1. INTRODUCTION

The ever-increasing spread of electrical power transmission lines and their interconnection,
as well as the need to guarantee the highest operational safety possible, require improved
systems for protection against the various temporary or permanent failure conditions which
can occur over high voltage lines (short circuit between phases and between phase and
ground, etc.)
The main goal of “selective protection systems” is to identify the nature and location of a
failure in the shortest time and then quickly operate the circuit breakers for the faulty line
section, isolating it from the rest of the power network, which can then go back to normal
efficient operation, keeping the extent and duration of the disservice to a minimum.
The protection devices are usually installed at the ends of each line section and monitor their
operational status signalling any problems such as power overload, groundings, voltage
drops, etc.
The inherent limitations associated with selective protection devices, particularly evident over
long high voltage lines, has lead to the use of teleprotection systems.
A teleprotection system consists of a pair of protection devices installed at the ends of an
electrical line section.

2. FUNCTIONAL DESCRIPTION

The basic function of a selective teleprotection device is to accelerate, delay, lock or


condition the protection devices installed at the ends of the line section, depending on the
situation.
This is achieved by transmitting a command from one teleprotection device to the other (via
a suitable transmission system) in order to control the way the protection device at the other
end of the line section behaves.
The carrier may be analogue or digital (physical circuit, radio bridge, data channels, etc.)
provided that it is fast, reliable and safe. It is even possible to send commands along the
power line itself, by using a carrier wave connection.
The Selta TPS-NU teleprotection equipment is ideal for such applications, and offers a high
degree of HW modularity:
• 1 24/48V or 110V Power Supply Unit
• 1 Service Unit (for Interface with configurator/viewer)
• 1 Processing Unit with DSP
• 1 Digital or Analogue Line Interface
• 14 Command Units.
High SW modularity makes it possible to expand the HW and change the Interface type via
the configurator, and without changing the Processing Unit.
The Processing Unit has been designed using DSP devices, so that it can be used for:
• equipment configurations created by the user, who can set-up the following
parameters:
o number of commands
o line Interface type
o event command associations
o select desired safety and dependability level
o high command type programmability
o command redundancy
• storing/displaying the event history accurate to one millisecond
• updating the time tag

• updating the configurator SW


• accurate alarm indications
• indicating command statistics
• remote machine management service channel (digital carrier).
The TPS-NU equipment transmits and receives the commands via:
• Digital carrier (with electrical or optical Interface)
o digital multiplex channels;
o - Radio Channels
o - Fibre Optic Channels
• Analogue carrier (connection via pairs or analogue/digital carrier)
o Analogue carrier wave connection (STE-N)
o Digital carrier wave connection (STE-D)
o - Two/four-wire dedicated telephone circuits (cable pairs)
o Analogue and digital multiplex channels with analogue user Interface
o Radio channels with analogue user Interface

Up to four “commands” are managed, with the following characteristics:


• High command safety guaranteed by a dedicated card,
• Completeness, since each command consists of 5 relays:
o Two are used to transmit the command (Start and command)
o Two provide command recognition
o One acknowledges/duplicates the command
 local in the case of transmission recognition
 remote in the case of reception duplication
• Configurability in terms of the minimum activation delay integration period, etc.
From the SW point of view, the high configurability of the equipment allows to realize the
following international standard command systems:
 Intertripping;
 Permissive Tripping;
 Blocking.

The TPS-NU is manufactured in conformity with the Standard IEC 60834-1 covering
electrical and functional performance.
2.1 DIGITAL SUPPORT APPLICATIONS
Any of the following transmission Interface types may be used:
a) E0 (64 kb/s) data channel with G.703 Interface
b) E1 (2.048 Mb/s)) data channel with G.703 Interface
c) 32/64 kb/s data channel with V.11 Interface
d) 576 kb/s data channel with optical fibre Interface
The software is independent of the Interface type, and is identified by the acronym
ue_seq_r; the transmission period varies depending on the carrier velocity, see below for
more information.

2.1.1 Operating principle


Operation is based on encoding a guard signal and sending a certain number of events
encoded using a specific bit sequence.
When the equipment is at rest, the guard signal is transmitted continuously, in order to
monitor the connection, controlling the carrier transmission quality, and detecting if the
connection is interrupted.
When one event is transmitted, instead of the guard sequence, the equipment alternates
between transmitting the bits corresponding to a specific sequence, and the guard sequence.

2.1.2 Encoding and transmitting the commands


The equipment operation is based transmitting bit sequences with specific cross-correlation
characteristics and Hamming distances that guarantee that the standard dependability,
safety and nominal transmission time requirements are satisfied.
The sequences contain 42 bits.

A specific sequence is assigned to each command, or set of commands, while an additional,


guard sequence is transmitted in order to monitor the connection efficiency and quality. The
last bit in the guard sequence is used to transmit service information (slow service channel).

Up to 21 bit sequences are available for encoding the events in use, these are associated
with the messages exchanged between two TPS-NU units, which makes it possible to from
all the combinations between 2+2 and 3+1.

2.2 ANALOGUE SUPPORT APPLICATIONS


The TPS-NU equipment is suitable for use with various analogue transmission supports
consisting of an appropriate Interface and dedicated software, refer to the following table for
more information:

2.2.1 Operating principle


The equipment bases itself on the “FSK” (Frequency Shift Keying) frequency keying method.
In the OFF state, a tone (guard tone) is constantly transmitted (by the teleprotection
equipment or by the PLC). This tone allows the link monitoring by detecting its failure or its
degradation. In case of transmission of an event, the guard tone is switched off and one tone
corresponding to a particular command or group of commands is transmitted. Command
frequencies are sent at the maximum power made available by the transmission equipments.
For all the analogue connections there are 9 available frequencies (events).

2.2.2 Frequency encoding in case of LF connection


In case of direct LF connections via the UL-LF card and the ue_bf__r software, it is possible
to use 10-tone transmission and reception in order to guarantee that the standard
dependability, safety and nominal transmission time requirements are satisfied.
The frequencies associated to the guard criterion and the various events are:

One tone is reserved for the guard criterion; the overall bandwidth is 480...2880 Hz and so
there are 9 events available.

2.2.3 Frequency Encoding STE-N Analogue / STE-D Digital Carrier Wave


Connection
In case of connection via a high voltage carrier, a STE-N Analogue Carrier Wave Equipment
or STE-D Digital Carrier Wave Connection equipped with Interface TPU-BF, can be used,
together with a TPS-NU equipment with a UL-LF line Interface and the ue_stn_r software.

2.2.4 Frequency encoding in case of STE-D digital carrier wave connection


The connection on a high voltage carrier can be realized with a digital carrier wave STE-D
equipped with TPU-POF Interface and a TPS-NU equipped with an UL-FO line Interface with
a POF module (“Plastic Optical Fibre”) and the ue_ste_r software.
In transmission/reception the frequencies in bandwidth 16 or 8 kHz are:
Guard fg = 7680/3840 Hz (B = 240 Hz)
Event0 fg - 600 Hz (B = 240 Hz)
Event1 fg - 840 Hz (B = 240 Hz)
Event2 fg - 1080 Hz (B = 240 Hz)
Event3 fg - 1320 Hz (B = 240 Hz)
Event4 fg - 1560 Hz (B = 240 Hz)
Event5 fg - 1800 Hz (B = 240 Hz)
Event6 fg - 2040 Hz (B = 240 Hz)

Therefore, there are 9 events available; remember that the tone reserved for the guard
criterion is directly transmitted by the STE-D digital carrier wave equipment.

2.3 CONFIGURING THE HVU


Configuring a HVU coincides with configuring the commands, because a Selta TPS-NU
equipment HVU coincides with a command.

The meanings and functions of these parameters are described below:

2.3.1 Command Type


This parameter is used to define whether or not the equipment must wait for a ‘START‘
command before transmitting the commands, the two operating modes are as follows:

• START operation

In this case command transmission and reception depend on the Start criterion (see figure)
as described below:

a. Command transmission
When the protection device sends the start command to the equipment, the latter
prepares to transmit the command to the associated teleprotection device.
When the command (or commands) arrive at the protection device(s), the
corresponding command (or commands) is transmitted.

b. Command execution
When command (or command set) event is detected, the actuating relays are
activated, but only if the corresponding start criterion is present.

When there is a great deal of noise present on the line, the event detectors (guard/event)
may not perform the various commutations correctly.
To correct this, a special function is used to drive the relays directly, provided certain
conditions are present:
• High noise level on the line, or guard signal
• Start command present

When the protection device is activated a command is sent to the TPS-NU unit; as it does
not depend on the Start criterion, the latter transmits the event associated with the command.
When the receiver equipment detects the command event it activates the actuating relays
causing the switch to open.

2.3.2 Command Mode


The following field is used to define whether the command is normal or continuous type.
The normal command occupies the transmission line for all its length, while the continuous
command uses two events, on for Set and one for Reset, so that the relays states can be
maintained without permanently occupying the transmission line.
In the case of TPS-NU the Set command follows the same priority rules as the other
commands, therefore, the user can modify and/or control it, whereas the Reset command is
activated automatically and is always assigned the lowest priority level, so that, when there
are other commands present, it must wait until the channel is clear before being sent.
If the reset command is lost due to transmission line problems, it can always possible to
carry out a manual Reset.

2.3.3 Reply Command


This field is used to generate a reply to the transmitted command (Local indicates that the
command has been transmitted) or duplicate the received command (Remote) on the second
pin of the auxiliary relay.

2.3.4 Duplex
In the case of special installation conditions it is possible to send and receive commands in
Full and Half Duplex mode.
Half Duplex mode implies that it is not possible to receive while transmission is taking place,
whereas, in Full Duplex mode it is possible to receive and transmit simultaneously.

2.3.5 Nominal transmission time


The nominal transmission time of a command indicates the time beetween the excitation of
an input relayon the local equipment and the restitution of the command on the output relay
of the remote equipment. This time includes the algorithm and the HVU relay delays.
To change this parameter affects reception filtering and hence the dependability and safety
curves. Obviously it depends on the carrier and so on the Interface in use.

2.3.6 Min duration time Rx


The minimum reply period upon detecting a command can be set to a value between 0 and
500 msec.

2.3.7 Min duration time Tx


When a command coming from the field and in input to the equipment, it is possible to set
the minimum transmission duration of the event on the considered carrier. This field can be
set between 0 and 200 msec and does not affect the dependability and safety curves.

2.3.8 Guard absence timer


As mentioned above, for configurations with the Start command a special function is
provided that drives the actuating relays directly, provided that the following conditions are
true:
• Guard criterion absent
• Start signal present
The guard absence timer assumes the following values:
• 0 → Off
• 1 to 200msec

In any event, the command is no longer delivered if the RALL alarm (paragraphs 2.5 and
5.1.2) persists for longer than its integration (see “Integrating alarms on US”).

2.3.9 Noise Presence Timer


For configurations with the Start command, a special function is provided that drives the
actuating relays directly, provided that the following conditions are true:
• high noise level on the line, estimated BER or SNR exceeding the predefined
threshold
• Start signal present
The noise presence timer assumes the following values:
• 0 → Off
• 1 to 200msec
In any event, the command is no longer delivered if the RALL alarm persists for longer than
its integration period (see “Integrating alarms on US”).

2.3.10 HVU input filtering (Min Trip Duration)


In order to avoid input relays contact bouncing, it is possible to set-up, on the transmitting
equipment, a transmission and start contact persistence criterion, this parameter is common
to all the HVUs and it assumes values from 0 to 200msec step 0.5 msec.
The suggested (default) persistence time is 0.5 msec.
Increasing this filter delays the moment the command is executed.

2.3.11 Delayed command execution Time


In order to avoid the recognition of false commands due to the presence of noise, it is
possible to increase safety on the receiving equipment, by delaying the command. The
purpose of that parameter is to respond only if it receives the signal for a period exceeding a
configurable timer beetween 0 and 200 ms. The delayed command execution timer affects
the equipment performances of dependability and safety, because it allows to increase the
safety with a loss of dependability.

2.3.12 Dependability and Safety


This field allows the user to choose among four possible steps of dependability and safety
(Step 0, Step 1, Step 2, Step 3) that ca be configured depending on the plant characteristics
or on the command type. The optimal choice must be done by analysing the curves
illustrated in the chapter 7 DEPENDABILITY AND SAFETY PERFORMANCE.
Naturally, the user must analyse the curves that correspond to the Interface in use.

2.4.1 Transmission Time Test


This field allows the user to calculate the transmission time of a command. The following
values may be selected:
• Off no test
• Minute carries out the test once a minute
• Hour carries out the test once an hour
• Day carries out the test once a day
• Manual carries out the test only manually
This test must be carried out very carefully since:
• It uses an event
• It occupies the transmission carrier

For digital carrier, (optical fiber, G703, V11), which have a large number of available events,
this is not a problem, whereas it could be a problem for analogue carrier, (LF, STE-N, STE-
D), where the events are limited. Furthermore, the fact that carrier wave configurations
occupy one of the channels affects the data channel normally used for other services.

2.4.2 Emission block


This function is used to automatically interrupt the transmission of an event in the case of
non-continuous commands, if they persist for longer than 2.5 sec.
This means that, in case of emission block, all the inputs associated with the HVU are
ignored while the anomaly is present at the inputs.
The block function is essential for carrier wave carriers, since the command transmission
occupies the transmission line at maximum power and inhibits normal operation.

2.4.3 Enable recording event


This function is used to record on an EEPROM all the event history of the equipment, in
terms of input and output commands and alarms. Enablign the recording on EEPROM is
limited by the overall write capacity.
In order to avoid ageing the EEPROM unnecessarily, particularly during IEC60834-1
functional testing, it is advisable to disable the write to EEPROM function.
It should be remembered that the available memory can store up to 2048 events using a ring
buffer.
Assuming that it stores 1 event every 10 seconds (well in excess of actual requirements), the
selected memory life would be 64 years.
The TPS-NU machine is equipped with a configurable clock that can be used to insert the
time tag, accurate to one millisecond, in the recorded events.

2.4.4 BER/SNR Threshold Alarm


This function enables the Bit Error Rate (in the case of digital machines) or Signal/Noise
alarms in the case of analogue Interfaces.
The user may select the desired threshold to make the alarm active. Remember that the
presence of an alarm related to the quality of the channel (BER/SNR) inhibits the restitution
of any command coming from the communication carrier.

2.4.5 Remote Control Enable


This function (available for digital Interfaces only) enables the remote control channel that
makes it possible to open the configurator/viewer on the remote equipment.

2.4.6 Address Remote Enable


This function (available for digital Interfaces only) can be used to check if the remote
euipment address (8 bit) coincides with the configured address.
This performance ensures to avoid carriers exchanges in non-dedicated networks. The
address selection occurs during the configuration.

2.4.7 Periodical Set


If the commands are continuous, this feature allows to transmit the Set event periodically:
• Off (periodicity disabled)
• Every 15s
• Every 30s
• Every minute
• Every 2 min

This periodicity must be used carefully, because it periodically occupies the communication
carrier. In case of digital carriers (FO, G703, V11) and analogue LF carrier, it is not a
problem, because the whole connection is dedicated to teleprotection function. In digital
connections (STE-N, STE-D) it can be a problem, because the channel occupancy causes a
loss of service on the data channel used for other services.

2.4.8 Periodical Reset


If the commands are continuous, this feature allows to transmit the Reset event periodically:
• Off (periodicity disabled)
• Every minute
• Every 30 min
• Every hour
• Every day

This periodicity must be used carefully, because it periodically occupies the communication
carrier. In case of digital carriers (FO, G703, V11) and analogue LF carrier, it is not a
problem, because the whole connection is dedicated to teleprotection function. In digital
connections (STE-N, STE-D) it can be a problem, because the channel occupancy causes a

2.5 CONFIGURING THE ALARMS


The TPS_NU equipment allows to configure the rise (OFF  ON) and the fall integrations
(ON  OFF) of some alarms set:

o RALL (reception alarm): Ground contact or voltage free contact that indicates a
reception alarm
o LALL (local machine alarm): Ground contact or voltage free contact that indicates
local machine alarms and power supply absence
o GALL (summary alarm): Ground contact or voltage free contact that indicates
general alarms. The user may configure which events trigger this alarm
o AL-IND (equipment anomaly alarm): NC solid state relay driven ground contacts
(two fast alarm contacts, and one delayed alarm contact) which are triggered by any
of the alarms mentioned above

These timers have an enabling/disabling integration time of between 0 and 10 sec.

2.6 CONFIGURING THE EVENTS


The equipment configuration can be modified by a serial RS232 connection with a
maintenance and monitoring terminal (PC with configuration/display facilities), in order to
adapt it to the various installation requirements, and to acquire diagnostic and alarm
information.
The TPS-NU, can be adapted to the customers’ needs, simply by creating a specific
configuration, and without changing the application code.
Every command is transmitted on the transmission line, using a sequence in the case of
digital carriers, and using a frequency in the case of analogue carriers, henceforward, both
the term event will be used to refer to both frequencies and sequences.
A given number of events are available, depending on which type of Interface is in use: the
configuration is limited by the number of events available. For the user it isn’t important to
see the event associated with the command, but only an arrow that indicates that the
association has been carried out: the configurator displays:

• Tx-Command Rx-Command
The last association ‘command-event’ to be configured has the highest priority. Priorities can
be altered by selecting the command/event association and moving it up or down; this allows
the user to compile the table as required.

The TPS-NU also allows the user to configure “continuous” commands: this type of
command is decided for the single HVU. The difference between a “continuous” command
and a “normal” command is the following: the first needs 2 events, a set for the leading edge
of the command coming from the field, and a reset for the trailing edge. The reset event is
automatically allocated by the configurator, and assigned to the lowest priority level. For
example, if commands A and B in configuration 1) were defined as continuous commands,
the configuration would require 5 events.

Finally, it is very advisable to create configurations with the same events table (
association command – events and type of commands) on both the connected TPS-NU
equipments, to avoid functional operations that can be difficult to be interpreted.

2.7 DIAGNOSTICS USING THE MONITORING TERMINAL


The SU card (Service Unit) is equipped with a connector at the front for a maintenance and
monitoring terminal (PC) that can be sued to perform diagnostic checks and controls during
both the activation phase and normal operation.
In order to improve the equipment dependability an on-line local diagnostic cycle is provided
to check the correct operation.
This checking is extended to all the equipment main functions except for the transmitter opto-
insulators and actuation relays (their correct operation is tested by the off-line test).

The “Transmission Time Alarm Test” can be used to check that the overall connection is
working correctly. This test can be run from the terminal, or it can be programmed so that is
executed automatically on a regular basis.
The local terminal sends a test event to the remote terminal. Once it has recognised the test
event, the remote terminal responds by sending the same event. This enables the local
terminal to measure the transmission time. Furthermore, the user can set-up an alarm that is
triggered if this time exceeds a predetermined configured value.
Since the test does not affect the command transmission or execution functions in any way, it
can also be run during normal operation.
The actuator relay drivers includes redundant circuits that ensure that individual failures
cannot generate false commands.
The equipment is equipped with some light-indicators facilitating the operation status
monitoring as well as maintenance. The main alarm criteria are also available as voltage free
contacts.
As has already been stated, each command or alarm is stored by software counters and
time-tagged (accurate to one millisecond): these data are made available at the maintenance
and monitoring terminal, and can be zeroed by using the dedicated terminal command.

The Power Supply Unit (PSU) converts the input voltage into the stabilised output voltages
and current supply required to power all the equipment circuits. There are two versions
available, a 24/48 Vdc version and a 110 Vdc version.

3.1.2 Service Unit (US card 640904003-A0-IT)


The TPS-NU Service Unit (SU) contains all the centralised circuits used for programming
the equipment with a PC via the RS232 serial connection, and handling the alarms.
The following contacts are available:
A. Three switching contacts
− equipment alarms OR
− line alarms OR
− generic alarm which can be associated to one or more of the equipment alarms
during the configuration phase

Each alarm can be configured with a delay.

B. Two normally closed relay contacts for alarm signals; a normally closed relay contact,
with an adjustable delay, can be associated with each alarm.

3.1.3 USPLUS (640071013-A0-IT)


The US PLUS board makes the Selective Teleprotection devices monitorable and
configurable by remote, guarantee safety of transfer of this information and the
encryption of sensitive data in order to avoid third party from intercepting traffic or
generate unwanted controls.
The new US-PLUS board allows bringing the TPS-NU Selective Teleprotection
device in network and communicate with it through assigning of an IP address.
A new feature inserted in the US-PLUS board is that to remotely monitor the
Selective Teleprotection device through SNMP protocol. Specifically, the main
exported variables are:

• alarms relating to the device operation status, currently displayable through


device LED and via relay assembled on US board (RAL, LAL, GAL, AIND)
• information on line unit (LU) and alarms relating to its operation status
• information on the individual UAT boards, particularly transmitted/received
controls and received start-ups

3.1.3.1 Communication Safety


The Selective Teleprotection device new configuration and monitoring feature raises
problems relating to safety and confidentiality of traffic exchanged between the
device itself and the remote control centre. In this regard, the following must be
considered:

• traffic encryption, so it cannot be intercepted, freely analysed and eventually


modified by third party;
• implementing of an authentication mechanism that prevents third party
generating false messages without them being recognised as not valid.

Authentication is the mechanism allowing to limit access to machine to users having


the necessary privileges only; there are 2 types of main authentication, local and
remote.
The first authentication mechanism evaluates the details supplied by the user,
comparing them with those memorised on board; there are 2 different user profiles
(root and guest, respectively) that define the different levels of privileges. The local
access password can be modified via configurator.
The second authentication mechanism sends authentication requests received at
board input to a remote authentication server that authenticates the user and
provides the US-PLUS board a positive or negative feedback on whether the details
provided by the user are correct or not. There is the possibility of configuring 2
different types of
remote authentication:
• RADIUS authentication;
• TACACS+ authentication.
They both refer to a remote server and use a secret shared between board and
service for authenticating the access requests. All necessary parameters for this
authenticating mode can be defined through the configurator.
By default, the board implements the local authenticating mechanism as additional
configurations are required for the other 2. Any chosen authenticating mechanism
change happens via configurator.

3.1.3.2 Synchronization
The US-PLUS board provides the possibility of selecting a synchronisation
mechanism between:
• Type 000 IRIG-B. The timestamp information is coded inside the optical signal
received from the board through PWM, Pulse-Width Modulation;
• Type 237 IRIG-B. The timestamp information is coded inside the optical signal
received from the board through a pulse modulation with modified Manchester
type pulse (MMC, Modified-Manchester Coding);
• NTP (Network Time Protocol)

3.1.4 Processing Unit


The TPS-NU Processing Unit (PU) contains all the digital signal processing and equipment
monitoring circuits.
It forms the central nucleus of the equipment and controls all the main machine functions and
operations. In particular:
− Acquiring the commands to be sent on the transmission channel from the
protection devices
− Managing command priorities and simultaneity
− Generating events to be associated with each command or group of commands
− Monitoring the guard signal
− Extracting the command events received from the transmission channel
− Detection and activation logic of the commands to be executed
− Managing the transmitted and received command counters.
− Managing the alarms
All functions described are carried out by Digital Signal Processing (DSP).

3.1.5 Line Unit


The Line Unit (LU) is used to manage the transmission channel for sending and receiving
commands. It varies depending on which type of transmission line it is connected to. The
following Line Units are available:

G703 (LU-G703) Line Unit


• Consists of a 64 kb/s digital channel transmission Interface.
• Functions as a co-directional and a counter-directional Interface in
accordance with the Standard CCITT G.703 either when transmitting or
when receiving.
• Controls the transmitted signal level

LF Line Unit

• 2/4 wire electrical Interface for use with LF lines and connection to

3.1.6 High Voltage Command Unit


The HV Command Unit with solid state relay (SSR HVU) Interfaces with the high voltage
electrical line protection devices. It acquires the command to be transmitted from the
protection device, by a command or a starting signal and executes the command received
from the associated teleprotection device, connected by a principal command and two
auxiliary commands.
Up to 4 High Voltage Command Units may be installed in the same sub-rack.

4. MECHANICAL CHARACTERISTICS

4.1 GENERAL
The TPS-NU equipment mechanical structure is fully METRIC in accordance with the
Standard ETS 300-119, IEC 917 and DIN 43356.
The equipment is built with aluminium extrudate suitably anodised and assembled.
The materials used guarantee a good electric conductivity and a correct protection against
electrostatic discharge.

4.2 SUB-RACK
TPS-NU equipment can be equipped with 1 type of sub-rack with field connectors on
the rearside of the sub-rack (TPS-NU Sub-rack).

4.2.1 TPS-NU Sub-rack (code 648034002-A0-IT)


The equipment is housed in a metric sub-rack whose shape and external dimensions are
indicated in Figure 4-1.
Note the sub-frame drill holes that make it compatible with ETSI mechanical structures and
19” industrial standard mechanical structures
The installation connection cables are connected at the back of the sub-rack.
The sub-rack has an ID label that includes the following information:
• manufacturer
• equipment type or model
• serial number
• date of construction
• CE mark
The sub-rack houses the equipment cards as indicated in the “Installation Manual” part no.
MI 620071000-A0-GB. The plastic guides mounted on the sub-rack at the industrial standard
pitch distances make it easy to insert and extract the cards.

The cards are interconnected through the printed circuit card mounted at the back of the sub-
rack. The field Interface connectors are also mounted on this card. In particular:

summary alarms
• 4 x LUMBERG 3641 06 (6-pole) rectangular, metric male power connectors with K30
polarisation, for interconnections between TPS-NU and the distance protections (input
commands).
• 4 x LUMBERG 3641 06 (6-pole) rectangular, metric male power connectors with K30
polarisation, for interconnections between TPS-NU and the distance protections (output
commands).
• 1 ground terminal made up of screw and M.6 nut.

Near each connector there’s an explanatory printing.


All the flying connectors are polarised so that it is impossible to connect them the wrong way
round.

4.3 ELECTRONIC CARDS


The electronic cards (units) are 6 SU type, measuring 115 x 210 mm and equipped at the
rear with a 90° DIN 41612 male connector - C type.
Each card has a metal front plate equipped with insertion-extraction lever and rack fixing
screws to ground the front plate and avoid accidental removal.
This does not include the HVU and UA network groups that are protected by a single, neutral
front panel.
Holes in the front panels allow access to measurement points, switches and luminous
indications.
For maintenance ease, printed onto the plate are also the unit ID number, led function, type
and direction of the signals present on the various measurement points and sectioning
points.

Before carrying out any maintenance operations, observe the precautions indicated in the
Safety Manual, part no. MS 620071000-A0-IT.

5.1.2 Alarm connectors


The diagnostic information indicated by the LEDs on the various cards is also available on
the three alarm connectors at the rear of the sub-rack.
The alarm outputs are as follows:
• RAL (Reception alarm) release relay driven ground contact (available in normally
open or normally closed configuration). The sources of this alarm are:
o Carrier alarm
o Line unit reception alarm
o Guard criterion long absence alarm (nominal value ± 5 dB with analogue
Interfaces)
o High BER (if configured and with digital Interfaces) or low S/N ratio (if analogue
Interfaces)
o Equipments address alarm (if configured and only with digital Interfaces and digital
power line carrier equipments STE-D)
o Local alarm (apart emission block) of the remote equipment (only with analogue
power line carrier equipment STE-N)
• LAL (local equipment alarm in OR with power supply alarm) release relay driven
ground contact (available in normally open or normally closed configuration). The
sources of this alarm are:
o Power supply alarm
o Line unit transmission alarm
o Equipment fault
o Configuration error
o Emission block for input commands longer than 2.5 s (if configured)
• GAL (general equipment alarm) release relay driven ground contact (available in

5.1.3 Terminal in monitor mode


In addition to the diagnostic information provided by the optical signals and the alarm
contacts, the equipment also provides the user with more detailed diagnostic information that
can be accessed using the Maintenance SW.
In the case of the PU group, and the LU groups equipped with processors, select
identification parameters to view the equipment firmware identification and versions.
PU card:
• Current Bootstrap Firmware identification and version.
• Current Operating Firmware identification and versions.

LU card
• Current Bootstrap Firmware identification and version.
• Current Operating Firmware identification and versions.
• FPGA Firmware identification and version

The diagnostic window displays the start counter values, the commands received and
transmitted by each HVU group, that can be reset by the user also individually), the card and
alarm state, the BER/SNR value and the transmission time.
The maintenance software carries out a compatibility test between the firmware, the
hardware and the configuration each time an operation is performed; it also allows the
historical analysis of the events recorded on the EEPROM, if this is included in the
configuration.

5.2 MAINTENANCE
The maintenance terminal (Personal Computer) may be used both as testing and checking
terminal for diagnostics during line-up and maintenance, as well as for reading all alarms and
counters of transmitted and received commands.
As described above, the user is informed about any incompatibility between the programmed
configuration and the cards inserted in the equipment by both the Maintenance SW and a
series of visual indications.
Accidental insertion of units into the wrong slots will not, in any case, damage the units
themselves or cause false commands to be transmitted or delivered to the protection
devices.
Nevertheless it’s worth keeping in mind that:
− once a unit has been inserted, you must tighten the upper and lower screws on the front
plate
− to remove a unit, make sure that these same screws have been completely loosened
− unit removal is made easier by slightly pushing the extraction knob
− static-control wrist straps (anti-static bracelets) must always be used when handling the
units

This cable is required to connect the “TPS-NU Service Unit” to a PC serial port (when using
the Maintenance SW during the viewing and/or configuration phase).

• 6SU 96C Extender card:


This extender card can be used with all the equipment groups, apart from the “Converter”.

• DIN 41616 Measurement cable:


This cable is required to access the “Converter” group measurement points.

• TPS-NU test Off-Line cable


Together with a PC, this cable enables the user to check that the command
reception/transmission circuits are operating correctly (“Off-Line Test” for the High Voltage
Unit cards).
The TPS-NU is equipped with a local (on line) diagnostic that enables the user to monitor all
its circuits, apart from the actuator relay and sender opto-isolator contacts.
These parts of the circuit will necessarily have to be tested when the equipment is off-line,
through the Off-Line Test procedure.
The equipment also includes the transmission time test function, which is used to check that
the connection is operating correctly.

5.2.1 Off-line test


This test is performed using the configuration/viewing program and the “TPS-NU Off-Line
Test cable”. The aim of this test, which should be performed with the plant disconnected from
the equipment, is to check that command execution relays and transmission command input
circuits on each board operate correctly.
The test procedure is as follows:
1. Disconnect the plant connector from the HVU card to be tested
2. Ensure that the HVU card to be tested is set-up for 48 Vdc operation, that is the voltage of
the external battery (M14 connector with TPS-NU sub-rack, BATTERY connector with
TPS-NU Front. Conn sub-rack), if not, set it to 48 Vdc by setting the jumpers ZP1, ZP2,
ZP3, ZP7
3. Connect the Off-Line Test cable between the external battery connector and the
connector of the HVU card to be tested. In case of TPS-NU sub-rack, insert the cable
TEST connector in connector M14, and the other two connectors, identified as INPUT and
OUTPUT, in one of the connector pairs M6-M7, M8-M9, M10-M11, M12-M13, depending
on which HVU unit is to be tested.. With TPS-NU Front.Conn sub-rack, insert the cable

6. TECHNICAL DATA

6.1 GENERAL INFORMATION


Transmission time , dependability and safety performances
This section describes the TPS-NU equipment transmission, dependability and command
safety characteristics. For a detailed definition of transmission time, dependability, safety and
the methods for measuring these parameters, reference is made to IEC-60834-1 standard.
Even so, some definitions have always been included below:
• Nominal transmission time (T0)

It’s the time elapsed between the transmission of the command by the local protection
and the delivery of the same command to the remote protection.
This time does not take into consideration the delay introduced by the transmission
bearer and is always calculated based on absence of line noise.
• Dependability

This is defined as the probability that a transmitted command will be recognised, even
under unfavourable conditions (high BER / low SNR).
From an operational point of view, this parameter is calculated as (1-Pmc), where Pmc
is the probability of missing command; that is:
Pmc= Number of missing commands / Number of transmitted commands
The transmitted command is considered lost if it is not received within a max. pre-set
time or if it lasts less than a minimum established time.
To define the dependability it is necessary to plot the Pmc vs. BER / SNR curves for
each maximum recognition time (1.3*T0, 1.5*T0, 2*T0, etc), using 3*T0 duration
commands, and a 1 second delay between each command.
• Safety

It’s the level of probability that a command will not be delivered if not transmitted (a
false recognition can, in fact, occur because of noise present in the transmission
carrier).
From an operational point of view, this parameter is evaluated by introducing a noise
burst (duration = 200 msec, with a 500 msec delay) on the transmitted pattern, and
measuring the false command probability Puc, defined as:
Puc = Number of unwanted commands / Number of sent noise bursts.
To define safety, refer to the Puc peak value on the Puc vs. BER / SNR curve.

The equipment enables the user to program various nominal transmission times T0, in order to
vary the dependability and safety performance. The nominal transmission time and safety level
may be set to different values for each command. The user can also program an Execution
Delay Timer in order to improve safety.

Chapter 7 illustrates the TPS-NU equipment performance with the corresponding


dependability and safety curves.

7. DEPENDABILITY AND SAFETY PERFORMANCES

Dependability and safety tests were carried out in accordance with the procedures specified by
the Standard IEC 60834-1.
All equipment timers were excluded when calculating the theoretical dependability and safety
values.
When the equipment is configured using a no null minimum duration reception timer, the
performance remains valid, and the equipment returns the command at the output for the
required duration.

7.2 SAFETY IN CASE OF DIGITAL INTERFACE


Thanks to the protocol in use, the PUC probability of undesired commands when transmitting
and recognising commands is so low that it is impossible to quantity over a reasonably short
time.
Therefore, the tests were aimed at ensuring that certain PUC values are not exceeded. The
safety level was measured by applying 200 ms BER bursts alternated with 300 ms pauses.
A theoretical analysis was used to calculate the overall safety performance for BER from 10-3
to 0.5.
