family Code of Ukraine the child's origin in
case of artificial insemination shall be established subject to participation of the parents in the mentioned
procedure. In the pretrial investigation of the criminal case initiated November 06, 2007 against You, it was
found out that You, your husband and Volochkova O.S. are not the natural parents of the girl and the girl’s birth
was registered in contravention of the law.

The mentioned criminal case was closed July 10, 2008 by Public Prosecution Service of Kyiv for absence of
elements of crime in your actions. Office of The Prosecutor General of Ukraine agreed with this resolution.

In addition documents are been collecting by Public Prosecution Service of Kyiv in order to file a claim to
the court on invalidation of the registration of the child’s birth and amend the entry about the parents.

As of today according to the resolution of the State Administration of Shevchenkivskiy District of Kyiv dd.
March 14, 2008 the child is in the custody of the citizen of Ukraine and lives with her guardian. She has not been
put up for adoption.
