TECHNICAL PROPOSAL (TP)
PART- B
Project Details

1. Introduction:

Water is one of the worthy natural resources. Every living thing needs water to survive (Ramappa,
Reddy, & Patil, 2014). Most of the earliest civilizations developed beside water bodies that’s why
water conservation is essential issue. Water conservation means the effective and environmentally
sustainable management of municipal water supplies (Dolnicar, Hurlimann, & Grün, 2012). Canals
are the services for water transport system which may natural or artificial (Arunkumar &
Ambujam, 2010).

About 97% of the earth water contains salt and less than 1% is available to drink (El-Dessouky &
Ettouney, 2002). At present access to safe drinking water is improving but approximately 1 billion
people still lack of access to safe water (Noubactep, 2010). It is high time to conserve water bodies.

As Bangladesh is a riverine country so water bodies like river, canal are important features.
Bangladesh having 6.4% area of water among them river, canal and pond are most (Ahmed & Roy,
2017).

Khulna is the third largest metropolitan city of Bangladesh (Shivakoti, 2016). Khulna City
Corporation have 1.14 % area of water bodies in which river, canal/khal, and pond/ditch are
common (KDA, 1998). Sad but true that canals are vanishing due to household, industrial and
other waste and also encroachment by illegal residence and business (Biplob, 2016). Due to lack
of proper planning and regulation Khulna city have a few percent of surface water sources. Only
about 0.4% city habitat use surface water (Salauddin, 2013). If it happens arbitrarily then water
logging become a regular problem. So it is exigent to conserve these canals.
2. Rationale:

Canals are used for various purposes like water supply, irrigation, navigation, drainage (Davies,
2017). There are three main ecosystem services which provided by canals. These are:

1. Provisioning services: It means water for domestic and non-domestic use.

2. Regulating and maintenance services: Through biological processes it provides better quality of
water.

3. Cultural services: It is non-material benefits such as recreation, sense of place, spiritual and
educational value (Biggs, Fumetti, & Kelly-Quinn, 2016).

The function of food collection, respiration and excretion all the system are served by canal
(Davies, 2017). So it is important to conserve these canals.

3. Objectives:

 To find out the existing condition of the canals in Khulna city

 To recommend some policy guidelines for the conservation of the canals of Khulna
City

4. Approaches & Methodology:

Pre Data Collection Stage:

Conceptualization: Canals are important resources and used for various purposes. In Khulna City
there was plenty canals but now a days canals are diminishing. Sad but true that about 24 canals
already disappear. That’s why conservation is important.

Site Selection: For the study, Khulna City Corporation is selected.

Reconnaissance Survey: A reconnaissance survey will be done to see the present condition and
use of the canals.

Questionnaire and Identification of Parameters: a questionnaire will be made for the study area
to collect data and some parameters will be identified for data analysis.
Data Collection stage:

There are two types of data collection process. These are:

1. Primary Data Collection: Primary data will be collected step by step which is as follow:

A. Preparation of Questionnaire: The questionnaire survey conducted by a questionnaire which

is made based on the objective of the study and the developed theoretical framework, literature
review as well.

B. Focus Group Discussion: The questionnaire survey will include the focus group discussions,
community people etc. Several information will be collected. This information represent present
condition and use of the canals, reasons behind reduction of canals, suggestions for conservation
technique etc.

2. Secondary Data Collection: Secondary data mainly collect from different organization like

Population Cencus-2001, Community Series: Khulna, BBS

KCC Drainage Master Plan

KDA Master Plan

Data Analysis Stage:

Land Suitability Analysis for Canal Conservation: There are two sectors

1 Physical environment sector: There are two parameters

I. Landscape: Visibility
Land use Cover

II. Topography: Elevation

Slope
2. Socio-economic sector: There are two parameters

i. Accessibility: Proximity To Canal

Distance from Roads

ii. Community Characteristics: Settlement Size

Now make a suitability class and giving overall weight of the parameters. Then finally get a
suitability map.

Likert Scale: It works on the basis of some indicators. Among the indicators making a ranked. These
indicators are:

 Irrigation

 Encroachment

 Solid waste dumping

 Population growth

 Development activities

The ranked are defined as:

 Strongly disagree
 Disagree
 Slightly disagree
 Strongly agree
 Agree
 Slightly agree

Image Analysis: It is mainly GIS based analysis.

Responsibility Matrix:

Selected firm should have the involvement of the personnel (Project Director, Town Planner, GIS
Specialist, Environmental Specialist, and Surveyor Statistical Analyst). They have different types
of responsibility according to their position which is interpreted as follow:

WBS Personnel Project Town GIS Surveyor Environmental Statistical

Director Planner Specialist Specialist Analyst
