URDANETA Deputy Director General, Policies and Planning I RATIONALE: On December 19, 2014, TESDA Circular No. 20 series of 2014 amended TESDA Circular No. 13 series of 2011 to include industry work experience as part of the requirements for National TVET Trainers Certificate (NTTC) issuance and renewal. The Circular states that, to attain the appropriate NTTC Level I, the following are required: a) NC Level of the qualification appropriate to the training program handled but not lower than NC Il; b) Trainers Methodology Certificate (TMC) |; and c) Industry work experience as may be provided in Section 3 of the respective TR. : On June 6, 2017, TESDA Board Resolution No. 2017-31 re: Adoption of the Revised Trainee Entry Requirements for Trainers Methodology (TM) Level | was approved. One of the provisions in the resolution is that the trainee must have met the number of years of relevant industry working experience required (IWER) per promulgated Training Regulations of the particular qualification to be handled On July 6, 2017, TESDA Circular No. 33 series of 2017 re: Institutionalizing a Credit Equivalency System for Industry Work Experience Required (IWER) for TVET Trainers was approved. The system aims to provide an opportunity for TVET trainers currently employed, whether as regular or contractual employee with insufficient industry work experience to meet the trainers’ qualifications in the Training Regulations and establish a workable credit equivalency system for trainers to be accorded credits equivalent to industry work experience. Prior to the approval of TESDA Circular No. 33 series of 2017 and TESDA Board Resolution No 2017-31, the said policies were subjected to regional public consultations. To ensure successful implementation of this credit equivalency system for WER of TVET trainers, there is a need to capacitate and prepare the ROD senior staff and PTAG members on the said system hence, this proposal. i PROJECT OBJECTIVES: The two (4) day capacity-building workshop aims to achieve the following: a. Capacitate ROD senior staff, Provincial Technical Assessment Group (PTAG) members (one per region) and TTI Trainers (one per region) in the implementation of credit equivalency system for IWER of TVET trainers; b. Develop strategies for the successful implementation of a credit equivalency system for IWER of TVET trainers for each region; and ¢. Develop Regional Action Plans on the conduct of multiplier program at the regional/provincial level for the implementation of a credit equivalency system for IWER of TVET trainers I EXPECTED OUTPUTS Primary Output a. 51 ROD senior staff, PTAG members and TTI trainers capacitated on the implementation of credit equivalency system for IWER of TVET trainers; b. 17 Regional credit equivalency system for IWER of TVET trainers implementing strategies developed; and c. 17 regional action plans on the conduct of multiplier at the regional/provincial level for the implementation of credit equivalency system for IWER of TVET trainers. Vv. Secondary Outputs a. 69 provincial senior staff capacitated on the implementation of credit equivalency system of IWER for TVET trainers; b. private and public TVIs oriented on credit equivalency system of IWER for TVET trainers; and ¢. TVET trainers with expired and expiring NTTC oriented on the procedures of acquiring credit equivalency of IWER MECHANICS OF IMPLEMENTATION A. Participants The following regional and provincial personnel will attend the 4-day capacity- building workshop on the implementation of credit equivalency system for IWER of TVET trainers: * One ROD senior staff per region; and * One PTAG member per region * One TTI Trainer per region B. Program Implementation 1. The 4-day capacity-building workshop on the implementation of credit equivalency system for IWER of TVET trainers will be conducted on October 3-6, 2017. The workshop will be preceded with a Training Induction Program (TIP) conducted a day before the workshop. 2. Day 1 activities are the following * Opening Program; + Pre-Test: assessment of IWER portfolio of TTI trainers (RO Team A assess the portfolio of RO Team B, and RO Team B assess the portfolio of RO Team A ...and RO Team X assess portfolio of RO Team Y, and RO Team Y assess portfolio of RO Team X); and * Analysis/cliniquing, 3. Day 2 activities are the following © Discussion of TESDA Circular on INSTITUTIONALIZING A CREDIT EQUIVALENCY SYSTEM FOR INDUSTRY WORK EXPERIENCE REQUIRED (IWER) OF TVET TRAINERS; * Workshop 1: Discussion of the Credit Equivalency Table - Three (3) Modalities focusing on the area/s where the participants have difficulty of understanding/interpreting the provisions of the Circular; Workshop 2: Discussion on the system workflow and responsibilities and functions of PTAG and ROD staff, and * Workshop 3: Discussion on the computation of the equivalent number of year/s per modality. 4. Day 3 activities are the following ‘* NITESD will develop a dummy portfolios composed of the three (3) modalities to be used in the post-test
