In keeping with its fervent commitment to lead various Local Government Units (LGUs) in drafting their

own Local Shelter Plans (LSP), the Department of the Interior and Local Government (DILG) Region 3, in
partnership with Housing and Urban Development Coordinating Council (HUDCC), facilitated a Seminar-
Workshop and Writeshop held last February 17 – 19, 2014 and February 19 – 21, 2014, respectively at Royal
Hotel, Angeles, Pampanga. Participants to the Seminar-Workshop were LGUs in the province of Bulacan,
namely Angat, Balagtas, Baliuag, Bulakan, Bustos and Hagonoy which will be called again for the next
phase. On the other hand, the Writeshop was participated in by LGUs, which have finished the first phase.
They were the Provinces of Bataan (Dinalupihan), Bulacan (Bocaue, Calumpit & DRT), Nueva Ecija
(Talavera), Pampanga (Apalit, Arayat, Candaba, Lubao & (Magalang), Tarlac (Concepcion) and Zambales
(Olongapo City).

The Seminar-Workshop is the first phase in drafting the LSP where participating LGUs go through a 4-
day activity with lectures given by resource persons from HUDCC. Discussions include the basics of local
shelter planning such as data gathering, situational analysis, formulation of goals and objectives,
generation of main shelter agencies, implementation of the plan and monitoring and evaluation. It also
involves the creation of informal settler families’ database, formulation of new strategies and programs,
identification of proper recipients and actual implementation of the plan.

Consequently, the 3-day Writeshop is the next phase wherein participating LGUs are assisted towards
the completion of their particular plans. With the data on hand, the participants now fill out the missing
parts of the plans, under close supervision and guidance from the organizing team (DILG and HUDCC).

After having gone through the two phases, the participating LGUs are expected to come up with a
Sanguniang Bayan-ready plan for approval, adoption and implementation.

ILOILO City – “Care to innovate, care to share.”


Such is the message imparted by the implementation of the Local Governance Innovative Solutions Bank (LGISB), one of the
newest programs of the Department of the Interior and Local Government (DILG) that aims to create a “pool of solutions” that
would address challenges faced by LGUs.
In line with the continuous implementation of the LGISB in Western Visayas, the DILG Region 6 has been conducting a series of
activities that would promote the program to local government units (LGUs) and capacitate them in its implementation. Among
these is its most recent initiative, which enabled the provision of technical assistance to LGUs and selected DILG employees on
the documentation of Best Practices.
An initiative of the DILG Regional Office, the “Documentation of Best Practices: an LGISB Writeshop,” was held on September 19-
21, 2017 at SmallVille 21 Hotel, Mandurriao, Iloilo.
Best Practices refer to award-winning LGU innovations and initiatives that were proven to have provided solutions to challenges
faced by the LGUs. The LGISB aims to have these practices documented and establish a databank where they will be stored and
made available for sharing and replication among LGUs.
Joining the Department in the Writeshop was the University of the Philippines Visayas (UPV), one of the partner institutions of the
DILG R6 in capacity building through the Western Visayas Local Governance Resource Consortium. The university provided
resource persons from the Division of Humanities of the College of Arts and Sciences to discuss the LGISB template, provide
documentation tips and strategies, and to facilitate the documentation writeshop.
The Writeshop was participated by Municipal or City Information Officers or designated LGISB Documenters, members of the LGISB
Regional Pool of Writers and selected City and Municipal LGOOs.
Representatives from the Adventist Development and Relief Agency (ADRA), a non-government organization which has committed
to assist several LGUs in the province of Iloilo in the documentation of their innovations, also attended the Writeshop to familiarize
themselves with the LGISB documentation and observe the activity proceedings.
In her special message, Assistant Regional Director Maria Calpiza J. Sardua enumerated the advantages of properly documented
best practices and encouraged the LGUs to ensure that all their undertakings are duly documented.
LGOO V Christian M. Nagaynay reoriented the participants on the LGISB, with refresher topics on the rationale, objectives,
mechanics and processes involved in the program. It can be recalled that the Department conducted the Orientation of LGISB to
all cities and municipalities in the region on June 19-20, 2017 at the same venue.
LGOO II Freda Mae L. Sorsano then provided an overview of the LGISB Documentation Template to guide the participants on the
writeshops they are about to undertake.
Mr. Jude Vincent E. Parcon of the UP Visayas discussed the Development Communication Framework, which according to him has a
link on the DILG mandate, and to the functions and responsibilities of the LGUs, as well as to the process of documentation of best
practices.
Data Collection Methods were introduced and discussed by Prof. Rhodella A. Ibabao. Basic Writing and Documentation Tips, on the
other hand, were provided by Parcon to further prepare them for the upcoming mini-writeshops.
Parcon tackled “How to Create Catchy and Effective Titles” and “Organizing the Project Description,” while Prof. Mary Oveta
Villareal discussed the Executive Summary, Implementation Procedures and Project Impact.
Throughout the activity, participants underwent five mini-writeshops, which were conducted after every discussion of the LGISB
template parts. The documenters were given the chance to present to the body their workshop outputs which were critiqued by the
facilitators from UPV and DILG Region 6, who also provided inputs on how to improve their documentation.
Also part of the workshop were short sessions on the Basics of Photography and Layouting/Packaging of Best Practice
Documentation. Parcon took on both of these topics. For a more hands-on approach, participants went out of the venue to take
photos which were then presented to the participants via a mini-exhibit, where the best photos were given recognition.
The Department is set to conduct the similar writeshops in the next quarters to cater to the remaining LGUs in the region,
including those in the province of Negros Occidental which was formerly part of the Negros Island Region. (LGOO II Freda Mae L.

BUKIDNON, September 17 (PIA)--As a requirement of the Conditional Matching Grant to the Province (CMGP), local government
units (LGUs) are required to submit a Provincial Governance Reform Roadmap (PGRR) for CY 2019-2022 that illustrates the
performance targets for each reform area and the strategies to achieve and sustain these agendas.

With this, the Department of the Interior and Local Government (DILG)-Bukidnon conducted a three-day Workshop and Consultation
on the Formulation of PGRR on Local Road Management (LRM) and Public Financial Management (PFM) on August 29-31 at Hotel
Koresco, Cagayan de Oro City.

As per DILG-DBM JMC No. 2017-2, CMGP is the successor of the Konkreto at Ayos na Lansangan ang Daan Tungo sa
Pangkalahatang Kaunlaran (KALSADA) Program which was initiated in FY 2016 following the successful completion of the Australian
Aid's Provincial Road Management Facility which covered 10 selected provinces in the Visayas and Mindanao.

The activity was participated by heads of offices and staff of the Provincial Government of Bukidnon.

At the end of the activity, the team was able to draft the Provincial Development Physical and Financial Plan (PDPFP) and Provincial
Governance Reform Roadmap (PGRR) for CY 2019-2022. (DILG Bukidnon)

The activity aimed to come up with a strategic roadmap for 2016-2019 making the DILG more relevant in helping LGUs improve their governance and
making the DILG more responsive to current demands of local governments.

The Department of the Interior and Local Government (DILG) Quirino facilitated the completion of the
2018-2022 Local Road Network Development Plan (LRNDP) of the Provincial Local Government Unit of
Quirino in a series of activities called “Training-Workshop on Local Road Mapping” on December 6-7, 2017
at One Tagaytay Place Hotel Suites, Tagaytay City and “Seminar-Workshop on the Updating of the LRNDP”
on December 11-12, 2017 at Camayan Beach and Resort, Subic, Zambales.

The seminar-workshops which was attended by the LGUs’ planning stakeholders were conducted to
update the existing Provincial Local Road Network Development Plan (PRNDP) of the Provincial
Government into Local Road Network Development Plan (LRNDP) where road investment needs and
priorities are identified and funded through the Conditional Matching Grant to Provinces (CMGP) for Road
Repair, Rehabilitation and Improvement and to ensure that the proposed projects for FY 2018 are the
legitimate priorities of the PLGU consistent with the Provincial Development and Physical Framework Plan
(PDPFP) and the Provincial Development Plan (PDP).

The first activity was participated by Municipal Planning and Development Coordinators (MPDCs),
Municipal Engineers, GIS Personnel and Technical Staff from the six (6) municipalities of the Province. The
activity was designed to equip the local functionaries of the municipal governments with the new
processes and tools such as the Value Chain Analysis (VCA) and the Unified Mapping Program (UMP) of the
National Mapping and Resource Information Authority (NAMRIA) that may be used in planning since a
rising from the initial road consideration includes connectivity of all roads including Municipal and
Barangay Roads within the Province, OIC Provincial Director Salvacion Z. Baccay said in her opening
message that road mapping is equal to good planning since it helps in the identification of road
investment needs and priorities based on economic drivers and thus allows strategic use of resources.

Aside from the lecture-discussions, the participants in the Local Road Mapping were engaged in a series
of assisted group workshops that enabled them to digitize and create their respective road network maps.
The second activity was focused on capacitating the members of the Local Road Management (LRM) Team
Technical Working Group on the relevant provisions of DILG Memorandum Circular No. 2017-159 which
provides for the guidelines and processes on the development of the LRNDP.

Mr. Achilles F. Babala of the Office of Project Development Services (OPDS) served as the main resource
person for the two-day seminar-workshop. When discussing about the value of having a road network plan,
he said that the same provides for the direction for the development of the road sector in the province. For
instance, the plan can be used to inform potential investors on the road transport development of the
province or can effectively provide tourism front liners with the basis for developing tour packages.

To consolidate the outputs of the two (2) activities and to finalize the said plan, DILG Quirino again
conducted a two-day LRNDP Writeshop on December 20-21, 2017 at Wilmer’s Resort, Santiago City which
facilitated the submission of the 2018-2022 LRNDP of the Province of Quirino duly approved by the Local
Development Council (LDC) and adopted by the Sangguiniang Panlalawigan on December 27, 2017
