District Technology Training Plan for Baltimore County Public Schools

District

Baltimore County Public Schools (BCPS) is the 25th largest school district in the U.S.
running 175 schools, employing 8,904 teachers, and educating 111,127 students. The largest
race demographics are 41.1% White, 38.9% Black, 8.2% Hispanic, and 6.8% Asian. Of these
students, 11.5% are in special education, 3.9% are English language learners, and 46.8% are
eligible for free and reduced price meals. BCPS is in the middle of a one-to-one initiative that is
supplying every student and teacher with a touch-screen laptop in order to ensure an environment
that is learner-centered, personalized, and blended. By 2018, every BCPS student will have one
of these devices. Along with this initiative, BCPS has launched the BCPS One website that is
designed to be a one-stop site for teachers, students, and parents to drive education. BCPS One
houses a learning management system for grades, assessments, and instructional resources. It
also contains a digital resource repository for stakeholders to access research, media, and library
content. In order to support teachers and students with this one-to-one initiative, BCPS created
the Students & Teachers Accessing Tomorrow (STAT) program. This program’s purpose is to
help the transformation of teaching and learning by revising curriculum to place a stronger
emphasis on critical thinking, analytic skills, and a blended learning environment. Each school
has a STAT teacher who champions these changes while supporting teachers in their
transformation to a student-centered classroom that is driven with technology. In order to
accommodate for the focus on technology, BCPS is expanding school wireless internet coverage
to ensure an effective digital learning environment. Once students leave school, BCPS is
working to provide qualifying students with home broadband access and is also partnering with
Baltimore County Public Libraries to be available to students for free internet access from their
laptops.

Problems

Baltimore County Public Schools created Blueprint 2.0 which is a five year plan designed
to support their Theory of Action: “To equip every student with the critical 21st century skills
needed to be globally competitive, BCPS must ensure that every school has an equitable,

effective digital learning environment, and every student has equitable access to learning and
developing proficiency in a second language,” (BCPS, 2015). They set goals in academics,
safety and security, communication, and organizational effectiveness in order to redirect BCPS
to meet the theory of action. The goals most related to technology were to “develop and
implement an aligned, written, taught and assessed curriculum and assessment system built on
the foundation of a 21st century teaching and learning framework,” “ensure a learner-centered,
personalized, blended environment powered by digital learning that is flexible anytime and
anywhere,” “develop and implement effective two-way communication for internal and external
stakeholders,” and “build, sustain, and invest in technology infrastructure and efforts to
streamline data management and create efficiencies,” (2015). These goals and more were
designed to address the problems from the previous regime that held the district back from
leaping forward and embracing technology.

Needs

In Baltimore County Public Schools’ Technology Plan (2014), they have laid out many
needs to support the goals of Blueprint 2.0. After compiling a list of the needs most directly
related to technology, a sample of BCPS teachers voted on their perceived top needs in order to
support the Blueprint 2.0 goals. The top 10 needs from the sample are as follows:

Considering that expanding wireless coverage, the one-to-one initiative, and home
broadband access for students are out of teachers’ hands, the focus of this technology plan keyed
in on internet-based educational tools, communication, and the BCPS One learning management
system and digital resource library. Teachers are starving for resources to implement technology
with and best practices on using those resources. Therefore, the workshops for this plan will
incorporate these topics.

Audience

The audience for this plan is all 8,904 teachers in BCPS. Teachers who have been in the
district for two or more years (BCPS One’s inception was in the 2014-2015 school year) should
have some familiarity with BCPS One and using technology to drive education. However, there
are various levels of comfort with doing these things as some teachers resist embracing
technology, some teachers do the bare minimum, and new teachers will have no experience with
BCPS One. The workshops will address teachers at the elementary and secondary levels along
with all core and elective content teachers. It will be up to the STAT teachers to mold the
workshops and choose content that is appropriate for the grade level of their school and universal
for all content.

Data regarding the district-wide numbers for teacher experience and degrees is not
available. Looking at a few individual school numbers, teachers with 5 years or less of
experience can range from 13% to 32%, teachers with 6 to 20 years of experience can range from
49% to 59%, and teachers with 21 or more years of experience can range from 18% to 27%. As
for state certifications, the MDSE Report Card (2015) indicates that BCPS has 2% of teachers on
conditional certificates, 28% of teachers with standard professional certificates, and 67% of
teachers with advanced professional certificates. The same report card showed that 92.6% of all
BCPS classes were taught by highly qualified teachers (2015).

Goals/Objectives

The goals and objectives of this training plan are to move towards achieving the goals of
BCPS’s Blueprint 2.0 and also the International Society for Technology in Education (ISTE)
standards for teachers. BCPS’s overarching goal is laid out in Blueprint 2.0’s theory of action:
“To equip every student with the critical 21st century skills needed to be globally competitive,
BCPS must ensure that every school has an equitable, effective digital learning environment,”
(BCPS, 2015). The selected goals below from Blueprint 2.0, and supporting standards from
ISTE outline the reasons for this training.

Content

The five workshop sessions will take place during the first Monday back for teachers
after summer break and the fourth Monday of the month thereafter. The first week back for
teachers is reserved for professional development and planning. The fourth Monday of each
month is reserved for staff development meetings after school and teachers are contractually
obligated to attend. Workshops will be held at each school and sessions will be run by the STAT
teachers and two assisting teachers. Teachers will be on the clock for these workshops.

In order to cater to the needs of each teacher, they will attend either a beginner,
intermediate, or expert session. The expert session will be run by the STAT teacher while the
intermediate and beginner sessions will be run by the assisting teachers. Teachers can determine
their level of expertise by referring to the chart below. Beginner sessions will be reserved for
new teachers to BCPS.

Instructional Strategies

Strategies used for these workshops will aim to meet Knowles’s six principles of adult
learning which are Need to Know, Experience, Self-Concept, Readiness, Problem Orientation,
and Intrinsic Motivation (Toister, 2014). Presenting teachers with a need to know will require
clear and ubiquitous goals and objectives that create a sense of urgency for teachers to get on
board with technology driven instruction. Creating practical situations will give teachers
experience with what they are learning and will put them in situations to use their new tools to
improve what they already do. Providing choice for the way teachers apply their knowledge in

the workshops will give them a sense of self-concept by allowing them to direct their learning in
a way they deem fit. Each workshop should provide teachers with a product that is ready to be
used in their instruction. Incorporating situations where technology will be the best way to reach
a positive outcome from a problem will allow teachers to use their new skills in real-world
situations, preparing them for when they deal with students and parents. Incorporating these
strategies should help teachers learn and realize how powerful technology can be in education
and hopefully provide some intrinsic motivation to continue evolving their craft using
technology.

Various methods of delivering content will be employed in order to create an


andragogous learning environment. These methods not only are effective for adult learning, but
can be applied in student classrooms as well. Some of these methods include brainstorming with
live documents, interactive slideshows, instructional videos or screencasts, and scavenger hunts.
These methods have a blended nature to them as they involve online and live instruction and
collaboration.

Sample Five Day Workshop

This sample five day workshop will take place over 5 months with each session taking
place during the 4th Monday school meeting of each month. The first session will take place
during teacher week before students return to school. These plans are designed to be used for the
appropriate content for each school as decided by the STAT teachers. The plans are written for
the expert level and should be modified for beginner and intermediate level teachers.

Technology Lesson Plan


Title: Students and Teachers Accessing Tomorrow (STAT) Training Day 1
Subject: Pre-requisite Knowledge:
BCPS One: Learning Learners will need to know how to log into BCPS One. They
Management System Part 1 - will also need a familiarity with the Common Core State
Messaging and Gradebook Standards for their subject because they will be tagging their
assignments with them.
Content:
The BCPS One Learning Management System is an integral part of the digital classroom
environment. In this workshop, learners will become familiar with the messaging and

gradebook applications. Being able to communicate with students, parents, and entire classes
via messaging will keep all parties informed of classroom goings on. Tracking assignments,
due dates, and grades further enhances communication between stakeholders and provides
transparency with regards to progress. This workshop will help attendees no matter their
experience level gain insight and skill on how to enhance their classrooms with messaging and
their gradebook.
Objectives:
 Learners will use the BCPS One Learning Management System in order to compose
and organize messages to students, parents, and entire classes. (Goal 2a)
 Learners will use the BCPS One Learning Management System in order to manage
their gradebook’s settings and assignments. (Goal 1c)
Lesson:
The lesson will start by posing a question, “Would you like to type 300 email addresses into
Outlook?” Learners will then be informed that BCPS One already has all the student and
parent emails prepared in the messaging feature. Learners will follow the instructor with
accompanying slideshow or live demonstration to see how to send individual and group
messages to parents and students, how to attach a file, and how to save and delete messages.
Learners will then be given two tasks: to set up a message to all parents and students about an
upcoming test with study guide attached, and to set up a message to two students and their
parents about cheating on that test. After the instructor has checked that learners can complete
both tasks, they will transition to the gradebook. Learners will again follow the instructor to
set up desired gradebook settings such as name of the class, student sorting, grading scale, and
assignment categories. Then they will follow the instructor on adding an assignment and
modifying settings such as points possible, points out of, category, standards tags, attachments,
and copying the assignment to other classes. Learners will then be tasked to change their
gradebook settings for all of their classes and to set up the assignments for the first unit.

Content:
The BCPS One Learning Management System is an integral part of the digital classroom
environment. Taking tests, quizzes, and lessons online not only provides stakeholders access
to assignments from anywhere, but also allows for accommodations for individual students
whether it be extension or remediation. This workshop will help attendees no matter their
experience level gain insight and skill on how to enhance their classrooms with digital tests,
quizzes, and lessons.
Objectives:
 Learners will use the BCPS One Learning Management System in order to create,
share, assign, and analyze the results of a digital test or quiz. (Goal 1b)
 Learners will use the BCPS One Learning Management System in order to create a
lesson and individualize for a student. (Goal 1a and 2a)
Lesson:
The lesson will start off with teachers taking a 5 question quiz to show off the features and
question types of the test and quiz feature of BCPS One. Learners will then brainstorm ways
to use the test and quiz feature for things other than tests and quizzes. The instructor will
show how to modify scores for partial credit, transfer results to the gradebook, breakdown data
by question and by student, and share the quiz with other teachers. Learners will follow a
slideshow and self-pace through creating a quiz or test of their own, then share it with a fellow
teacher. Once the instructor has checked that everyone can create a quiz and there are no
questions, they will transition to the lesson feature. The instructor will share a live Google
Doc with the attendees and they will post short answers to two questions: “Why might you
want to have lessons posted online?” and “Why might you want to individualize plans for
certain students?” The group will discuss the responses and then follow the instructor as they
demonstrate how to use the lesson feature. Instructors will show how to add instructions,
links, files, assignments, tests or quizzes, and videos from BrainPop, Discovery Education,
Khan Academy, and LearnZillion. They will also show how to post these things for individual
students. Learners will then create lessons for one week of classes using various features from
the demonstration.

Professional Learning
Content:
The BCPS One Digital Content, Instructional Tools, and Professional Learning modules are a
one stop shop for enhancing digital learning for both students and teachers. There is a lot of
content provided for free for BCPS employees and students to use such as website
subscriptions, Microsoft Office 365, academic journal subscriptions, and education e-books.
This workshop will help attendees no matter their experience level gain insight and skill on
how to enhance their classrooms with digital content, instructional tools, and professional
learning.
Objectives:
 Learners will use Pulse in order to remotely log in to the BCPS network. (Goal 2a)
 Learners will use the BCPS One Digital Content site in order to create a quick
presentation describing 3 digital content tools. (Goal 1a)
 Learners will use the BCPS One Instructional Tools site in order to install MS Office
365 and discover tools to support their classroom instruction. (Goal 1d)
 Learners will use the BCPS One Professional Learning site in order to explore
publications and journals available for their professional development. (Goal 1d)
Lesson:
This lesson will start with the instructor sending a poll to the attendees via Google Forms
asking them “Where do you get sources such as books, journals, and instructional tools in
order to evolve your instruction?” Regardless of the results, the instructor will inform the
attendees that BCPS One houses all of those things for free in their Digital Content,
Instructional Tools, and Professional Learning modules. Learners will first be instructed on
how to log into the BCPS network from home using the VPN client Pulse so they can use
these free resources anywhere. Learners will then perform a scavenger hunt, searching within
the three modules for things such as an instructional video for students from 3 different
sources, a journal article at the student level, a journal article at the teacher level, a Microsoft
Office 365 download, the Baltimore Sun newspaper, a book on teaching with technology, etc.
The instructor will then show how to download and install Microsoft Office 365. Then

learners will be grouped together, use PowerPoint to create 3 slides describing 3 of the digital
content tools teachers could use in class, and quickly present their slides.

Title: Students and Teachers Accessing Tomorrow (STAT) Training Day 4
Subject: Pre-requisite Knowledge:
Google Drive Learners will need a Google account.
Content:
Google has revolutionized productivity software by providing it for free and putting it in “the
cloud.” Collaboration on projects is very simple and can be done anywhere at any time with
an internet connection. This is powerful for both students and teachers because it allows them
to work at school, home, or anywhere else using all of their files without needed the same
computer or a flash drive. This workshop will help attendees no matter their experience level
gain insight and skill on how to enhance their classrooms with Google Drive.
Objectives:
 Learners will use Google Drive in order to upload and download files. (Goal 1d)
 Learners will use Google Drive apps (Docs, Sheets, Slides, and Forms) in order to
create and share live documents. (Goal 1a)
Lesson:
Learners will self-pace by following tutorials for using Google Drive, Docs, Forms, Slides,
and Sheets. The tutorials will instruct learners on how to upload, download, create, and share
using the apps. Learners will then read this list of how to use Google Apps to go paperless.
Then, in groups, they will be using all of the apps to complete a project. One member will
create a Doc, share with group members, and they will collaborate on brainstorming ways that
the article they read could be applied to education. Another member will create a Form that
includes the brainstormed ideas, share with group members, and they will vote for the top 3
ways to use Google Apps in the classroom. They will share the Sheet with the responses and
create a visual representation of their data. Another member will create a Slides, share it with
group members, and they will collaborate on making a short presentation on their data. They
will save all of the files to Drive and download them to their computer or flash drive. Then
each group will make a quick presentation of their Slides.

Title: Students and Teachers Accessing Tomorrow (STAT) Training Day 5
Subject: Pre-requisite Knowledge:
Web 2.0 Tools Learners will need to know how to log into BCPS One.
Content:
Web 2.0 tools, or interactive websites, are allowing for collaboration and creativity in
education. Instead of visiting websites to simply gather information statically, these tools
allow users to create, share, and collaborate with others all over the globe. The educational
impact is deep and endless in molding students into 21st century learners. This workshop will
help attendees no matter their experience level gain insight and skill on how to enhance their
classrooms with Web 2.0 tools.
Objectives:
 Learners will explore the BCPS Digital Learning University Wiki in order to discover
Web 2.0 tools that they can use in their classroom. (Goal 1d)
 Learners will use 5 of the tools to create a module they can use in a lesson. (Goal 1b)
Lesson:
Instructors will direct learners to the BCPS Digital Learning University Wiki. Learners will
browse the wiki for about 10 minutes and share comments and links to helpful information on
a live Google Doc. The instructor will then direct learners to the Toolbox Index page and
challenge them to find 5 web-based tools appropriate for the grades they teach. Learners will
then experiment with the five tools and create five things they could use in their class such as a
game, a quiz, a collaborative space, etc. Each learner will share one of their creations from a
Web 2.0 tool.

Materials

As this technology training plan is moving towards nearly paperless classroom, the
materials to implement the plan are also nearly paperless. There will be various live documents,
slideshows, videos, forms, and other online tools used to conduct the training. Along with the
many links to materials throughout this plan, this one leads to the slideshow that presenters will
follow for Day 2. This slideshow leads the instructor and trainees through various steps to create
a quiz and lesson on BCPS One. There are links inside the presentation that direct learners to a
sample quiz, a live Google Doc, and an evaluation survey. All trainees should be sent these
materials so that they may self-pace, review, and perhaps learn on their own if they should be
absent.

Field Test

To field test the workshop, the STAT teachers from each school will go through each
session approximately two weeks before the scheduled training date for teachers. After the
session, the STAT teachers will discuss strengths and weaknesses of the presentation and offer
suggestions for improvement. This data will be collected via online survey. The district will
then take the feedback into consideration and revise the workshop within one week then send the
final version to STAT teachers. The STAT teachers will then choose two teachers from their
school to assist with running the training, work with those teachers on the implementation of the
training, and modify the program as they see fit in order to meet the needs of their teachers and
students. After the first workshop, the two week window for training and revision can be
increased or decreased based off of efficiency needs.

Revision

Any necessary revisions to the workshop will be based off of the feedback from the
STAT teachers. The feedback should be directed towards the strengths, weaknesses, potential
trouble spots, and differentiation needs for the sessions. Revisions should be made in order to
maximize strengths while eliminating weaknesses and trouble spots. The expertise of the STAT

teachers, who work with all levels of teachers with regards to technology, should help to
differentiate the included content for beginner teachers, intermediate teachers, and expert
teachers.

Evaluations

The success of the workshops will be measured based on online surveys teachers take at
the end of each session. Each survey will have three before and after questions:

1a. Before this workshop, how important was using (topic) in your classroom to drive
instruction?

1b. After this workshop, how important is using (topic) in your classroom to drive
instruction?

2a. Before this workshop, what was your level of expertise in using (topic)?

2b. After this workshop, what is your level of expertise in using (topic)?

3a. Before this workshop, how often did you use (topic) in class?

3b. After this workshop, how often will you use (topic) in class?

Responses will be on a 1-5 scale, 1 being the lowest and 5 being the highest. The goal is to see
growth from part a to part b and an average score of more than 3 for each part b question. An
average score 3 or below would be considered a failure, a score between 3 and 4 would be
considered a success, and a score over 4 would be considered a great success.

Summative Evaluation

All training workshops should be completed within the first semester of the school year.
Before evaluating the effectiveness of the training as a whole, teachers will be given the second
semester to use the knowledge from the workshops and incorporate it into their classrooms. At
the last meeting of the school year, teachers will be polled on what they used the most from the
workshops, what they felt the most comfortable with from the workshops, and what they felt

they needed more training on. They will also be directly asked if they felt the training
workshops helped them meet the goals of the training. Additionally, results of PARCC and HSA
testing could be looked at from the previous year, the current year, and the next year to see the
impact the training had on students.

Budget

One of the beautiful things about the design of these workshops is that there should be
little to no additional cost for BCPS. Trainers and trainees are all employees, will be attending
during contracted time and all material is online so there is no material cost. The assisting
teachers should be awarded hours towards Continuing Professional Development credits which
comes at no cost. If a training session needs to run longer, BCPS has the option to extend the
training to the next meeting, or run over time in which case teachers would need to be paid a
stipend for their extra time. Running over time would be a worst case scenario as for each hour
run over time, it will cost BCPS approximately $250,000 ($28.26/hour x 8,904 teachers).

Based on feedback from teachers and data from student testing, further steps will be
taken to meet the goals of ensuring a learner-centered, personalized, blended environment
powered by digital learning that is flexible anytime and anywhere and developing and
implementing effective two-way communication for internal and external stakeholders.
Responses to the summative evaluation will be tallied, the comments will be read, and decisions
will be made on how to continue to develop teachers to meet the goals.

Possible avenues of doing this could be changes to BCPS One, more professional
development opportunities for BCPS One, and new workshop opportunities. BCPS One is an
incomplete system that has a lot of growing to do. The teacher feedback can help direct that
growth and modify BCPS One to better meet the needs of teachers and students. As features are
changed and added to BCPS One, new professional development will need to be delivered. This
could be done through more required workshops or optional workshops where teachers are

awarded a stipend or credit for attending. BCPS One still will never hold all of the keys to
implementing a technology driven curriculum, so teachers will need to be kept informed of new
and fresh online tools and how to use them effectively in their classrooms.

This district technology training plan for BCPS is one that is thoughtful and informed of
the needs of its teachers to best deliver technology driven instruction. In turn, this plan be a
larger contributor to meeting Blueprint 2.0’s goal to equip every student with the critical 21st
century skills needed to be globally competitive by ensuring that every school has an equitable,
effective digital learning environment.
