Explain TWO measures taken by government in combating corruption.

(10 Marks)

Corruption is a criminal offense or lawful offense where a person obtains freedom, contract
or privilege from the authority or a company after giving money, gifts, entertainment to the
parties. In this regard, the Government has taken various initiatives to combat corruption.
These efforts require strong political will with the cooperation and support of the public
sector, the private sector and all levels of society. Among the measures taken by the
government in combating corruption is to enhance the image of the nation.

First is to require the declaration of property. Declaration of property is statutory declaration.


All cabinet ministers and member of parliament are required to declare the property and be
accessible to the Malaysian Anti-Corruption Commission (MACC) and the cloud staff had
earlier been required to do so. This rule makes it easy to identify illegal possession of
property according to law. All officers are required to make a declaration of property upon
being appointed into the Public Service, required by the Government, acquiring additional
property / disposing of property and all officers are required to make a declaration of
property at least once within 5 years.

Second, enhancing the delivery of information. The Government needs to increase


knowledge and awareness to officers and staff in government departments and the people
about the impact of corruption. For examples the Myprocurement Portal that was created as
a one-stop site that will provide an overview by publishing all government tenders and
successful bids to further promote transparency and accountability in government spending.
Through this website, the Government will display various information on Government
procurements such as Government contracts and tendered advertisements or awarded, date
and contract value as well as tender winners. The MyPROCUREMENT portal will display
revenue-related information to facilitate the public to obtain the required information. The
project is a result of the 'Fighting Corruption' initiative under the National Key Result Area
(NKRA) through the Governement Transformation Programme (GTP) that aimed at ensuring
uniformity in the dissemination of information on government procurement.

In conclusion, there are various measures to curb corruption in our country. These symptoms
will not only affect the country's economy but also the country's image. All parties must be
united to create a country free of corruption. In doing so, Malaysia can expand and prosper.
