Dear Director Navales;

This is in reference with the promotion of Dr. Deogracias C. Paano as Provincial


Government Department Head (Provincial Agriculturist), Item No. 89, Salara Grade 26 of
the Office of the Provincial Agricultural Services, this province. His current position is
Supervising Agriculturist. As to the hierarchical arrangement, said position is a third-in-
rank, next to the Assistant Provincial Agriculturist. The reasons enunciated hereto the
appointment of Dr. Paano, are the following:

a. Promotion is the advancement of an employee from one position to another


with an increase in duties and responsibilities as authorized by law, and usually
accompanied by an increase of salary (Rule VI, Section 1 of Omnibus Rules
Implementing Book V of EO No. 292 and Other Pertinent Civil Service Laws);

b. The appointing authority may promote an employee who is not next-in-rank


but who possesses superior qualifications and competence compared to a
next-in-rank employee who merely meets the minimum requirements for the
position, under Section 4 , page 14 of Omnibus Rules Implementing Book V of
EO No. 292 and Other Pertinent Civil Service Laws;

c. Furthermore, as reflected in Section 5 of the above stated CSC Law (page 14),
states that the comparative degree of competence and qualification of
employees shall be determined by the extent to which they meet the following
requirements at the time of the appointment in terms of performance,
education and training, experience and outstanding accomplishment,
physical characteristics and personality traits, and potential. These factors are
clearly manifested in the attached pertinent documents of the appointee;
and

d. The next-in-rank employee did not show or signify his intention and submit his
application for promotion to the Office of the Governor through the Human
Resource Management Office, so that his name shall be included in the list of
applicants who will qualify and considered for screening by the Personnel
Selection Board of the Provincial Government but failed to do so, which is
understood that his right was considered waived, per minutes of PSB hearing.

Hoping that the herein justifications of the appointee will find favorable merits
and approval of the appointment.
