THE ENVIRONMENTAL IMPACT ASSESSMENT (SCOTLAND) REGULATIONS 2011
PROPOSED NEW DEVELOPMENT, LAND TO THE NORTH OF CASTLEHILL, ELPHINSTONE,
EAST LOTHIAN

Further to our recent discussions and the above regulations we confirm our request for an EIA
Screening Opinion under Regulation 5(1) of the above Regulations for a proposed residential
development at land to the north of Castlehill, Elphinstone.

I enclose a copy of our Proposal of Application Notice submitted to East Lothian Council and also a
location plan for the development. The application site is identified as a preferred site in the Main
Issue Report, with intention for this site to become an adopted site in the emerging local plan.

The proposed development is similar in terms of scale of building and use class with the surrounding
village which comprises of low rise properties. The impact of the proposed development on the
surrounding environment is therefore commensurate in scale with the existing built environment.

Our client has already commission a number of reports to assist in the evaluation of the site and
these will supplement the planning application. The reports commissioned are as follows and further
report will be instructed if required subject to the approval of the PAN notice.

 Ecological Assessment

 Drainage Strategy Report with flood risk analysis

 Noise Impact Assessment

 Transport Assessment

 Air Quality Impact Assessment

 Desktop SI Report

 Design and Access Statement

As discussed during our call we have been in discussions with Andy Stewart regarding the project
and in our view an EIA for the site would not be required and the proposed level of technical studies
that will supplement the application will be deemed appropriate for this scale of project.
