This SITE is about the illegal use by some of our Spy Agencies of the
Zersetzen "no touch" torture technique against innocent citizens. It describes
one family's personal experiences fighting back.
Zersetzen is a process that was developed by the former communist East

German secret police, the "STASI", to persecute dissidents.
Today some of the Spy agencies in countries that are a part of the "Five Eyes"
intelligence sharing agreement (CSIS / CSEC in Canada, MI5 / MI6 / GCHQ in
UK) are illegally using these east block "secret police" techniques to persecute
and bully innocent citizens on behalf of private interests - and for reasons that
have nothing whatsoever to do with national security.
Zersetzen is about character assassination and threats – its purpose is to poison

every aspect of a person’s life. Not the normal bloodier medieval form of torture,
Zersetzen is a more sophisticated “Orwellian” form that was developed to cause
"severe and prolonged suffering" without leaving marks
It’s
just
like
the
STASI treated dissidents in the former East Germany, except that this Human
Rights Abuse is happening here today.
Sometimes called Cointelpro, Zersetzung, D and D (Disrupt and Discredit) or

No-touch torture, Zersetzen poses the biggest single threat to our democracy
since the end of the cold war.
Zersetzen starts with blacklisting, character assassination, and slander – It's

about manipulating people or groups of people by typical STASI methods:
hearsay, gossip, lies, spreading rumours about someone … the list goes on.
Then years of Intrusive Surveillance, Intimidation, Harassment,

Cyberbullying, Death Threats, Telephone Tapping etc. followed on. A classic
STASI technique - with both oneself and one's children threatened.
And then there is OMERTA – a shutdown of help. A cover-up conspiracy to

pervert the course of justice, by ensuring that there is no proper investigation.
Once the secret intelligence agencies are involved, people are too scared to
help - police, politicians, lawyers, media and human rights agencies. All the
normal support structures and avenues for resolving grievances simply freeze
up.
There is no real political oversight of our Spy Agencies - Because our

politicians believe that the secret security/intelligence agencies can destroy their
careers they are too scared of them to rein them in.
Zersetzen is about overriding the rule of law.
According to their own leaked documentation (from the UKs GCHQ), these Spy
agencies are training some of their operatives in the use of Zersetzen-style
techniques with the stated intention of causing "Physiological", "Cognitive",
and "Affective Stress" in their targeted victims using methods designed, in their
own words, to disrupt, destroy, diffuse and discredit these victims.

As the "Russell-Zersetzen" Report describes, Zersetzen starts with character

assassination and slander – Its initial purpose is to render its victim
unemployable and ostracized from the community.
THEN THE THREATS START
Shots fired, vehicles driven at us, our children threatened – We have been
subjected to intrusive “in your face” surveillance, had our home staked out, and
been victimized by cyberbullying, ongoing stalking and numerous threats - many
of which are witnessed. All of our communications - telephone, email, and mail -
are tapped and interfered with.
The Zersetzen formula is: First to slander & character assassinate -- Then to
threaten, intimidate & harass -- Then to cover-up by ensuring no investigation
takes place -- Then to say you are nuts when you complain about the cover-up.

Zersetzen is:
This report is a 125 page chronological account of the various incidents of
intimidation, harassment, & threats that have happened, and of the high
level cover up conspiracy to pervert the course of justice.

How to Read This Report:
The Russell-Zersetzen Report starts with an index ( Table of Contents ) that lists
the incidents both geographically and as to type of incident -- click here to view

Firstly take a look at the table of contents..
The Report is split into sections that represent the main places where Zersetzen
has occurred and lists them on a chronological basis - Vancouver, London &
Yarm, Manchester & Calgary. In its last section, this Report outlines the degree
of the Cover-up (denial of Justice). All incidents are referenced B1 to M5.
A secondary division within each of the sections are sub-sections, or sub-pages,

where longer items can be detailed.

want to keep it a secret. So they use a whole barrage of "disinformation" tactics (and threats)

This "disinformation" has included heavy use of internet trolls, spreading fake news about
genuine victims to discredit them, having Agent's Provocateur act as victims, or encourage
nuts to do so, and then make ludicrous claims that discredit the process.
So how do you tell the difference between genuine victims of Zersetzen and nuts? Well, for a
start nuts don’t have witnesses; but genuine victims often do.
The Litmus Test that I apply is this: Genuine victims will usually have some corroborative
evidence - eye witness testimony, recordings of threats, property damage, etc. - to back up
some of the incidents. They will have tried to get the matter investigated and will also have
evidence of a cover-up.
Purpose of Paper "Zersetzen - 25 Precedents":
So the purpose of this paper "Zersetzen - 25 Precedents" is to counter the disinformation by

providing examples - 25 precedents - of where Zersetzen / Cointelpro has indeed happened
to others, and to do so in a way that you can check the facts out on the internet for yourself.
Consider this:
1. Some 25 cases of Zersetzen in the UK, Canada and USA are reviewed in "Zersetzen -
25 Precedents". As you can see for yourselves, these reported victims of Zersetzen
include Nobel Laureates, Company Chairman and senior Diplomats. You can check their
individual stories out for yourself on the internet.
2. The Paper also includes an overview of what various experts have said about
Zersetzen; including a U.S. Senate Committee and the Stasi themselves.
3. And then, of course, there are the Snowden revelations (see below). Here slides, that
are actually used by one of the Spy Agency's (GCHQ), to train their operatives in

RR Comments: Edward Snowden's Documents
PROOF, from their own documentation, that Spy Agencies in the "Five Eyes" are
practicing Zersetzen programs .
Edward Snowden published some leaked documentation, marked top secret, from the UK's
signals/electronic intelligence service - GCHQ - that confirms that GCHQ is training its staff in
the illegal use of Zersetzen-style secret police tactics, and that they are sharing their training
material with others in the "Five Eyes" intelligence community.
This documentation was placed on the internet by NBC and others. I was asked to comment
on it. Below are my written comments together with the URLs of where this documentation
can be found on the internet.
The documents that Snowden revealed spell out tactics regarding how to commit illegal "dirty
tricks," how to destroy a target's reputation, how to overwhelm and control the internet with
phony posts and how to spread disinformation. Indeed according to their own leaked
documentation (from the UKs GCHQ), these Spy agencies are training some of their
operatives in the use of Zersetzen-style techniques with the stated intention of causing
"Physiological", "Cognitive", and "Affective Stress" in their targeted victims using methods
designed, in their own words, to disrupt, destroy, diffuse and discredit these victims.
It is very clear that the UK's Spy Agencies are training their staff in the use of Zersetzen
secret police tactics. Here are my comments on (and some of the slides from) GCHQ's illegal
training program in Zersetzen/Cointelpro-style activities. Read my comments below and

Based on your own readings of the stuff NBC put on the internet, I hope that you will agree
with my conclusion:
What Mr. Snowden is referring to, and what we continue to experience, is a process of
persecution whose stated objectives are to "create cognitive, physiological and
affective stress" in their targeted victims
These are secret police tactics; not those of a legitimate security / intelligence Agency.

5.Blacklisting, Spies, Lies
I left Vancouver-based Grosvenor International Holdings, where I had been
Group Controller, in 1986 and was effectively blacklisted so that I never
again found permanent employment in Canada.
Years later I was told by a head-hunter that I had “a big problem with
Grosvenor” and that the negative commentary on me had come “from all
angles” so that “it had to be believed”.
It had to be believed they say, but nobody bothered to check the facts with
me and indeed I wouldn't have expected it as I had done an excellent job for
Grosvenor and can prove it. But thatʼs how Zersetzen works. As Victor
Santoro noted in his book, Gaslighting -- “the essence of defaming your
target with rumours is that it not get back to him “
I should just mention that I had been told that Grosvenor had Spy Agency
connections. Indeed years later the UK press would report that Grosvenor's
owner had boasted about his connections with the intelligence community.
Indeed his connections were a "who's who" of power elites spreading from
Royalty to the Defense establishment.
I knew that an earlier leaver had effectively been blacklisted, and I had been
told that a Spy Agency had been involved. But as I had done an excellent job,
I didn't expect other than excellent references.
Not only had I done a first class job for Grosvenor (and previous companies
as well), but I was twice asked by them to withdraw my resignation.
Indeed Grosvenor, who were using “The Caldwell Partners” as their head-
hunter for my position (the actual head-hunters involved subsequently
joined Korn Ferry in Vancouver) turned down the first short list interviewed
on the grounds that none of the candidates measured up to me (I was told
this by the then Executive Vice President who also provided me with an
excellent written reference which I still have today). Incidentally, "The
Caldwell Partners" had advertised my position with Grosvenor as
“Worldwide Controller … Likely the most senior Controllership role in
Canada”.
I believe that the original lies that were spread about went just to my
competence, but when you have Spy Agencies on the job there is no end to
it. People will do what they think power wants; without being too much
bothered by the truth.
Writing now many years later, false rumours have been spread about me
over the years that wrongly painted me as -- a grossly incompetent
employee, who has had some relationship with the drug trade, is a
deranged suicidal maniac and a sexual deviant to boot. In the world of
the Spy Agencies this sort of slandering is known as KOMPROMAT.
There is not an iota of truth to any of it. Itʼs all manufactured lies. Yet people
think: where there is smoke there must be fire. As one top head-hunter told
me – Iʼm 95% sure you are telling the truth; but how could I take the risk of
recommending you to a client unless I was 100% sure.
I should just mention that Grosvenor has denied any involvement in the
blacklisting or the "Zersetzen" threats that followed on.
So why was I blacklisted?
I donʼt know; there was certainly no logic to it. I do know that Grosvenor had
blacklisted at least one other. My wife thinks it was about petty jealousies. In
fact blacklisting in many ways is the worst part of Zersetzen since it
ostracises one from one's community, and runs one out of money.
But why did it eventually move on to threats, harassment, and

intimidation?
A top politico suggested to me that as it probably only took a 30 second call

to blacklist me, the people involved didn't see it as a major issue and were
actually very annoyed that I have made such an issue of it. So in a sense I
have become a fairly major whistleblower, describing Zersetzen and
itemizing, with huge proof, this illegal persecutory behaviour by the very
security agencies that are supposed to be protecting us.
Whistleblowers, particularly those who demonstrate the illegal Gestapo side

of our secret security agencies, are seen as a threat by these same agencies
who seek to cover-up what they have done by terrorising the whistleblower
into silence.
There is no logic to this persecution. Zersetzen is about throwing power

around, not logic.
CSIS puts another of their lies in writing
I recently made a submission under the "Access to Information Act" for any
documentation that the CSIS (Canadian Security Intelligence Agency) has
that relates to me.
CSIS responded saying that they will neither confirm nor deny that they have
any documentation on me, but that if they did have it (and I can PROVE that
they do have some documentation on me), then what they have on me
would be exempt from disclosure as it "could reasonably be expected" ... to
"relate to the efforts of Canada towards detecting, preventing, or
supressing subversive or hostile activities".
Subversive or hostile activities? THIS IS ABSOLUTE NONSENSE but then

CSIS have to provide a fig leaf to give the politicos an excuse for not doing
their oversight job properly.

Hi-Tech Assaults by CSIS

Until recently, Zersetzen had been for us a very nasty campaign of threats,
harassment and intimidation, combined with professionally spread slanders
designed to blacklist me. These incidents are documented and listed in the
“Russell Zersetzen” report which is, by itself, a blueprint on the illegal use of
Zersetzen by our own security services.
It is only in the last 2 years, and after a warning to “STOP” complaining, that
these more traditional persecutory tactics were augmented by a Hi-Tech form of
attack that targets me when I am asleep in bed and causes me to toss around
bawling and shouting incoherently. The process stops when my wife wakes
me up and I am left with a beetroot red face, a nasty headache and general
drowsiness.
There is almost a feeling of having been concussed. One of the Newspaper
articles describes this as “a concussion without a concussion”.
There is also a secondary series of less vicious and weaker attacks, where the
technology used may be different. These secondary attacks do not involve bawling
and shouting, and cause less drowsiness and milder headaches, though, in my wife’s
case, they may cause balance issues that cannot otherwise be medically explained.
Sometimes called "electronic harassment" the most likely culprit is the misuse
by CSIS of microwave and/or infrasound technology.
Recently MacLean’s Magazine published an article titled “How Canadian

diplomats in Cuba are being acoustically attacked” that describes the use of
this technology by Spy Agencies to create unsettling symptoms in their

Below is a link to a 12 page document ("Microwaves & CSIS") that describes our
personal experience of CSIS's use of microwave technology to cause pain and
suffering, and how we can prove that these assaults are happening.
As the document shows, there is clear evidence linking written comments of

mine and the "microwave" assaults that follow on. It seems that these
microwave assaults are done in revenge for comments of mine that are critical
of the security services or of the failure of their political oversight.

There is nothing new about the use of microwave technology as a weapon. Over
10 years ago Dr. Reinhardt Munzert in an article "The Misuse of Microwave
Weapons by Criminals and Terrorists" wrote that such devices could be built with
only a "basic knowledge of electronics".
In an article on November 12, 2017 the US Magazine POLITICO described the

use of such weaponry as a "particularly nasty form of covert attacks". Open

POLITICS: Zersetzen is Political

Nothing is more threatening to our democracy than the illegal links that are
forming between power elites and our secret security / intelligence agencies. It
does seem that these Spy agencies are fast morphing into a secret police.
Zersetzen is not the tool of a democratic State. Developed by the STASI in the
former communist east block, Zersetzen is the tool of a totalitarian State.
Some of our security agencies are becoming a law unto themselves and, where
they are involved, our elected politicians don't seem to matter. There is a form of
“Overton Window” developing in Canada where Establishment Bully Boys with Spy
agency connections can persecute innocent citizens with impunity.
Zersetzen involves the intentional shutdown of all the normal avenues for the
resolution of grievances. It is about a deliberate "failure to protect" its citizens
by government. As a result of this there is a complete "denial of justice". Where
the secret spy agencies are involved, the Rule of Law no longer applies
Unfortunately our politicians are too scared of our Spy Agencies to rein them in.
Once the secret intelligence agencies are involved, people are too scared to
help - police, politicians, lawyers, human rights agencies, media. All the support
structures and the institutions that one normally relies upon for justice simply
freeze up. The rules are still there, but they are not followed
Government should be Protecting – not Persecuting
My complaint involves two countries – UK and Canada. The Zersetzen attacks

initially started in Vancouver, Canada. Thinking they were localized to Canada, I
fled to the UK only to find that the attacks continued there as well.
In the UK:
Two UK Members of Parliament made strenuous efforts to have this matter honestly
investigated by the UK government; unfortunately, in vain - so strong is the cover up
conspiracy to obstruct justice.
Three times the Rt. Hon. Hazel Blears MP -- UK Cabinet Minister [then] responsible
for their secret security / intelligence services -- rejected the MP’s requests for an
honest investigation providing written excuses that are not only untrue but actually
contradict each other. Sinisterly, at the same time as the MP’s were making their
written requests for an investigation to Minister Blears, my wife and I were also being
intimidated, threatened and harassed to get us to stop complaining.
The only consistency in Minister Blears' three letters was that she ensured that my
issue - intimidation, harassment and threats - was always covered-up and never
investigated
These letters to/from Minister Blears can be seen by downloading the OneNote

After I had returned to Canada one of the UK Members of Parliament, who had been
helping us, summarized this failure to obtain justice, writing –
“Government [UK] have not been at all helpful in all the enquiries made on our
behalf”
(John Leech MP, March 13, 2007).
In Canada:
Complaint against CSIS
After returning to Canada I again made strenuous efforts to get this stuff –
intimidation, harassment, threats, intrusive surveillance – honestly investigated.
These efforts are described in Section M of the “Russell Zersetzen” Report.
I made a formal complaint against the CSIS (Canada’s Intelligence Agency) to its
oversight body the SIRC. The SIRC dismissed my complaint – without interviewing
myself or a single witness.
Indeed, the SIRC’s then Chair and Chief Executive, Dr. Arthur Porter, stated on the
radio that the CSIS would not do such things. The SIRC’s integrity can well be judged
by the subsequent history of its former Chair Dr. Arthur Porter. The following year
Dr. Porter had to resign from the SIRC as he faced yet another scandal. A few years
later Dr. Porter would die in prison in Panama, fighting extradition back to Canada to
avoid facing charges that included bribe taking, money laundering and conspiracy.
Hardly surprising that, with a history like this, the SIRC is little more than CSIS’s
rubber stamp.
letter to Hon Kent Hehr MP
This paper "Russell-Zersetzen" has been filed with the Hon. Kent Hehr MP, my
local Member of Parliament and a Canadian Cabinet Minister. I have also filed
the 'Russell-Zersetzen" Report with the United Nations in Geneva to put these
human rights abuses on the record.
My covering letter below to Mr. Hehr summarizes my 125 page complaint into 4

The conclusion to my covering letter to Mr. Hehr is a request for justice in

Canada:
"Mr. Hehr, my wife and I would like your help in ensuring that these
serious crimes are properly investigated. Failing an honest investigation

about illegal activities by the security services …. but also because my
family and I are being denied that most basic of all human rights in
Canada: "the Rule of Law".
