For this you have to understand the complete process.

The superheated steam which is made in boiler is passed through a turbine. Although
after the complete work done in turbine this wet steam can be used again. But it is difficult
to pump steam back to boiler. So they convert this wet steam to water and then pump it
to the boiler (as pumping water requires lesser energy then pumping steam).

Now to convert this steam into water, heat of this steam is exchanged with water (a
coolant in this case) in a heat exchanger(condensor). So the water temperature now
increases.

To decrease the temperature of this water used for cooling purpose, cooling tower is used.
Here this water looses its heat to atmosphere and again becomes cool and is recirculated
in the heat exchanger again.
