and House Bill No. 5784, after having met and fully discussed the subject matter,

SEC. 9 (Entitlement to Benefits) provide that every Filipino citizen
shall be automatically included in the National Health Insurance Program
(NHIP) and shall be granted immediate eligibility for health benefit
package under the Program, and that PhilHealth shall provide additional
Program benefits for direct contributors where applicable.
: ‘i «SEC. 8 (Program Membership) classifies the membership into the NHIP

\ who have the capacity to pay premiums, including their qualified
dependents and lifetime members; and (2) indirect contributors, Le. refers

SEC. 13 (PhilHealth Board of Directors) of the Reconciled Bill
reconstitutes the PhilHealth Board of Directors, which shall now have 4
maximum of thirteen (13) members, consisting of the following: (i) five
(5) ex officio members, namely, the Secretary of Health, Secretary of
Social Welfare and Development, Secretary of Budget and Management,
Secretary of Finance, Secretary of Labor and Employment; (ii) three (3)
expert panel members with expertise in public health, management,
finance, and health economics; and (ii) five (5) sectoral panel members,
representing the direct contributors, indirect contributors, employers
group, health care providers to be endorsed by their national associations
of health care institutions and health care professionals, and
representative of the elected local chief executives to be endorsed by the

wa,League of Provinces of the Philippines, League of Cities of the Philippines
and League of Municipalities of the Philippines. The provision also provides
that at least one (1) of the expert panel members and at least two (2) of
the sectoral panel members are women.
SEC. 19 (Integration of Local Health Systems into Province-wide
and City-wide Health System) provides that the DOH, DILG,
PhilHeaith and LGUS shall endeavor to integrate health systems into
province-wide and city-wide health systems.
SEC. 20 (Special Health Fund) provides that province-wide or city-wide
health system shall pool and manage all resources intended for health
services, thru a Special Health Fund, which shall be used to improve the
health services in the LGUs.
SEC. 21. (Income Derived from PhilHealth Payments) provides that
all income derived from PhilHealth payments shall accrue to the Special
Health Fund to be allocated by the LGUs exclusively for the Improvement
of the LGU health system. However, the PhilHealth payments shall be
credited to the annual regular income (ARI) of the LGU.
sec. 37. (Appropriations) provides that the sources of funds for the
implementation of this Act include, among others, the following: (1) total
incremental revenue from RA 10351; (2) Fifty percent (50%) of the
National Government share from the income of the Philippine Amusement
Gaming Corporation (PAGCOR); and (3) Forty percent (40%) of the
