Executive Summary
Introduction
Masdar and Bee’ah proposes the development of the Sharjah Multifuel Waste-to-Energy (WTE)
Plant to be located within the Bee’ah Waste Management Center (WMC) in the Al Saja’a
Industrial Suburb (ASIS) in Sharjah City.

The Project will be developed in two phases. Phase 1 will incinerate a maximum capacity of
37.5 tonne per hour (TPH) of waste to produce a net electric power of 26–29 MW. Construction
of Phase 1 is planned to commence in Q1 2018 with commercial operation commencing Q4
2020. Phase 2 will include the construction of additional facilities to increase the incineration
capacity of the WTE plant. This report describes Phase 1 WTE plant only. A separate study will
be undertaken and new municipal approvals will be sought for Phase 2.

The Proponent have decided to seek funding for Phase 1 of the Project from international
lending institutions. As such, an Environmental and Social Impact Assessment (ESIA) will be
submitted in compliance with Sharjah Municipality environmental permitting requirements and
the Organisation for Economic Co-operation and Development (OECD), which adopted the
International Finance Corporations (IFC) Performance Standards and World Bank (WB)
Environment, Health and Safety Guidelines.

The Proponent has commissioned GHD Pty Ltd (GHD) as the Project environmental and social
consultant tasked with undertaking the ESIA. This ESIA will be submitted to Sharjah
Municipality Environment Department as well as Project Proponent’s lender to support an
application for financial support.

Project Rationale With the growing demand for energy due to population growth,
economic activity, and high rate of consumption, the country formed a
strategy to slow down the growth in energy consumption and diversify
energy supply. The Project is proposed with the following objectives:

Description of Project’s EIA Process

EIA Process Description

ESIA Preparer GHD was commissioned by Bee’ah and Masdar in April 2017 to
undertake the Environmental and Social Impact Assessment (ESIA).
The team consisted of air and noise specialist, waste specialist, HSE
specialist, greenhouse gas auditor, environmental engineers and
scientists.

Study Period The ESIA Study commenced in April 2017 and completed in June 2017

Summary of Findings
Table 0-1 provides a summary of the potential impacts associated with the WTE plant Phase 1
and the measures proposed to manage these impacts.

The ESIA has identified several potential environmental and social impacts, and mitigation as
well as enhancement measures are proposed. It is concluded that the environmental and social
impacts associated with the construction and operation of the WTE plant Phase 1 are
manageable through the adoption and successful implementation of mitigation measures and
the undertaking of the monitoring activities and do not present an unacceptable risk to the
environment and public health.

Note that should the Project be decommissioned, a more detailed decommissioning or


abandonment plan will be developed in line with the existing UAE and Sharjah Emirate
regulations. Refer to Section 2.10.4 for further details on decommissioning.
