FOREWORD

The Training and Doctrine Command, Philippine Army has long been
conducting training for the Army’s personnel, mostly to strengthen their
knowledge on FC 1 - 0062 Awards & Decorations. The demands of such
doctrine have been increasing; hence the need for comprehensive reference
material (RM) for the Army school could not be overemphasized.

We welcome the printing of this RM. This is the product of the fixing
initiatives of our newly-invigorated Doctrine Center. This is expected to benefit
the instructors and students of the Training and Doctrine Command as it
discusses the salient features of Ethics or Professionalism). More
importantly, researchers and writers of military doctrines will also find this
reference material useful. By being aware of the importance as well as the
substance of its contents, the users will be able to properly utilize and employ
them in order to exploit their useful implication in the Army’s operations.

While the concepts and guidelines embodied in this RM have been


thoroughly validated, these have been accredited by TRADOC for the use of
all Army schools. This is to be further subjected to test and evaluation prior to
the promulgation of CSAFP for widest dissemination. As such, we are
soliciting your valued inputs and insights to make it more responsive and
dynamic amidst the ever-changing operational environment.

ACKNOWLEDGMENT

This reference material entitled Philippine Army Awards and


Decorations is an adaptation of the AFP Awards and Decorations Handbook,
Second Edition, 1997 that is used for instructions at the Non-Commissioned
Officer Academy, TRADOC.

The accreditation of this reference material is part of the Army’s


initiative of standardizing and regulating the training literatures that will be
used by Army Schools and training units.

Any recommended revisions or modifications to this material shall be


subject to the validation and accreditation procedure that will be facilitated by
the Doctrine Center, Training & Doctrine Command, Philippine Army.

PREFACE

1. Purpose

The purpose of this reference material is to provide personnel of the


Philippine Army adequate information on awards and the award system in the
AFP. It is primarily directed to Army leaders whose duty is to look into the
morale of their men by granting awards to deserving personnel for their heroic
deeds, service, and achievements.

2. Scope and Applicability

The contents of this reference material will serve as guide for leaders in
giving appropriate awards to deserving personnel of the Philippine Army. It
encompasses significant features of AFP Regulations G 131-053 dated 1 July
1986 to include its Changes 1-4, such as policies in the granting of awards,
and the different types of medals and decorations given to deserving AFP
personnel (military and civilians), civilians, foreign dignitaries and World War II
Veteran.

This manual is a valuable tool, which can be used by soldiers and


leaders as reference in determining and requesting appropriate awards.

3. User Information

The proponent of this reference material is the Non-Commissioned


Officer Academy (NCOA), TRADOC. However, Doctrine Center is responsible
for the review and updating of this publication. Send comments and

CHAPTER 1
POLICIES AND PROCEDURES

Section 1-1 Introduction

The word “award” is derived from the old French word “estwar” which
means something that is conferred or bestowed upon a person. On the other
hand, “decoration” originates from the Latin word “decorants” which means
the act of adoring and honoring.

Awards and decorations are tangible proofs of meritorious service and


achievement, heroic acts, display of skills and efficiency, competence and
excellence. They serve as memorabilia and inspiration to the recipients.

Awards apply to any person(s), unit or organization military or civilian,


local and foreign who/which distinguished themselves for outstanding
achievements or service in pursuits of the objectives of national security and
development.

Section 1-2 General Provisions

1. Purpose. This manual prescribes the policies, criteria, and


administrative instructions concerning granting of awards to deserving
persons/organizations in order to recognize actions or deeds of valor and
exceptional service or achievement.

2. Reference. AFP Regulations G 131-053 dated 1 July 1986, to include


its Changes 1-4.

3. Objective. The objective of awards and decoration is to provide


tangible recognition for acts of valor and heroism, exceptional and meritorious
service or achievement, acts of heroism not involving actual combat, and
special skills and qualifications.

4. Applicability. These policies apply to any personnel or


unit/organization military or civilian, local or foreign, who distinguished
himself/itself in outstanding achievement or service in activities relevant to the
objectives of the AFP’s national security and development.

5. Who May Recommend an Award. Recommendation for an award or


decoration can be made by the Commanding Officer of an organization, office
or unit having knowledge of the deed or act.

6. Interim Awards and Awards of Lesser Category. To ensure that a


deserving act, service or achievement receives recognition, the appropriate

authority may promptly award a suitable lesser military decoration pending


final action on a recommendation for a higher award.

7. Succeeding Awards. Not more than one of the same decorations will be
awarded to one person. For each succeeding act or service that justifies
the award of such decoration, an appurtenance will be awarded.

8. Character of Awards.

a. To be fully effective, an award should be timely. It is highly


desirable that a recommendation be caused thru channels and acted upon as
quickly as possible. If circumstances preclude submission of a completely
documented recommendation, it is best to submit it immediately with the
information that additional data shall be submitted later. Action of intermediate
headquarters and the approving authority shall be expeditious and consistent
with full and considerable judgment.

b. A recommendation for an award based on a period of


meritorious service in a given assignment shall not be made while the
individual being recommended is still performing or has not been relieved
from such assignment. However, if such individual has been performing his
duty for the last three years, he may be recommended for an award.

c. Should a person departing from an organization desires to


initiate a recommendation for an award, he should leave the recommendation
in a written form with his successor for the latter’s final action when the
individual recommended becomes eligible for the award or decoration.

9. Limitations.

a. Only one award shall be made for the same act, achievement or
service.

b. Duplicating awards shall not be made for outstanding


achievement and inclusive meritorious service within the same period of time.
Continuation of the same or similar type of duty previously recognized by an
award shall not be the basis for a second decoration.

c. If appropriate, an award maybe made to include the extended


period of service superseding the earlier award or the award previously made
maybe amended to be incorporated in the extended period of service.

10. Foreign Decorations and Campaign Medals. Decorations and


medals that have been, or may hereinafter be authorized and awarded by a
friendly foreign government are also authorized for members of the AFP.
Commander of a unit of the AFP, who may be recipient of a foreign award for
valuable services rendered, shall seek authority from the Chief of Staff, AFP
to receive such award and shall become the authority to award the same to
the individual member. In the case of individual officer, employee or member
of the AFP, he shall not accept any decoration or medal except honors or

titles of a religious, academic or scientific in nature without first having


obtained the consent of the Secretary of National Defense.

11. Awards and Decorations Board. The PA Awards and Decorations


Board shall be created and covered by appropriate orders, composition of
which are:

Likewise, Divisions and Brigades shall create similar boards.

12. Procurement of Awards and Decorations. Procurement of awards


and decorations shall be the responsibility of the awarding authority and the
commanders recommending higher awards approved by the General
Headquarters, Department of National Defense, and the Office of the
President of the Philippines.

13. Issuance of Medals and Ribbons. Service medals and ribbons are
distributed by The Adjutant of the Philippine Army, Division and Brigades.

14. Reports. Reports on awards and decorations shall be submitted to


TAG, PA quarterly and other awarding authorities. It shall include names of
awardees with their corresponding awards and decorations.

15. Manufacture and Sale. Manufacturers of medals and decorations


shall request from the Chief of Staff, AFP authority to manufacture and sell
the same, renewable every two years. The AFPR G 131-053, s-86 will control
specifications on the manufacture of these awards and decorations.

16. Miniature. Replicas of decorations, service medals and ribbons in


miniature authorized for wear on mess jacket, Barong Filipino or evening
clothes, shall be one-fourth (1/4) of the actual size of the prescribed medals
and ribbon. The wearing of miniature on civilian clothes shall be limited to
ceremonial occasions only.

17. Announcement and Publication. Awards and decorations granted by


the Office of the President, Department of National Defense, and the Chief of
Staff, AFP shall be announced and published in general orders by command
of the Chief of Staff, AFP.

All other awards and decorations granted by the Commanding General,


Philippine Army, commanders of Divisions and Brigades shall be announced
and published in general orders by their respective commands and copies of

which shall be furnished to the Office of the Commanding General, PA (Attn:


AAG).

Section 1-3 Manner of Wearing

18. Wearing Medals. Decorations, service medals, and ribbons are worn
on the uniform above the left breast pocket in rows of three. Line of medals is
about four inches below the middle point on the top of the shoulder. The
highest award shall be to the right in the upper row; the lowest award in the
lower row to the wearer’s left. All ribbons that are multi-colored shall be worn
such that the blue colors are placed towards the wearer’s right.

19. Wearing of Badges. Badges not exceeding three may be worn at all
times on the uniform. They are worn above the line of medals and ribbons on
the left breast pocket and on the right breast pocket, respectively.

20. Wearing of Ribbons. The ribbon is worn in lieu of an authorized


decoration and service (campaign) medal. One ribbon for each decoration or
medal is authorized.

21. Occasion for Wearing. Medals, decorations, badges, emblems or


service ribbons may be worn on the formal military attire or the service
uniform, but shall not be worn on the uniform together with their
corresponding ribbons.

a. These decorations however, may be worn on uniforms during


occasions as follows:

b. On state occasions, local or abroad.

1) When receiving or calling or acting as escort or aide to


the President of the Republic of the Philippines.

2) In all official and social functions at Malacañang, when


attending other ceremonies and social functions elsewhere given for
secretaries of different departments or ranking officers of the AFP and other
foreign friendly countries.

3) As escort of the colors.

c. Commanding Officers may prescribe the wearing on the


following occasions:

1) Parades, reviews, inspections, and funerals.

2) Ceremonial and social occasions.

3) Regular duty when the general office attire is worn.

d. These decorations may also be worn at the option of the wearer


on the above occasions unless not prescribed and prohibited on the following
occasions:

1) Holiday, when not on duty with troops.

2) Social occasions of a private nature.

e. Conversely, these decorations shall not be worn on the following


occasions:

1) On service shirt, overcoat as when equipped for combat


or simulated combat.

2) By officers while suspended from command or rank or


facing court martial or efficiency separation board.

22. By enlisted personnel while serving sentence of confinement.

a. When wearing civilian clothing, except for civilian decorations.

Section 3-1 Decorations

Figure 3.1 Medal of Valor.

1. Medal for Valor. This is awarded by the President of the Republic of


the Philippines to military personnel of the Armed Forces of the Philippines,
including recognized guerrilla forces. To earn this award, AFP personnel or
member of the recognized guerrilla forces must have been involved in actual
conflict with armed enemies, distinguishing himself conspicuously by gallantry
and intrepidity at the risk of life above and beyond the call of duty. To justify
an award of the Medal of Valor, one must perform in action a deed of personal
bravery or self-sacrifice above and beyond the call of duty as conspicuous as
to distinguish him above his comrades.

The medal is a disc with golden sea lion and water waves on its face.
The disc is resting on a cross and crossed swords. The sea lion is a relief in
gold holding the Philippine sun and placed symmetrically on the disk. Portions
of the body and the tail are submerged in water. The water waves is
composed of five blue ripples and placed on the center base of the disc. The
conventionalized cross is relief in red with gold borders. It superimposes

another cross with the edges extended beyond its borders. The edges of the
flanges are in arc. The flange at center chief has three golden stars arranged
in a triangular pattern. The crossed swords are in gold, placed in level with the
cross. The blades are at dexter and sinister chiefs, and the hilts are at the
dexter and sinister bases. Both tangs arc tanged to the sides of the cross at
dexter and sinister bases. The bar is in gold. The top and lower sides have
grooved borders with an embossed phrase "For Valor". It connects the medal
to the wreath. The wreath consists often (10) white sampaguita buds and
twenty-two (22) green sampaguita leaves hinged to the bar and serves as a
link to the neckband.

Every feature of the medal has symbolism and significance. The sea
lion represents the awarding authority; the sun represents the eight (8)
provinces of the Philippines that revolted against Spain; the four (4) blue
ripples stand for GHQ and three Major Services of the AFP; the crossed
swords for conflict with an enemy on the defense of the nation; the three stars
represent Luzon, Visayas and Mindanao; and the wreath of sampaguita buds
and leaves symbolize the highest honor for the courage and gallantry
displayed. The red color signifies bravery.

The ribbon is crimson with eight (8) golden stars arranged horizontally
forming two lines. Five stars in the first line and three stars in the second
lines.

Headquarters, dated 1 July 1986, the MEDAL FOR VALOR is hereby
awarded to:

FIRST LIEUTENANT BARTOLOME VICENTE 0 BACARRO 0-9864


PHILIPPINE ARMY

for acts of conspicuous courage, gallantry and intrepidity at the risk of life
above and beyond the call of duty during a 10-hour encounter with about 150
fully armed communist terrorists that attacked the town of Maconacon, Isabela
on 26-27 January 1991, while serving as Commanding Officer, 6th CAFGU
Active Auxiliary Company, 21st Infantry Battalion, 5th Infantry Division,
Philippine Army. Aware of the overwhelming number of enemy, his company's
lack of artillery fire support and without possible reinforcement for his

company due to location and weather constraints, SECOND LIEUTENANT


BACARRO engaged the terrorists fiercely. Wounded in the left thigh, he
executed attack through proper maneuver and successfully led his team in
causing many casualties on the enemy. Disregarding pain and oozing blood in
his thigh wound, he climbed a high fence of the ACME compound even under
heavy enemy fire, commandeered one dump truck and manned the fence that
provided an entrance to his men outside the compound, thereby releasing the
enemy pressure to the numbers of CAFGU who were pinned down by the
terrorists. Under his leadership, his men fought ferociously, which resulted in
16 terrorists killed, several others wounded, and two-high powered firearms
and explosive devices recovered. By these gallant deeds, FIRST
LIEUTENANT BACARRO distinguished himself in combat in keeping with the
finest traditions of Filipino soldiery.

2. Distinguished Conduct Star. This is awarded by the Chief of Staff,


AFP to military personnel of the AFP and friendly allied armed forces for
conspicuous courage and gallantry in the face of an armed enemy.

To warrant this award, a person must perform an act of heroism so


notable and involving risk of life as extraordinary as to set him apart from his
comrades.

The medal is a bigger disc in gold and centered on a conventionalized


star. It is suspended by a red neckband with the blue stripe at the center. The
sea lion is a relief in gold which superimposes the center top portion of the
disc, holding a dagger in the dexter hand and sitting on the muzzles of two
cannons, each of them occupying the sinister and dexter flanks. The two
bows, also in relief occupy the base of the disc and resting horizontally across
the arrows and the chase of the two cannons. The spear is placed vertically
with head up and superimposes the criss-crossed arrows. A red star with
golden border is superimposed by the disc. The two vertexes are attached to
the metal link of the bar. The bar is in gold with grooved borders and
embossed on it the phrase "For Gallantry". The wreath is made up of
Sampaguita white buds and green leaves and attached to the upper edge of
the bar with a metal link at the tie of the tendril.

while serving as negotiator during the siege by rebel soldiers of the Makati
Commercial District on 1 December 1989. When government soldiers and the
mutineers who were held up in high-rise buildings in Makati were gearing for a
decisive confrontation. BRIGADIER GENERAL ENRILE volunteered to ease
up the tension by deciding to talk personally with the rebel leaders. With some
government officials, he shuttled from one building to another unmindful of his
safety from rebel sniper bullets, and talked to the mutinous leaders. With tact
and diplomacy, he explained to the rebel leaders the futility of their cause as
the government was ready to attend to their grievances. With firm
determination, he proceeded to perform his mission to avoid unnecessary
bloodshed. His overall effort subsequently convinced the mutineers to give
their arms struggle and walked peacefully towards their camp. By these
achievements, BRIGADIER GENERAL ENRILE contributed immensely
towards turning the tide of battle in favor of the government, thereby earning
distinct credit not only for himself but also for the Armed Forces of the
Philippines.

3. Distinguished Service Star. This is awarded by the Chief of Staff,


AFP to officers of the Armed Forces of the Philippines for eminently
meritorious and valuable service rendered in a position of major responsibility.

The performance of duty should be exceptional. A superior


performance of duties normal to the grade, branch, specialty of assignment,
and experience of an individual is not adequate basis for this award.

Accordingly, the accomplishment of the duty should have been


completed prior to submitting a recommendation, or a person being
recommended has been transferred prior to completion, the accomplishment
must have progressed to what may clearly be determined to be exceptional or
significant.

The medal is in the form of star, the center of which is a disc where the
seal of the Republic of the Philippines is placed. The golden scroll with border

in relief occupies the chief of the medal in arc pattern with the engraved word
"Merit". The wreath consists of twenty-six (26) dark green leaves and ten (10)
white buds. The tie at the base serves as divider of the tendril and a link to the
star through a metal ring. The ring around the seal signifies eminently
meritorious and valuable service to the Republic of the Philippines; the star for
conspicuously meritorious achievements; and the wreath signifies the glory for
such endeavor. Embossed at the back of the medal in circular pattern is the
phrase "For Distinguished Service."

The ribbon has a blue background with red stripes in the center.

professional competence, LIEUTENANT COLONEL PAJARILLAGA JR
introduced dynamic innovations and new concepts in personnel and materiel
management that greatly contributed to the unit's dismantling of Front
Committee -1 "Big Beautiful Country" and Front Committee - 0 "Monterosa".
He led the unit in 19 battalion-size, 36 company-size operations and 3,291
small-unit patrols that resulted in 17 encounters and accounted for the killing
of 20 terrorists, capture of 14 others and recovery of 1 crew served weapon
and 120 assorted firearms. He also launched Special Operations Team
activities that resulted in the clearing of 257 barangays and the surrender of
16 members of the Communist Party of the Philippines/New People's Army,
3,051 subversive mass activists, 4,497 organized mass bases with 162
assorted firearms. He instituted various reforms in administration, records
management and training, thus boosting the morale and welfare of his troops.
Moreover, he opened 24 classes on various military courses to enhance the
professionalism of the personnel. Under his leadership, the unit earned the
distinction of being the "Best Battalion" of the 1st Infantry Division for two
consecutive years. By these achievements, LIEUTENANT COLONEL
PAJARILLAGA JR earned distinct credit not only for himself and his unit but
also for the Philippine Army and the Armed Forces of the Philippines.

ALFONSO ably assisted the Chief of Staff, AFP in the formulation of policies
and in the planning, coordination and in the supervision of all matters
pertaining to the Women's Auxiliary Corps. She implemented various WAC-
related projects that resulted in the active participation of WAC personnel in
the modernization of and preparation of skills and services in the entire Armed
Forces. She vigorously pursued a staff development program through

continuing education and caused the conduct of various computer training


programs. Likewise, she caused the utilization of the WAC in areas of
specialization usually dominated by males. She also implemented the proper
distribution of WAC personnel in different AFP units/offices which further

and camaraderie among members of the Corps, she organized an
Association of The Women's Auxiliary Corps Inc. Through her guidance and
direction, the members of the Corps proved to be capable of integration into
the mainstream of the Maj Svcs as recommended by the AFP hierarchy. By
these achievements, COLONEL ALFONSO earned distinct credit not only for
herself and the Corps, but also for the Armed Forces of the Philippines.

4. Gold Cross. This is awarded by the Chief of Staff, Armed Forces of


the Philippines, Area Command and Major Service Commanders to military
personnel of the AFP for gallantry in action not warranting the award of the
Distinguished Conduct Star.

The medal has the profile of Manuel L Quezon in the golden relief
placed in the center of a depressed blue disc which is encircled by a garland
consisting of laurel leaves in gold, superimposing the cross. The
conventionalized cross is in gold with sharp edges at the end of its flange with
ridges sloping on both edges and center. The grooved border is in gold and
placed in between the flanges slightly below the level of the garland. The
metal loops is in gold and fixed at the top flange of the cross.

The head of Manuel L Quezon stands for achievement worthy of a


presidential endeavor and the blue background represents sincerity and
devotion to duty; the garland stands for honor; the golden cross symbolizes
the risks of life and sacrifices; and the grooved border signifies shining
performance.

The ribbon is light blue with three small vertical lines at the center.

for gallantry in action during an encounter with 30 terrorists at vicinity Ilaw


Creek at Sitio Kalungiking, Poquin, Corner, Kalinga-Apayao on 29 August
1994, while serving as Company Commander of Bravo Company, 17th
Infantry Battalion, 5th Infantry Division. Philippine Army. Tasked to locate and
recover the arm cache of the Northern Luzon Operational Command of the
New People's Army, SECOND LIEUTENANT FLORES led his platoon to its
objective. After deactivating landmines and avoiding booby traps laid along
the route, he led his men along with other platoons, in creeping towards the
enemy position. As the troops opened fire, the terrorists behind fortified
barricades retaliated with heavy volume of fire. He leapfrogged to close in on
the enemy and fought fiercely the enemy repelled their counterattack while
providing cover fires to allow the other platoons to maneuver. After 30
minutes of firefight, the troops seized the enemy positions, forcing the latter to
withdraw, leaving six dead comrades. On the scene of encounter, the troops
recovered ten high-powered firearms and later found the arm cache. By this
gallantry, SECOND LIEUTENANT FLORES exemplified the finest tradition of
Filipino soldiery.

5. Philippine Legion of Honor in the Degree of Chief Commander.


This is awarded by the President of the Republic of the Philippines to high-
ranking military officers, civilian dignitaries including the Chief of State, Prime
Minister or Head of Government and other persons holding high and
respectable positions whose accomplishments can seldom be surpassed
such as jurist, parliamentarian, statesman, diplomat, journalist and scientist..

This award is granted to the awardee in recognition for his eminently


meritorious and valuable service rendered in a position of major responsibility.
The performance of duty must merit exceptional recognition; however, a
superior performance of the moral duties of a position shall not alone justify
the award. For civilian awardees, it should be for eminently meritorious and
valuable service rendered to the Philippines that merit official recognition by
the government.

The medal which is the same to all the Degrees is a disc consisting of
sea lion, sun and wreath. The sea lion symbolizes outstanding service or
achievement; the conventionalized sun stands for the first eight provinces that
revolted against Spain; the laurel wreath signifies high honor; and the red
outline stands for bravery and courage in the execution of duty.

The configuration of the medal and the colors of the ribbon are the
same in the other Degrees.

The medal is pinned to a sash in red, white and blue stripes.

A golden sunburst is placed in the center of a rectangular golden bar,


resting on a ribbon of red, white and blue. A silk rosette is placed in the center
of the ribbon instead of the sunburst and bar for civilian wear.

It is the emblazonment on the medal that identifies the degree of the


award.

For the Chief Commander, it has a pin back medal.

COMMONWEALTH OF THE PHILIPPINES

for eminently meritorious and exceptional service rendered to the country and
the Filipino people as Head of the Philippine Commonwealth before and after
the liberation of the country from the Japanese Imperial Forces. Installed as
successor to President Manuel L Quezon upon the latter's death in
Washington D.C. on 1 August 1944, PRESIDENT OSMENA provided
continuity in state matters and bolstered the people's hope for freedom. In
October 1944, he landed in Leyte along with the Allied Liberation Forces
symbolizing the triumphant return of the Philippine Government from exile in
the United States. Immediately, he reestablished the national government in
Tacloban, Leyte, where he exercised moral leadership and persuasion over
all guerrilla troops in their operations against the enemy forces. He worked
together with the American liberators in reconstructing a war ravaged nation.
On 23 October 1944, he accepted the power and functions of government
from General Douglas MacArthur with the herculean task of putting civil affairs
in order. Highly nationalistic, he led the Filipino people in gaining sovereign
status and in moving forward to independence and economic development.
By these achievements, PRESIDENT OSMENA earned the undying respect

6. Philippine Legion of Honor in the Degree of Commander. This is


awarded by the President of the Republic of the Philippines to the Chief of
Staff, Vice Chief of Staff and Commanders of Major Services, AFP or their
equivalent in the armed forces of friendly foreign nations; and to civilians,
such as the President of the Senate, Chief Justice of the Supreme Court, and
the Heads of Department or their equivalent in friendly foreign nations for

The medal has a green enameled laurel wreath fixed with a swivel at

Commander, but the bar is Silver on which a golden sunburst rests. For
civilian wear, it is a small enameled bar with golden sunburst.

Vice Chief of Staff of the Armed Forces of the Philippines. Imbued with a
strong sense of duty to those ideals and inspired by the highest idealism,
GENERAL RAMOS, together with then Defense Minister Juan Ponce Enrile,
staked his life in a defiant stand against the dictatorship that had thwarted the
People's Sovereign Will and thereby sparked the chains of events that led to
the February revolution. He staunchly defended democratic principle against
continuing efforts to subvert it. For his courageous and consistent defense of
our cherished democratic ideals, he has earned a permanent place in the
grateful memory of the Filipino race and of all freedom-loving people.

Chief of Staff, AFP in formulating plans, programs, projects and doctrines
designed to guide the Philippine Air Force in its operation and modernization
efforts. He affected the Service Life Extension Program for three F-5 aircraft
and the recovery of eight types of aircraft under Inspection and Repair as
Necessary to improve operational readiness. He established the 505th Search
and Rescue Group and introduced Counter Urban Terrorist Operations
Training for Air Force personnel and upgraded PAF's medical and dental
facilities. Likewise, he revitalized the Self-Reliance Defense Program by
successfully launching the program for trainer aircraft "Layang". His judicious
management of scarce resources enabled the Command to successfully
pursue its mission. By these achievements, LIEUTENANT GENERAL
ACEDERA JR earned the respect and admiration of the Philippine
government and the Filipino people.

responsibility as Commanding General, Philippine Army, from 6 April 1994 to
23 February 1995. LIEUTENANT GENERAL YAP steered the Philippine Army
in counterinsurgency operations. Under his leadership, Army units neutralized
3,138 enemy personalities, recovered 1,095 firearms, cleared 532 affected
barangays and caused the return to the folds of the law 23,056 communist
terrorists. Aware of the need for readily mobilizable reservists, he caused the
training and enlistment in the reserve force of 58,672 reservists; made
possible the training of 36 reserve companies; and organized 12 ready
reserve battalions. He initiated reforms in personnel management,
emphasizing on discipline, morale and welfare of Army personnel, weeding
out scalawags and misfits, and imposing punishments on other erring
personnel. He prescribed procedures and policies that ensure the promotion
and the designation to key commands and staff positions of the best qualified

officers. He pursued a year-round physical fitness and athletic program,


enabling the Army to become the overall champion in the 1994 AFP-PNP
Olympics. On civil-military operations, the Army undertook medical-denial
civic action, community relations and literacy patrols. He vigorously
institutionalized the Army's livelihood programs nationwide, benefiting Army
personnel and their dependents, particularly those separated for physical
disabilities. Under his supervision, Army engineers met timetables in their
infrastructure projects, like the construction of PFVR buildings, roads, bridges
and the launching of ecology-enhancing activities. He initiated visioning
exercises to formulate the framework of the Philippine Army of the 21st
century and its 10-year modernization plan, the Army's preparation for the
Fort Bonifacio conversion plan and the Army Base Force in the year 2000. He
linked closely with the BCDA and succeeded in getting commitments for the
relocation in socialized housing units of about 7,000 families composed of
soldiers, retirees and civilians. By these achievements, LIEUTENANT
GENERAL YAP earned the respect and admiration of the Philippine
government and the Filipino people.

7. Philippine Legion of Honor in the Degree of Officer. This is


awarded to military personnel for exceptionally meritorious conduct in the
performance of outstanding service below that for which the DSS is usually
awarded; and to civilians for outstanding service to the Philippines that merits
official recognition by the government. Decorations shall be submitted to TAG,
PA quarterly and other awarding authorities. It shall include names of
awardees with their corresponding awards and decorations.

The medal has a small green enameled laurel wreath fixed with a swivel
at the top of one of the rays at the sun wherein a twin around suspension ring
is attached. It is suspended by ribbon of same colors as of neckband of the
Degree of Commander.

The ribbon carries the same colors as that of the Degree of Commander
but has a small gilt sunburst in the center instead of the bar with sunburst.
This is the same for the civilian wear

Task Force Hammerhead, from 15 October to 28 December 1992. With
professional competence, BRIGADIER GENERAL FILLER successfully
steered the AFP Intelligence community resulting in the surrender and
neutralization of thousands of communist cadres and terrorists, secessionist
rebels and ultra-rightists, thereby decimating extensively the leadership
structure of the threat groups. Through his sound and timely reports to higher
authorities, the AFP Intelligence modestly modernized its information systems
and technical and electronic intelligence capabilities, enabling AFP
Intelligence to provide almost real-time intelligence and information. As Co-
Chairman of the RP-US Mutual Defense Board Intelligence Committee, he
contributed towards maintaining solid military-to-military relations with US mili-
tary counterparts especially during the testy period of RP-US relations when
the bases treaty talks were being conducted. As Commander of Task Force
Hammerhead, he was able to neutralize syndicated crime groups engaged in
kidnap-for-ransom, robbery/holdup, gunrunning, car napping, and
personalities involved in these nefarious activities. By these achievements,
BRIGADIER GENERAL FILLER earned distinct credit for himself, the AFP
Intelligence Community and the Armed Forces of the Philippines.

Intelligence Committee, Mutual Defense Board, COLONEL SOMMERS III
facilitated three US-RP Intelligence Exchange Conferences and one Tactical
Intelligence Exchange Conference, contributing significantly towards
enhancing close bilateral relations between the Armed Forces of the United
States and the Philippines. He painstakingly coordinated several visits of high-
ranking US officials to the Philippines, thereby contributing to the fruitful
discussions and exchange of valuable ideas among their Philippine
counterparts. He coordinated and facilitated the official trips of AFP officers
and personnel to the USA. As the military escort of President Bill Clinton
during the latter's state visit in the Philippines in November 1994, he acted as
the contact person for the AFP and PNP security teams, which paved the way
for the incident-free visit of the US President. By these achievements,
COLONEL SOMMERS III contributed greatly towards maintaining strong
bonds of friendship and cooperation between our two Armed Forces.

developing the Armed Forces of the Philippines Aptitude Test Battery
(AFPATB) aimed at aiding in the objective selection of personnel for the
military organization, which was approved by the Chief of Staff, AFP on 11
April 1994. Fully aware of the need to develop for the AFP its own aptitude
test tailored for specific purposes and which would yield more accurate and
valid results, CAPTAIN DAUZ, in his capacity as The Adjutant General, AFP
pursued relentlessly the putting up of new form of aptitude test to replace the
overused and obsolete AFP General Classification Test (AFPGCT), which
had been in use for over 50 years. He arduously worked to integrate vital
resources such as fund support and manpower, composed of psychologists
from the Office of The Surgeon General, AFP, and AFP-PNP Psychologist
Association, Incorporated, and hired civilian consultants to assist in the
construction and validity testing of the eight sets of questionnaires that were
eventually formulated. He also conceptualized the mechanism of its
implementation to include the establishment of an AFP Testing Center which
will provide a conducive and ideal testing environment to applicants, as well
as safeguard the conduct, handling and result of the tests; and also the
creation of mobile testing teams, in both cases utilizing existing personnel
assets of OTAG and OTSG. Significantly, he provided the guidelines for the

Standing Operating Procedures to institutionalize the implementation of the


new aptitude tests which ultimately would serve as a tool not only in selecting
applicants for the AFP but also in the selection of personnel for specific jobs,
positions and career. By these achievements, CAPTAIN DAUZ has
contributed an effective instrument for the enhancement of the procurement of
high quality men and women in the military organization, thereby earning
lasting honor not only for himself but also for the Armed Forces of the
Philippines.

the Exercise ANOA-S1NGA 1-93, the first joint training exercise between the
Philippine Army and the Singapore Armed Forces held in Fort Magsaysay,
Palayan City, on 14 to 30 June 1993. With vast experience in training,
COLONEL GALON caused the formulation of plans, both actual and exercise
play. His meticulous identification of minor but vital details generated
immediate rapport and harmonious relations among the elements from the
Philippine and Singapore Armies, resulting in the attainment of the exercise
objectives. Through close monitoring of events, he created for the PA a
credible image of efficiency in spite of limitations in logistics and of time
constraints. As a consequence of the exercise, he caused the evaluation of

10. Gawad sa Kaunlaran. This is awarded by the Chief of Staff, AFP,


Area Command and Major Service Commanders to any citizen of the
Philippines, for conspicuously meritorious and valuable achievement in the
pursuit of socio-economic and other non-combat activities, or for
conspicuously exceptional service which contributed immensely in
accomplishing the peaceful objectives of the AFP, or in improving the quality
of life of the people within the military establishment.

It shall be awarded without regard to position held nor to the duration


within which the cited achievement or service is accomplished. Severance
from or actual completion of an enterprise is not a consideration; rather, the
conspicuity of the achievement is deemed to be end in itself deserving
recognition.

The medal is a disk with gold-plated star at the middle. Superimposed


by the star are eleven (11) silver sunrays in relief, with tapering depressed
blue background in between. A single branch of light-green laurel leaves is
superimposed diagonally across the star. It follows the contours of the star
with both ends touching the sunrays.

The star stands for achievement or service: the sunrays for conspicuity
of achievement: the blue background signifies nobility of purpose: and the
laurel leaves stands for the peaceful nature of the achievement or service.

The ribbon is made up of blue-green-blue stripes with yellow stripes in


between.

Valley Road Project in Kalinga-Apayao. Through careful planning, effective
supervision and control, COLONEL CASPILLO utilized to the maximum
advantage his limited manpower and material resources in the construction of
10.2 kilometers Luna-Marag road on 13 June 1991 despite constant enemy
harassment. Under his able supervision, the Battalion excavated about
19,278 cubic meters of earth and about 7,140 cubic meters of solid rocks, laid
20 lines of cross drainage consisting of 3 units double-line RCCP culvert
drainage and 11 units single-line RCCP culvert drainage costing about P5
million pesos. Disregarding personal safety and comfort, he worked beyond
wee hours in supervising the construction of the road. Concomitantly, he
supervised the construction of a two-classroom school building and a multi-
purpose center, which were completed in 29 days, costing P566.000.00. By
these achievements, COLONEL CASPILLO earned lasting honor not only for
himself and his unit but also for the Armed Forces of the Philippines.

propeller signifies aviation and aerial flight; the Maltese cross symbolizes the

February 1992 - the first against 110 NPA terrorists who encountered
elements of Kalinga-Apayao Philippine National Police Command at Sitio
Dinakan, Brgy Oagalwan, Pasil and the second, against undetermined
terrorists who encountered elements of Special Forces (SF) Team PA at Sitio
Spring, Brgy Liwan West, both in Kalinga-Apayao Province. The airstrikes
resulted to enemies killed. Disregarding personal safety they decided to divert
their original flight plan from Tuguegarao to Tabuk when they intercepted a
radio transmission from beleaguered troops who were ambushed by the
enemy. They risked their lives by facing retaliatory fires from the enemies who
were vantagely positioned 100 meters above the road overlooking the
government troops and by maximizing the aircraft time often after the
airstrikes. These aircrew expended airmutions accurately to the designated

targets and to all possible escape routes of the enemy. Their personal
sacrifice demonstrated by these pilots paved the way for lifting the morale of
the beleaguered troops. By these feat, these officers brought honor to the
Philippine Air Forces and the Armed Forces of the Philippines.

Upon receipt of urgent call from the Regional Disaster Coordinating Center,
FIRST LIEUTENANT DEPAY JR, together with his co-pilot and two enlisted
men, proceeded to the areas to pick up residents stuck in flood waters caused
by strong rains. Unmindful of his personal safety, he led the group and braved
the poor visibility and inclement weather to save precious lives. Despite
limited capability due to lack of rescue equipment, he successfully brought to
safety several persons who were swept away by the rampaging lahar. By this
remarkable achievement, FIRST LIEUTENANT DEPAY JR earned lasting
honor not only for himself and the Philippine Air Force but also for the Armed
Forces of the Philippines.

14. Kagitingan Sa Barangay in the Category of Lakan. This is awarded


by the President of the Republic of the Philippines to the members of the
Citizen Armed Forces Geographical Unit (CAFGU) or civilian officials.

The Category of Lakan is granted to an awardee for his participation in


action involving actual conflict with an enemy, distinguishing oneself
conspicuously by gallantry and at the risk of life beyond the call of duty. He
must perform a deed of personal bravery or self-sacrifice so conspicuous as
to clearly distinguish him from the other members.

The medal is in the form of a shield in silver color. The sun in gold is
superimposed on the center shield. The three golden stars are arranged on
the upper end of the shield. Two narra branches surround the sun.

The shield symbolizes protection from the evils of the peace; the sun
stands for the first eight provinces that revolted against Spain; the three stars
represent Luzon, Visayas and Mindanao, and the Narra leaves represent
natural strength.

This medal is suspended by a ring from a neckband in crimson color


with blue lining in the center.

The description of the medal, its symbolism and its accessory of


neckband are the same in all the degrees.

The peculiar feature of the degree of Lakan is the crossed bolos placed
symmetrically in the base.

Mr Juan dela Cruz

for conspicuous gallantry at the risk of life beyond the call of duty as leader of
a 5-man team of CHDF that encountered 30 heavily armed lawless element
that raided a village in the hinterland of Basilan and looted the people of their
belongings and valuables on 13 April 1990. Upon receiving report of the raid,
Mr dela Cruz led his four companions in intercepting the lawless elements. A
fierce firefight ensued and amidst hail of bullets, he maneuvered to a vantage
position under covering fire from his comrades. With grim determination, he
moved from position to another with his firearms spewing death. After the
smoke of gunfire dissipated, enemies were found dead on the scene of
encounter while the other were believed wounded as shown by the traces of
blood along the way of withdrawal. By this gallant act, Mr dela Cruz
distinguished himself in combat, thereby earning lasting honor for himself and
his unit.

for conspicuous courage and gallantry in action as member of the Badiangan


CAA Patrol Base, 2nd Surigao del Sur CAA Company, under the operational
control of the 29th Infantry Battalion, 4th Infantry Division, Philippine Army,
during an encounter with four fully armed terrorist dissidents of the Front
Committee 77 at vicinity Sitio Badiangan on 4 January 1995. While
negotiating a trail towards the long abandoned farm, CAA Bandoy, with one
CAA and two civilian volunteers, incidentally chanced upon a farmer who
informed them of the presence of four fully armed dissidents about 100
meters away from their position, believed to be facilitators for the passage of
enemy supplies coming from Barangay Aras-asan, to the suspected enemy
lair in the hinter areas. With no time to inform their detachment about the
situation, CAA Bandoy opted to confront the armed dissidents despite the risk
of their lives for being outnumbered. With courage, he took advantage of the
thick undergrowth and tactically maneuvered towards the enemy position. A
fierce firefight ensued between them for ten minutes. He directed his
companions to give him cover as he moved from one place to another to be
able to penetrate the enemy's location. Once in a vantage position, he and his
companions delivered heavy volume of fires towards the enemy, prompting
the latter to withdraw leaving behind two killed comrades and one Ml6 rifle.
One of the enemy fatalities was later identified as the alleged Finance Officer
of the Front Committee 77. By this display of courage, CAA Bandoy earned
lasting honor not only for himself but also for the military organization.

Battalion, 5th Infantry Division, Philippine Army during an encounter with 16
terrorist dissidents with three amazons at vicinity Sitio Sinampat, Barangay
Kinama, Rizal, Kalinga-Apayao on 11 August 1994. At dawn of that day, one
section composed of regular troops and CAFGU Active Auxiliary personnel
jumped off from San Francisco Detachment at Rizal, Kalinga-Apayao heading
towards southwest of Barangay Kinama. On their way, the operating troops
chanced upon an amazon taking a bath while another armed companion
posting as security. With no way out, the duo voluntarily surrendered.
Immediately after, the troops maneuvered tactically on a high ground, sensing
that more of them were just within the vicinity, but they were noticed by the
dissidents. This prompted the team leader of the troops to order his men to
open fire towards the enemy position. Caught unaware, the terrorists
panicked but were able to retaliate, hitting two of the government troopers. At
this point the troops fought back and delivered heavy volume of fires at the
enemy position. The firefight lasted for almost five hours until reinforcement
arrived at the scene of encounter, forcing the terrorists to withdraw towards
different directions. This encounter resulted in the killing of two enemies,
wounding of two others, capture of another two terrorists and recovery of one
M16A1 rifle. By this gallantry, these CAFGU Active Auxiliary personnel earned
honor not only for themselves and their unit but also for the Philippine Army.

17. Military Merit Medal. This is awarded by the Chief of Staff, AFP, Area
Command and Major Service Commanders, Division and major subordinate
unit commanders with a TO rank of Brigadier General or higher, to military

achievement for service not involving participation in combat, in connection
with military operations against an enemy of the Philippines, for a single act of
meritorious service either in a duty responsibility or in direct support of military
operations.

The required achievement or service for award of MMM is less than


that required for award of the DSS; nevertheless, it should be accomplished

The medal is in the form of equilateral triangle in red with a golden star

is placed at the center of the triangle. The wreath consisting of green laurel
leaves is superimposed by the triangle.

The sun symbolizes the Philippine islands: the three stars represent
the three major islands of the country: and the wreath stands for honor
received.

for gallantry in action during an ambushcade staged by about 50 heavily


armed Communist Terrorists/New People's Army on 26 February 1989 at
vicinity Barangay Caparenga, Pambujan, Northern Samar while serving as
Battalion Commander. On his way to Mondragon, Northern Samar,
LIEUTENANT COLONEL RAMOS led a convoy to attend the District Council
of Mayors Peace and Order Conference with a mission to install the 14-men

team of Bravo Company, 19th Infantry Battalion, 8th Infantry Division,


Philippine Army at Salang Patrol Base in Rosario, Northern Samar. While
traversing the route between two Hills at said vicinity, a well positioned rebels
unleashed heavy volumes of fire towards the convoy, whose man jumped out
of the vehicles, maneuvered for a better position and engaged the enemy in a
30 minute gunbattle. Sensing relentless delivery of enemy fires, he directed to
maneuver to more vantage position and after a few minutes, the rebels were
on sight. Then, he led the troops in fierce battle forcing the enemy to withdraw
towards forested area, leaving behind one enemy killed and dragging along
with them undetermined number of their wounded. Recovered were (1) US
rifle Caliber 5.56MM, one M203 Grenade Launcher, and three magazines for
M16 and forty eight rounds of live ammunition. By these achievements,
LIEUTENANT COLONEL RAMOS brought credit not only for himself but also
to the 8th Infantry Division and the Armed Forces of the Philippines.

18. Silver Wing Medal. This is awarded by the Chief of Staff, AFP, CG,
PAF, Area Command and Major Service Commanders to military personnel of
the AFP for meritorious achievement while participating in aerial flight and
single act of merit or for participation in sustained operation activities against
the enemy while in an aerial flight.

The distinguishing feature of the medal is the pair of silver wing, each
of which occupies both flanks. Placed at the center from nombril point is an
airborne helmet in relief and superimposed the three (3) arched bands at
center base and center of the diamond field.

The three stars in relief occupy the chief of the medal in an inverted
triangular formation. The diamond field, each of which is silver, is bounded by
an embossed borderline. The smaller diamond is placed over the bigger one.

The ribbon has a red stripe in the center, both extremes are in yellow
followed by white and blue stripes.

for meritorious achievements in aerial flight and for sustained operational


activities in the T-334 aircraft from the time it was decommissioned on 7 April
1994. During the eruption of Mt Pinatubo, only three T-33As were evacuated
to ABAB. The others were damaged beyond repair, yet the Squadron
Commander, MAJ JOSE TONY S VILLARETE, his Ex-0, CAPT DANIEL M
PENA and the other instructor pilots were able to check out four new
students. Another remarkable achievement was the completion of the
upgrade to Element Lead Training of three PAF officers. They continued to fly
such sorties as Air Defense Training missions, reconnaissance and
persuasion flights all over the country. Due to dwindling resources, the aircraft

grounded, accumulating only 64 sorties to fly them after months of being


discurrent, with no one to check them out for recurrency, since not a single
pilot in the Wing was their current in the aircraft at the that time. By these
achievements, these officers earned lasting credit for themselves and the
Philippine Air Force.

19. Military Commendation Medal. This is awarded by Commanders of


Major Services, Division, Brigade or their equivalent in the PAF and in the PN,
AFPWSSUs, and Area Commands to military personnel of the AFP for
demonstrated exemplary efficiency, devotion and loyalty to duty assignments.
Accordingly, five letters of commendation under one command line are
convertible to one MCM.

The medal is circular sampaguita wreath consisting of forty-six (46) the


leaves and twenty (20) buds in gold. An annodized equilateral triangle with a
small disc at the tips and placed over the wreath stands for good deed; the
star for notable achievements; and the three discs represent the three major
islands of the Philippines.

The ribbon has four green stripes interlined with three white stripes.

and formulated her thesis on the said title purposely for the Armed Forces of
the Philippines personnel to avail of it in terms of information as to the status
of women members (particularly the WAC) of the AFP. The work spelled out
the utilization of the members of the Women's Auxiliary Corps which is limited
to administrative duties. The thesis further consolidates and puts in lump all
pertinent laws and regulations affecting the WAC which in effect facilitates any
research work on the subject. By these achievements, CAPTAIN NAVA
earned credit not only for herself but also for the WAC and the Armed Forces
of the Philippines as well.

monitoring the various developments of housing projects and other important
documents need to facilitate the accomplishment of the unit. By these
achievements, Master Sergeant Esteves earned honor not only for himself but

20. Wounded Personnel Medal. This is awarded to military personnel of


the AFP and civilian citizens of the Philippines serving with the AFP by
Commanders of major subordinate units of Major Services down to Battalion
Commanders or their equivalent in the PAF and in the PN. In the case of
combat patient evacuated to AFP hospitals, the CO is authorized to award
this medal.

The medal is granted for those wounded in action against an enemy of


the Philippines or as a direct result of an act of the enemy, provided such

wound necessitates treatment of medical officers; and for having been killed
in action. Not more than one award shall be made for more than one wound
or injury received at the same instant or from the same missile, force,
explosion or agents. Likewise, this shall be issued to the next of kin of each
person entitled to a posthumous award. It shall be automatically made by the
Adjutant concerned upon receiving a report of death indicating entitlement.

The medal is in the form of a cross in gold. Superimposed in the center


of a cross is a disc where a relief head of Gen Gregorio del Pilar is placed
facing front. The wreath made of light green laurel leaves superimposed the
cross.

The cross signifies the risk of life while in combat; the disc with the
head of General del Pilar is for achievements that resulted in the wounding of
an awardee by an armed enemy; the wreath symbolizes honor for such
endeavor; and the green color stands for nobility and devotion to duty.

The ribbon is white with purple stripe in the center.

21. Military Civic Action Medal. This is awarded to military and civilian
personnel of the AFP and friendly foreign nations by the Chief of Staff, AFP,
Commanders of Major Services, Area Commands, AFPWSSUs,
Divisions/Brigades or their equivalent in the PAF and in the PN.

The award is intended to recognize meritorious achievement in the field


of civic action in duty responsibility or in direct support to military operations.

The medal is a disc in gold superimposed by the gear and hands. It


holds the ray in the center of both flanks, top and base. The garland is in
green and its tendril surrounds the circumference of disc in between the rays.

Based on the colors of the ribbon, the blue represents lofty ideals of
security and represents the Philippine stars, red for knowledge and
communication; white stands for progress, beauty and aspiration; and green
stands for hope and richness of the nation.

The ribbon consists of the above colors, green stripes in the center and
white, red and blue on both extremes in that order.

22. Armed Forces Conduct Medal. This is awarded to enlisted personnel


of the AFP by Commanders of Major Services, Area Commands,
AFPWSSUs, Divisions/Brigades and their equivalent units in the PAF and in
the PN.

To earn the award, an enlisted man must have served two successive
enlistment terms with no records of punishment, conviction or derogatory
information.

The medal is a bronze disc in which an embossed triangle was


superimposed in the center of the disc and the Philippine sun is placed over
the triangle. The scroll in bronze is placed at the lower portion of the disc with
its end supporting the tendrils of the wreath that is made of sampaguita
flowers and buds arching toward the center top of the medal.

The sun signifies the Philippines and its eight sunbursts represent the
provinces that revolted against Spain; the triangle and three stars represent
the three major islands of the Philippines; and the wreath stands for
meritorious and outstanding achievement.

The ribbon has a white background with green stripe in the center

23. Sagisag Ng Ulirang Kawal. This is awarded to military personnel of


the AFP by the Chief of Staff, AFP, and Commanders of Major Services and
Area Commands.

To earn the award, a military person must have distinguished himself


conspicuously in the performance of non-military activities and community
development programs and other related activities, which merit public
recognition.

The medal is rectangular block in silver. A bust of a soldier in relief


superimposed on the center of a heart in gold, wearing a golden helmet and
facing right side The heart in gold is superimposed on a triangle surrounded
by tendrils of a wreath at each flank. The triangle is in anodized silver, the two
vertexes of which superimposed the tendrils of the wreath and the third is
projected on top of the heart. The wreath of green sampaguita leaves forms a
heart shape pattern and surrounds the heart. At the upper top of the triangle,
three golden stars are placed equidistant to each other. The clasped hand in

relief superimposed on rectangular bottom block just below the heart. The
hand at the left in long sleeve barong while the hand at the right side is bare.

The bust indicates that the awardee is a model soldier; the clasped
hands symbolize the left hand effort of winning the confidence of the civilians
in the military; the heart signifies sincere and honest effort in extending
assistance to fellowmen; the wreath stands for good deed; and the triangle is
for Luzon, Visayas and Mindanao.
The ribbon has three white stripes in the center interlined with two red
stripes and the extremes are in deep blue

24. Civilian Employee's Honorary And Incentive Award This award is


of three kinds, all of which are awarded by the Chief of Staff, AFP, to civilian
employees who resign, retire, or whose services are terminated due to no
fault of their own.

a Distinguished Honor Medal. This is awarded to an individual


for outstanding contribution which has national significance in any of the
following: demonstration of outstanding service, or contribution to the public
administration in the form of exemplary achievement or through sustained
interest and development; accomplishment of major operation or staff
responsibilities which are clearly exceptional; and demonstration of
outstanding courage and voluntary risk of life or honor under extremely
adverse condition which result in direct benefit to the government or the
protection of public interest.

The Distinguished Honor Medal is a circular bronze


pendant with the golden AFP seal superimposed in its upper half of which the
tip of the middle star is tangent to the top most edge or circumference of the
disc. Two stems of silvery laurel leaves border the inner part of the disc. The
four silver rings cross each other in the lower part of the disc. The pendant is
connected to a bronze bar wherein the words "Distinguished" and "Honor" are
engraved

b Superior Honor Medal. This is awarded to an employee in


recognition of significant contributions of unusual value not only to the agency
but also to the public service in general. The criteria are any of the following:
superior service leading to the achievement of agency program objectives;
exceptional leadership in the fulfillment of agency program objectives,
exemplary or courageous handling of an emergency situation; and superior
creative service such as the development of a new and highly effective
program which contributes to the agency benefits or savings.

The Superior Honor Medal is a pendant in the form of an


inverted salakot relief in bronze. An AFP seal is superimposed in the center of
a triangle bordered by the attached chain in all edges. The sunburst in the
seal in gold is superimposed on the silver triangle and embossed on the
superimposed bronze laurel leaves and stars

c Civilian Merit Medal. This is awarded to an employee in


recognition of accomplishment worthy of commendation in the discharge of
assigned tasks excelling normal position requirements or quality of their
performance; initiative in developing a new system or work methods;
improvement of devices which results in substantial saving in manpower,
material, cost and time; specific accomplishment for which an employee is
responsible for the improvement in the agency operations or service,
substantial savings in government funds and significant technical process;
extraordinary devotion to duty under adverse conditions, and outstanding
scientific, technical supervisory and executive ability.

The Civilian Merit Medal is a pendant in bronze relief of a


salakot viewed at the circular inner bottom. Superimposed on the disc are
bronze laurel leaves, the stem of which meet from the bottom edges
extending in a parabolic curve with the tip meeting beyond the upper most
part of the salakot, providing a hole for the chain connection to the ribbon. On
the center of the disc is a silver scroll diagonally placed, with a gold feather
pen embossed in the scroll

25. Long Service Medal. This is awarded to military personnel of the AFP
by the Chief of Staff, AFP and Major Service Commanders.

To earn this award, a military person must have completed 20 years of


faithful and honorable service with the AFP and for each additional five (5)
years, one bronze star shall be affixed to the ribbon.

The medal is a rectangular form of a cross with a cut out relief of the
Republic of the Philippines in the center. Below the seal is a scroll where the
words ''Republic of the Philippines" are written.

The cross supporting the RP seal represents the services rendered by


the individual to the country.

The service ribbon is red in color

Medal & Ribbon.

26. United Nations Service Medal & Ribbon - This is awarded to


members of the AFP by the Chief of Staff. AFP for service to any member
nation on behalf of the United Nations organization in peacekeeping
operations, and to personnel dispatched to any member nation as members
of paramilitary or quasi-military units, for service in support of the United
Nations action and certified by the United Nations Commander-In-Chief,
United Nations Command, as having directly supported operations thereat.

The medal is a disc in bronze alloy with the globe placed in its center.
Two tendrils of laurel leaves surround the globe.

The glove stands for unity of nations while the leaves stand for peace.

The service ribbon consists of nine stripes of blue alternated with eight
white stripes. Constituting a part of the suspension of the medal from the
ribbon is a bar made of bronze, bearing the word "Korea".

Medal & Ribbon.
27. Anti-Dissidence Campaign Medal & Ribbon. This is awarded to
military personnel of the AFP by the Chief of Staff, AFP and Commanders of
Major Services.

To earn this award, a military person must have participated in the anti-
dissidence campaign and operations in any of the aforementioned areas of
the Philippines between 30 June 1946 and terminal date to be designated
later.

The medal is circular in form with a star superimposed at the center.


Three stars are placed at the lower portion of the medal and written in the
upper portion is the phrase "Anti Dissidence Campaign".

The service ribbon is tinctured with red enamel with three blue stripes,
one stripe in the center and the other two at each extreme. A small battle star
shall be affixed to the campaign ribbon for personnel's participation in each
major battle engagement and announced in General Orders for his entitled to
an additional award.

The red color stands for bravery and courage in the face of an armed
enemy while the blue stands for nobility and integrity in the performance of
duty during the campaign.

The recipient of the Anti-Dissidence Campaign Medal and Ribbon shall


be correspondingly awarded any or all of the following:

a. Luzon Anti-Dissidence Campaign Medal and Ribbon. This


medal is awarded to military personnel by the Chief of Staff, AFP,
Commanders of Major Services and other units authorized to grant awards,
for participation from 13 May 1948, in anti-smuggling/piracy and maritime law
enforcement in Luzon and the waters immediately adjacent thereto for at least
six (6) months: pacification campaign/operations in Luzon or Task Force
“Lawin”, “Isarog”, "Saranay” and “Talna” and such other Task Forces for at
least six months; and for service and participation from 4 July 1946 in law
enforcement, military and civic-action operations in Luzon and waters
immediately adjacent thereto for at least six months.

The medal is a disc with the Mayon Volcano in relief occupying


the center. At the lower portion of the disc is a lake and coconut tree. A star is
place at the left and right of the medal. Embossed in arc pattern at the top is a
phrase “For Service” while at the lower portion in arc is the phrase “Luzon
Campaign”.

The coconut tree with lake and Mayon Volcano stands for the
island of Luzon, where campaign is launched.

The service ribbon has a red stripe in the center and white, blue and
yellow stripes in that order on both extremes arranged in outward direction.

Campaign Medal.

b. Visayan Anti-Dissidence Campaign Medal and Ribbon. This


medal is awarded to military personnel by the Chief of Staff, AFP,
Commanders of Major Services and other units authorized to grant awards.

The award is given to a deserving personnel who participated in


anti-smuggling/piracy and maritime law enforcement operations in the Visayas
and the waters adjacent thereto for at least six months, from 8 November
1948; and for his service and participation in law enforcement, military and
civic action operations in the islands comprising Visayas for at least six
months, from 4 July 1946.

The medal is a disc with an embossed border. The Mactan


monument in gold relief occupies the center of the disc. At the dexter and in
sinister flanks and center base, a phrase "VISAYAN CAMPAIGN" is
embossed in arc pattern.

The Mactan monument stands for Visayan Island where the


campaign took place. The stars depict the three (3) big island groups of the
Philippines. The service ribbon is pure red

c. Mindanao Anti-Dissidence Campaign Medal & Ribbon. This


is awarded to members of the AFP by the Chief of Staff, AFP, Commanders
of Major Services and other units authorized to grant awards, for participation
in the pacification campaign, operations in Lanao and Cotabato and other
provinces in Mindanao with Task Forces "LANCAF", "PAGARI", and
"PAGKAKAISA", and such other similar Task Forces for a period of at least
six (6) months: and for service and participation in law enforcement, military
and civic action operations in the islands comprising Mindanao and Sulu and
waters immediately adjacent thereto from 4 July 1946 for a period of at least
six (6) months.

The medal is in gold having an embossed border. Embossed at


the Chief is a phrase "FOR SERVICE" in bold single stroke Gothic letters. At
the portions of dexter and sinister flanks and center base, embossed in arc
pattern in a phrase "MINDANAO AND SULU CAMPAIGN" in bold single
stroke Gothic letters. Each embossed golden star is on both the dexter and
sinister flanks. The shield is in gold relief placed in the center of the medal. Its
chief is emblazoned with three horizontal lines wherein ten (10) vertical lines
connect first and second lines and the third line connected between the two
(2) vertical lines. The eagle, crossed kris and kampilan are placed above the
scroll.

All sculptures at the center represent moroland where the actual


campaign was made.

The service ribbon has green stripes in the center and pink
stripes at both extremes

28. Disaster Relief & Rehabilitation Operation Ribbon. This is awarded


to military personnel of the AFP by the Chief of Staff, AFP, Commanders of

during and after said calamities. The ribbon is rectangular in shape with

The medal is a golden disc with the figure of a Liberation Lady


embossed in the center, her right hand holds the hilt of a broken sword, while
the left hand a broken blade. At the right foot of the Lady is placed a war
God's helmet in relief. The sun slightly covered by the helmet radiates
throughout the background of the disc. The word "World" is inscribed at the
right side of the medal and "War II" at the left.

The Lady depicts the aftermath of the war; the helmet at the foot of the
Lady signifies the end of conflict; and the rays stand for victory.

The service ribbon is extended red with rainbow color stripes

30. Philippine Liberation Medal & Ribbon. This is awarded to members


of the AFP, US Armed Forces and recognized guerilla units by the Chief of
Staff, AFP, Commanders of Major Services and other units authorized to
grant awards for service of at least 30 days in the liberation of the Philippines
from 17 October 1944 to 3 September 1945; and for participation in the initial
landing operations in Leyte or adjoining islands from 17 to 20 October 1944,
or in any engagement against the enemy during the liberation campaign; and
for services in the Philippine Islands for not less than 30 days from 17 October
1944 to 3 September 1945.

This medal is a shield which superimposed a pair of wings in gold


placed on its left and right sides. A golden Tabak rests over the center of the
shield, its blade points upward. Place at the top of the shield are three stars.

The Tabak and shield signify the defensive and offensive


achievements made during the liberation of the Philippines; and the three
stars stand for the three major islands in the Philippines. The pair of wings
symbolizes the flying colors for such endeavors.

31. Philippine Defense Medal & Ribbon. This is awarded by the Chief of
Staff, AFP, Commanders of Major Services and other units authorized to
grant award to members of the AFP, US Armed Forces and recognized
guerilla units for his participation in any engagement against the enemy on
Philippine territorial lands, waters and air from 8 December 1941 to 15 June
1942; and for being assigned or stationed thereof for not less than 30 days
from 8 December 1941 to 15 June 1942.

The medal is a disc in bronze having decagonal concave groove in the


sides. In the center of the disc is a figure of Filipina in relief, holding an Igorot
shield in her left hand and brandishing a moro kris in the right hand and
standing on a pedestal of concrete slabs. At the right side of the disc are the
Philippine sun and three golden stars which are placed at the center top. At
the left flank of the medal is a relief map of Corregidor Island and at the base
a relief map of Bataan. The wreath is of laurel leaves with one tendril placed
at sinister flank and the other at the dexter flank, both in arc pattern.

The Filipina on a pedestal of concrete slab symbolizes the Philippines;


the sun and stars stand for the Philippine Islands; and the relief map signifies
the defeats and victories which have made a history in the country. The laurel
wreath stands for the honor of the defendant who fought for the Republic.

The suspension ribbon is in red color having two white stripes and with
three stars arranged symmetrically in equitriangular pattern at the center. The
service ribbon carries the colors of the suspension ribbon except that the
white stars are arranged in an isosceles triangle pattern

32. American Defense Medal & Ribbon. This is awarded to members of


the AFP by the Chief of Staff, AFP for service in the United States Armed
Forces in the Far East between 8 September 1939 and 7 December 1941.

The medal is a bronze disc with a barefooted female Grecian at the


center, with an ancient shield at her right hand and a sword in her left hand
rose upward. She wore a warrior's helmet and stood on the main trunk of an
oak tree. Inscribed along the border of the disc at the top portion of the medal
is the phrase "American Defense".

The female Grecian symbolizes the inadequacy of the defense against


the enemy and the oak tree signifies the US supports to the men engaged in
the defense.

The service ribbon has red, white and blue stripes at each side, with
the blue at the extremes in a yellow background

33. Vietnam Service Medal & Ribbon. This is awarded by the Chief of
Staff, AFP, Commanders of Major Services and other units authorized to

recalled for cause; and for having died in line of duty prior to the expiration of
six months period, and for any member who may have been wounded or
contracted illness and unable to complete the six months period of service.

The medal is a disc with a dragon placed in the center. The bamboo
occupies the center chief of the medal and the text REPUBLIC OF VIETNAM
is placed at the center of the base.

The dragon symbolizes the Vietnam country. The bamboos represent


typical scenery in Vietnam. The ribbon is composed of seven vertical stripes
of yellow, red and blue colors

34. Asiatic-Pacific Campaign Medal & Ribbon This is awarded to


members of the AFP by the Chief of Staff, AFP, Commanders of Major

of at least 30 or 60 days of broken service in the Asiatic-Pacific Theater from
7 December 1941 to 2 March 1946.

The medal is a gold-plated disc with tropical landing scene in relief.


Two soldiers holding rifles are placed below the lower half of the medal;
coconut tree stands between the two troopers.

A battleship, a submarine and an aircraft form the background, which


symbolize the landing of troop in the beach; the coconut tree stands for local
scene.

The service ribbon is orange with red, white and blue stripes interlined
alternately against the background.

36. Resistance Movement Medal. This is awarded to members of the


AFP and US Armed Forces and recognized guerilla units by the Chief of Staff,

from 16 June 1942 to 16 October 1945.

The medal is a disc with a bolo and a star superimposed on a


background of three mountain peaks in the center of the medal. The lower
portion of the circumference is bordered by a wreath while the upper portion
inscribed the word "Loyalty".

The bolo stands for resistance against the enemy and the three
mountains stand for the major regions in the Philippines where guerilla
operations were carried on. The ribbon has a dominant color of red at the
center with small stripes of white and light blue colors at the extremes

This is awarded by the President of the Republic of the Philippines to:

a. Any unit of the Armed Forces of the Philippines that


distinguished itself with exceptional loyalty and fidelity, extraordinary
accomplishment in the field of law enforcement in maintaining the security of
the land, participation in relief and rehabilitation and for advancement of
socio-economic and political goals.

b. All members of the AFP including members of the Philippine


Merchant Marine, and all members of the Armed Forces of the United States
and allied nations or associated with the United States in the war against the
Japanese Empire during the period 7 December 1941 to 10 May 1942,
inclusive and during the Philippine Campaign of liberation in 1944-1945.

c. All members of the AFP including members of the Philippine


Merchant Marine for campaign against an enemy of the Philippines, or
participation in unit massive operations within a definite period of time.

d. Units of friendly foreign nations for humanitarian service to the


Filipino people.

The badge is a rectangular metal plate with three enamel


colored stripes and bordered with a golden frame ornamented with palm
leaves with the tip leaves meeting in the center. The color at the dexter flank
is blue; the center, white; and at sinister flank, red.

The blue color stands for nobility; white for sincerity and purity;
red for bravery; gold for honor and prestige; and palm leaves signify triumph
and glory.

38. Barangay Presidential Unit Citation Badge (BPUCB). This is


awarded by the President of the Republic of the Philippines to any para-
military unit that has rendered exceptionally outstanding service in peace and
order campaign upon the recommendation by the Chief of Staff, AFP.

To earn this award, the unit must have distinguished itself in combat
and achieved extraordinary accomplishment which sets it apart from the other
units.

The badge is rectangular in shape with three equal horizontal stripes of


blue, white and red arranged in that order from top to bottom. It is bordered by
ornamental narra leaves in gold.

The red, white and blue colors symbolize the national colors of the
Philippine Flag and the narra leaves signify strength and unity against an
armed enemy.

The badge is a disc in gold consisting of the sun, triangle, scroll, wreath

portion of the disc, with its ends supporting the tendrils of the wreath. Three
golden stars are embossed in the upper portion of the badge. Inscribed on the
scroll in Gothic letters, is the phrase: "AFP Enlisted Personnel of the Year;
GHQ Enlisted Personnel of the Year; PA Enlisted Personnel of the Year; PAF
Enlisted Personnel of the Year; PN Enlisted Personnel of the Year.

The sun symbolizes the Philippines and the first eight (8) provinces that
revolted against Spain; the triangle and the three stars represent the three
major islands of the Philippines; and the scroll and wreath symbolize honor of
the service for outstanding achievements.

scholastic records as cadet/cadette for the last three semesters, to include 4th

The badge is a gold-plated disc with a triangle and sunburst at the


center and bordered by three stars, sampaguita garland and a scroll. Below
the triangle base is the year of the award. A scroll at the base extends halfway
on both flanks, with an inscription: AFP ROTC Cadet/Cadette of the Year.

41. AFP Civilian Personnel of the Year Badge. This is awarded to any
AFP civilian personnel by the Chief of Staff, AFP and Commanders of Major
Services, for rendering at least five years continuous service with the
nominative agency on the following bases: efficiency - 40 points;
achievement, resourcefulness and creativity - 40 points; length of service - 10
points; and traits and characteristics - 10 points. Selected civilian personnel of
the year shall never receive a score less than 80 points.

Achievement, resourcefulness and creativity shall include, among


others, an idea, suggestion, or invention for improvement to effect economy in
operation, to increase production, to improve working condition or service, or
otherwise benefit the government; performance of extraordinary exceptional
act; the courageous handling of an emergency situation; outstanding
scientific, technical and executive abilities, which contributed or resulted in
efficiency and economy in government operations.

Employees with pending administrative cases or with derogatory


records shall not be considered for nomination.

The badge is a gold-plated disc with the AFP seal centered and
embossed with the inscription "AFP Model Supervisor/Employee" along the
border.

The sun signifies the Philippines and the first eight provinces that
revolted against Spain; the triangle and three stars represent the three major
islands of the Philippines; and the scroll and wreath symbolize outstanding
achievements.

42. Combat Commander’s (Kagitingan) Badge (CC(K)B) This is


awarded by the Commanding General, PA to PA officers and enlisted
personnel who have commanded combat and combat support units for at
least one cumulative year; all other PA military personnel who have rendered
at least one cumulative year of combat duty regardless of their assignment,
including those engaged in combat service support operations. Corresponding
honorary badges may be awarded to all other personnel from the PAF, PN
and PM who have been assigned to units engaged in combat, combat support
and combat service support operations for at least one cumulative year,
regardless of duty assignment or position.

Depending on the category of the individual awards, a bronze or silver


star(s) is/are placed on the badge, indicating that the wearer has been a
recipient of the following military awards earned in combat: wounded
personnel medal - one bronze star; military commendation medal - two bronze
stars: military merit medal with bronze spearhead devise - three bronze stars;
gold cross - one silver star; distinguished conduct star - two silver stars; and
medal for valor - three silver stars. The highest equivalent bronze or silver
star(s) may be attached to combat commander's (K) badge provided that the
corresponding medal was earned by a military person as a commander,
regardless of level of command.

The badge is ovate in shape and a Tagalog alphabet K in red is placed


at the center of the badge superimposing a tabak with its blade in silver and
its handle in black, placed in horizontal position. Surrounding the tabak are
two tendrils of laurel leaves in elliptical pattern. The background of the badge
is moss green and at its center is a yellow stripe(s).

The letter K stands for "Kagitingan", the Filipino word for valor; red
stands for bravery, tabak represents the traditional weapon used by the
Filipino people in their struggle for freedom; silver blade stands for firm
determination of the Filipinos; black handle represents the carabao horn
which reflects the sturdiness of the character of the Filipino people; laurel

leaves signify greatness, olive drab tendrils stand for field uniform used in
combat; and bronze star indicates that the wearer is a recipient of a service
medal earned in combat.

Accordingly, the badge has additional features corresponding to the

For Squad Leader - the badge is the basic form with no combat award
(without star); for Platoon Leader and awardee of wounded personnel medal -
the badge will have two gold stripes and one bronze star superimposed on the
stripes; Tactical Brigade/Area Commander - one gold stripe; Company
Commander and awardee of MCM for bravery - three gold stripes and two
bronze star; Division Commander/Separate Brigade Commander and
awardee of distinguished conduct star - two gold stripes and two silver stars;
Battalion Commander and awardee of MMM with bronze spearhead Devise -
four gold stripes and three bronze stars; and Unified Command Commander
and awardee of medal of valor - three gold stripes and three silver stars.

43. Marksmanship Badge. This is awarded to officers, enlisted personnel,


trainees and cadets of the AFP by the Commanders of Major Services,
Unified Commands, AFPWSSUs, Divisions/Brigades and equivalent units in
the PAF and in the PN.

This award is given to the qualified personnel for his ability and
proficiency in the handling of arms. Initially, the badge and the additional bar
shall be awarded to military personnel who may acquire any qualification in
the marksmanship training. And for each qualification, an additional bar shall
be attached to the badge. The bar denotes the weapon and corresponding
degree of qualification which may be a marksman, sharpshooter or an expert.

The badge is a circular target consisting of three concentric circles in


black lines against white background. The wreath of sampaguita leaves
occupies the edge of the disc in circular pattern.

The target stands for marksmanship, the arrows for shooting; and the

44. AFP Parachutist Badge. This is awarded by the Chief of Staff, AFP
and Commanders of Major Services to military personnel to the AFP and
friendly foreign nations under the following categories:

a. Basic Parachutist Badge

1) Have satisfactorily completed the Basic Airborne Course


prescribes by the GHQ AFP and Major Service Training Directives.

2) Have performed five (5) parachutist jumps.

b. Senior Parachutist Badge

1) Must be an awardee of the Basic Parachutist Badge.

2) Have satisfactorily completed an Advanced Airborne


(jump master) Course as prescribed by GHQ AFP or Major Service Training
Directives.

3) Have performed at least thirty (30) parachute jumps, of


which five (5) are simulated combat (tactical) jumps with combat equipment,
and at least two (2) night jumps.

c. Master Parachutist Badge

1) Must be an awardee of the Senior Parachutist Badge.

2) Have satisfactorily completed the Advanced Airborne


(jump master) Course as prescribed by GHQ AFP, or Major Service Training
Directives.

3) Have performed as jump master at least one (1) combat


jump.

of which twenty (20) are simulated combat (tactical) jumps with combat
equipment, and at least four (4) night jumps, and at least two (2) combat
jumps.

The badge consists of the seal of the Republic of the Philippines with
the standard colors and placed in the center between the pair of wings and
under the parachute. A star is added to the Basic Parachutist Badge when the
recipient is authorized to wear a Senior Parachutist Badge. A wreath is added
to the Senior Parachutist Badge when the recipient is authorized to wear a
Master Parachutist Badge.

The RP zeal means that the risk of life of an airborne is done for the
Republic of the Philippines; the pair of wings signifies airborne performance of
duties; parachute signifies the outfit of being an airborne; the star symbolizes
the higher degree or category of the badge; and the wreath, the highest
category among the rest of airborne.

45. Inspector General's Service (IGS) Badge. This is awarded by the


Chief of Staff, AFP to IGS officers and enlisted personnel of the AFP.

To earn the badge, one must belong to the IGS; must be included in
the IGS Eligibility List; and officers and enlisted personnel who have taken
training and performing IGS function.

The badge is a sampaguita wreath in circular pattern with tip leaves


meeting at the top of the badge. It superimposes a bolo and a spear that
cross each other. A golden scroll rests on the sampaguita all the way from the
left and right bases, with an inscription ''Pagsisiyasat", "Katarungan",
"Pagsusuri".

The spear represents power and authority; the bolo stands for industry
and labor; and the sampaguita wreath symbolizes purity, honesty, and
integrity. The blades portion depicts cutting of red tape in the accomplishment
of IGS tasks.

46. Adjutant General's Service (AGS) Badge. This is awarded by The


Adjutant General, AFP to all members of the AFP performing AGS functions.

For officers to be qualified for the badge, they should have taken AGS
training and performing AGS functions, or for those who have not taken the
AGS training but performing AGS function for at least one year.

For enlisted personnel to be qualified, they should have taken


administrative course, NCO Course and performing other activities related to
administrative functions for at least two (2) years or those who have no formal
training but performed AGS functions for at least two (2) years.

The badge is in the form of shield divided into three parts wherein the
upper portion is white superimposed by three stars in gold; the right flank is
blue and the left flank, red. A plume in anodized silver is superimposed by the
shield, with its quill and tail extended beyond the left and the right edges of
the badge. The wreath, made of laurel leaves, has its tendril crossed at the
center base and laid upward convexly at the top portion of the shield.

The shield symbolizes The Adjutant General's Service which is an


accepted insigne of authentication; the three stars represent the three major
Philippine regions; the gold color denotes majesty of thought and loftiness of
ideals which AGS personnel are imbued; the white represents service, the
blue for loyalty to principles; and the red for moral courage to do right and

withstands pressure; the plume stands for AGS as a competent authenticating


authority of the AFP; and the laurel leaves symbolize the authoritative and
authentic general administrative services being rendered by the AGS
personnel.

47. Tanglaw Badge. This is awarded to military and civilian personnel of


the AFP by the Chief of Staff, AFP, Commanders of Major Services, Unified
Commands, Divisions, AFPWSSUs, Separate Brigades and similar size units
with TO rank of Brigadier General.

The personnel who fall under any of the following are eligible for the
badge:

a. Graduated from TANGLAW course conducted under the


auspices and supervision of the CRS, AFP of not less than four (4) weeks in
accordance with GHQ approved program of instructions (POI).

b. Actively participated with competence in policy formulation,


planning, direction, supervision and/ or implementation of TANGLAW
activities, projects and programs for at least one (1) year.

The medal is a disc bearing the Philippine Flag, torch and enclosed by
a ring in blue color with a caption "Tanod at Gabay ng Lahi at Watawat", all in
white. The torch is placed vertically in the center of the lower half of the disc,
partially superimposing the Philippine Flag with five rays of the sun in gold.

The torch stands for enlightening the mind of the public; the Philippine
Flag symbolizes the country; the blue ring signifies the dignity of purpose; and
the laurel leaves stand for honor.

48. AFP Home Defense Badge. This is awarded to military and civilian
personnel of the AFP by the Chief of Staff, AFP, Commanders of Major
Services and other units authorized to grant awards.

For military personnel, they must fall under any of the following:
graduates of a Home Defense Course of not less than two (2) months
duration conducted at Major Service level or higher; must have at least one
(1) year satisfactory service with the Office for Home Defense Units, Office for
Community Relations or Home Defense Centers/Community Relations Units;
regular instructors in Home Defense courses; and others recommended for
meritorious or outstanding achievement in Home Defense activities.

For civilians, they must have participated in a joint civic action or Home
Defense activity with the AFP, whose services contributed substantially to the
accomplishment of the AFP missions.

The badge is circular, silver coated with blue enamel background. A


wheel with twelve sprockets is placed centrally on the disc. An orange torch is
placed at the middle of the disc. The wreath consisting of laurel leaves is
placed in arc pattern at the base of the badge. The badge (for officer) is of the
same design, except that the seal is superimposed on eight-pointed
sunbursts.

The wheel stands for progress, the twelve sprockets signify the year-
round and country-wide effort in attaining the objective; the torch stands for
knowledge and communication; the shield refers to the military's lofty ideas of
insuring the security of the state and its people; and the laurel leaves stand for
meritorious and outstanding service.

49. Naval Aviation Badge. This is awarded by the Flag Officer-in-


Command to commissioned officers of the Philippine Navy; to any military
personnel assigned with the Naval Air Group; and to military and civilian
personnel, foreign and civilian dignitaries.

The badge has three categories:

a. Naval Aviation Badge. To earn this badge, one must be a


Commissioned Naval Officer; must be a graduate of Basic Pilot Training
conducted by the Philippine Air Force School or any Aviation/Flying School or
Academy recognized by the PN; must have been checked out in any PN type
aircraft; must be on flying status; and must have logged at least 175 flying
hours in any fixed-wing type aircraft or 245 hours in any rotary winged type of
aircraft.

b. Honorary Aviation Badge. This is awarded to individual military


or civilian personnel who have contributed to the development and training of
the Naval Air Group; to foreign dignitaries who are known exponents of
aerospace science; to civilian dignitaries who have contributed to the
development of aerospace technology; and to the other personages whose
achievements have directly or indirectly contributed to the advancement of
aerospace technology.

The Naval Aviation badge consists of the seal of the Republic of


the Philippines in relief superimposing an anchor placed at the center. A gold-
plated pair of wings is placed on both sides of the seal. The anchor is an
upright gold-plated relief resting midway at the span of the wings. The Naval
Aircrew Badge has a golden rope around the ring where a seal of the PN is
placed at the center; while the Honorary Aviation Badge has an anchor
superimposed on the ring surrounded by a rope.

On the Naval Aviation Badge, the wings symbolize aviation and


air activities; the anchor signifies that the awardee is under the naval
command, while the seal of the Republic of the Philippines signifies that such
deed is in honor of the country.

50. UOG SEAL Team Badge. This is awarded by the Flag Officer-in-
Command, PN to military and civilian personnel of the AFP.

To earn the badge, personnel must be a regular member of the PN; a


graduate from the Basic Underwater Operations/Seal course; and must be
physically, psychologically and professionally fit to perform diving skills and
combat duties.

The badge is a gold-plated spherical triangle with horizontal base and


Silver Star on each side. A pair of silver wings superimposed the triangle at
the center and a crowned shark rests horizontally on the center of the spread
pair of wings. The trident and an Ml 6 are crossed at 90 degrees and
superimposed by the shark.

The triangle represents the three major islands of the country; the
wings stand for professionalism in the performance of duty; the crown for
superiority in the field; the trident for naval power; the Ml 6 means its
counterpart as guardian of the sea; and the shark stands for sea activities.

51. Election Duty Badge. This is awarded by the Chief of Staff, AFP to
ROTC Cadets/Cadettes and AFP personnel who were duly deputized by

COMELEC for election duty, or for service rendered that contributes to the
honest, orderly and peaceful election.

The badge is made up of brass and embossed with four distinct colors
namely blue - to represent honest election, green - to represent orderly
election, white - to represent peaceful election and red - to represent the
election process. The rising sun on top of the rectangular brass depicts the
vision of those deputized in choosing national leaders envisioned to bring
hope to the social, political and economic stability of the country.

Administrative Assistant Course
(EPAAC) Badge.

52. Enlisted Personnel Administrative Assistant Course Badge. This is


awarded by the Chief of Intelligence Service, AFP to enlisted personnel who
graduated from the course at Special Intelligence Training School, ISAFP and
have been posted at various ODAFA offices.

The badge is in the form of earth globe with a sphinx occupying the
center of tri-color triangle representing the three major services surrounded by
a garland of laurel leaves representing pride, honor and distinction. The three
stars inside the triangle stand for the three geographical areas of the
archipelago. The earth globe stands for the strategic location of ODAFA posts
distributed worldwide while the sphinx means intelligence.

53. Presidential Streamer. This is awarded by the President of the


Philippines to Division/Brigade, Area Command, Battalion/Company or
equivalent size units in the PAF and in the PN.

To earn the award, the unit must have successfully accomplished its
mission with notable heroism or the operation shall involve risk of lives and
the performance of the unit should be so extraordinary that it is set apart from
other units.

The streamer is made of blue satin cloth, consisting of letterings, tassel


and strap, all in gold. Its length is 147 cm; the width, 10.1 cm; the size of
tassel is 2.5 cm; the height of letters of PRESIDENTIAL STREAMER is 3.1
cm and that of the place and the date is 1.9 cm.

54. Secretary of Defense Streamer. This is awarded by the Secretary of


National Defense to Division/Brigade, Area Command, Battalion/Company or
equivalent size units in the PAF and in the PN.

To qualify for the award, the unit must have successfully accomplished
it mission with distinction, not warranting the Presidential Streamer.

The streamer is made of green satin cloth consisting of letterings,


tassel and strap, all in gold. Its length 101.60 cm; the width, 10.16 cm; the
size of tassel is 2.54 cm; and height of letters of SECRETARY OF DEFENSE
STREAMER is 3.17 cm; while that of the place and date is 2.54 cm.

55. Chief of Staff, AFP Streamer. This is awarded by the Chief of Staff,
AFP to Division/Brigade, Area Command, Battalion/Company or equivalent
size units in the PAF and in the PN.

To qualify for this award, the must have successfully accomplished its
mission with distinction not warranting the Secretary of Defense Streamer.
The unit must have achieved results beyond what is normally expected.

The streamer is made of red satin cloth, consisting of letterings, tassel


and strap all in gold. Its length is 76.2 cm; the width, 7.5 cm; the size of tassel,
is 1.3 cm; the height of letters of CSAFP STREAMER is 1.9 cm.

56. Commanding General, PA Streamer. This is awarded by the


Commanding General, PA to units of the Philippine Army in recognition of
accomplishments in combat operation, pacification campaign, maintenance of
peace and order, civic action, community relations, infrastructure projects and
other activities as directed by the CG, PA.

The four (4) Commanding General, PA Streamers are made of red,


blue, orange, and green satin cloth representing combat operations;
pacification campaign and peace and order; infrastructure projects and civic
action; and community relations, respectively. Tassel is in gold at both ends of
the streamers with a V-cut at the free end; the straps corresponds to their
respective colors; and the letters of COMMANDING GENERAL, PA, the name
of the unit and year awarded are in gold. The length of streamer excluding the
tassel is 50.80 cm; from the point of V-cut to the tip, 6.35 cm; at the other end
without the tassel to the first letter “COMMANDING”, 4.4 cm; size of the letters
COMMANDING GENERAL, PA STREAMER is 2.5 cm and that of the 1ST
INFANTRY DIVISION, PA and the date is 2 cm. Over-all width of the streamer
is 7.6 cm.

The streamer is made of golden yellow satin cloth. The color of the
tassel corresponds to each category: red for Combat/Combat Support
Streamer, white for Service Support Streamer, and green for Civil Military
Operations Streamer. The strap attached to the rear end of the streamer is
golden yellow and the letters of COMMANDING GENERAL, PA STREAMER
and the name of the unit and the year awarded are blue. The length of the
streamer is 76.20 cm; the width, 1.27 cm; size of tassel is 30.48 cm; and the
height of letters COMMANDING GENERAL, PA STREAMER is 1.905 cm.

Section 3-5 Other Forms of Awards

57. Letters and Plaques.

a. Letter of Commendation. It is a written expression of


acknowledgment of a Commanding Officer or head of office given to military
and civilian personnel of the AFP for meritorious achievement, which do not
meet the criteria for decorations.

b. Letter of Appreciation. It is a written expression of gratification of

a Commanding Officer or head of office given to military and civilian personnel


of the AFP to recognize acts or services which do not meet the criteria for
decorations.

c. Major Service Commander’s Plaque. It is an award given by any


unit commander to military or civilian personnel or private persons,
corporation or entity in grateful acknowledgment of meritorious or outstanding
accomplishment to the service command.

58. Certificates.

a. Special Certificate of Appreciation. It is a written expression of


gratitude to recognize the performance or achievement during the said period
of conflict.

b. This is awarded by the Chief of Staff, AFP and Secretary of


National Defense to widows, parents and next of kin of the members of the
Armed Forces of the Philippines for loss of lives in line of duty during any war
or period of armed conflicts against the defense of the state.

c. Certificate of Honorable Service. This is awarded by The


Adjutant General, AFP and the Major Service Adjutants to all military and
civilian personnel of the AFP who are honorably separated from the service,
in recognition for their faithful and honorable service with the Armed Forces of
the Philippines.

d. Peace and Order Campaign Certificate. This is awarded by


Commanders, Major Service/Area Commands/Division/Brigade or their
equivalent in the PAF and in the PN to the AFP military personnel/units for
exceptionally meritorious service rendered in the successful accomplishment
of their mission with distinction.

e. Peace and Order Campaign Certificate or Merit. It is an award


conferred by the Chief of Staff, AFP to military personnel/unit and Integrated
Civilian Home Defense Forces (ICHDFs) for exceptionally meritorious service
rendered in the defense of the state particularly in the operations against
outlaws, insurgents, etc.

59. Trophies.

a. Chief of Staff’s Trophy. It is an award given by the Chief of Staff,


AFP to winning military athletes/competitors assigned with GHQ & HSG,
AFPWSSUs, Unified Commands, and Major Services Commands to
recognize the victory obtained in military athletics, social function and civic
action activities.

b. Major Service Commander’s Trophy. It is an award given by


Military Service Commanders to military athletes assigned with Major
Subordinate Units to recognize the victory obtained in military athletics, social
functions and civic action activities.

c. Staff’s Trophy. It is an awards given by the Vice Chief of Staff,


AFP, TDCS, AFP and Joint Staff’s to AFP athletes assigned to subordinate
units and offices of GHQ and AFPWSSUs, Unified Commands and at offices
of the Major Services, who are winners of military athletics, social functions
and civic action activities.

Section 3-6 Appurtenances

60. Appurtenance. Is a device added or attached to the basic decoration


to distinguish each deed and succeeding deeds of achievements falling under
the same category of the decoration. Instead of awarding the same decoration
and service medal, an appurtenance is substituted for the medal. The different
types of appurtenances are: Anahaw Leaf, Equilateral Triangle, Service Star
and Spearhead Device, each of which is further categorized into Bronze,
Silver, and Gold.

Specifically, the said appurtenances are affixed to the decorations and


service medals according to the frequency in earning the same decorations
and service medals, done in the following manner:

a. Bronze Anahaw Leaf. Shall be awarded for the first, second,


third and fourth succeeding deeds instead of the Medal for Valor,
Distinguished Conduct Star, Distinguished Service Star, Gold Cross, Navy
Cross, Philippine Legion of Honor, Outstanding Achievement Medal,
Distinguished Aviation Cross, Bronze Cross, Kagitingan sa Barangay, Military
Merit Medal, Silver Wing Medal or Wounded Personnel Medal.

b. Silver Anahaw Leaf. Shall be awarded for every fifth succeeding


Bronze Anahaw Leaf instead of Medal for Valor, Distinguished Conduct Star,
Distinguished Service Star, Gold Cross, Navy Cross, Philippine Legion of
Honor, Outstanding Achievement Medal, Distinguished Aviation Cross,
Bronze Cross, Kagitingan sa Barangay, Military Merit Medal, Silver Wing
Medal or Wounded Personnel Medal.

c. Gold Anahaw Leaf. Shall be awarded in place of the fifth Silver


Anahaw Leaf.

Medal.

f. Gold Equilateral Triangle. Shall be awarded after the fourth


succeeding deeds in lieu of the fifth Silver Equilateral Triangle of the Military
Commendation Medal.

g. Bronze Service Star. Shall be awarded and affixed on the


service (campaign) ribbon and badge for each succeeding campaign/major
battle engagement participation in unit massive operations.

h. Silver Service Star. Instead of the fifth Bronze Service Star, this
shall be affixed on the service, (campaign) ribbon and badge for every fifth
succeeding campaign/major battle engagement/participation in unit massive
operations.

i. Gold Service Star. Shall be awarded in place of the fifth Silver


Service Star.

j. Bronze Spearhead Device. Shall be awarded for the first,


second, third and fourth succeeding deeds instead of the Military Merit Medal
for heroic achievement.

k. Silver Spearhead Device. Shall be awarded for every fifth


succeeding deeds in lieu of the fifth Bronze Spearhead Device.

l. Gold Spearhead Device. Shall be awarded after the fourth


succeeding deeds in lieu of the fifth Silver Spearhead Device.

PROCEDURE IN THE PROCESSING OF


RECOMMENDATIONS FOR AWARDS

1. REFERENCES:

a. AFPRG 131-053, s-86.

b. OTDCS Staff Memo 01-93, dated 10 February 1993, Subject:


Delegation of Authority.

2. PURPOSE: This SOP spells out procedure in the processing of


recommendations for awards for uniformity purposes in order to provide equal
opportunities and benefits of personnel insofar as AFP awards system is
concerned.

3. GENERAL:

a. In the enumeration of Decorations, these are classified as:

1) Service. Execution of duties over a specific period of


time. Relief from duties/position is a requirement to earn a service award.

2) Achievement. Accomplishment with easily discernible


beginning and end carried through completion, the length of time involved is
not a consideration but speed and impact of accomplishment are factors in
themselves. Relief from position/duties is not a requirement to earn for an
achievement award.

3) Heroism. Specific acts of bravery or outstanding courage,


or a closely related series of heroic acts performed with a short period of time.
Relief from position/designation is not a requirement to earn an award for
heroism.

b. AFP Awards and Decorations Board shall be created (as has


been created with membership by positions as: Deputy J3 as Chairman; and
C, MILAD, OJ1; C, Plans & Policy Div, J2; C, Combat & Research Div J2; C,
Plans & Program Div, J4; C, Research Div, J7; C, Inspection Br, OTIG as
members; C, MDD, OTAG as member/recorder, and representatives of Maj
Svc Awards & Decorations Boards, also as members) to deliberate
recommendations for awards that need approval of CSAFP, SND or the

President. Major Svcs, AFPWSSUs, Divisions, Separate Bdes, Area


Commands likewise create their corresponding Awards and Decorations
Boards with membership similar except the Maj Svc Bds representatives to
the AFP Awards and Decorations Board. Hence, the GHQ Awards and
Decorations Board is likewise created to deliberate recommendations of
awards from GHQ Offices, AFPWSSUs and Area Commands.

c. Functions of the GHQ/AFP Awards and Decorations Boards and


similar boards in the Maj Svcs, AFPWSSUs and Area Command:

Promptly deliberate recommendations for awards pursuant to AFPR G


131-053, s-86.

4. RESPONSIBILITIES:

a. The Chiefs/Commanders of offices/units shall without delay


recommend their deserving personnel for awards and submit the said
recommendation to proper offices, thru channels. On anticipated occasions
like retirement, unit anniversaries, recommendations for awards should reach
this Headquarters (Attn: OTAG) 45 days before actual date of presentation.

b. The Secretariat normally based in Morale Branch/Div of OTAG


or Maj Svc Adjutants Offices shall undertake, also without delay, initial
processing of recommendations and have them calendared for board
deliberations by the AFP or GHQ or Maj Svc Awards and Decorations Boards;
prepare immediately minutes of board deliberations and completed staff work
on Board’s actions for approval by higher or appropriate authorities.

c. The Chief of the Morale Branch/Div, TAG/Maj Svc Adjutants and


J1/Maj Svc Ones, in their order shall oversee the work of the Secretariat.

d. Commanders of Major Services, AFPWSSUs, PA Divisions,


Separate Brigades and their equivalent in the PAF and PN shall furnish the
Office of the Chief of Staff, AFP (Attn: TAG, AFP) copies of General Orders
on awards issued by their respective commands.

5. PROCEDURE: (See flow chart. Annex B)

a. Refer to page 6-7, AFP Awards and Decorations Handbook (2nd


Edition) to determine what particular decoration an office, unit (by levels) can
issue, in which case the same unit will deliberate and at the same time issue
particular awards (e.g. AFPSC, being under category of AFPWSSUs may
issue MCM).

b. On awards for which they are not authorized to issue, the


office/unit concerned forwards its recommendation to higher authorities (thru
channels), up to the level of the corresponding approving authority (e.g.
AFPCSC to forward recom for MMM to TDCS as Maj Svc Comdr; WC
forwards to Div Comdr (w/ TO position of 07 or higher) recom for MMM; or

forwards DSS recom up to CSAFP, OAM recom to SND and PLOH recom to
OP).

c. Recommendations of awards that need approval of Maj Svc


Commanders/TDCS, CSAFP, SND or OP shall pass the Maj Svc
Adjutants/TAG for the GHQ, AFPWSSUs and Area Commands for initial
processing by the Secretariat assigned for the purpose, thus:

d. Initially process the recommendations and return to initiating


units/offices for those that do not comply with the following:

1) Recommending Authority. Decoration shall be awarded


on the recommendation of a Commanding Officer, immediate Officer, or an
officer of the organization/office or similar unit having knowledge of the act.
For protocol purposes and in line with proper channeling, the
Commander/Chief of a unit/office shall sign the recommendation. In this
instance, the recommendation of the immediate officer serves as testimony of
one who has knowledge of the service from which the Comdr/Chief based his
recommendation. In the case of combat engagement with the enemy, sworn
statements of two witnesses (present during a report made by a lone survivor
to his immediate officer after engagement with the enemy) are necessary.

2) Check compliance to the following limitations:

3) One award for the same act (or series of acts related
to one objective), service or achievement.

4) Duplicating awards shall not be made for outstanding


achievement and inclusive meritorious service within the same period of time.
Continuation of the same or similar type of duty previously recognized by an
award shall not be the basis for a second decoration. In this case, an award
may be made to include the extended period of service by amending the
previously issued award. ( Illustration: MMM as service award issued to
personnel who is presently in his position for more than three years. Upon his
relief, that issued MMM shall be amended to include the extended service).

5) The regulations provided that to be effective, and


award should be timely. For the purpose of this SOP, an award should be
considered timely if the concerned personnel has been recommended for
such an award within one (1) year after rendition of service/achievements,
which is reckoned up to the date the recommendation is made. Referral to
initiating office/unit is necessary for inquiry purposes on the delay of the
recommendation.

6) For the service awards (e.g. DSS, MMM-service) relief


from position is a mandatory requirement. Except for MMM in which case, the
award can be issued to one who is still in his duty assignment provided he
has been in said assignment for three years or more.

7) In the determination of whether or not relief is required


for MMM award, distinction should be made thus: (para 3a)

MMM achievement
MMM heroism

8) Records check for clearance purposes. The


Secretariat must coordinate with Maj Svc Inspector General, Provost Marshal
General and G2/A2/N2/N2/J2 member representatives, or their equivalent in
the GHQ, AFPWSSUs and Area Commands.

e. Cause the convening of the Maj Svc Awards and Decoration Bd,
prepare and complete staff action (after board deliberation) for the approval
by higher authorities of the Bd’s action.

1) The Maj Svc Awards and Decoration Bd convene and


deliberate recommendation for awards pursuant to AFPR G 131-053, s-86.

f. Maj Svc Adjutants, Maj Svc 1s and CAS/CS/CNS (TAG and J1


for GHQ, AFPWSSUs and Acs), in their order review the Bd’s recommended
actions and recom approval to Maj Svc Comdrs/TDCS; after which, Maj Svc
1s/J1 directs Maj Svc Adjutants/TAG to publish orders for those awards for
which Maj Svc (to include GHQ in the case of TDCS) are authorized to issue.

g. For higher awards, recommendations of Maj Svc Commanders


are forwarded to CSAFP passing through OTAG (MDD – Awards Secretariat)
to process recommendations with the same procedure/steps with that of the
Maj Svc level (para 5(1)-(3)).

h. AFP Awards and Decorations Bd deliberate the


recommendations pursuant to the same AFPR.

i. TAG, J1, TDCS in their order review the AFP Awards and
Decorations Bd’s recommended actions and recommends approval to CSAFP
(thru VCSAFP). For awards not within the authority of CSAFP,
recommendations are further forwarded to SND, or to OP thru SND. In
appropriate cases pursuant to reference b on delegation of authority,
recommendations for awards for approval of OP, SND or CSAFP are coursed
as follows:

1) For awards requiring Presidential approval - CSAFP

2) For awards requiring SND approval - VCSAFP

3) Recommendation for DCS - CSAFP

4) For DSS, GC, GSK and others higher than MMM which
do not require President/SND approval - VCSAFP

J1.In all cases, once recommendations are approved, J1 directs TAG to issue
